B
J
Pittsburgh
City
Council,
a
stormy,
Miramontes,
4740
Baum
Boulevard
I
would
like
to
make
a
public
comment
about
recent
physical
violence
and
gun
violence
in
our
city.
Last
Thursday
I
was
watching
the
news
and
a
man
had
shot
two
people.
One
died
over
a
parking
space
as
they
were
leading
the
man
out
of
his
home
in
handcuffs
he
had
the
nerve
to
be
wearing
a
stronger
than
hate
t-shirt.
A
few
years
ago
we
had
the
backyard
barbecue
massacre
in
Wilkinsburg.
J
The
black-on-black
crime
is
so
bad
in
Pittsburgh
that
the
bodies
are
stacked
so
high
to
heaven.
We
don't
even
have
to
pray
to
get
up
there
anymore.
Just
walk
up
the
steps.
The
Tree
of
Life
synagogue,
murders
in
Squirrel
Hill
was
so
hateful
and
senseless
that
to
this
day,
that
man
still
has
not
given
us
himself
or
God
an
intelligent
explanation
for
the
crime
there.
J
There
are
junkies
who
are
coming
into
Pittsburgh,
who
just
happened
to
be
legal
gun
owners
who
are
selling
their
weapons
just
to
get
high
police
stations
are
not
communicating
with
each
other
or
keeping
track
of
who
is
allowed
to
buy
guns
or
whose
guns
should
be
taken
away.
It
is
not
the
weapon,
but
the
intent
of
the
person
handling
the
weapon
that
you
should
be
concerned
about.
Last
summer,
William
Marshall
and
n-double-a-cp
members
attacked
me
at
the
Juneteenth
parade
and
called
me
racial
slurs.
J
The
judge
ordered
William
Marshall
to
do
15
hours
of
community
service
and
I
brought
this
matter
to
Pittsburgh
City
Council
last
Saturday,
the
city
of
Pittsburgh
allowed
William
Marshall
and
the
Juneteenth
committee
to
hold
an
Antoine
Rose
rally
to
help
his
friends
elevate,
their
their
election
results.
I
I
think
you
know
that
William
Marshall
and
the
n-double-a-cp
is
racist
and
violent.
But
you
are
willing
to
excuse
that
to
pick
on
hard-working
Pittsburgh
citizens
who
have
the
legal
right
to
protect
ourselves,
our
homes
and
our
families
by
any
means
necessary.
J
K
Name
is
1/f
Brown
I
live
in
the
Hill
District
I
came
down
today
because
I
mean
I've
been
coming
for
20
years,
but
I
want
the
city
the
citizens
to
understand
why
I
complain
so
much.
Okay,
I
come
and
we're
supposed
to
Wednesday.
We
speak
first.
Okay,
but
you
know
I'm
sorry
I
keep
looking
at
this.
He
don't
love
all
that
me.
If
I
turn
my
head,
but
anyway
the
people
would
speak.
First,
there
was
a
fire,
a
car
on
fire
because
I
walked
down
the
hill
and
I.
K
Remember:
there's
a
black
man
standing
I
walk
past.
He
said
the
cars
on
fire,
I,
don't
know
he
said
yeah,
but
the
Civic
Arena,
one
of
them
employees
he
come
running
down.
He's
Howard
go
back.
You
know
he's
trying
to
stop
it,
but
the
people
can't
really
see
so
I
get
down
to
at
the
end
of
the
Civic
Arena.
That's
where
the
traffic
is
it
stopped.
So
I
got
my
person,
something
I'm
saying
fire
fire
go
that
way
go
what
I
must
have
been
looking
funny
because
I
seen
a
white
lady.
She
look.
K
She
smiled
at
me
and
like
okay,
I
know.
Okay,
so
when
I
went
to
step
did
go
on
the
curve,
the
one
white
man
he
did
like
this.
We
did
like
that.
That's
it
you
go
that
way.
That
way,
not
that
way,
one
good
get
burned
up
now.
The
reason
why
I'm
bringing
all
this
is
that
didn't
we
were
supposed
to
speaking
of
10,
they
had
a
meeting
after
10
10:15
they're
still
standing
around.
They,
they
talk
like
they're
in
their
living
room.
K
They
stand
and
talk,
I
didn't
know
what
to
do,
but
I
ran
in
there
and
I
told
the
receptionist,
and
he
did
call
but
I'm
saying
the
police
need
to
tell
him
I.
Remember
the
tall
policeman,
psycho
and
I
tell
him,
and
he
calls
do
you
understand
I'm
saying
if
it
had
been
10
o'clock
and
I
could
have
stuff
like
I
walk
wanted
to.
You
would
have
known
I
can't
talk
because
Jesus
they
you
know
where
the
act
like
is
their
living
room.
They
stand
around
and
they
talk
and
if
I
gotta
say
something.
K
Okay,
I
got
three
minutes
in
a
baby's
finishing
my
sentence
and
I
go.
Your
time
is
up,
but
they
can
take
and
tell
us
about.
We
want
a
PC
pigeons.
There's
none
wanna
feed
the
pigeons.
Then
this
wanna
feed
the
pigeon
I'm
gonna
go
through
I'm
really
upset
because
if
I
come
down
here,
there's
a
reason
you
don't
know
what's
happening
in
my
neighborhood
anytime.
The
mayor's
takes
his
says
that
he's
gonna
start
new
police
chief
and
put
him
in
every
neighborhood.
He's
gonna
come
and
talk,
and
we
miss
miss
grouse.
I.
K
K
We
must
go
to
two
buses,
two
buses,
but
when
I
came
down
just
white
people
trying
to
find
the
garage
where
they
stand,
that
did
you
pick
them
up
at
the
garage
they
get
picked
up
at
the
garage
when
they
come
down
here
shop.
We
got
old
people,
they
can't
get
down
through
the
bottom
of
the
hill,
and
the
first
thing
you
say
take
access.
They
have
to
pay
for
that
right.
They.
B
K
L
L
I
am
near
everything
you
want
to
claim.
A
legal
gun
owner
is
not
I'm
a
woman
I'm,
a
mom
I'm,
actually
highly
educated
and
I've
spent
my
career,
advocating
or
taking
care
of
people
in
health
care.
I
wanted
to
also
take
the
opportunity
to
thank
miss
Harris,
miss
Kelly,
Smith
and
mr.
Coghill
for
taking
their
oath
of
office
seriously.
L
Understanding
that
the
gun
ordinances
that
are
being
proposed
are
illegal
and
a
distraction
and
overreach
of
authority,
and
in
the
end
it
will
only
cost
Pittsburgh
time
and
money.
You
know
I'm
puzzled
by
folks
on
council
that
think
that
they're
know
they're
there
their
cause
is
Noble.
How
is
it
noble
to
break
an
oath?
How
is
it
noble
to
deny
others
access
to
the
protection
that
you
have?
How
is
it
ethical,
as
elected
officials,
to
take
gifts
of
pro
bono
legal
work,
and
how
can
we
not
believe
that
these
gifts
don't
buy
influence?
L
How
will
you
pay
for
the
opposition's
attorney
fees
and
costs
win?
It
you
lose
at
best.
These
ordinances
are
misguided
reaction
to
do
something
which
I
understand,
but
at
worse
they
are
politicizing
a
tragedy
and
attempt
to
fear
monger
people
into
believing
that,
by
taking
guns
away
from
law-abiding
citizens,
legal
guns
that
somehow
people
will
be
safer-
and
that's
just
not
the
case,
you
all
know
the
truth
and
you've
stated
it
which
it's
been
on
record.
You
know
no
one
will
be
safer
from
criminals
or
Psychopaths
by
your
actions.
L
As
you
know,
magazine
capacity
bans
are
being
overturned
as
unconstitutional
law
enforcement
officers
are
refusing
to
act
on
red,
flag
and
gun
compensations
confiscation
laws
and
to
a
sanctuary.
Counties
are
popping
up
across
the
country.
The
good
news
is,
you
have
United
more
of
us
than
you
actually
know.
We
are
united,
despite
genders,
races,
affiliations,
sexual
orientations,
socio-economic
statuses
across
all
of
the
neighborhoods
of
Pittsburgh,
and
sometimes
from
beyond
the
neighborhoods
of
Pittsburgh's.
You
know
the
sad
part
is
that
soon,
we'll
all
be
united
in
breaking
your
illegal
laws.
Very.
B
M
My
name
is
Dennis
Jordan
I'm
from
the
31st
warden
city,
my
my
what
what
I
got
to
say:
how's
it
it's
the
Second
Amendment
and
what
these
are
intending
on
doing
I.
Imagine
the
laws
that
are
on
the
books,
and
there
are
plenty
of
now
I
know
he
is
done
and
you
just
don't
enforce
them-
use
use
them
as
bargaining
chips.
The
set
book
not
used
personally
that.
M
When
someone
does
something,
for
instance,
a
crime
with
it
with
a
gun,
they're
supposed
to
automatically
get
five
years,
add
it
to
their
sentence:
okay,
for
instance,
that
they
use
as
a
bargaining
chip.
I
know
this
for
a
fact.
I've
worked
around
these
courts
for
37
years,
one
on
38
I've
been
in
this
courthouse
for
that
wallet.
I've
followed
a
lot
of
cases.
I've
followed
a
lot
of
things.
I
actually
do
title
work.
What
now,
if
you
look
back
at
the
cases
they
use
them
as
bargaining
chips,
they
say
we
won't
give
you
this.
M
If
you
plead
guilty,
we
won't
give
you
that
if
we
plead
guilty,
when
someone
commits
a
crime
with
a
gun,
there
should
be
no
plea
bargaining.
None
what
why
would
you
plead
waaargh
in
a

Eleven,
oh
seven,
extreme

orders.
B
D
D
They're
all
relatively
the
same
changes,
it's
the
entire
bill.
There
are
just
capitalizing
ammunition,
large
capacity
magazines
and
as
well
as
strengthening
the
severability
amendment,
the
severability
clause,
but
they're
all
very
technical
and
changes,
nothing
substantial
to
the
actual
bills
that
we
passed
the
other
day.
I
D
G
G
D
Thank
you
very
much
so
I
want
to
thank
everybody.
We've
had
a
long
couple
of
months
on
these
bills,
but
I
want
to
thank
all
council
members,
as
I
mentioned
the
other
day.
I
think
we're
we're
all
in
the
same
page
that
we
want
to
stop
gun
violence.
A
couple
of
us
or
just
have
a
difference
of
opinion
on
how
to
get
there.
I
also
want
to
thank
a
number
of
people
in
the
audience
today.
Moms
demand
action,
ceasefire,
PA
volunteers
from
the
community.
D
I
am
under
no
illusion
about
the
limits
of
these
ordinance.
This
cannot
be
the
end
of
our
work.
Certainly
it's
not
for
me,
I,
look
forward
to
building
on
the
progress
of
passing
these
ordinances
and
continue
to
create
a
more
peaceful
and
safer
Pittsburgh.
She
would
like
to
thank
her
council
colleagues,
as
well
as
the
mayor
on
these
bills,
so
that
is
from
councilman
Strassburger
again.
I
want
to
thank
everybody
for
their
support
and
their
hard
work
on
these
bills,
especially
our
staffers,
as
well
as
the
clerk's
office.
Thank.
I
I'd,
like
my
comments
per
forward
from
Ash
Wednesday
in
any
other
comments,
I've
made
I.
If
we
were
the
state
in
the
federal
government,
we
could
vote
on
these,
but
not
being
the
state
or
the
federal
government
and
it's
very
clear
in
the
state
law
that
only
the
states
he
and
vote
on
these
and
what's
going
to
bring
us
his
lawsuits.
I
It's
a
shame.
But
even
if
you
try
putting
this
in
we're
not
going
to
be
able
to
protect
their
children
because
the
guns
are
lost
or
stolen,
what
we
could
have
done
is
did
a
resolution
asking
the
state
to
work
on
these
bills
and
the
federal
government.
But
that's
not
what
we
have
here
today
and
this
piece
will
sit
well.
They
won't
just
said
to
be
lawsuits
and
the
bill
will
sit
with
bill
from
1993
where
the
same
action
was
tried.
I
P
If
they're,
enforced
and
I
know
we're
not
going
to
enforce
these
bills,
but
the
message
that
we're
sending
to
the
people
that
are
shot
weekly
in
this
city
to
me
is
not
a
good
message
and
so
I
I
think
that
while
I
have
very
strong
feelings
in
that
area,
I
think
that
councilman
O'connor
has
been
a
great
leader
in
this
and
working
with
all
councilmembers
I.
Think
that
you
know
his
staff
has
done
a
tremendous
job,
trying
to
add
amendments
and
do
certain
things
and
I
mean
it's
correct.
P
You
know
years
ago,
and
yet
we've
seen
so
many
homicides
since
then,
and
as
I
said
before,
we,
we
had
a
very
different
reaction
after
the
tree
of
life,
then
we
have
two
the
homicides
that
occur
in
the
city
on
a
regular
basis.
Although
I
have
voted
for
bills
in
the
past,
we
saw
that
they
were
not
enforced.
We
saw
that
we,
you
know.
We
know
that
we
cannot
do
this
I
think
we
could
have
accomplished
all
that
these
bills
now
accomplish.
P
Now
that
they've
been
whittled
down
and
amended,
so
much
I
think
we
could
have
accomplished
all
this
in
a
resolution
without
causing
a
lawsuit
to
the
city
and
made
a
statement
as
well.
But
I
think
that
we
have
to
remember
that
when
we're
making
statements
when
people
were
shot
and
killed,
the
people
are
shot
and
killed
and
the
city
on
a
regular
basis,
and
it
shouldn't
just
be
when
one
one
horrific
tragedy
occurs.
P
B
B
O
O
You
know
I,
think
councilman
O'connor
says
it
best.
You
know
we
all
all
of
us
here.
We
may
this
agree
or
disagree
and
which
method
to
approach.
If
it
we
all
agree
and
control,
gun
control
in
some
form
or
another-
and
you
know
I've
said
mostly
everything
I
needed
to
say
about
it
and
you
know
again:
I
want
to
congratulate
everybody
for
their
hard
work,
and
you
know
approaching
this
issue.
It's
not
an
easy
issue
to
deal
with.
It
comes
with
a
lot
of
challenges.
O
I
also
would
like
to
extend
an
offer
or
an
invitation
to
Kim
Stouffer
Sam
DeMarco
and
the
doctors
who
are
at
the
table
for
those
of
us
who
will
not
be
involved
in
a
lawsuit
to
meet
up
in
Harrisburg
and
I'd
love
to
see
where
they're
gonna
meet
us
and
if
it's
just
about
controlling
or
you
know,
I'm
getting
the
mental
illness
laws
under
control.
If
that's
the
only
thing
they're
coming
to
the
table
with
I'd
say
just
stay
home
because
you
know
that's
not
sufficient.
So
thank
you
thanks
man.
B
Further
discussion
from
members,
okay,
I,
would
only
add
that
I
would
like
to
correct
a
few
statements
that
were
made
in
1993
well.
Jack
Wagner
was
here
on
council
and
I
forget
exactly
how
that
vote
went
down.
There
was
an
assault,
weapons
ban
that
was
put
in
and
it
was
ultimately
overturned
by
the
state,
or
at
least
the
state
put
legislation
in
place
saying
that
we
didn't
have
the
authority
to
do
that,
and
so
the
idea
that
somehow
law
has
existed
in
state
for
all
time,
saying
that
we
can
not
do.
B
That
is
miss
factual,
it's
not
factual
and
the
fact
that
the
city
did
take
a
stand.
Previously,
we
did
have
an
assault
weapons
ban
on
the
books.
The
state
retaliated
by
saying
we
didn't
have
the
authority
to
do
that
in
the
12
years
that
I've
been
here
on
council
I
have
worked
diligently
with
ceasefire
and
a
number
of
other
organizations
to
take
our
cause
to
the
state
and
to
ask
the
state
to
act,
and
then
12
years
there's
been
no
action
by
the
state.
I.
B
That
would
put
us
in
great
harm
in
great
jeopardy
that
if
we
took
local
action
to
protect
our
citizenry,
so
the
idea
that
somehow
we
can
take
this
to
the
state
when
what
I
have
seen
is
they
have
actively
worked
against
us
to
help
us
to
protect
our
citizenry
I
think
is
not
helpful.
I
applaud
the
courage
of
this
council.
