comments

weekend.
That
I
really
want
us
to
keep
in
front
of
us
not
only
the
amount
of
debt
that
is
on

city's
books,

debt
burden
that
is
on
our
citizens,
pocketbooks
right.
So
it's
not
just
the
city's
books
and
balance
sheet
that
we're
looking
at,
but
how
we're
going
to
be
taking
out
a
significant
amount
of
long-term
debt
across
many
authorities
in
order
to
rebuild
both
above-ground
and
underground.

Yes,
we
all
are
looking
forward
to
park
improvements.
Yes,
we
know
that
we
have
to
take
care
of
our
municipal
assets,
especially
our
city
facilities,
where
our
employees
work
and
yes,
many
constituents
want
those
potholes
filled,
but
we
need
to
be
cautious
moving
forward.
This
council
I
voted
no
on
the
40
million
dollar
bond
late
last
year
and
going
to
vote
yes
today
on
the
60
million
dollar
bond,
but
know
that
we
also
well.

We
have
to
take
care
of
our
assets
and
do
these
investments
for
the
long-term
and
we
need
to
spread
out
those
payments
so
that
we
don't
bear
all
of
the
costs
on
today's
pocketbooks
and
trying
to
pay
as
you
go,
that
we
are
also
struggling
to
fund
as
one
might
to
cut.
My
colleagues
have
championed
affordable
housing
in
the
city
and
we're
really
going
to
have
to
figure
out
where
that
money
is
coming
from.

also
respect
the
work
that
Councilwoman
Harris
is
doing
to
track,
how
many
of
these
capital
projects
have
been
borrowed
for
already
and
I.
Think
that
that's
a
conversation
that
I
want
to
continue
to
have
with
councilmembers,
as
this
bond
is
being
allocated
so
that
we
are
sure
that
we
are
getting
the
projects
completed,
that
were
promised
and
that
we
are
not
borrowing
multiple
times
for
the
same
project.

that's
one
of
the
responsibilities
that
this
council
so
again
I'm
grateful
to
the
Councilwoman
for
I
can
see
that
she
has
spreadsheets
in
front
of
her
now
on
this
very
topic
and
I
I
really
I
want

just
also
say
thank
you
to
the
constituents
who
gave
me
feedback
on
this
topic,
but
I
will
be
voting
YES
today,
even
though
it
did
keep
me
up
a
little
bit
last
night.

bond

because
none
of
this
makes
any
sense
when
I
asked
for
the
paperwork
of
well,
we've
already
spent
on
a
million
dollars
on
why
never
40
million
is
for
a
building
instead

two

which
has
an
improved
most
of
the
floors
and
even
outside
the
only
part
at
Bass.
Yet
is
the
back
of
the
building.

if
you're
gonna
spend
that
kind
of
money
and
pay
for
building
for
another
building,
I
think
it's
a
waste
of
taxpayer
dollars
and
I'm,
really
confused
by
looking
through
a
number
of
years
of
tips
and

everything
else
that
we
have
had
on
a
number
of
projects.
And
yet
we're
asking
for
more
money
for
the
same
projects
that
haven't
even
been
started
makes
no
sense
at
all.

concern

watching

private
dollars

are
coming
in
more

we

controlling
maximizing
the
public
dollars
that

want
to
say
for
me
I'm
more
I'm
concerned,
especially
I
mean
today
we
hear
the
shade
tree
Commission
coming
and
asking
for

funding

of

budget.

here.

when
we
hear
Pittsburgh
parks,
Conservancy
I
just
met
with
him
the
other
day,
and
they
said
they
have
no
interest
in
privatizing
the
parks,
but
yet
I've
heard
from
some
of
my
colleagues
that
they
have
intentions
to
do
something
similar
to
that.
So
you
know
now
we
hear
the
shade
tree
Commission,
even
though
the
administration
gave
them
an
additional
$20,000
they're,
not
satisfied
with
that.
They
want
us
to
give
them
additional
money
and
control
over
those
dollars.

Well,
I
have
concerns
with
allowing
all
these
groups
and
all
these
nonprofits
having
total
control
over
our
housing
or
infrastructure,
our
parks,
our
trees,
and
so
those
are
the
things
that
and
now
our
employment
programs.
So
those
are
things
I'm,
worried
about,
and
I
and
I
know.
My
colleagues
share
that
concern
and
we're
gonna
be
doing
some
things
to
address
that
those
issues
as
well,
but
for
me,
I'm
gonna,
vote
in
favor
of
this,
because
my
concern
is
more
of
what
the
private
dollars
right
now.

fund

nonprofit's

is

are
agreements
with

city

various
areas,

not

knowledge,

slush
fund
there.

is
not,

knowledge,
a
slush
fund
of
money
simply
sitting
there
with
uncontrolled
oversight
in
the
city
of
Pittsburgh
and

that

want

just
leave
that
in

public
realm
as
if

after
all
this
time

all
this
work

all

careful
working

use
in

fairest

talking

the

infrastructure

actually

the
draft
of
the
contracts.

them

that.

being
asked
to
vote
to
authorize
a
contract,
it
doesn't
mean
that
we
need
to
vote
to
approve
the
contract
so
and
I've
been
I've
been
asking
for
this
kind
of
cooperation
now
for
a
while.

have

capacity
internally
to
do
it
right
away,
but
this
is
exactly
what
Councilwoman
Smith
is
talking
about.
This
is
a
privatization
contract
and
that
it
is
basically
a
franchise
for
this
in
the

for-profit
company
to
operate
and
maintain
city
assets.
Instead
of
us
hiring
people
to
maintain
the
city
assets
and
spending
the
money
up
front
for
to
maintain
the
city
assets
and
to
to
not
let
them
get
into
yes,
they
are
newly
our
assets,
they
weren't
our
assets.

saying

council
needs
to
administrate.

What
councilman
Burgess
has
made
that
point
before,

think
in
this
category

contracts
when
it
is

operate

maintain
especially
franchising,

control
of
these
assets
on
a
10-year
lease.
That's
what
I
have
right
here
on
my
desk
and

this
kind

like
you

it's
supposed
to
be
profitable,
they're
going
to
pay
us
money.

trust
that
jamie
is
going
to
manage
this
project,
but
I
would
like
to
see
perhaps
a
one-year
review
built
into
these
kinds
of
contracts
right
each
year
and
annual
review
to
think
who
councilman
Harris
so
that
we
can
be
sure
this
is
the
slippery
slope
when
you
know
before
this
administration.
Before
most
of
these
council
members
were
in
place.
Some
nearly
10
years
ago,
PWSA
put
this
kind
of
contract
in
place
for
Veolia
corporation.

They
came
in
the
operated
and
maintained
the
water
system
and
they
did
a
terrible
horrible
job
and
we
had
to
fire
them
and
sue
them
and
we
have
worst
water
and
we
need
destroyed
our
billing
and
we
all
suffered
because
of
it
and
we're
still
suffering
because
of
it.
We're
still
putting
the
pieces
back
in
place
and
it
ended
up
costing
the
ratepayers
10
million
dollars.

I
said
the
exact
same
speech
pretty
much
on
the
the
wall,
sockets
that
are
supposed
to
save
us
money
because
it
was
the
same
kind
of
contract
and
so
I'm
totally
open
to
discussion
and
feedback
about
when,

contract,

small
that
it
doesn't
something
to
worry
about,
but
I'm,
just
gonna,
I
I
think
we
are
going
to
be
faced
with
more
of
these
decisions
and
I
think
that
to
be
a
public
discussion,

community

sure
that
we
really
fight
hard

parks

one
of

biggest
ones
and

whole
issues
with

have
around
trees.

issues

here

need

address

think
that's
the
conversation
that
we

going
to
have

with
council

colleagues

sometimes

these
contracts
come
before
us
when
you
have
to
make
that
decision,
because
something
is
in
such
bad
disrepair
already
and

think
that's

case.

wait
and
don't

this
now,

don't
know

it

like
for
people
that
do
have

wait

places

to
put

need

think
that
there's

lot
to
be
said
for

the

with
her

so
I
didn't
anticipate
coming

worry
about
I
thank
them
for
the
work
that
they're
doing
and
how
they
excel.
In
many
areas
we
have
a
lot
of
great
Catholic
schools
within
the
city
of
Pittsburgh
and
on

outskirts
of
the
city
which
I'd
like
to
see
more
in
the
city.
But
I
want
to
thank
them
for
their
work.
And
I
will
say
that
you
know
we
have
I
cancelled
a
post
agenda
on
the
public
or
the
partnerships
within
the
city
of
Pittsburgh.

I
am
going
to
have
that
post
agenda
and
we
are
going
to
extend
it
and
we
will
include
people
like
the
shade
tree,
Commission
and
and
other
folks
that
you
know
if
they
want
to
question
the
dollars
and
and
what's
going
on,
what's
happening.
We'll
make
sure
that
we
give
a
public
response
to
a
lot
of
what's
been
happening
here
and
let
the
public
know
and
inform
the
public
of
the
benefits
of
things
that
are
happening
and
the
concerns
that
they
should
have
for
some
of
the
things
that
are
happening.

do
want
to
say
that
this
administration
has
allocated
more
money
than
they
have
seen
in
a
while,
and
so
I
was
kind
of
surprised
to
even
hear
an
interview,
start
receiving
comments
and
emails.
And
I
understand
that
people
want
to
control
the
budget,
but
that's
what
we
were
elected
to
do,
and
so,
if
money
goes
into
a
general
fund
and
and
they've
already
got
an
increase
and
the
money
goes
into
the
general
fund
if
we
so
choose
to
allocate
additional
funding
so
that
we
can
do
that.

They
had
slides
of
the
insignia
and
the
graffiti
and
the
symbols
that
are
kind
of
new
and
talked
about
how
we
have
hate
groups,
recruiting
members
in
our
city
and
and
alarmingly,
using
even
digital
platforms
like

games
that
your
kids
at
home
may
be
playing
because
they're
multi-person
and
there's
advertising
on
these
platforms.
And
there
are
it's
yet
a
new
way
that
people
are
contacting
strangers
and
so
they're
recruiting
even
young
children
into
their
ideologies.
And
so
one
of
the
most
important
points
which
is
emphasized
in
the
newspaper
is
for
all
of
us.

Yes
to
be
aware,
but
also
to
report
they
really
as
the
FBI
agents
repeated
over
and
over.
They
actually
are
not
allowed
to
go
and
look
for
these
things
unless
you
as
a
citizen
report
them
to
them.
So
they
can't
just
go
on
these
gaming
platform
and
try
to
find
hate
group
members
that
are
doing
recruiting
unless
you
observe
it
and
report
it.

Similarly,
the
graffiti
in
your
neighborhood,
they
can't
actually
come
out
and
just
kind
of
scan,
neighborhoods
looking
for
graffiti
and
these
patterns,
but
they
are
depending
on
us
as
citizens
to
report,
and
we
we
had
significant
graffiti
and
instances
of
hate
group
activity
in
Lawrenceville
following
the
Tree
of
Life
shooting,
and
so
we
should
all
be
aware
in
our
neighborhoods
and
in
our
daily
lives
and
so
I
again,
it's
just
it's.
