B
B
C
Since
I've
been
in
office
and
actually
before,
I
was
in
office,
I
got
to
know
Doug
Spencer
and
Wanda
Spencer.
When
I
worked
for
Pittsburgh,
Public,
Schools
and
Doug
Spencer
was
always
a
team
with
Wanda.
They
always
brought
a
lot
together
together.
They
did
a
lot
and
you
want
to
face
that
way.
You've
only
seen
me
do
this.
C
He
has
a
great
relationships
with
foundations,
communities
and
he
has
a
good
relationship
working
in
mental
health
and
as
this
longtime
social
worker
for
Allegheny
County,
and
has
done
so
much
to
bring
funding
into
our
area
in
terms
of
an
after-school
program
that
needed
help
and
he
got
help
their
programs
up
in
Mountain
View
Apartments.
He
helped
bring
some
of
the
people
there
they're
providing
programs
now
and
has
just
truly
just
done
a
lot,
and
so
I
really
thought.
C
Doug
Spencer
Douglas
Spencer,
was
appointed
by
the
late
Commissioner
in
1993
to
be
the
executive
director
of
the
Allegheny
Allegheny
children's
initiative,
an
agency
established
in
Allegheny
County's
by
Allegheny
County
children,
youth
and
families
in
the
county's
office
of
M,
H,
M
R,
and
to
provide
case
management
services
and
whereas,
under
his
leadership,
the
agency
expanded
its
mission
of
course
and
was
recognized
as
the
premiere
case.
Management
focused
on
non-traditional
community-based
services,
service
provider
in
Allegheny,
County
and
whereas
technology
is
Doug.
C
C
D
E
You
know
you
flatter
me
by
all
of
that.
You
know
history,
but
it's
just
part
of
the
the
way
I
was
raised.
Really,
oh,
it
was
part
of
it.
The
way
I
was
raised,
you
know
basically,
I
had
a
very
hands-on.
You
know
grandparents
and
a
lot
of
aunts
and
uncles.
That
I
was
the
oldest
into
the
whole
flock
and
they
expected
a
lot
of
me
and
I
hope.
I've
lived
up
to
their
expectations,
I'm
still
passionate
about
division,
I
mean
district
and
I
will
do
whatever
you
know.
E
F
G
C
So
I'm
just
gonna
say:
if
you
have
never,
if
you
like,
pita
bread
and
you've
never
been
to
pita
Lynn,
you
don't
even
know
what
how
great
pita
bread
really
is.
This
is
the
greatest
place
it's
on
Brookline,
Boulevard,
I
wish
it
were
in
my
district,
but
they're
family,
so
I'm
gonna
lay
them
anyway
and
I
would
just
say
that
there's
a
proclamation
councilman
calcul
are
you
gonna
read
the
proclamation.
Kosmic
all
kills
reading
the
proclamation,
but
I
just
want
to
say.
Congratulations.
Thank
you
for
all
that.
C
C
G
I
also
want
to
thank
Joe
Jocelyn.
They
lean
for
being
here.
You
know
if
you've
ever
been
in
Peter
land
on
Brooklyn
Boulevard.
You
know
it's
got.
What's
that
it's
got
a
New,
York
kind
of
feel
about
it.
You
know,
there's
every
ethnicity
there,
there's
foods
that
I
have
never
seen
in
my
life
before
people
come
it's
really
a
destination.
People
come
from
many
different
neighborhoods
to
shop
there
and
they
happen
to
be
Brooklyn.
G
Boulevards
largest
employee
with
25
plus
employees,
and
you
know,
they've
been
going
strong
now
for
50
years,
so
they're
really
an
institution,
I
love
them
first
time,
I
was
there.
A
person
I
was
with
said,
ordered
a
falafel
I
had
never
heard
of
a
falafel,
but
I
love,
chickpeas
and
I,
hear
they're,
fried
chickpeas,
I'm
kind
of
hooked.
On
these
things
now
I
mean
it's
a
meal
all
wrapped
in
one,
but
so
so
thank
you
for
all.
You
do,
and
you
know
thank
you
for
you
know
being
Stuart's
in
the
neighborhood
as
well.
G
D
On
behalf
of
my
family,
I
just
want
to
thank
the
council
and
everyone
for
being
here.
This
is
such
an
honor
for
our
family.
My
parents
have
truly
lived
the
American
dream
in
the
city
and
it's
all
because
of
the
Brookline
community
and
the
city
of
Pittsburgh,
that
we
owe
this
honor
for
supporting
us
for
so
many
years.
So,
thank
you
so
much.
D
B
C
D
C
G
C
B
F
H
We
have
a
proclamation,
whereas
Willis
A's
agency
for
vision
and
empowerment
wave
is
a
worldwide
ministry
that
empowers
and
changes
the
mindset
and
long-term
well-being
of
individuals
who
have
been
afflicted
by
violence
and
trauma
and
where
Charlize
Smith
is
the
founding
executive
director
of
wave.
There
is
no
accident
that
the
picture
and
name
of
this
agency
is
Willis
A's
agency
for
vision
and
empowerment,
Willis
A
Wish
are
Lisa's
mother,
who
was
really
mother
when
she
really
murdered
when
she
was
a
child.
This
was
just
the
beginning
of
this
organizations.
H
Concept
and
development
over
the
years
was
also
developed
from
her
experience
working
in
the
low-income
community
for
15
years
and
whereas,
despite
her
life
experiences,
charlisse
has
continued
to
work
with
persons
with
disabilities.
She
is
the
ultimate
compassionate,
successful
businesswoman
and
serves
the
community
in
which
there
is
the
most
need
she
has
been
in
the
real
estate
industry
for
over
15
years.
She
is
also
an
ordained
preacher
who
volunteers
at
the
Allegheny
County
Jail
and
where
Charlize
Smith
has
also
provided
jobs
for
fifteen
men
coming
out
of
incarceration
through
her
cleaning
company
and
management
company.
H
I
Just
honored
this
has
been
a
very
very
long
journey
wave
was
actually
named
after
my
mom
and
she
was
murdered
in
front
of
me,
but
you
know
she
lives
and
we're
really
working
hard
to
make
sure
that
the
agency
provides
services
for
people
in
low
to
moderate
income
community.
These
are
a
couple
of
my
board
members,
so
I'll.
Let
them
come
up
and
say
something.
F
J
I
wasn't
expecting
to
speak,
but
I
will
say:
Charlize
has
definitely
been
a
motivating
force
for
all
of
us.
She
kind
of
United
us
all
doing
real
estate
and
coming
together
and
forming
this
mission
to
help
low
to
moderate
income.
People
I
just
commend
you
so
much
for
you
know,
helping
us
focus
and
get
this
done.

B
Hi
motion
passes.
That
concludes
the
proclamation
portion
of
the
council
meeting
and
takes
us
into
public
comment.
Anyone
wishing
to
speak
before
City
Council
this
morning,
of
course,
has
three
minutes
in
which
to
do
so.
I
would
like
to
take
this
opportunity
to
remind
anyone
here
to
speak,
that
our
rules
of
council
are
very
clear
when
they
state
that
your
comment
is
limited
to
matters
of
concern.
Official
action
or
deliberation
which
are
at
this
time
or
could
at
another
time,
come
before
this
council
for
consideration.
B
Profanity
will
not
be
permitted
and
we
will
maintain
order
at
all
times.
I
asked,
as
you
please
begin
by
giving
your
name
and
the
neighborhood
in
which
you
reside
for
our
public
record.
The
green
light
will
indicate
the
start
of
your
three
minutes
when
the
Ella
light
comes
on.
You'll
have
one
minute
to
summarize
your
thoughts
when
the
red
light
comes
on,
your
time
will
have
expired.
B
K
Jesus
christ,
almighty
in
the
flesh,
the
son
of
god,
you
got
it
all
record.
I
was
murdered.
Last
December
22nd.
What's
wrong
with
you
people,
you
have
no
compassion,
you
feel
no
one's
pain.
I'm
a
soldier
I've
got
all
of
the
discharge
from
that
United
States
Army
I'm,
a
man
I'm,
a
citizen
of
the
United
States
and
I'm
a
king,
the
Lord
of
all
Lords.
K
E
K
Precious
blood
of
Jesus,
every
man
in
the
world
now
I'm
asking
the
city
for
some
help.
Please
I'm,
homeless
I
have
no
job,
no
money,
and
you
know
I'm
the
son
of
God,
look
at
the
tapes
at
the
police
station
125
year
old
church,
a
girl,
laughs.
Look!
Somebody
like
me:
Calvary,
been
there
125
years.
We
do
you
think
I
can
laugh
with
me.
K
Mercy
Hospital
go
laugh
with
me
the
Pittsburgh
Police
for
a
laugh
for
me.
No,
please
I
just
need
some
milk.
Now
I'm
asking
I
got
murdered
on
December
22nd
today
is
December
3rd
a
year.
What's
wrong,
you
people
don't
fit
on
paying
that
Coke
got
you
all
messed
up.
You
can't
feel
you
can't
feel
human
emotions
see.
You
got
a
damn,
an
inner
heart
to
be
a
man
of
God
and
I.
Don't
see
that
here!
That's
why
I'm
so
upset
I
was
murdered.
Man
on
the
city
street
I
could
be
your
father.
K
L
Good
morning,
that's
my
friend
that
just
went
out
here
and
I
wanted
to
say
something
about
the
sergeant
Bourne
he's
not
in
here
now,
but
I
do
believe
that
he
does
have
respect
for
all
people.
Even
me,
I
do
believe
he
does.
You
see
how
he
moved
towards
him
just
like
last
week
when
he
told
me
that
I'm
not
allowed
to
answer
miss
grouse.
I
was
listening
to
Katy
kaa
Marty
Griffin.
Do
you
had
the
Attorney
General?
That
was.
M
On
there
and
he
said
that
the
people
was
in
a
church
or
whatever
meeting
that
they
were
and
they
told
Bishop
zubik.
You
are
wrong
that
you
should
be
removed,
they
were
allowed
to
say
it.
I
can't
even
tell
her
to
don't
talk
while
I'm
talking
you
have
this
big
young
cops
man
take
a
ticket
for
the
little
white
female
that
makes
$68,000.
You
won't
even
come
to
the
meetings
on
time.

B
P
P
You
so
much
so
just
because
members
may
not
have
all
gotten
I've
had
the
information
in
front
of
me
in
here.
Well,
we've
been
in
session
because
we
got
it
late
yesterday
and
we
were
all
in
session
for
seven
and
a
half
hours
budget
hearings
yesterday.
So
we
got
this
memo
late.
Yesterday
afternoon
there
were
two
different
memos
opinions
from
the
law
department.
P
This
second
one
that
pertains
to
23:19,
specifically
requested
by
a
council
or
president
Crowson
councilman
Strassburger
we
got
at
4:15,
was
about
this
legislation,
2019
that
asked
the
administration
to
give
us
all
the
documentation
and
concurrent
with
delivering
the
legal
opinion.
They
also
leaked
issued
this
binder,
which
we
all
haven't
seen
yet,
which
has
more
than
a
through
P.
It
looks
like
agreement,
so
many
is
that
you
know
2019
agreements.
P
The
one
that
we
were
just
talking
about
yesterday,
the
Schenley
Plaza
agreement
that
I
was
talking
about
in
session
yesterday
and
saying
I,
didn't
have
11
attachments.
I
just
quickly
went
to
that
agreement
and
there
are
11
attachments
attached.
So
we
will
now
be
able
to
dig
into
this,
and
just
briefly,
even
though
it's
hard
to
digest
this
opinion
completely,
it's
questioning
two
of
the
sections
that
we
have
in
2319.
P
We
requested
all
the
documentation.
We
hope
that
this
is
actually
all
of
the
agreements,
there's
no
actual
index
or
bibliography
of
agreement.
So
you
know
we
trust
the
law
department,
because
that
the
clerk's
office
didn't
have
a
list
right.
So
we
trust
the
law
department
that
this
is
the
complete
list,
and
but
there
are
two
sections
that
we
could
talk
about
next
week,
which
is
that
can't
council
actually
terminate
any
of
these
agreements,
account
the
law.
Department
brief
here
from
reading
it
correctly
just
on
first
read,
says
that
we
don't
have
the
authority
to
terminate.
P
So
that's
going
to
be
an
interesting
discussion.
I
think
that
we
have
next
week
and
then.
Secondly,
it
was
in
there
because
it's
just
nice
to
give
people
a
deadline
when
you're
asking
them
for
things
and
the
other
section
that's
in
there.
That
said,
you
know,
council
says
that
while
we're
reading
these,
the
administration
should
not
amend
them
or
enter
into
any
new
agreements
and
the
law
Department
says
well.
Maybe
Council
doesn't
have
the
authority
to
tell
the
administration
that
so
it's
going
to
be
an
interesting
discussion.
P
C
I,
believe
that's
what
he
said
so
I'm
sure
that
there's
other
agreements
that
may
not
even
have
been
signed
out
there
so
I
think
it's
knowing
what
what
agreements
are
out
there
that
are
actually
signed
and
authorized
and
in
the
controller's
hands
and
the
law
of
departments
hands
and
which
agreements
have
never
been
signed.
That
may
still
be
out
there
in
existence.
C
I
think
we
have
some
concerns
with
the
MWC
DC
agreement
between
them
and
the
Parks
Conservancy,
and
you
know
what
that
means
for
the
city
and
emerald
butrell,
which
we
just
move
on
so
I
know
I'm,
gonna,
watch
this
and
I
know
I'm
gonna
get
other
I'm,
not
playing
I.
Don't
I
think
that
we'd
certainly
don't
have
a
mandate
from
the
public.
B
I
would
only
offer
in
terms
of
discussion
the
importance
of
separation
of
powers
and
exactly
why
it
exists,
so
that
we
have
a
system
of
checks
and
balances
in
place
and
that's
important
that
we
keep
that
in
mind
as
we
go
through
this
process,
if
I
may
have
before
canceling
half
the
floor
before
so.
But
having
said
that,
I
have
only
been
able
to
peruse
the
the
legal
opinion.
I
think
it
is
quite
informative
in
ways
that
perhaps
even
I
didn't
expect
it
to
come
in.
I
have
sidebar
with
the
Councilwoman
grouse
earlier
thinking.
B
I
may
ask
the
law
department
actually
come
up
and
do
briefings
with
the
council
to
actually
go
through
the
legal
opinion
in
the
fight
may
finish,
Councilwoman
I
think
it's
important
that
we
we
understand
and
digest
the
response
to
the
questions
that
we
have
so
with
that
I
will
support
the
recommittal
as
well
too.
This
is
a
major
undertaking
for
this
council
and
we
have
the
obligation
to
give
it
our
our
due
diligence
and
to
make
certain
that
what
ultimately
is
before
us.
We
do
right
so
Councilwoman,
Strassburger.
R
H
H
Have
suggested
and
was
to
continue
to
suggest
that
what
we
really
should
do
is
have
someone
from
the
law
department
that
that
we
have
some
influence
over.
You
know
it
could
be
someone
who
is
on
our
staff,
but
also
who
is
part
of
the
law
departments
attorneys,
because
I
think
you
want
to
be
careful.
You
do
not
want
to
different
city
opinions.
You
write,
you
want
one
opinion
from
the
city,
you
know,
even
if
we
have
a
differing
view
or
a
different
interpretation.
H
I
think
you
want
to
be
very
careful
that
you
don't
want
to
be.
You
don't
want
councils,
interpretation
and
then
the
city's
interpretation,
but
I
do
think
there
are
times
and
whether
or
not
we
need
to
have
them
on
the
floor.
We
could
do
that.
I
still
think
they
should
be
housed
inside
the
law
department,
so
they
can
confer
with
other
lawyers
have
because
to
be
honest
with
you
all
the
there
we,
what
we
do
has
a
variety
of
legal
expertise
and
you
need
a
you
need
various
lawyers
that
they
could
confer
with.
H
C
Will
say
that
I
I
agree
that
we
should
have
our
own
attorneys,
but
I
mean
I
feel
that
the
last
time
we
tried
went
down
this
path.
It
was
an
attempt
to
hire
somebody
that
we
all
knew
again
to
me.
It
was
no
different,
so
I
think
that
I
think
this
time
we're
gonna
have
to
have
somebody,
but
I
did
but
I
actually
thought.
Maybe
Kelly
should
look
at
this,
because
I
do
think
that
there's
some
some
concerns
there
that
maybe
she
could
look
into
for
us,
because
I
was.
F
G
C
G
It's
absolutely
essential
to
have
an
attorney
at
this
point
for
us
just
judging
by
the
agreement,
you
know
the
recommendation
coming
back
from
our
law
office.
You
know
whatever
it
cost
I
think
we
need
to
acquire
an
attorney
and
it
doesn't
need
to
be
an
attorney.
It
doesn't
need
to
be
the
same
attorney
for
this.
As
other
issues
that
come
up
in
the
past,
we
can
independently
hire
an
attorney
that
specializes
in
this
type
of
law.
That's
all!
So,
let's
get
the
budget
wrong
and.
B
G
B
No
I
just
and
at
the
same
time,
I
just
wanted
to
be
remind
be
mindful
and
respectful
of
the
work
that
many
diligent
people
do
in
our
law
department
and
how
well
they
service
many
many
times
over.
With
that,
we
have
motion
a
seconded
discussion
to
recommit
23:19
I
need
to
do
