Good
morning
and
welcome
to
Pittsburgh
City
Council
Standing
Committee
meeting
of
October
23rd
2019,
our
first
order
of
business
is
public
comment.
Members
of
the
public
or
distressed
City
Council.
Please
come
for
you'll
be
given
three
minutes.
The
green
light
means
that
we
started
three
minutes.
Yellow
light
means
one
minute
to
summarize
red
light
means
time
to
relinquish
the
podium.
I
would
like
to
take
this
opportunity
to
remind
everyone
that
the
rules
of
council
state
explicitly
the
comment
is
limited
to
matters
of
concern
or
deliberation
which
are
or
may
before.

A
concern
of
this
council
is
the
gen
sex
identity
formation
of
our
children
and
therefore
the
influences
on
that
formation,
so
consider
the
influence
of

that
we
are

and

via
antiphonal

on
the

of

for

The
karmic
as
your
supra
textual
overlay,
is
that
that
that
we
are
pheromonal
e
centralizing,
our
children
in
the
formation
of
their
individual
identities,
from
images
like
those
that
are
in
this

DD

HTG,
a

bronze
women
having
sex
with
any
man
in
their
vicinity,
and
men
too,
with
men
and
women
and
boys
and
girls.
C
D
I
spoke
to
the
issue
of
our
Democratic
Party,
not
having
a
leg
to
stand
on
because
of
the
fact
that
each
of
the
20
candidates,
none
of
them,
have
really
come
up
with
a
plan
by
which
to
pay
for
all
the
programs.
So
therefore,
there's
almost
an
open
lie
and
the
public
will
sense
it,
and
therefore
there
is
a
very
certain
risk
that
mr.
Trump
might
win
the
position
for
a
second
term.
So
today,
what
am
I
supposed
to
do
at
80,
almost
87
years
of
age?
D
D
So
I
end
up
having
to
call
a
party
something
and
if
you
want
to
have
a
third
party
I'll,
tell
you
a
brief
story
of
being
at
the
Walmart
in
West
Mifflin
and
having
an
african-american
couple
walk
up
to
me
who
I
never
had
seen
before,
and
they
said
we
know
you
and
I
said.
What
do
you
mean?
You
know
me
I
was
shocked,
they
said
well,
we
watch
for
you.
Every
Tuesday
and
Wednesday
on
television.
I
said
well,
do
I
say
anything.
That's
worthwhile
and
their
reply
was
shocking.
D
E
Morning,
my
name
is
Jeff
Brown
and
citizens.
I
know
the
ones
I
know,
and
quite
a
few
watching,
I
laughing
at
mr.
Burgess.
With
that
statement
that
we
have
to
address
mr.
Smith
you
remember
years
ago,
when
I
brought
up
when
he
was
getting
ready
to
work
with
second
chance
he's
getting
ready
work
with
that
was
Sandusky,
the
community
didn't
know
they
were
coming.
They
were
gonna
pay
supposed
to
put
buildings
put
houses
in
the
community,
and
the
woman
came
in
said.
You
know
what
mr.
Burgess
getting
ready
to
do
and
I
said
in
here.
E
I
said:
that's
the
community!
No,
you
get
ready
to
work
with
this
man
and
he
and
the
trial
is
not
open
over.
Let's
wait
and
see
what
happens
with
us
key.
He
took
the
book
out.
Can
he
read
it
that
I
can't
ask
any
question,
except
at
the
table?
That's
what
he's
trying
to
say!
Listen!
I!
Want
you
to
understand
this
when
I
keep
on
telling
you
that
I
worked
with
Kathleen
Mulligan,
who
became
the
head
judge,
please
understand
to
work
under
her.
She
had
to
be
dynamite
to
make
it
to
the
top.
E
She
was
a
stickler
for
details.
Do
you
understand
details
this
right
here?
You're
very
sloppy
would
have
money
in
our
business.
Do
you
understand,
and
you
got
an
attitude
now.
You
said
we
must
talk
to
you.
Why,
when
you
to
Miss
Smith
and
mr.
Crouse
seven
o'clock,
his
egg
came
and
talked
to
mr.
lavell,
you
got
sometimes
you're
on
your
cell
phones,
sometimes
you're
texting,
but
we
must
face
the
front.
We
can't
talk
to
the
audience
because
there's
the
one
first
listening
mr.
E
E
I
said
no
way,
but
when
I
came
in
here
to
speak
one
day
and
he
had
changed
the
time
that
we
had
to
sign
up
anytime,
we
time
to
sign
up
by
12:00,
we
had
to
sign
about
10:30
and
only
reason
why
I
spoke,
cuz,
I
told
Mary,
Beth
I
will
sue
you
and
let's
get
to
speak
because
he
went
thinks
that
you
could
speak
because
he
was
going
to
make
sure
it
beeped
in
just
like
when
she
made.
That
quote
in
no
word
miss
Harris,
the
only
ten
could
speak.
E
He
was
going
to
do
the
same
thing
to
cover
up
for,
but
you
know
what
I'm
gonna
still
keep
speaking
about
Oh
mr.
Vail.
Thank
you
very
much.
They
move
these
two
signs.
They
move
them
and
what
had
happened.
It
seems
that
the
base
of
what
they
were
holding
with
heads
frozen
off,
but
thank
you
very
much
because
someone
would
got
hurt
and
you
is
still
mr.
Burgess
they're
laughing
at
you
because
they
thought
it
was
crap
steps
chasing
my
little
black
babies
out
of
here
and
they
found
out.
They
said
a
black
man.
E
You're
saying
they
can't
speak,
see
I
study
black
history.
You
know
what
our
babies
had
to
do:
five
or
six
years
old
for
the
slave
masters.
They
had
to
empty
their
poop
and
walk
in
there
Pete
every
morning.
Every
morning
the
black
babies
had
to
do
it,
and
here
you
see
they
can't
speak.
You
ought
to
be
ashamed
of
yourself.
B
Say
this
and
I
think
I'll
say
it
publicly
first
and
then
I
think
we
should
discuss
it
in
the
upcoming
months.
We
have
no
absolutely
no
obligation
to
televise
public
hearings,
public
comment
and
I
think
we
should
move
to
make
public
comment,
not
televised,
because
it's
just
it's
it's
getting
to
a
point
where
it
is
personal.
It
is
not
constructive
and
it
is
not
even
helpful
to
our
whole,
not
even
helpful
to
our
to
our
viewing
public
and
so
between
now
and
January.
B
Hopefully,
I
will
work
with
the
President
and
other
members
of
council
to
talk
about
how
we
can
because
I
think
the
public
is
absolutely
a
right
to
talk
to
us
and
say
whatever
they
want,
but
they
do
not
have
the
right
to
use
this
as
PC
TV,
because
PC
TV
is
the
place
where
they
can
have
their
own
opportunity
to
say
whatever
they
want.
This
is
not
that
I'm.
Sorry
I
thought
that
was
it
next
speaker,
please,
yes,.
F
Thank
you.
My
name
is
Jennifer
Haven
here
on
behalf
of
the
friendship
community
group,
the
Bloomfield
Garfield
Corporation
and
the
Enright
neighborhood
association.
We
are
the
intervenors
in
the
Enright
Park
Penn
Plaza
lawsuits
with
the
city
they're.
Originally
seven
of
them.
They
were
all
settled
per
a
consent
order
dated
October
27
2017
for
almost
the
two
years
since
then,
and
with
seven
layers
to
the
administers
to
the
administration.
We've
asked
for
a
transparent
process
and
a
full
implementation
of
that
October
27th
2017
consent
order
to
which
the
city
was
a
party.
F
F
We
have
been
asking
LG,
Realty,
Dan,
Gilman,
the
mayor
and
the
city
solicitor
for
a
copy
or
a
draft
of
this
easement.
Since
July,
we
have
not
received
a
copy
or
a
draft
of
this
easement.
We
believe
that,
before
you
vote
today
on
a
final
land,
swap
that
this
easement
should
be
made
public
and
the
public
should
be
able
to
review
and
comment
on
it.
We
were
told
at
one
point
very
recently
that
we
would
have
to
file
a
right
to
no
request
after
council
passes
their
vote
today
and
I.
F
Additionally,
we
believe
that
the
up
to
$1,000,000
for
the
park
to
provide
a
park
that
has
the
same
or
greater
amenities
is
not
going
to
provide
a
park
with
the
same
or
greater
amenities
that
currently
exists
and
the
consent
order
states
that
the
park
should
be
fully
funded
and
open
upon
the
opening
of
phase
one
of
LG's
project.
I
looked
at
the
mayor's
preliminary
budget,
I
don't
see
any
additional
money
for
the
park
for
2020.
F
The
developer
has
stated
that
the
park
I'm,
sorry
that
the
Whole
Foods
project
would
be
open
in
2021
I
would
hope
to
see
that
the
mayor
and
city
council
fully
funds
this
park
to
be
opened
at
the
same
time
as
the
development.
Finally,
the
city
had
promised,
in
paragraph
four
of
the
consent,
order
to
expand
the
Trib
to
three-quarters
of
a
mile
that
affordable
housing
would
be
able
to
be
built
in
East,
Liberty,
friendship
and
Garfield
to
date
over
two
years
that
expansion
has
not
occurred.
That
expansion
flows
from
you.
F
You
have
the
authority
to
expand
that
tread.
City
Planning
has
stated
to
us
in
writing
that
the
you
are.
A
solicitor
has
advised
them
that
that
expansion
can
now
not
be
effectuated.
We
have
requested
this
expansion
monthly
since
being
told
in
July
of
this
year
that
that
expansion
cannot
occur.
I
I,
really
I,
appreciate
you
taking
the
time.
I
have
some
letters
that
I'd
like
to
give
to
you
that
we've
been
sending
to
the
administration
can
I.
Please
give
these
to

the
trade
is
a
an
interesting
topic
that
I've
been
interested
in
for
some
time.
So
if
again,
we
don't
need
to
do
it
here,
while
we're
discussing
the
amendment,
but
if
we
can
provide
us
with
a
briefing
of
that,
I
think
it'd
be
be
helpful.
Sure.
G
B
G
L
I
G
B
And
and
again,
I
I
don't
want
to
re-litigate
this
case,
I
find
some
of
their
arguments
not
to
be
persuasive,
because
some
of
it
is
just
based
on
paranoia
the
idea
that
that
Park
would
not
be
public
and
that
this
the
public
would
not
have
a
guarantee
right
to
the
park
is
nonsensical
in
many
ways.
It's
just
it's
just
and,
and
so
I
just
I
really
think
in
many
ways
and
I
still
think
this
from
the
beginning
that
this
some
of
this
discussion
has
been
a
smokescreen
for
them.
B
Not
wanting
the
development
to
occur
and
trying
to
do
everything
in
their
power
to
make
this
as
difficult
as
possible
for
the
development
to
occur
because
they
didn't
like
it
and
they
don't
want
it,
and
so
I
think
the
park,
and
some
of
the
issues
of
the
park
are
actually
not
sincere,
but
they
really
I
using
a
technical
process
and
when
they
could
not
win
in
court,
have
not
won
in
court,
and
so
what
we're
doing
now
is
simply
following
what
the
court
has
dictated
for
us
to
do
right.
They
have.
B
They
have,
and
so
I
am
a
belief
that
the
park
I
love
folks,
I
grew
up
in
parks.
I
worked
for
Parker
restorations.
All
the
summers
in
college
I
am
a
fan
of
parks,
1,000%,
but
I'm.
Also
a
fan
of
a
following
law
and
and
trying
to
get
projects
finished
once
we
decide
that
they
are
going
to
move
forward.
This
projects
gonna
move
forward.
Let's
get
it
finished,
and
this
is
simply
in
this
case
I'm
just
helping
the
law
department
of
development.
G
B
K
K
L
I'm
gonna
say
that
I
typically
try
to
honor
and
respect
what
you
know
each
council
member
wants
in
their
district,
but
lately
those
lines
have
been
blurred
when
we
are
already
getting
involved
in
each
other's
districts.
All
the
time
so
I
feel
like
I'm
going
to
say
what
I
feel
like
I
have
to
say
and
I
want
to
make
sure.
First
of
all,
that
I
think
Reverend
Burgess
does
a
great
job
in
making
sure
that
his
district
and
his
constituents
are
protected
and
that
they're
doing
what
they
can.
L
But
little
attention
has
been
paid
to
the
disparities
and
access
to
the
cap
to
the
country's
public
parks.
I
think
this
is
a
crucial
time
for
us
to
really
have
this
conversation
and
I.
Think
this
coming
up
is
such
so
timely
of
what's
occurring
right
now,
so
I
want
to
make
sure
the
public
has
every
bit
of
information
that
they
can
have
and
to
make
sure
that
we're
having
these
conversations
overall
and
that
it's
not
just
about
one
specific
part.
But
a
broader
conversation
says.
K
B
B
B
B
It
will
be
a
spectacular
one
of
the
most
green
innovative
parks
in
the
history
of
our
city,
I'm
in
the
midst
of
redoing
Stargell
field,
which
is
in
Homewood,
and
that
will
be
new
new
parking
lot
in
the
field,
new
amenities
and
then
this
Enright
Park,
so
I
actually
have
three
new
parks
right
now
being
constructed
and
planned
in
my
district
and
we're
planning
for
Fort
Pitt
field.
So
then,
which
would
be
the
fourth
one
if
we
get
the
funding
for
it?
So
it's
a
good
time
all
right.
So.

G

G

G
Two
questions:
okay:
they
they
have
in
their
budget.
You
know
administrative
fees,
money,
okay
and
they
want
to
give
away
twenty
five
thousand
and
put
it
into
machinery
and
equipment.
My
first
question
is:
why
did
they
have
so
much
extra
for
administrative
fees
and
number
two
to
transfer
this?
What's
the
machinery
in
the
equipment?
Well,.
P
G
P
All
depends
on
how
the
budget
works
out
for
that
year.
Budgets
are
always
living
there.
We
do
transfer
money
from
time
to
time
from
department
to
department
as
well.
This
is
money
they
budgeted
within
our
department,
specifically
the
monies
going
in
to
cover
new
fuel,
sights
surveillance,
camera
installations,
we've
had
upgrades
and
we
have
a
new
fueling
card
system
coming
in
and
we
need
to
make
sure
that
those
cameras
are
all
operable.
So
we
don't
have
or.

for
it
seems
like
three
years:
Columbia

we've
had
issues
up
there,
but
you
know,
and
then
it
was
a
question
as
to

M
M
B
M
You
is
this:
is
a
billet
we've
been
holding
for
some
time
and
I've
been
updating,
counsel
that
we
had
multiple
community
meetings
and
if
the
chair
will
allow
I'm
gonna
elaborate
slightly
here
since
we've
had
a
lot
of
conversation
about
parks,
this
park
is
publicly
held
and
I
just
want
to
acknowledge
so
that
everybody
understands
it
was
bequeathed
to
the
city
by
the
heirs
of
our
first
mayor
ever
Nizar
Jenny.
That
is
why
it
is
called
any
park.
I
do
see,
sir,
in
the
audience
here.
M
M
It's
across
the
street
from
the
Pittsburgh
Ballet
Theater
in
1995,
counsel
least,
that
Park
to
the
ballet
theater
and
renewed
that
lease
in
2010
the
lease
has
been
is
still
a
few
years
out
from
ending
but
a
longer
lease
is
being
requested,
and
that
is
why
I
made
sure
that
the
ballet
went
and
talked
to
the
neighborhood
organization.
They've
had
extensive
conversations.
They
actually
have
in
the
attachment
that
I'm
putting
on,
as
exhibit
a
a
signed
understanding
co-signed
by
both
the
chair
of
the
neighborhood
organization
and
the
executive
director
of
the
ballet
and
so
I'm.
M
M
Similarly,
my
amendment
on
the
yellow
paper
adds
a
section
that
says
that
I
want
the
the
proposed
police
to
come
back
to
City
Council
for
our
approval.
Again.
If
we
have
it,
then
the
public
has
it
I'd
like
to
remind
council
that,
some
weeks
ago
we
had
a
post
agenda
on
the
parks
referendum
and
we
had
chief
Gillman
at
the
table.
We
had
the
Director
of
Public
Works
at
the
table.
M
We
had
the
city
controller
at
the
table
and
we
had
the
executive
director
of
the
parks
Conservancy
at
the
table
when
the
subject
of
Shanley
classic
came
up,
I
said
who
has
that
lease
or
co-op
agreement,
and
everyone
at
the
table
said
well.
Of
course,
council
has
it
because
it
would
have
been
attached
to
your
council
resolutions
I
had
the
clerk's
office
look
into
it.
Here's
the
1998
resolution
for
Schenley
Plaza
that
pre
authorizes
the
mayor
to
do
a
co-op
agreement
with
the
parks,
Conservancy
and
here's.
M
This
similar
resolution
react
in
2011
that
authorized
than
Mayor
Ravenstahl
to
enter
into
a
cop
agreement
with
the
parks
Conservancy
about
Schenley
Plaza
council
does
not
have
that
co-op
agreement.
Our
clerk
does
not
have
the
co-op
agreement,
and
so,
if
it
is
not
in
our
legislative
record,
then
the
public
does
not
have
that
co-op
agreement,
and
so
this
may
be
I
think
the
beginning
of
a
conversation.
But
for
this
tiny
parcel
with
historic
value,
it's
an
under
improved
Park.
That
even
has
you
know
full
community
support
for
the
project.
M
M
I
Q
B
G
B
Was
pleasantly
surprised
when
I
found
out
the
executive
director
of
the
ballet
is
in
my
district
and
I
did
not
know
that
until
this
summer,
I
had
a
chance
to
meet
him,
his
wife
and
they
are,
they
are
residing
in
that
Council
District,
and
so
we
have
great
things
going
on
there.
There's
a
motion
to
approve.
Yes,.

to
be

by
the

the

This

resolution
provides
for
an
agreement
and
expenditures
not
to
exceed
two
million
nine
hundred
seventy
three
thousand
six
hundred
and
eighteen
dollars.
H
B
L
I,
just
I
want
to
make
it
clear
that
I
really
was
not
supportive
and
I
was
not
going
to
give
Pete
BSA
another
green
infrastructure
project
until
they
took
care
of
the
project
in
Banks
Ville
and
also
in
the
projects
in
councilman
cog,
Hills
district.
We
have
experiencing
a
lot
of
flooding
issues
around
the
green
infrastructure
projects,
one
in
banks,
Ville
was
actually
it's.
L
My
understanding
was
designed
by
the
executive
director
of
the
PWSA
and
councilman
Krause
gave
me
some
reassurance
that
he
believes
this
may
be
designed
by
Carnegie,
Mellon
University,
so
I,
don't
if
that's
accurate
or
not,
but
that
gives
me
a
little
bit
of
hope
that
the
project
might
will
be
successful.
I
wish
they
were
involved
in
the
one
in
the
solution
for
banks
ville
as
well,
but
I
do
want
to
say
that
counsel,
that
chief
of
staff
Gilman
has
been
working
on
some
solutions
along
with
the
director
of
DOE
me
and
others.
L
That
give
me
a
little
bit
more
hope
for
what's
going
to
happen
in
banks
ville,
but
I'm
really
not
really
crazy
about
the
idea
of
PwC
being
involved
in
green
infrastructure
projects.
Given
the
history
that
we're
experiencing
in
my
district-
and
it's
not
been
good,
it's
been,
as
everybody
knows,
that
they've
had
experienced
a
lot
of
flooding
in
that
area
and
it
was
to
mitigate
the
water
and
flooding
that
they
were.
L
Having
and
more
experiencing
initially
and
they've
actually
has
it's
in
some
cases
seems
like
it's
increased
in
some
of
the
areas,
so
I
just
want
to
make
sure
that
people
know
that
when
you're
talking
about
green
infrastructure,
you
have
to
make
sure
that
you
have
some
really
good
plans
in
place
for
maintenance
and
in
addressing
any
issues
that
might
arise
and
and
I.
Don't
think
that
PwC
have
that
and
I
do
and
also
think
it
doesn't
gross,
because
she's
been
involved
too
lately
in
the
banks,
rail
project
and
I
I
wish.

The
amount
of
money
is
paid
to

from
through
the

so
the
city
collects
money
from
the
franchise
agreement
and
then
we
pay
a
certain
amount
of
PC

This
legislation
is
simply
to
extend
our

with
PC

for
a

While
we
are
undergoing
franchise

Okay,.
I
G

I

You're,
looking

these

to
be
the

then
I

like
it

well
well,
we

what

they're

as
somebody

trying

Okay,
because
we're
doing
this
exact
same
amount
mm-hmm
or
through

Now
this
is
what
we've
done
up
to
now.
That's
what
we're
going
to
do.
Mixture,
okay,
I,
want
to
see
what
the
cable,
the
cable,
so
that
would
be
the
PC
TV,
okay,
this
right
at
the
beginning,
with
the
amounts
of
money
or
each
year
instead
of
having
a
whole
big
chunk
like.
G
G
G
G
J
G
J
G
J
G
B
G
S
As
well,
you
know
we
could.
We
can
give
you
a
a
brief
to
help.
You
understand,
you
know
in
summary,
what
the
what
the
rule
change
was.
It
was
voted
on
by
the
FCC
in
August
and
essentially
in
a
nutshell.
Currently,
under
the
current
franchise
agreement,
cable
companies
are
required
to
provide
certain
serve,
says
those
internet
services
to
a
number
of
our
buildings
city
city,
owned
buildings
for
free
in
the
future.
J
For
instance,
we
have
internet
service
for
public
access
in
our
senior
centers
right
Comcast's
at
this
point
charges
nothing
for
those,
that's
part
of
the
agreement,
but
with
the
FCC
ruling.
If
that's
the
case,
and
that
becomes
an
asset
to
Comcast
and
for
instance,
we
may
have
to
pay
a
thousand
dollars.
We
want
Pam.
Sorry
they
may
get
a
credit
of
a
thousand
dollars
per
location
that
they
can
subtract
from
the
overall
distribution
that
they
would
have
given
us
from
their
subscriber
count.
Okay,
okay.
J
J
Item
then
Comcast
or
Verizon
can
subtract
whatever
value
they
put
at
them,
giving
us
that
service
from
the
overall
amount
of
money
we
get
back
from
them.
That's
deposited
into
the
Verizon
trust
fund,
the
Comcast
trust
fund,
so
BJ
it
would
be
less
money
deposited
into
our
trust
fund
before,
as
the
residents
are
concerned
right
now,
they
have
62,000
residents
who
subscribe
to
cable,
it's
up
to
them
to
decide
if
they
want
to
reduce
their
services
or
not.
We
wouldn't
have
anything
to
do
with
that.
Ok,.
G
Q
Yeah,
so
when
is
it
fair
to
say,
I
mean
this
reminds
me
of
like
PWSA
with
the
water,
firefighters,
you
know,
and
the
zoo
and
everybody
was
getting
free,
water,
basically
the
services.
And
now
what
you're
saying
is
you
know
the
franchise
are
gonna
charge
us
for
our
services
that
we
used
to
get
for
free.
If.
J
That,
if
the
new
FCC
ruling
becomes
effective,
yes,
but
it's
still
being
discussed,
it
hasn't
it's
been
approved,
but
there's
still
some
discussion.
We
just
don't
know
what
the
true
outcome
will
be.
It's
just
that
we
wanted
you
to
it.
The
councilman
wanted
you
to
understand
that
we
may
be
collecting
less
money
next
year,
got
it
and.
M
Between
the
city
and
the
authorities,
with
no
one
pre-empting
anyone
that
was
an
agreement
between
the
city
and
the
authority
mm-hmm
without
the
federal
government
telling
us
what
we
can
and
cannot
do.
What
is
objectionable
here,
I
believe,
is
that
the
FCC
we
tell
the
municipality
what
it
can
and
cannot
do,
and
it's
a
matter
of
preemption.
M
B
Would
be
correct,
it
says
near
the
conversation
if
no
the
conversation
I
just
want
to
be
relieved
aware
because
I
was
I
didn't
know
about
it,
but
I
found
out
about
I'm.
Like
oh,
let's
talk
to
us
and
he
said
the
bill
came
up.
I
thought
was
just
good
to
tell
us.
Thank
you
very
much.
Miss
Harris,
although
all
those
in
favor
signify
by
saying
aye
opposed
his
name
next
bill
police.
H
2077
resolution
amending
resolution
662
authorizing
the
mayor
and
director
of
the
department
of
innovation
and
performance
to
enter
into
an
agreement
with
Kairosoft
Technology
Corporation
for
hootsuite
enterprise,
social
relationship
platform
to
better
manage
the
city's
online
constituent
services.
Efforts
with
annual
costs
of
the
agreement
not
to
exceed
one
hundred
and
four
thousand
nine
hundred
fifty
dollars
and
forty-five
cents
need.
R
Do
have
just
a
question
about
this
because
I
would
I
was.
This
was
one
of
the
few
kind
of
bills
that,
in
my
short
tenure
here,
I've
been
able
to
see
adopted
initially,
and
then
this
is
the
the
extension
of
the
contract.
So
I
wanted
to
make
sure
that
we're
very
happy
with
HootSuite
and
and
the
services
that
they're
providing-
and
it's
actually
resulting
in
you
know-
are
the
bettering
of
our
the
betterment
of
our
ability
to
engage
with
social
media
and
run
campaigns
and
everything
that
it's
intended
to
do
right.
So.
S
We
are
actually
no
longer
using
HootSuite.
We
found
that
it
was
not
effective
in
terms
of
what
we
wanted
to
be
able
to
accomplish.
Okay,
what
this
legislation
is
doing
is
last
year
there
was
legislation
to
begin
using
this
software.
However,
there
was
not
a
contract
in
place
at
the
time
the
the
company
allowed
us
to
begin
using
the
software.
We
stopped
using
the
software
as
of
March
1st
of
this
year,
and
they
want
to
invoice
us
for
the
services
that
they
provided
for
those
nine
or
ten
months.
S
S
L
L
B
G
G
S
And
we
did,
we
did
use
HootSuite,
but
the
services
began
and
we
started
using
it
and
when
we
decided
that
it
was
no
longer
it
wasn't
really
what
we
wanted
to
be
doing.
That
was
when
they
wanted
payment
and
that's
when
we
discovered
that
we
didn't
actually
have
a
vehicle
to
pay
them.
So
that's
what
we
are
doing
now:
okay,
so.
G
L
L
B
We
need
to
sort
of
talk
about
them.
One
is
one
is
the
one
issue
is
the
is
the
the
validity
of
this
action
that
we
are
paying
for
something
that
we
did
not
contract
for
I?
Think
that's
one
thing
and
I
think
that's
part
of
this
conversation
but
I
think
there's
a
second
part
of
conversation
that
we
need
to
have
before
we
pass
this
that
this
this
could
be
viewed
as
a
as
the
attempt
to
circumvent
pat
council
authority.
B
B
M
B
S
I
I
G
G
G
S
So,
in
the
aftermath
of
this,
when
they
started
asking
for
payment
after
we
stopped
using
the
software,
we
were
advised
by
our
law
office
that
we
should
pay
them
for
the
period
of
time
that
we
used
the
software
and
the
way
to
do.
That
would
be
to
complete
the
contract
and
to
have
this
legislation
in
order
to
be
able
to
pay
the
money.
But.
G
R
L
S
G
D
G
G
B
L
I
L
L
The
concerns
to
the
council
and
gross
and
I
have
been
saying
is
that
we
need
to
have
more
oversight
from
Council
and
I
know
that
council
members
don't
like
the
conversations
some
of
us
want
to
get
out
of
here
quickly,
but
this
is
our
job
and
so
it's
to
oversee
the
public
dollars,
and
so
it's
disheartening
to
me
to
see
people
feeling
so
on
so
very
eager
to
get
out
of
here,
and
this
conversation
went
to
me.
This
is
something
really
impressive
to
talk
about.
N
I
think
the
deputy
director
added
everything
that
you
know
we
can
add
I
think
when,
like
with
many
piece
of
technology,
we're
trying
to
keep
up
to
speed-
and
we
you
know
my
understanding
when
the
agreement
was
entered
into-
is
that
we
thought
that
HootSuite
would
do
a
good
job
in
helping
us
address
constituent
concerns.
You
know
we
have.
You
know
different
departments
that
are
interacting.
N
L
M
Part
of
the
problem,
possibly
that
we
could
come
back
to
us
with,
is
that
this
was
a
technology
online
purchase
and
so,
for
example,
if
you
were
negotiating
with
a
vendor
of
some
other
kind
in
a
kind
of
old
industry
way,
a
law
firm
or
something
they
would
not
be
providing
the
service
without
a
signed
contract.
But
these
technologies,
you
can
just
click
and
buy
you're
still
right,
it's
the
same
problem.
You
have
monitoring.
H
M
They
don't
run
up
your
tab
on
your
amazon
or
your
itunes
or
something
you
can't
give
them
the
passwords
to
actually
be
able
to
and
I
think
the
technology
companies
as
well
aren't
checking
to
see
whether
or
not
it's
a
municipal
or
Mis
appalling,
making
the
purchase
or
an
individual
making
the
purchase.
So
I
don't
know
if
that's
part
of
what
this
equation
is,
but
I
suspect
someone
just
like
clicked
and
bought
and
didn't
do
it
in
the
old-fashioned
way.
G
R
This
is
to
be
clear,
not
because
I
want
to
get
out
of
here.
I
want
to
have
this
discussion,
I
felt
as
if
we
didn't
have
all
the
answers
in
front
of
us
today,
and
that
we
have
a
lot
more
questions
that
need
to
get
properly
answered
in
the
in
the
next
week.
Prior
to
taking
up
this
discussion
once
again,.
H
Director
of
innovation
and
performance,
on
behalf
of
the
city,
to
enter
into
a
master
lease
agreement
with
dell
financial
services
for
leasing
services
to
lease
the
electronic
devices
with
installation
and
support
services
for
a
period
of
7
years.
The
total
amount
of
funds
for
this
equipment
and
services
will
be
appropriated
and
approved
under
separate
subsequent
requests
and
will
not
exceed
three
million.
Three.
R
B
H
We
have
a
supplemental
paper
bill,
2205
resolution
providing
for
an
agreement
between
the
city
and
McCaffrey
interests,
inked
in
or
the
you
are,
and
in
connection
with
improvements.
So
the
court
way
generally
at
the
Strip
District
Terminal
at
1600,
smallman
Street,
and
for
access
to
make
these
those
improvements
to
the
cart
way
and
for
temporary
operation
and
maintenance
in
anticipation
of
a
future
public
right
away,
public
park
and
public
operation
and
maintenance
of
the
cart
way
and
potential
public
dedication
of
the
cart
way.
At.
B
M
You
I
just
want
to
say
if
you
think,
since
we've
had
so
much
discussion,
I
just
want
to
remind
council
that
this
is
the
same
project
that
includes
both
the
produce
terminal,
Smallman
street,
from
16th
to
21st
and
as
well
McCaffrey
interest
has
bought.
The
big
warehouse
is
about
half
the
block
of
the
big
warehouses
across
the
street.
M
We've
seen
tips,
we've
seen
our
caps
when
I
just
searched
our
own
public
record,
I
didn't
even
realize
or
had
forgotten,
and
so
you
and
the
public
may
as
well
that
there
was
even
a
15
million
dollar
our
cap
for
this
general
project
in
2011.
Now
you
can
slice
and
dice
and
say
well.
This
is
not
actually
for
the
building.
M
So
I
just
wanted
to
say
that
now
having
having
said
all
that
this,
our
cap
is
not
a
city
requested
our
cap,
I'm
told
by
coming
Lavelle
who's
at
the
URA
and
from
what
I've
inquired.
This
is
one
where-
and
this
is
legal
right-
an
individual
property
owner
can
request
this
money
from
the
state
and
but,
and
yet
here
it's
being
used
in
what
is
our
public
space?
So
the
cartway
being
you
know
the
street
section
that's
in
between
his
two
buildings.
We
had
extensive
extensive
public
meetings
for
years
around.
M
What
that
design
would
be
so
I'm
not
going
to
object
to
this
today.
I,
just
really
want
to
have
it
on
the
record
that
I
think
there's
a
legitimate
public
interest
in
there
being
so
many
public
dollars
into
a
project
and
a
valid
question
about.
You
know
what
we're
spending
public
dollars
on,
but
again
to
reiterate.
The
individual
property
owner
requested
this.
It
was
granted
by
the
state.
These
are
not
City
funds.
M
M
Doesn't
actually,
this
is
a
very
big
site
in
my
district
mr.
chair,
so
it
did
go
to
planning
yesterday
and
so
I
would
have
been
holding
this
because
I'm
concerned
about
the
sequence
of
things.
We
normally
we're
seeing
serum
sewer
modules
as
our
last
vote.
Maybe
we
shouldn't.
Maybe
we
should
actually
be
seeing
them
as
our
first
vote.
Why
would
you
get
all
the
approvals
and
take
a
whole
year
if
you
don't
have
approval
from
City
Council
to
build
your
sewers?
M
There's
a
question
on
the
table,
but
since
it
was
our
regular
operating
procedure
to
see
them
last
I
just
want
to
say
thank
you
for
holding
this
and
again
a
reminder.
This
is
phase
2
of
the
13
acre
site,
12.75,
acre
site,
that
is
at
40th
and
Butler
Street,
where
the
first
phase,
a
250
luxury
apartments,
happened
before
the
inclusionary
zoning
legislation,
and
this
is
the
second
phase
of
over
300
apartments,
which
will
include
the
35
some
apartments
added,
more
deeply,
affordable,
rent
and
so
I
just
wanted
to
acknowledge
that
any.
B

The

with
the

certain
county

including

with
their

and
the

snow
and
ice

together
with
application
of
anti
skid
in
or
the
ice
and

Demotion.

My

is
just
to

we're

we
have
