Whereas
Andrew
Joseph,
Cukor
OODA
was
born
on
December
3rd
1950
and
was
raised
in
the
Crafton
Heights
neighborhood
of
the
city
of
Pittsburgh
and
whereas
a
and
E
attended,
Shaker,
Elementary,
School
and
graduated
from
then
Langley
High
School
on
June
10th
1968.
He
loved
baseball
and
was
a
catcher
on
the
little
league
team
for
the
Crafton
Heights
Baseball
Association
managed
by
his
stepfather
Johnson.
E
While
at
Langley
he
became
an
outstanding
swimmer
in
a
varsity
suite
and
on
the
varsity
swim
team
and
was
very
popular
among
his
graduating
class
and
whereas,
after
high
school
graduation
Andy
volunteered
to
join
the
Marine
Corp,
where
his
first
tour
duty
began
on
January
22nd
1969
as
a
machine
gunner
and
in
Vietnam,
and
whereas
Andy
spent
fifty
one
days
in
Vietnam
and
saw
a
lot
of
combat
but
never
lived
to
tell
about
it.
On
March
14
1969
Andy
died
from
a
gunshot
wound
to
the
head,
trying
to
drag
a
fellow
marine
to
safety.
E
D
H
You
Teresa,
on
behalf
of
our
group
of
guys
here
we
want
to
thank
Teresa,
the
council
and
the
city
of
Pittsburgh
for
this
honor
we
got
got
together.
You
know
with
Andy
his
death
coming
upon
us
on
Thursday
this
week,
which
we're
gonna
hold
the
ceremony
at
st.
Martin
cemetery
and
Elliot,
and
one
of
our
main
objectives
was
50
years
ago.
H
This
guy
gave
his
life
for
this
country,
and
many
of
us
came
home
and,
as
we
all
know,
the
story,
it
wasn't
well,
we
respected
or
or
an
honorable
war
that
we
were
in,
but
we
were
determined
not
to
let
that
happen
to
Andy,
and
for
that
reason
we
got
together
to
honor
him
on
his
fiftieth
anniversary.
Thank
you
and.
E
D
J
O
I'm
Doug
deke
I
played
baseball
with
Andy
and
I.
Just
have
one
thing
to
say
that
there's
a
fellow
named
Steve
Bennett,
who
was
a
marine
in
Vietnam,
he
died
too
first
week
of
December.
Well,
Steve
is
a
person
that
really
got
this
whole
thing
started
because
he
started
going
up
taking
care
of
Andy's
grave.
It
was
really
tarnished
and
didn't.
Look
very
nice
Steve
insisted
on
sending
the
whole
thing
down,
painting
it
in
marine
colors,
of
course,
and
I.
O
P
R
S
Like
to
thank
everybody
to
come
here
from
Vietnam,
Veterans
incorporated
I
like
to
thank
all
the
veterans
and
remember
in
the
matter
what
the
war
never
blamed
the
warrior,
he
just
did
his
job
and
does
his
job
for
his
country.
As
long
as
we
stand
together,
shoulder
to
shoulder
we'll
all
be
brothers
and
sisters
and
freedom
shall
always
live.
Thank
you.
T
V
I
K
O
Last
year,
on
Andy's
anniversary
of
his
death,
there
were
eight
people
that
showed
up
and
I
tried
to
get
in
touch
with
the
cuca
Rudess
this
past
year
and
I'm
the
happiest
guy
in
a
world
that
these
Cukor
udas
are
so
many
faces
of
Bartley
can
and
that
they
all
showed
up
today.
You
can't
imagine
how
happy
I
am.
Thank
you.
E
And
I
just
want
to
say
you
might
notice
that
there's
a
lot
of
people
involved
in
the
st.
Patrick's
Day
parade
that
are
also
involved
in
our
veterans
and
there's
a
lot
of
people
up
here.
The
coach
and
volunteer
with
out
throughout
our
city.
So
they
don't.
They
gave
their
time
and
gave
their
service
to
our
country,
but
they
continue
to
give
to
our
communities
day
after
day
and
so
I
just
want
to.
Thank
you
all
for
all
that
you
do,
for
our
city
of
Pittsburgh
and
for
our
country.
Thank
you.
E
And
I
will
add
that
councilman
gross
and
I
I
think
believe
we
have
the
most
veterans
in
our
districts
than
any
other
area
and
southwestern
Pitzer,
and
then
your
area,
and
so
you
were
able
to
get
the
banners
that
we
put.
We
put
legislation
in
for
banners
to
honor
our
veterans
and
they're
doing
it
now
in
the
East
End
and
we'll
soon
be
doing
it
in
South,
West.
D
X
E
D
E
T
We're
having
a
plaque
made
should
be
put
over
a
black
granite
park,
which
is
in
the
old
courtyard
of
the
county,
jail
they're
being
made
as
we're
talking
now,
hopefully,
they'll
be
up
by
the
end
of
the
month.
There's
a
Wayfinder,
because
nobody
knows
that
monument
is
inside.
There's
a
list
of
410
names
of
kids
from
Allegheny
County
who
were
killed
in
Vietnam,
and
most
people
do
not
know
that.
T
So,
if
you
get
a
chance
stop
by
the
courtyard
across
the
street,
from
the
Burger
King
in
the
manor
building,
there's
a
monument
in
there,
a
piece
of
black
granite
but
410
names
on
it
linked
Allegheny,
County
residents
that
were
killed
in
Vietnam
and
there
will
be
plaques
up
there
eventually
very
shortly.
Hopefully,
then
more
people
will
find
out
about
it
and
actually
honor
it.
Thank
you.
E
K
E
Here
so
one
of
the
things
that
were
most
excited
about
in
district
2
is
when
people
talk
about
development-
and
you
know,
we've
had
our
share
of
development.
You
just
can't
tell
because
we
have
17
neighborhoods,
so
our
developments
pretty
spread
out,
but
one
of
the
most
exciting
things
that
happen
was
when
the
river
hounds
built
the
stadium
and
and
came
into
the
stadium
at
Highmark
Stadium
in
South
Shore,
which
is
in
district
2.
And
so
we
can't
thank
them
enough.
E
They
brought
a
lot
of
excitement
to
our
community
but
they're,
bringing
a
lot
of
excitement
to
the
city
of
Pittsburgh
if
you've
never
been
to
a
game,
if
you've
never
been
down
the
energy,
the
the
views
I
mean
they're,
they're,
just
unmatched,
and
so
just
at
least
try.
Maybe
one
River
hound
game
this
year
and
introduce
your
family
to
soccer
and
and
enjoy
a
night
out,
because
there's
a
lot
of
things
to
do
there
and
a
lot
of
people
to
talk
to
it's.
E
E
The
academy
has
since
expanded
to
year-round
training
programs
where
they
have
partnered
with
several
associations,
including
Tim
berries
serving
over
5,000
children
in
and
youth,
and
whereas
the
I
want
to
be
honest,
they
give
so
much
back
to
our
community
for
such
a
small
organization.
It's
amazing,
it
really
is
amazing,
so
I
would
love
for
us
to
give
back
to
them.
Whereas,
prior
to
the
2016
season,
the
river
hounds
became
the
first
USC
USL
club
to
present
a
signature,
beer
golden
hound,
ale
brewed
by
pits
by
Pittsburgh
based
Penn
brewery.
E
And
whereas
the
most
recently
the
team
announced
the
expansion
of
the
Highmark
stadium
to
include
an
additional
5,000
seats
where
the
club
hosted
its
first-ever
playoff
game
in
front
of
a
venue.
Venue
record
crowd
to
compete
to
complete
its
2018
season
and
it
was
an
amazing
event.
Whereas
the
Pittsburgh
Riverhounds
SC
will
start
their
2000
regular
season
on
Saturday
March
16th
in
Tampa
Florida,
and
will
host
their
first
home
game
at
Highmark.
E
Stadium
on
April
13th
so
get
your
tickets
April
13th
and
now,
therefore,
be
it
resolved
that
the
Council
of
the
city
of
Pittsburgh
does
hereby
congratulate
the
Pittsburgh
Riverhounds
SC
on
their
20th
anniversary
and
be
it
further
resolved
that
the
Council
of
the
city
of
Pittsburgh
does
hereby
declare
Tuesday
March
12th
2019
to
be
Pittsburgh
Riverhounds
SC
day
in
the
city
of
Pittsburgh.
They.
E
E
Y
Thank
You
Teresa
and
thanks
everybody
for
coming
out.
That's
that's
quite
an
honor
to
be
presented
with
the
proclamation
like
this
and
you
know,
I
know
a
lot
of
people.
We
know
soccers
just
coming
on
strong.
Now
it's
the
largest
sport
in
the
world,
and
you
know
it's
the
fun
of
the
fastest
growing
sports
here
in
in
the
United
States.
Now,
and
you
know,
we
were
really
trying
to
push
forward
here
in
Pittsburgh
to
get
some
name
recognition.
Y
You
know
we're
up
against
some
some
big
guns
here
with
the
with
the
other
big
three
year,
but
things
are
things,
are
really
progressing
in
and
we're
really
focused
in
on
the
youth.
The
youth
programs,
like
Teresa,
saying
we're.
We
we
have
over
5,000
kids
between
our
partner
clubs
and
in
our
Academy,
and
you
know
this
year,
I
believe
we
had
a
100%
ratio
for
graduating
class,
getting
scholarships
going
into
college,
that's
on
the
girls
and
and
the
boys
side
both.
So
you
know
we're
we're
making
an
impact,
and
we
just
appreciate
everybody's.
Y
G
Kevin
Johnston
general
manager
for
the
Riverhounds
I
want
to
thank
you,
Teresa
thanks
to
the
council
and
the
city
of
Pittsburgh.
This
is
a
great
day
for
us.
We're
very
excited
to
celebrate.
I
did
also
want
to
say
that
we're
in
the
game
of
you
know,
entertainment,
but
these
women
and
men
that
have
served
for
us
are
the
real
heroes
and
I
just
want
to.
Thank
you
guys
as
well.
So
no
thanks
for
everything
we'd
really
do
appreciate
it.
G
E
E
D
B
X
Z
Z
Know
they
thought
this
was
for
the
river
hounds.
Well,
might
end
up
there
on
Saturday,
you
never
know
yeah
well.
This
is
our
annual
st.
Patrick's
Day
proclamation,
we're
honoring,
some
very
prestigious
Irish
men
and
women
in
the
city
of
Pittsburgh,
but
I
would
say
this
is
a
special
event
for
all
of
us.
It
brings
hundreds
of
thousands
of
people
to
the
city.
Z
It's
really
a
great
day
for
the
region,
and
this
year
it
looks
like
we're.
Gonna
get
a
little
bit
lucky
and
the
42
degrees
outside.
So
that's
always
good,
whereas
the
Pittsburgh
annual
st.
Patrick's
Day
sponsored
by
the
Irish
Society
for
education
and
charity
and
the
st.

maybe
some

and
certain

may
be.
Z
The
buncher
company
will
be
held
Saturday
March,
16
2019,
whereas
the
st.
Patrick's
Day
parade
first
held
in
1869
and
occurring
non-stop,
since
nineteen
50
has
grown
to
almost
22,000
plus
participants,
drawing
over
200,000
spectators
to
downtown
Pittsburgh,
and
they
are
all
deemed
Irish.
For
the
day,
it's
become
the
oldest
and
largest
parade
in
the
city
of
Pittsburgh
and
the
second
largest
in
the
United
States,
and
whereas
the
parade
will
begin
sharp
is
what
I
was
told
from
our
grand
marshal
Michael
Gallagher
at
10:00
a.m.
and
at
the
Greyhound
bus
station.
Z
This
year,
led
by
as
I
mentioned,
our
grand
marshal
Michael
and
will
include
hi

of
the
year
Bob
Perry
Miz,
smiling
Irish,
eyes,
Maggie
Byrne
and
her
court
Erin,
Joyce
and
Ann

and
now
therefore,
be
it
resolved
that
the
Council
of
the
city
of
Pittsburgh
does
hereby
commend
the
organizers
and
participants
of
the
annual
st.

Day
parade
and
be
it
further
resolved
that
the
Council
of
the
city
of
Pittsburgh
does
honor
the
Pittsburgh
Irish
community
and
hereby
declare
the
days
of
March
10th
through
the
17th
to
be

My
name

I'm,

st.

parade
committee.
We
really
look
forward
to
this
day
every
year
being
recognized
by
the
City
Council.
The
the
city
of
Pittsburgh
has
become
a
partner
in
this
operation.
Without
the
work
that
the
city
does,
we
would
never
be
able
to
pull
this
off,
but
you
know
when
I
hear
me
talk,
so
let
me
introduce
to
you
the
grand
marshal
this
year

a
legend
in
the

we
came
to
Pittsburgh

special

for
one
of
my

and
Pittsburgh
and
Allegheny
County
are
blessed
when
it
comes
to
the
special
needs.
So
that's
all
I
got
to
say.
Thank
you
very
much.
Thank

stand
for
and
I
select
a
comment
that
we
were
talking
earlier
and
they
told
me
a
story
about
how
these
two
little
girls
came
up
to
them
and
asked
for
a
picture
because
they
thought
they
were
princesses
and
I.
AE
Remember
whenever
I
was
really
little
being
in
the
parade
and
I
would
look
up
at
these
girls
and
like
wish
that
I
could
be
them
and
it's
an
honor
to
even
think
that
I
could
inspire
a
little
girl
like
that
to
want
to
be
Irish
to
want
to
represent
who
and
where
they
come
from.
So
thank
you
for
providing
me
with
that
opportunity
and
also
I'd
like
to
extend
the
things
to
all
the
veterans
in
the
room.
I
really
really
and
I.
Think
all
of
us
appreciate
what
you
do
for
this
country.
So
thank
you.

Good
morning,
everyone
I
bring
greetings
on
behalf
of
the
members
of
Delta
Sigma
Theta
Sorority
Incorporated,
and
we
are
very
happy
to
salute
our
two
winners
that
are
here
today,
as
well
as
a
third
who
wasn't
able
to
leave
her
educational
institution
today.
But
what
we
want
to
say
is
that
these
students
demonstrated
through
si
through
dialog
and
from
letters
of
recommendations
from
their
instructors,
to
show
us
that
they
thought
they
were
presenting
their
best
for
students
who
were
majoring
in
the
Arts.
Many
people
support
those
who
are
stem

and
the

AJ
But
I
know
that
we
try
to
work
hard
to
make
sure
members
of
our
community
are
educated,
are
fed
and
have
legal
redress
where
there
is
possible
for
us
to
do
so.
I,
just
like
one
statement
and
then
I
will
say
again.
Thank
you

it

AK
Good

everyone,
my

I'm,
also
a
member
of
Delta

and
I
want
to
thank
thank
you
for
the
recognition
but
more
important.
We
want
to
thank
the
students
because
we
need
to
make
sure
that
our
students
are
prepared
as
they
go
forward
and
hopefully
come
back
to
the
city
of
Pittsburgh
and
support
the
community.
AK
I
just
want
to
say
that
we
we
talked
about
the
two
students
but
I
want
to
acknowledge,
where
their
future
college,
where
they're
planning
to
go
for
college,
so
Rekia
is
planning
to
go
right
here
in

and
Loni
is
planning
to
go

So
we
encourage
you
to
support
them
in
their
efforts,
as
we
do
and
I
wish
them
the
best.
Thank.

it
further

Now,
therefore,
be

that
the

does
hereby
urge
the

and

C
G
AG
You
president,
this
will
of
council,
since
we
didn't
read
the
whole
thing.
I
just
wanted
to
kind
of
summarize
it
quickly.
There
are
many
many
laws
that
exist
at
the
state
level
that
have
to
do
with
transportation,
pedestrian,
bicycle
and
Driver
safety
and
mobility
and
infrastructure
that
prevent
Pittsburgh
from
from
doing
what
it
wishes
in
regards
to
those
issues.
So
one
example
of
that
is
we,
as
the
city
of
Pittsburgh,
cannot
use
radar
or
lidar
as
speed
control.
AG
That's
that's
limited
to
the
state
and
that
limits
what
we're
able
to
do
in
terms
of
enforcement
of
people
drivers
who
are
speeding
on
our
streets.
That's
just
one
example
of
many
that
we
listed
in
this
will
of
council.
We
need
more
control
at
this
at
the
municipal
level
to
be
able
to
keep
our
pedestrians
and
bicyclists
and
people
no
matter
what
kind
of
mode
of
transportation
you
used
me
to
keep
them
safe.
AG
So
I
wanted
to
to
raise
this
issue
and
ask
our
legislators
at
the
state
level
to
consider
passing
laws,
including
the
one
on
radar,
which
I
think
has
been
introduced
for
every
year
for
the
last
three
or
four
years
and
has
not
successfully
passed,
and
we
hope
it
passes
this
year.
But
I
wanted
to
formally
ask
them
to
consider
all
of
these
pieces
of
legislation
that
are
listed
in
the
will
of
Council
happy
to
talk
to
any
council
members
about
this.
AG
I
want
to
thank
councilman,
O'connor,
councilman,
Coghill
and
council
president
Krause
for
co-sponsoring
the
will
of
council
with
me
and
want
to
note
that
bike
Pittsburgh
is
here
to
support
the
passage
of
the
willeth
council
will
be
speaking
at
my
public
comment
and
also
note
that
Philadelphia
councilman
marks
quill
I
introduced
and
passed
unanimously.
This
same
resolution
that
we
were
passing
today
so
we're
also.
AG
We
know
this
is
a
priority
of
the
Allegheny
League
of
Municipalities
and
we're
gonna
be
working
with
them
and
the
Pennsylvania
Municipal
League
to
try
to
get
as
many
cities
as
possible
to
get
on
board.
With
this
I
mean
local
control
of
our
rights-of-way
allows
cities
to
test
new
types
of
roadway
designs,
improve
conditions
for
vulnerable
users,
and
it's
really
really
important
that
we
have.
You
know,
control
over
things
like
not
just
radar
and
lidar,
but
being
able
to
try
out,
as
other
cities
have
across
the
country.
AG
You
know
bike
lanes
that
are
protected
by
parked
cars
on
the
other
side
of
them,
so
that
you
know
you
have
a
built
in
buffer
when
you're
riding
your
bike
in
in
a
bike,
lane
really
kind
of
calm
since
road
design
issues
like
that
deserve
to
be
tested
in
cities
not
just
tested
but
implemented
in
cities
like
Pittsburgh.
So
that's
what
this
is
about
and
appreciate
the
support
that
I've
gotten.
Ok.
E
AG
D
E
Okay,
so
we
had
been
working
on
these
issues
for
a
very
long
time
in
the
Women's
Caucus
matter
of
fact,
we've
already
had
some
conversations
with
our
state
elected
officials.
We
need
to
do
well.
Council
we've
had
conversations,
but
in
particular
with
the
speed
limits
and
being
able
to
control
those
locally
and
the
importance
of
those.
So
we
thank
you
for
that,
because
I
think
that
it's
really
it's
something
that
we're
really
passionate
about.
Councilwoman
grouse
has
been
really
passionate
in
terms
of
the
bike,
safety
and
so
and
sidewalk
safety.
E
So
I
will
say
that
she's
been
more
active
in
that
area.
Mine
has
been
speed.
Limits
is
the
thing
that
I
want
us
to
control,
so
I'm
happy
that
we
can
encounter
woman
Harris
in
general.
Just
you
know,
with
the
speed
limits,
I
mean
with
safety
in
general,
but
I
will
say
that
it
I
think
with
a
strong
voice
for
all
of
us
on
council
saying
the
same
thing.
E
Maybe
we
ought
to
do
is
not
only
just
have
a
will
of
council
not
only
having
individual
conversations,
but
maybe
if
we
actually
sit
down
with
our
elected
officials
on
the
state
level
and
both
you
know
a
bipartisan
manner,
because
obviously
we're
not
going
to
get
something
through
if
we're
not
working
together.
And
if
it's
really
about
the
safety
of
people,
then
we're
having
those
conversations
with
the
people
in
control.
E
So
I
would
love
to
be
able
to
schedule
something
in
that
regard
and
I
think
councilman
Gross
was
working
on
some
things
and
I
don't
want
to
step
on
your
toes
in
that
area.
So
maybe
you
can
talk
about
those
two,
but
thank
you
very
much
for
introducing
this
in
Ferrara
for
pretty
important
I'd
like
be
added
as
a
as
a
sponsor.
Thank.
W
But
they
were
placed
without
real
knowledge
of
the
the
way
that
people
travel
up
and
down
Butler
streets.
So
you
know
it
was
working
with
state
officials
and
with
PennDOT
to
do
a
walk-through
of
the
entire
community
to
get
them
to
be
responsive
to
both
disability
advocates
and
to
what
was
best
for
Butler
Street
street
life.
W
AI
AI
B
Woman,
so
without
further
discussion,
then
all
in
favor
aye,
these
abstentions,
little
council
passes.
That
concludes
the
proclamation
portion
of
the
council
meeting
and
will
take
us
into
public
comment.
Anyone
wishing
to
speak
before
City
Council
this
morning,
of
course,
will
have
three
minutes
in
which
to
do
so.
We
ask
that
you
would
please
begin
by
giving
your
name
and
the
neighborhood
in
which
you
reside
for
our
public
record.
The
Green
night
will
indicate
the
start
of
your
three
minutes
when
the
yellow
light
comes
on.
You'll
have
one
minute
to
summarize
your
thoughts.
B
I
do
want
to
take
this
time
to
remind
everyone
that
our
rules
of
counsel
clearly
state
that
climate
is
limited
to
matters
of
concern,
official
action
or
deliberation
which
are
at
this
time
or
could
at
another
time
come
before
the
council.
We
will
not
permit
profanity
and
we
will
maintain
order
at
all
times
morning.
Mr.
Brecker
welcome.
AL
During
the
same
time,
period
aggressive
driving
was
noted
as
a
factor
in
23%
of
pedestrian
crashes
and
30%
32%
of
cycling
crashes.
The
tools
that
this
will
of
counsel
makes
available
or
would
make
available,
should
the
state
grant.
It
are
very
important
tools
like
parking,
protected
bike
lanes
technology
needed
to
better
enforce
our
speeding
technology.
AL
That
is
legal
by
the
way
in
49
out
of
50
states
at
the
local
level,
better,
defining
locals
authority
and
ability
to
lower
our
speed
limits
on
local
roads
and
the
ability
to
require
drivers
to
stop
for
people
walking
across
the
street,
not
merely
yielding
so.
These
tools
save
lives
and
the
city
must
be
granted
this
authority
to
use
them
by
the
state
of
Pennsylvania.
Thank
you.
Okay,.
B
K
AM
I
live
in
Squirrel,
Hill
and
you'll
say
well
what
the
heck
is
he
here
about
this
time?
Well,
you're
gonna,
keep
seeing
me
because
the
only
way
I
can
serve
is
to
be
the
stone
that
you
drop
in
the
water
and
hope
that
it
will
catch
and
produce
a
wave.
And
what
wave
is
it
that
I
am
trying
to
direct
government
to.
AM
In
nineteen,
the
1950s
I
was
a
veterinary
food
chemist
at
Walter
Reed
in
Washington,
DC
and
I
walked
in
to
a
lab
that
was
controlled
actually
by
a
civilian,
and
he
was
running
around.
Like
a
madman,
I
mean
you
could
see
the
nervous
energy
and
I
proceeded
to
ask
the
guy,
who
did
the
cleanup
in
the
wash
up
of
the
lab
equipment
what's
going
on?
AM
Why
is
Ernie
going
crazy?
The
answer
was
that
the
budget
was
out
and
he
had
to
have
enough
room
and
he
was
running
out
of
space
for
test
tubes
and
feared
for
a
cut
in
his
budget.
Now.
What
did
that
say
about
government
and
people
and
the
nature
of
what
it
is
that
we
deal
with
every
day
we
have
a
budget
that
came
from
the
president,
there's
14
candidates
now
or
twelve.
Excuse
me
on
the
Democratic
side.
AM
Has
one
of
them
come
forward
and
said
that
we
have
given
away
50%
of
the
tax
base
of
our
country
by
way
of
the
deduction
and
we've
increased
that
mr.
president
has
increased
it
by
one
percent
I
think
it's
from
24
to
25
percent,
in
other
words,
where
you
don't
have
to
pay
taxes,
and
then
we
turn
around
and
cut
the
budget
where
education,
housing
etc.
AM
What's
the
matter,
when
is
someone
going
to
see
the
ripples
in
the
water
and
say
hey
lessons
got
something
to
say
something:
that's
significant,
something
that
totals
trillions
of
dollars
where
we
could
do
everything
in
anything
and
stop
talking
from
the
point
of
view
of
oh,
we
don't
have
enough
money.
Thank.
F
B
AN
And
again,
I'm
gonna
say
to
our
president:
please
do
not
say
good
morning
to
me,
like
you
mean
it,
