Public

Mellon

whereas
outside
of
his
professional
responsibilities,

wilds

still

active

volunteer

many
organizations

agencies.

know
we
share

University

of
us
and
in
our
council
districts

respective

I
just
have
to
say
that
you
know
on
a
personal
note.
Ever
since
I
started
at
the
city
as
a
staff
person,
and
then
you
know,
transition
transition
it
to
my
role
as
a
council
member,
it's
just
been.
You
know
a
complete
delight
to
work
with
with
John
every
meeting
I
attended.

He
was
there
to
welcome
every
single
person,
light
up
the
room
and
also
do
an
incredible
job
of
building
relationships,
like
I
mentioned
earlier
in
the
proclamation
with
the
Oakland
community,
with
the
greater
community
at
large
in
Pittsburgh,
and
was
incredibly
good
at
his
job.
So
it's
going
to
be
a
big
loss
for
for
the
university,
but
I
know
that
you'll
stay
involved
as
much
as
you
possibly
can
and
we'll
see
you
around.
Hopefully
so
I.

only
add
that
in
the
time
that
I've
I've
had
the
opportunity
to
work
with
you
John,
the
one
word
that
comes
to
mind
is
gentleman
that
you
truly
are
the
consummate
gentleman
and,
as
Erica
said,
I
don't
think
I
ever
went
anywhere
in
Oakland.
That
I
did
not
see
you
there
actively
participating
in
some
way
shape
or
form.
I
think
you
will
be
greatly
missed,
I,
don't
know
how
we'll
fill
your
shoes
we'll
attempt,
but
as
you
leave,
we
wish
you
nothing
but
the
very
best
and
success
and
we'll
miss
you
greatly.
I
I'm
not
sure
what
I'm
going
to
say,
but
nobody
does
anything
by
themselves,
and
so
the
people
standing
behind
me
are
those
folks
that
have
contributed
to
whatever
it
is
I've
been
able
to
do
and
I'm
so
much
appreciative
of
that,
and
the
goal
always
was
to
make
Auckland
a
better
place
in
which
to
live
the
city
of
Pittsburgh,
a
better
place
in
which
to
live
and
I.
Think
that
is
still
the
objective
and
I
tried
to
do
everything
that
I
could
to
make
that
happen
and
try
to
make
a
difference.

All

we
have
another
proclamation,
and
this
one
is
a
little
bit
different.
This
is
about
plastics
and
single-use
plastics,
so
this
is
an
issue.
That's
been
getting
a
lot
of
play
in
the
media
and
just
I
think
a
lot
more
people
are
recognizing.
That
plastics
are
one
of
the
most
durable
materials
we
have
out
there,
and
yet
we
use
it
all
the
time
once
and
then
throw
it
away
and
it
ends
up
in
the
landfill
and
it
stays
there
for
thousands
of
years.
D
So,
whereas
plastic
waste
can
be
found
everywhere,
affecting
not
only
the
aesthetic
beauty
of
our
planet,
but
the
health
and
well-being
of
humans
and
animals
alike,
and
whereas,
despite
an
increase
in
recycling
programs
and
education
on
the
hazards
of
plastics
plastics
usage,
91%
of
all
plastic
produced
ends
up
in
our
oceans
and
landfills.
And
whereas
over
time,
when
exposed
to
the
elements,
plastic
can
release
methane
and
ethylene,
which
are
two
powerful
greenhouse
gases
that
can
exacerbate
climate
change.

And
whereas
each
year,
around
8
million
metric
tons
of
plastic
enter
the
world's
oceans,
which
is
equivalent
to
dumping
a
rubbish
truck
full
of
plastic
in
the
water
every
single
minute
and
whereas
the
average
American
deposit
sixty
five
pounds
of
plastic
into
landfills
annually,
and
whereas
countries
like
Australia,
Kenya,
France,
Taiwan,
UK,
Canada
and
India,
and
many
US
cities
and
states
now
have
long
term
strategies
and
laws
in
effect
to
eliminate
single-use
plastic.
Whereas
one
of
key
tenets
of
the
city
of
Pittsburgh's
2030
goals
is
to
divert
100
percent
of
material
from
the
landfill.

Say
that
that
that
that's
us
playing
a
very
small
part,
you
know
individuals
doing
what
they
can.
Obviously,
we
need
systemic
change.
We
need
to
change
the
wrought
laws
and
the
rules
out
there
and
we
need
to
you
know
just
make
sure
that
there
is
major
major
change
so
we're
it's
just
not
possible
to
use
plastics
once
and
throw
it
away
and
or
see
it
end
up
in
our
oceans.
But
until
that
happens,
we
can
all
take
it
our
own.

know
personal
responsibility
and
take
it
upon
ourselves
to
take
a
pledge
and
say
no
plastics,
please,
wherever
possible,
you
get
reusable
containers
and
and
use
cups
instead
of
plastic.
You
know
reusable
cups
and
cutlery
and
straws
instead
of
single-use
and
then
throwing
it
away.
So
all
what
a
representative
from
Humane
action
Pittsburgh
talked
a
little
bit
more
about
this.

Action
Pittsburgh
I
want
to
thank
City
Council
for
unanimously
supporting
the
no
plastic.
Please
campaign,
and
especially
council
person,
erica
strasbourg
for
initiating
the
proclamation
and
meeting
with
us
to
discuss
the
measures
to
replace
single-use
plastic.
As
no
plastic,
please
is
repeatedly
echoed
in
pittsburgh,
shops
and
restaurants.
Our
common-sense
message
of
stewardship
will
catch
on
and
the
practice
of
sustainability
will
become
the
new
normal.

The
companion,
the
campaign
is
very
simple:
individual
citizens
pledge
to
reduce
plastic
wherever
possible,
especially
by
replacing
the
eight
most
common
single-use
plastic
items
with
reusable
ones,
very
much
like
a
personal
travel
cup
or
a
canvas
tote
bag.
We
invite
you
to
not
only
share
the
no
plastic,
please
campaign
in
your
district,
but
also
take
the
pledge
personally
yourself
and
see
how
much
plastic
you
can
save
the
planet
in
just
one
day,
one
week
or
one
year,
a
healthy
and
humane
new
year
to
all
of
you.
Thank

That's
something
so
if,
if
you
want
to
have
one
of
the
most
shocking
revelations
of
your
life,
google
sea
of
plastic
and
you'll
see
any
number
of
different
videos
that
will
come
up.
That
will
show
you
exactly
what
is
being
presented
here
this
morning.
There
is
in
just
one
of
these
islands
of
plastic,
which
is
known
as
the
Great
Pacific
Garbage
Patch.
There
is
now
the
accumulation
of.
B
1.6
million
square
kilometers
of
plastic
floating
in
the
ocean
between
California
and
Hawaii.
It
is
three
sizes.
There
are
three
times
the
size
of
the
state
of
Texas
and
twice
the
size
of
the
country
of
France
every
year
and
additional
1.15
to
2.4
million
metric
tons
of
plastic
enter
the
oceans
every
year
it
was
one
of
the
most
Awakening
moments.
I
have
ever
had
to
witness
these
videos
and
to
see
how
badly
we
are
failing
in
the
care
of
this
planet.

I
want
to
thank
councilman
Strassburger
for
bringing
this
forward.
I
think
this
has
been
on
many
of
our
minds.
I
know,
I
have
a
lot
of
constituents
that
are
concerned
about
these
issues.
We
know
that
it's
getting
harder
and
harder
for
us
to
recycle
plastics
right,
because
now
China
is
rejecting
plastics
I.
Think
for
too
long
we
were
all
kind
of
just
mollified,
just
kind
of
not
you
know,
carelessly
producing
ever
more
plastic
and
consuming
ever
more
plastic
because
we
thought
recycling
was
taking
care
of
it
right.

So
I,
literally
personal
consumption
on
these
one,
single-use
stream
of
plastic
has
increased
dramatically.
I
mean
most
of
us
who
are
older
or
Alan.
Council
can
remember
when
you
know
you
went
to
the
store
and
things
were
in
glass
and
not
in
plastic
right.
There,
weren't,
just
plastic,
forks
and
plastic
straws
thrown
at
you
all
the
time
we
just
these
things,
weren't
produced
and
we
didn't
have
them,
and
life
went
on
perfectly
fine
and
we
managed
right.

You
still
went
to
restaurants,
you
still
were
able
to
bring
home
doggie
bags
or
takeout
foods,
and
you
didn't
have
them
in
single-use
plastics
and
and
additionally,
it's
really
it's
so
pervasive
that
again,
it
just
be
kind
of
comes
invisible.
It's
actually
even
the
grocery
store
items
that
you're
bringing
home
that
are
over
wrapped
in
plastic
right.
So
you
have
these
single
serving
sizes.
You
have
takeout
foods,
they
don't
need
to
be
in
plastic.
We
were
telling
earlier
about.

There
are
all
kinds
of
containers
that
you
can
bring
for
your
own
if
anyone
has
ever
shopped
at
a
food
co-op,
you
just
take
your
glass
jar
or
even
your
plastic,
that
you
already
have
your
Tupperware
to
the
store
and
fill
it
up,
and
it's
not
that
complicated
and
plenty
of
countries
around
the
world
are
doing
it.
There
even
I
think
as
the
Councilwoman
mentioned,
not
just
doing
something
but
banning
single-use
plastic,
and
we
need
to
change
our
habits.
So
we
need
to
take
this
issue
more
seriously.

add
to
that
Councilwoman,
it's
bad
for
our
individual
pocketbooks
as
well
too.
We're
purchasing
that
garbage
that
that
packaging
doesn't
appear
in
a
vacuum
right.
It
has
to
be
manufactured,
it
has
to
be
paid
for
in
some
way,
shape
or
form,
and
that
cost
is
passed
on
to
the
consumer,
and
so
we
are
actually
purchasing
those
seeds
of
garbage
that
we
see
in
the
oceans.

like

I
mean,
of
course,
I'm
glad
that
that
you
brought
attention
to
this
Councilwoman
and
totally
agree
with
some
of
the
comments
here
today,
but
I
want
to
say
they
think
we
could
also
be
doing
more
in
terms
of
offering
incentives
to
our
restaurants
to
use
rice
paper.
Instead
of
the
plastic
containers
to
go
and
I.
Think
that
there's.

Lot
of
things
that
we
should
be
doing,
working
in
conjunction
with
the
URA
and
the
environmental
groups
to
make
sure
that
we're
offering
more
incentives
and
lobbying
together
to
get
some
change
to
put
some
of
the
changes.
So
I
just
want

say
that,
because
it
really
is
disturbing,
I
mean
California
for
years
and
I
think
about
a
decade
or
so
has
not
used
plastic
containers
to
go.
When
you're
when
you're
at
a
restaurant.
They
use
rice
paper,
and
we
are
that
far
behind.
I
would
just
say.

store

I

not
asked
if

would
like
a
bag

at
each
step,
I
said
no.

people

American
Chemical
Society

which
I

a
member

come
here
and
talk

you
about
the
value
that
plastics
offer
to
the
UPMC
system
here
and
to
world.
There's
a
matter
of
fact.
But
I
don't
deny
that
there's
a
problem
in
the
Pacific
Ocean,
the
US
Constitution
begins
with
three
words:
We
the
People.
In
my
view,
we
are
in
charge
here.

We,
the
people,
are
the
primary
government.
Local
state
and
national
representatives
are
secondary
because
we
elect
them.
We
elect
you.
The
US
Constitution
identifies
the
following
qualifications
for
President
of
the
United
States
article
2,
section
5
no
person
except
a
natural-born
citizen,
shall
be
eligible
to
the
office
President.

Neither
any
person
who
shall
not
have
attained
the
age
of
35
years
and
not
been
14
years
of
resident
of
the
United
States,
the
Pittsburgh
Home
Rule
Charter

mayor

repeatedly

I

candidate

to
