board
and
the
Primitive
information
about
local
control
commissions
is
on

item

I
think
the
Insight
I
can
provide
to.
You
is
simply
that,
if
Williston
took
on
the
role
of
local
cannabis
commission,
the
select
order
of
their
nominated
body
would
would
issue
licenses
to
cannabis
establishments.

folks
who
are
in
the
business
of
fixing
cars
if
they
want
to
have
the
ability
to
issue
inspection
stickers,
one
of
the
things
they
need
to
do
is
come
to
the
tower
office
and
you
know
sign
off
from
the
zoning
administrator
that
says
they
are
establishing
this.
Otherwise,
in
compliance
with
facility-
and
you
know,
usually
we're
able
to
just
sign
those.
Sometimes
there
might
be
a
conversation
about
something
like
outdoor
storage
or
signage
or
something
else.

They
don't
need
a
permit,
so
there's
a
number
of
types
of
cannabis
establishment
most
of
the
growing
operations
that
happen
predominantly
Outdoors
that
are
no
longer
subject
to
any
zoning
Authority
at
all.
So
if
they
don't
need
a
permit
by
its
owning
to
do
that
operation,
they
can
go,
seek
their
licensure
from
the
state
right
now.
The
state
is
not
going
to
look
at
their
local
Zone
in
compliance,
they
wouldn't
know
necessarily
whether
something
was
in
compliance
or
not,
and
that
license
would
be
issued
by
the
city.

when
a
municipality
takes
on
a
local
licensure
board,
my
understanding
is
that
those
state
license
requests
will
be
Circle
circulated
through
the
zoning
administrator's
office.
We
have
the
standing
stadium
in
our
zoning

that
we
don't
issue
permits
properties
where
a
violation
is
present
unless
the
permit
is.
The
statements
are
correct
violation,
so
it
gives
the
town
a
little
bit
of
an
extra
hook
there,
with
the
establishment
of
any
business
in
town,
there's
often
an
opportunity
to
have
a
conversation
with
the
property
owner
and
about
the
distributoring
compliance
facility.

the
property

talk
about
fire

or

applicants

to
us

cannabis,

facility

certainly
answer
those

help
those
folks
achieve
compliance
with
all
the
Town
rules,
but
we
don't

someone

to
come
in
and
get
that
sign
up.

as
a
liquor
control
board,
when
someone
applies
for
a
license
related
to
your
function,

that

a
way
for
the
select
board
to
be
informed
as
to

cannabis

at

cannabis,

issue
has
been

for

of

couple

requests

the

workplace

vote

petition

the
ballot

received

the
program

we
prepared
for

tonight

little
over
each
of
the
changes
in
the
orders
that
are
in
demo
and
on
sheet,
and
please
stop
for
any
of
that.
If
you
have
questions
so
the
first
part
is
a
recommendation
that
the
administrative
permit
fee
cap
be
raised
until
a
few
years
ago
we
didn't
have
a
cap
on
the
administrative
permit
fee,
so
you.

They
were
reasonably
related
to
the
application
that
we're
speaking
so
we
recommended
it
and
the
select
board
approved
a
couple
years
ago,
a
vcap
of
twenty
thousand
dollars,
so
at
five
dollars
for
every
one
thousand
dollars,
investment
in
cost.
That
meant
projects
pay
the
graduated
fee
up
to
an
estimated
project
cost
of
four
million
dollars,
and
then
they
just
paid
twenty
thousand
dollars.
No
matter
how
expensive
the
project
was,
so
we're
recommending
raising
that
half
to
thirty
thousand
dollars.

So
this
is
as
much
about
just
kind
of
keeping
Pace
with
the
kind
of
numbers
we
see
on
our
applications
is
anything
so
we
we
still
think
a
cap
is
a
good
idea,
but
we
think
it
should
be
raised
balance
that
we're
proposing
not
doing
the
percentage
of
project
costs
at
all
for
what
we
call
all
residential
Improvement
projects.
So
if
you've
ever
had
to
come,
get
a
permit
from
our
office,
you
don't
do
it
again
pool
a
shadow
or
a
fence.

It
doesn't
matter
how
much
those
things
cost
you
pay
a
base
permit
fee
of
thirty
dollars.
This
proposal
would
add
some
other
projects
to
that
list
of
flat
fee
projects
for
additions,
interior
reconfigurations
or
larger
accessory
structures
like
garages
oftentimes
for
a
homeowner.
This
might
be
a
really
expensive
project,
but
when
we're
reviewing
it,
you
know
we
might
be
looking
at
a
garage
and
saying:
okay:
does
the
garage
meet
the
front
and
side
yard
setback?
Is
it
too
tall?
Brave?

You
know
it's!
It's
not
that
much
effort
for
us
to
review
them
and
what
we
most
want
is
to
encourage
people
to
come
in
and
get
those
permits
before
they
need
their
workflow.
It
takes
a
lot
of
work
is
when
they
don't
get
their
their
house.
The
realtor
discovers
there's
another
infrastructure,
and
you
know
three
of
us
are
up
at
the
front
camera
trying
to
help
somebody
get
a
permanent
done,
so
we
we
think
that
we
think
the
investment
in
flat
feeding
those
things
will
take
off.

know
a
plan
set
a
complete
enough
plan
set
for
review,
but
we
take
it
through
that
80th
application
review
checklist.
We
have
a
bunch
of
changes.
We
need
to
see
the
review
actually
takes
a
couple
of
months,
and
you
know
it
may,
although
it's
an
administrative
review,
be
a
review
that
takes
six
to
eight
months
to
complete.

So
it's
a
lot
of
money
for
the
applicant
to
tie
up
when
really
we
just
want
them
to
give
us
their
their
first
draft
and
we're
recommending
at
a
350
dollar
fee
which
is
similar
to
a
drb
filing
fee.
So
we
could
put
the
you
know
day
or
half
day's
worth
of
Staff
review
into
it,
give
them
back
their
comments
and
then
send
them
off
to
respond
to
those
over
the
next
couple
months.

They
can
pay
the
big
fee
when
they
file
the
plans
that
are,
you
know
within
a
month
or
two
of
being
ready
to
be
approved.
So
that's
the
recommendation
on
the
preliminary
review
fee.
I
think
that'll
just
help
us
also
have
a
more
productive
review
process.
Under
that
new
code,
we
are
recommending
that
we
eliminate
the
fee
for
an
extension
of
time.

All
administrative
permits
in
Williston
are
good
for
two
years
and
can
be
automatically
extended
for
a
third
year
on
request
of
the
applicant.
It
takes
us
longer
to
take
the
money
in
than
it
does
for
me
to
say:
yes,
you
can
have
a
third
year
on
that
permit,
thanks
for
letting
us
know
that
you're,
you
know
running
a
little
bit
behind
and
again
we
would
rather
people
make
the
request
and
and
not
have
the
fee,
be
a
barrier.

Lastly,
we're
recommending
adopting
or
sorry
not.
Lastly,
I've
got
a
hold
of
the

Next
we're
recommending
adopting
a
graduated
discretionary
permit,
review
feed,
so
discretionary
permit
is
the
kind
of
application
that
goes
to
the
development
review
board.
We
we
charge
a
higher
fee
because
more
staff
time
goes
into
these,
but
we
do
have
two
categories
of
projects
that
go
in
front
of
the
development
reviewed
board.
We
have
major
projects
and
minor
projects.
Major
projects
also
require
a
pre-application
hearing.

The
next
item
isn't
so
much
a
fee
amount,
as
it
is
an
acknowledgment
that
legal
review
and
other
Professional
Services
that
are
needed
to
review
an
application
should
be
paid
for
by
the
applicant
there's
a
strong
parallel
between
this
recommended
statement
and
what's
currently
done
in
the
public
works
specifications
where
applicants
are
required
to
pay
for
independent
engineering
review
of
facilities
that
will
be
conduct
conducted
connected
to
town
infrastructure
Etc.
We
are
finding
that,
as
particularly
in
planned
unit
developments
and
subdivisions
as
they
get
more
complicated.

these
things
and
we're
now
administering
some
projects
where
we
wish,
we
had
taken
a
harder
look
at
them
at
the
beginning,
so
we
would
recommend
this
statement
be
placed
in
the
feed
sheet
and
also
that,
if,
if
a
project
is
going
to
require
really
extensive
legal
review,
that
the
zoning
administrator
be
able
to
require
the
applicant
to
put
some
money,
essentially
in
escrow
or
deposited
with
the
town,
to
cover
those
costs
again,
this
is
something
that's
Public
Works
for
engineering
fees,
nuts
and
bolts.
How
would
that
work,
though?

mean
in
this.

the
town

that
fund

bills
came
in

in
the
case
of
Public

they
might

somebody

director

eye
on
that.
As
that
independent
review
happens
if
the
applicant,
if
the
if
the
money
the
applicant
has
deposited,
starts
to
run
low
and
the
director
knows,
there's
more
review
to
come,
I'll
sometimes
go
upstairs
to
Bruce's
hair.
You
know.

we
ready
to
move
on
the
next
stage
of
the
such
and
such
project
and
he'll
say
no?
They
need
to
get
current
on
their
engineering
fees
before
we
move
forward.
So
there
is
some
accounting
that
has
to
happen,
but
it's
similar

what's
being
done
in
public
works
right
now.
It's
also
very
similar
to
how
we
hold
money
to
guarantee
the
creation
of
improvements
in
projects.

we
hold
money
for
landscaping,
sidewalks
and
things
like
that
that
we've

a
recommendation

we
increase
the

file,

and

bit

photocopies

on

up
and
say

So
we
don't
have
to
convert
a
file
under
public
records
law.
We
have
to
provide
people
with

ability

copy
or
a
physical
copy,
but
that's
what
they
really
want,
and
if
somebody
really
wants
us
to
take
a
staff
person
out
for
a
day
or
two
to
run
the
photocopier,
you
know
we
think
we
think

dollars
an
hour.
Isn't
enough
for
that,
and
it's
more
like
40.

life

planning
office,

staff

evening

is
the
point
that
the
climate
crisis.

the
IPC,

2030
to
cut
our
greenhouse
gas
emissions
by
50
percent
and
100
by
2050.

leaves
us
seven
years
to
do
this.

our
atmosphere,
