opportunity

note

council
members
that
very
often
when
you
have
a
different
use
in
historic
buildings
on
your
commercial

streets,
you
have
you
run
into
these
sprinkler
provisions
and

talked

it
before
right

very
often
there's
not
enough
water
pressure
or
your
water.

is
too
small
as
a
commercial
owner,
you're
responsible,

way
to

means
that
you're
paying
for
all

the
excavation
shutting
the
street
down
replacing
all
the
way.

then

you

rebuilding

street,
and
that
would
be
about
half
the
cost
really
opening
the
street
and
closing
it
back
up
again.

kind
of
using
you
as
an

water
mains

and
so
many

laterals
on
the
business
properties
on
all
of
our
historic

streets

hundred
years

expansion

improve
it's
just
a
hundred
years
old
and
it's
breaking
and
then
that
each
individual
business
is
shutting
down
your
street.

seeing

maybe
too
much

not

problem,

a
public
policy

putting

burden
entirely
on
commercial
property
owners,

loans

consists

blocks
between
Railroad
Street

Smallman
Street

between
21st

full
build-out
commercial
development,
including
restaurant
retail
and
office
space.

of
that
development,
there
will
be
a
three
level
parking
garage
structure
and
surface
parking
and
entailed
with
that
project
as
well.
For
stormwater
management,
there
will
be
an
underground
storm
water
detention
facility
to
mitigate
pre
to
post
development,
peak
flows.

will
also
be
put
on
site
to
detain
the
two
year
increase
and
for
sewage
planning.
