A
B
C

B
B
E
B
F
B
And
whereas
the
ACPs
mini
grant
program
has
provided
homeless,
sheltering
organizations
with
the
opportunity
to
sponsor
educational
enrichment,
events
and
field
trips
for
the
children
in
their
care,
creating
opportunities
for
active
learning,
stress
reduction
and
family
bonding.
And
whereas,
in
order
to
focus
the
attention
of
the
Pittsburgh
region
on
the
amazing
work
of
HC.
B
So
now,
therefore
resolved
that
this
counsel
of
the
city
of
Pittsburgh
does
commend
and
celebrate
the
efforts
of
homeless
children's
education
fund
and
joins
him
in
commemorating
homeless,
children's
Awareness
Week
and
now,
therefore,
it
being
even
further
resolved
that
this
council
of
the
city
of
Pittsburgh
does
hereby
declare
October
13
to
October
19,
to
19
to
be
homeless
children's
awareness
week
in
the
city
of
Pittsburgh
there.
You
are
congratulations.
Thank
you
very
much.
They.
B
G
Really
prepared
to
say
anything,
but
there
were
4100
children
identified
as
homeless
or
experiencing
homelessness
in
Allegheny
County
in
the
past
school
year
that
we
have
data
for,
as
you
might
imagine,
homelessness
is
not
great
for
educational
outcomes
and
their
health
and
life
outcomes
are
not
great
if
they
don't
complete
their
education.
So
our
goal
is
to
make
sure
that
anybody
who's
in
an
unstable
e
house
situation
has
access
to
the
exact
same
educational
resources
as
their
stable
e
house
peers.
G
B
I
And
just
says,
Reverend
Grayson
comes
forward
before
I
read
the
actual
proclamation.
Let
me
simply
say
it's
a
real
pleasure
to
have
the
center.
That
cares
located
not
only
in
the
Hill
District,
but
into
the
city
of
Pittsburgh
as
a
whole.
They
do
a
lot
for
the
children
that
they
serve.
Not
only
do
they
care
for
them.
In
my
opinion,
they
truly
believe
in
them
and
they
have
high
expectations
for
them.
I
I've
seen
many
children
come
in
at
around
the
age
of
10
or
so,
and
around
age
of
20
they're
actually
come
back
to
work
for
the
organization
they
travel
with
these
kids.
They
expose
them
to
things
outside
of
the
city
outside
of
the
country
and
they
make
sure
that
they
get
the
best
and
highest
quality
out
of
the
children.
So
it's
really
a
pleasure
and
thank
you
for
all
that
you
do
as
a
mark,
their
20th
anniversary,
where,
as
excuse
me,
children,
/,
adult
recreation
and
educational
services,
also
known
as
the
center.
I
That
cares
is
celebrating
his
20th
anniversary
on
October
17th
2019
or
as
located
in
the
heart
of
the
hill
district.
The
center
daycares
began
as
a
vision
of
hope
and
progress
expanding
to
a
well-known
after-school
program,
thanks
to
the
diligent
work
of
its
founder,
the
Reverend
Glen
G
Greyson,
who
envisioned
building
a
new
foundation
centered
on
academic,
emotional
and
psychological
progress
among
the
young
people
of
the
hill
district
community.
I
J
I
Whereas
the
Homer
s,
brown
division
of
the
Allegheny
County
Bar
Association,
is
hosting
a
reception
celebrating
his
50th
anniversary
on
October
17
2019
at
5:30
p.m.
at
the
K&L
gates,
inner,
whereas
the
home
ranch
brown
division
was
founded
in
1969
as
the
black
lawyers
of
western
Pennsylvania
to
serve
not
only
black
lawyers
and
law,
school
students,
but
the
black
community
at
large,
whereas
the
organization
subsequently
renamed
itself
after
Pittsburgh's.
First
african-american
judge
Homer
s
brown
in
honor
of
his
stellar
accomplishments
in
enormous
contributions
to
the
Pittsburgh
legal
community.
I
Students
of
African
descent
now
therefore
be
resolved
that
the
Council
of
the
city
of
Pittsburgh
does
hereby
declare
Thursday
October
17th
2019
to
be
Homer
s,
Brown
Bay
in
the
city
of
Pittsburgh
and
further
commence
the
Homer
s
Brown,
division
of
the
Allegheny
County
Bar
Association
force
50
years
of
service
to
the
Pittsburgh
community.
We.
B
B
B
B
H
And
I
don't
know
since
I've
been
here,
we've
done
things.
We
started
the
anti-litter
campaign,
which
was
piloted
in
the
sheraton.
Community
we've
now
worked
with
the
mayor's
office,
and
we
came
up
with
a
recycling
program
for
the
city
and
all
along.
One
of
our
biggest
partners
has
been
depends:
Ivania
Resources
Council.
They
have
really
done
a
tremendous
amount
of
work
throughout
the
city
of
Pittsburgh
and
Allegheny
County,
really
really
in
Allegheny
County,
so
I
just
want
to
acknowledge
their
work
and
really
celebrate
with
them.
H
There
they're
80
years
of
being
in
service
to
the
city
where,
as
PA
resources,
council
PRC,
which
was
founded
in
1939
by
a
group
of
citizens
concerned
about
roadside
blight,
is
celebrating
80
years.
Protecting
Pennsylvania's
environmental
resources
and
whereas
the
PA
Resources
Council
supported
programs
such
as
the
blot
out
blood
of
the
Month
Club
and
the
establishment
of
the
first
scenic
highways.
In
order
to
protect
the
scenic
beauty
of
Pennsylvania
as
the
spearhead
of
scenic
protection.
H
Prc
was
directly
engaged
in
the
creation
of
Keep
America
Beautiful
in
the
1950s
and
the
passage
of
the
Highway
Beautification
Act
of
1965.
And
whereas,
after
more
than
a
decade
of
protecting
Pennsylvania's
scenic
assets,
PRC
recognized
the
roadside
is
that
roadside
litter
has
become
the
newest
challenge
and
in
1952,
PRC
introduced
its
public
service
mascot.
The
litter
bug,
which
received
an
updated
look
in
1990
and
whereas
in
an
effort
to
prevent
litter,
PRC
focused
on
recycling
and
in
this
1970s
became
a
national
leader
on
the
issue
and
helped
craft.
H
F
Very
briefly,
Parc
is
a
thrilled
to
be
celebrating
80
years
as
an
organization
in
the
state
of
Pennsylvania,
we're
thrilled
to
spend,
have
spent
80
years
working
with
the
city
of
Pittsburgh.
All
the
way
back
to
the
early
days
of
helping
to
prevent
billboards
going
on
the
old
Lincoln
Highway
was
known
as
the
Lincoln
Highway
back
then.
So
you
come
down
Green
Tree
Hill
on
the
Parkway
you'll
notice.
There
aren't
any
billboards
up
on
the
the
trees
on
either
side
of
the
road.
F
That's
part
of
prc's
activity
here
in
the
city
of
Pittsburgh
back
into
the
30s
until
today,
where
we're
working
with
the
city
on
modernizing
the
recycling
program,
and
we
hope-
and
we
intend
and
we'll
be
privileged
to
work
with
the
city,
another
80
years
on
protecting
environmental
resources
in
western
Pennsylvania.
So
thank
you.
Councilman.
B
G
H
So
we've
every
year,
I
do
something
to
recognize
or
raise
awareness
for
breast
cancer,
awareness
and
domestic
violence
or
certain
props
that
each
of
us
do
that,
there's
something
that
they
care
tremendously
about
20
weevil,
because
well
this
year
we
found
one
that
is
my
act.
My
cousin
actually
does
a
fundraiser
for
real
men
wear
pink
Chris
Kael.
He
does
a
lot
of
things.
Events
for
this,
but
this
event
particular
event
is
in
our
district
at
coaches
on
banks,
Bell
Road.
H
So
if
anybody
knows
coaches
on
Banks
Ville
Road,
we
hope
that
you'll
attend
and
support
this
event,
because
it's
really
a
worthwhile
fundraiser,
whereas
during
Breast
Cancer,
Awareness,
Month,
real
men,
wear
pink
is
an
opportunity
for
men
to
raise
awareness
and
fun
and
funds
for
the
American
Cancer
Society.
Breast
cancer
initiatives
such
as
patient
services,
education,
screenings
in
risk
reductions
and
whereas
breast
cancer
is
the
most
common
cancer
type
in
women.
H
Second,
to
skin
cancers,
with
over
260
thousand
estimated
new
cases
of
invasive
breast
cancer
being
diagnosed
this
year,
and
it
is
estimated
that
over
2400
cases
will
be
diagnosed
in
men
and
whereas
because
of
continued
prevention
in
treatment
efforts.
However,
survival
rates
continue
to
rise
with
over
3.1
million
breast
cancer
survivors
in
the
United
States,
including
women
still
being
treated
and
those
who
have
come,
who
have
completed
treatment
and
whereas
real
men
wear
pink.
H
Participants
are
committed
to
wearing
pink
throughout
October
and
to
raise
awareness
and
financial
donations
to
fight
breast
cancer
in
order
to
see
that
to
see
a
climb
in
the
survival
rates
in
the
city
of
Pittsburgh
and
across
the
United
States,
and
whereas
mr.
Patrick
Vaughn
is
one
of
such
participants,
who
is
hosting
a
fundraiser
on
Saturday
October,
19
2019
at
coach's,
bottle
shop
and
Grill
in
Banks
Ville
on
banks,
Ville
Road,
beginning
at
6
p.m.
and
now
therefore
be
it
resolved
that
the
Council
of
the
city
of
Pittsburgh
does
hereby
commend
mr.
H
Vaughn
for
helping
increased
breast
cancer
awareness
and
potentially
saving
lives
as
part
of
the
real
men.
Wear
pink
campaign
and
be
it
further
resolved
that
the
Council
of
the
city
of
Pittsburgh
does
hereby
declare
Saturday
October
19
2019
to
be
Patrick
Vaughn
and
breast
cancer
awareness
day
in
the
city
of
Pittsburgh.
L
On
behalf
of
coaches,
we
would
like
to
thank
you
all
for
this
recognition.
As
we
all
know,
most
families
have
been
touched
by
breast
cancer,
I
have
two
surviving
sisters
and
what
Patrick
is
doing
has
touched
my
heart
I'm,
his
mother,
I'm
Meg
Vaughn,
and
it
touches
my
heart
that
he
has
reached
out
to
the
community
and
is
trying
to
do
something
to
help
fight
this
disease.
So
thank
you.
H
M
G
B
B
Thanks
Councilwoman,
we
have
no
proclamations
to
be
read
into
the
record
this
morning,
so
that
will
conclude
the
proclamation
portion
of
the
council
meeting
and
take
us
into
public
comment.
Anyone
here
wishing
to
comment
before
City
Council,
of
course,
will
have
three
minutes
in
which
to
speak.
I
would
like
to
remind
everyone
here
that
the
roles
of
council
are
clear
when
they
state
that
comment
is
limited
to
matters
of
concern.
Official
action
or
deliberation
which
are
at
this
time
or
could
at
another
time
come
before
this
council.
We
do
not
permit
profanity.
B
We
will
maintain
order
at
all
times.
We
ask
that
you
would
please
begin
by
giving
your
name
and
the
neighborhood
in
which
you
reside
for
our
public
record.
The
green
light
will
indicate
the
start
of
your
three
minutes
when
the
yellow
light
comes
on.
You'll
have
one
minute
to
summarize
your
thoughts
when
the
red
light
comes
on.
Your
time
will
have
expired
good
morning.
Miss
Brown.
B
N
My
name
is
Yvonne
F,
Brown
and
I'm
gonna
repeat
each
time,
I
came
come
I
didn't
do
not
let
him
fool
you
when
he
says
good
morning,
mrs.
Brown.
He
has
taken
away
what
I
speak
three
minutes
all
the
years
20
years
and
he
cut
my
time
down
to
one
minute
and
30
seconds.
That's
after
him
and
Vick
wrote
this
new
statement
about.
You
cannot
come
to
the
tape,
hey,
you
can
bring
it
citizen.
Do
you
understand
no
matter
what.
N
You
can't
bring
it
to
the
table
now.
First
I
want
to
say
to
you.
Mr.
Ravel
I
have
told
the
mayor
last
week.
I
made
a
mistake:
it's
a
really
nerd.
It
was
not
misguide
you
Sky
View
is
the
one
that
is,
we
believe
it
legally
is
victim.
The
young
parents,
young
women,
mainly
black
okay,
you
look
into
the
mayor
said
he
was
too,
but
you,
since
this
is
your
district,
should
look
into
it
number
two
when
I
stood
up
yes.
N
Last
week
with
the
group,
okay
I
was
telling
you
community
saying
you
stood
up
yes,
because
I
thought
she
said
all
return
to
build
nil
and
said
bill.
You
think
it's
okay,
because
what
I
was
saying
is
that
I
can't
might
feel
your
pain,
but
I
feel
your
loss
anytime.
You
lose
any
time
any
person
we're
all
human
beings
and
we
all
love.
You
might
not
love
me,
but
I
noticed
somebody
that
you
do
now.
N
Also
we
we
did
that
for
these,
for
the
people
in
Squirrel,
Hill
I
would
like
to
say
when
I
leave
here
every
day,
there's
a
homeless
man
and
a
big
blue
shirt
he's
the
big
man
he
looks
like
he
has
the
same
clothes
every
day,
but
when
I
come
from
7-eleven,
sometimes
they
have
hot
dogs
or
stuff
for
sale
and
I'll.
Take
and
I
would
call
him
and
I
was
safe.
He
called
me:
hey,
baby
doll,
I
think
he
died
for
your
homeless
people.
I'm
saying
he
called
me
baby
doll.
N
He
would
see
me
like
I
asked
some
two
weeks
ago.
If
I
find
you
some
clothes,
will
you
work
and
he
said
yes,
he
would
but
he's
dead.
Now,
there's
also
a
homeless
man
that
was
on
the
street
that
gave
my
babies,
money
and
I
said
to
him
you're
showing
humanity
you
have
such
little.
He
was
crying
because
he
was
a
white
boy,
black

Dixie,

on
the

I
want
to
talk
a
little
bit
about
fracking
again
and
the
cracker
plants.
First
time,
I
heard
that
I
thought
they
were
talking
about
something
like
Nabisco
well,
I
was
embarrassed,
but
I
asked
what
they
meant
and
I
found
out.
It
was
plastic,
so
I
want
to
talk
a
little
bit
about
that.
Although
I
know
you
know
a
lot
plastic
pollution
dumped
into
the
u.s.
waterways,
there
was
over
128
million
pounds
last
year
and
it
does
not
go
away.
Q
The
EPA
and
our
leader
needs
to
protect
the
environment,
not
profits.
Our
state
and
local
communities
are
the
primary
battlegrounds
where
people
are
rising
up
to
a
POI
pose
oil
and
gas
companies
that
are
fracking
America
to
death.
Also
I
know
you
know
this,
but
I'm
going
to
talk
about
it.
Allegheny
County
has
now
given
permission
and
there
is
fracking
underneath
the
Deer
Lake
Sparks,
and
we
wonder
what's
next,
because
it
does
not
just
stay
in
the
ground.
Q
Natural
gas
development
in
an
under
our
County
parks
will
bring
increased
traffic
truck
traffic
nitrous-oxide
increased
methane
and
volatile
organic
chem.
Chem
pains
there
will
be
flares
and
other
noxious
potentially
poisonous
fumes.
It
lowers
property
values
and
many
local
and
national
banks
do
not
provide
mortgages
on
properties
with
gas
leases.
Q
There
is
pollution
of
our
rivers,
streams,
lakes
and
environment,
and
that's
pretty
much
what
I
want
to
say
about
that.
I
also
would
like
to
say
that
there
was
someone.
Oh
I've
got
to
do
this.
Instead,
Jane
Goodall
tells
how
we
need
to
be
done.
One
person
at
a
time
she
says
you,
and
that
means
all
of
us
cannot
get
through
a
single
day
with
habit
without
having
an
impact
on
the
world
around
you.
Q
Q
R
O

is

so
we
must
authorize
it,
but
I
make
sure
the
public
has
notice
of
this
action
and
can
be
heard
prior
to
final
passes.
But
I
do
want
to
get
this
done
as
expeditiously
as
possible.
So
we'll

which
is
why
these
amendments
become
before
city
council
dating
many
decades
ago.

1953
or
so
don't
quote
me
on
the
exact
date
and
that's
when
all
of
these
territories,
none
of
them
had
housing,
one
and
now
they're
filled
with
housing.
We
pay
to
be
able
to
dump
our
garbage
to
a
municipality,
not
just
to
a
municipality,
but
we
also
have
to
pay
their
school
district
and
we
keep
adding
them
in
and
adding
them
in
and
I
don't
care
if
your
abbreviating
them
are
spelling
them
out.
I
think
it's
ridiculous,
and
now
that
there
is
housing
on
all
of
this
property,
I'm
not
vote
for
anymore,
coming
through
okay.

You
Man
clerk,
the
bill,
then
having
received
the
legally
required
number
of
votes
is
finally
passed.
That
concludes
our
final
action
takes
us
into
motions
and
resolutions.
The
chair
only
has
one
brief
meeting
announcement
tomorrow,
Wednesday
October
16th
at
2
p.m.
Council
will
be
hosting
a
cablecast
public
hearing,
as
it
relates
to
bill
2033,
which
is
a
petition
relative
to
awarding
reparations
for
black
residents
of
the
city
of
Pittsburgh.
H
You,
mr.
president,
I
just
went
to
this
past
weekend.
I
hosted
a
housing
and
resource
fair
and
I
want
to
thank
the
city
departments
that
came
out
to
really
help
us
and
support
us
and
including
the
mayor.
The
mayor
came
out,
and
so
the
senator
Fontana
and
Veronica
Edwards
our
school
board
member
for
part
of
our
district.
Someone
thank
them
all
for
attending,
but
I
want
to
thank
the
URA,
the
Housing
Opportunity
Fund,
which
people
found
a
lot
of
valuable
information.
H
There
I
want
to
thank
Pittsburgh,
Public
Schools
for
allowing
us
to
utilize
the
space
for
free,
I'm,
gonna,
think
our
real
estate
department,
our
HR
department
and
including
the
director
who
came
out
herself,
which
I
thought
was
amazing
on
a
Saturday
and
city
parks.
The
city
parks
folks
with
our
senior
centers
I,
just
want
to
thank
them
all
and
the
firefighters
for
everything
that
they
came
out
and
provided
for
the
community.
H
There
was
a
lot
of
great
resources
provided
to
the
residents
and
the
residents
were
thrilled
with
it,
but
I
just
think
that
we
sometimes
take
advantage
or
for
granted
the
work
that
our
employees
do.
I
mean
they
volunteered
to
come
out
to
do
these
events
and
I
think
when
people
see
them,
they
think
it's
part
of
their
job,
but
they
really
do
volunteer
their
time,
as
do
our
officers
when
they
come
to
community
meetings.
H
So
I
just
want
to
thank
and
acknowledge
our
city
employees,
but
I
also
want
to
thank
the
firefighters
for
the
coat
drive
that
they
did
this
past
week.
Accounts
me
to
Connor.
Was
there
and
I
think
other
council
councilmen
Strassburger
other
members
were
there
and
we
always
are
there
throughout
the
years,
but
faithfully
those
firefighters
distribute
thousands
of
coats
every
year
to
student,
to
people
to
students
in
Pittsburgh,
public
school,
I'm,
sorry
to
students
in
Pittsburgh.
It
doesn't
matter
where
you
go
to
school.
It
matters
that
you
need
a
coat
and
they
deliver.
H
They
distribute
coats
that
our
reunion
may
don't.
If
they
store
there
have
been
union
made,
they
distribute
gloves,
backpacks,
scarves,
hats
and
the
kids.
It's
just
in
a
really
good
and
amazing
thing
that
they
do
every
single
year
without
fail,
and
usually
they
go
to
our
schools
this
year
they
are
trying
we're
trying
to
get
everyone
to
come
to
the
center
to
their
union
hall.
So
I
don't
know
if
they'll
be
going
to
the
schools
again
this
year,
but
I
do
know
there
were
a
lot
of
people.
H
The
line
was
around
the
building
and
it's
not
just
the
firefighters,
their
families
that
get
involved,
their
kids
get
involved,
their
friends.
Are
there
a
lot
of
elected
officials
show
up,
but
it
really
it's
the
real
work
and
it
real
the
testimony
to
our
firefighters
and
their
work
that
they
and
their
families
put
it
and
they
actually
get
up
and
enjoy
getting
up
and
doing
it
on
a
Saturday
morning.
So
I
just
want
to
acknowledge
their
work.
That's
important.
Thank.
