hearing
board
serves
a
critical
role
in

maintaining

like
to
take
this
moment
to
remind
everyone
that
the
rules
of
council
state
that
comment
is
limited
to
matters
of
concern.

My
name
is
Josh
Malloy
I'm,
the
community
organizer
for
Pittsburghers,
for
public
transit
at
Pitt
and
as
community
members
were
always
told
that
there
is
little
to
no
public
or
private
money
available
to
address
our
basic
needs
for
affordable
housing,
for
affordable
quality
housing,
we're
at
robust
and
affordable
public
transit
and
by
extension,
transportation
to
healthcare,
employment,
food
and
other
needs
to
ensure
that
we
have
safe
streets
for
pedestrians
and
cyclists.
But
it
turns
out
the
money
does
exist.

It
exists
in
the
form
of
excessive
parking
spaces
that
have
been
built
and
are
proposed
to
be
built
in
transit,
rich
neighborhoods
at
thirty
thousand
dollars
a
cop
at
thirty
thousand
dollars
cost
to
build
a
single
parking
space
at
the
Giant
Eagle
site
and
a
projected
over
building
of
more
than
200
spaces.
This
is
a
pot
of
money
worth
millions
of
dollars.

The
proposed
492
spaces
designated
for
this
site
is
well
above
what
would
be
used
if
the
parking
usage
at
jacent
sites
like
Target
and
he
saw
bond,
isn't
he
got
that
six
million
six
million
plus
dollars
could
be
moved
from
a
wasted
luxury
amenity
to
community
serving
benefits.
We
know
that
Pittsburgh
centers
around
how
much
structured
parking
is
necessary.
Nice
Liberty
is
seriously
off
base
in
that
and
they
are
not
in
line
with
the
city's
equitable
transit
oriented
development
policies.

think
it's
fair
to
say
that
no
one
that
no
one
net
developers,
net
neighbors
or
consumers
in
the
public
at
large,
which
often
subsidized
parking
cars,
wants
to
see
excess
parking
at
the
giant
eagle
site
every
parking
space
built
them
in
diminishes
the
quality
of
life
in
our
communities.
We
see
harm
through
worse
air
quality
and
more
congestion
and
less
pedestrian
safety.

Unfortunately,
our
city
and
our
state
has
made
the
mistake
in
the
past
have
put
in
public
money
into
subsidized
unfused
parking
adjacent
to
the
best
transit
corridor
in
the
city,
including
at
Eastside
bond,
at
the
incredible
cost
of
sixty
thousand
dollars
to
space
in
that
target.
Even
bakery
square
nonsense,
nonsensically
received
statewide
multimodal
fund
money
to
help
pay
for
their
parking
garage.

Let's
not
make
this
mistake
again,
but
let's
also
ensure
that
the
significant
portion
of
money
saved
from
not
building
the
success
of
parking
just
doesn't
just
go
into
the
pocket
of
developers,
but
rather
into
their
broad
public
benefits.
After
all,
it
is
our
public
investment
in
the
inch
of
the
East
Liberty
Transit
Center.
That
has
made
the
value
of
the
rental
units
in
the
retail
and,
if
in
the
vicinity
as
high
as
it
is,.

for

has

working
together

try
to
figure
out
creative

development

actually

equitable
and

I
sent
this
email
this
morning
to
everyone
and
I
know
it's
budget
season,
so
you
may
not
have
had
a
chance
to
read
it,
but
we
sent
it
out
and
so
I'm,
just
gonna
read
that
so.

First,
we
would
like
to
thank
all
of
you
for
the
courageous
and
inclusive
votes
that
you
have
made
this
year
regarding
authentically
addressing
our
housing
crisis.
We
thank
council
person
Strassburger
for
initiating
a
comprehensive,
inclusive
effort
to
make
this
private
development
an
equitable
and
impactful
development,
and
we
look
forward
to
really
digging
in
into
intentional
dialogue
with
Reverend
Burgess,
as
this
process
goes
forth.

This
particular
development
is
of
interest
to
our
coalition
because
we
believe
that
this
development
can
set
the
precedent
for
what
equitable
transit
oriented
development
can
look
like
in
the
city
of
Pittsburgh,
with
the
focus
on
affordability,
better
pedestrian
bike
infrastructure
and
equitable,
culturally
expensive
food
access.
The
request
rezoning
allows
residential
units
to
be
built
on
the
site,
which
creates
an
opportunity
to
produce
deeply
affordable
units
in
an
area
that
has
been
rapidly
gentrifying.
So
we
ask
that
you
approve
the
zoning
request.

We
reach
there
below
affordability,
consensus
with
many
stakeholders
and
community
partners,
as
advocates
we
are
always
seeking
to
amplify
and
uplift
as
many
voices
of
impacted
people
as
possible.
So
we
know
that
this
will
be
an
ongoing
process
as
the
project
gets
underway,
and
we
are
here
to
be
of
assistance
on
this
and
future
developments.
A
specific
affordability
targets,
our
total
housing
affordability,
30
percent
or
70
units
20%
of
the
units
at
50%,
AMI,
46
units,
10%
of
the
units,
project-based
vouchers
and
has
24
units,
and
we're
also
asking
for
40-year
affordability.

We
know
that
these
affordability
targets
are
feasible
because
the
developer
grade
star
is
already
proposing
to
set
aside
50%
of
the
units
at
50%,
AMI
and
below
tax
of
subsidies,
enhanced
Lerner
and
grants
the
trail
under
East
End
housing
regeneration
account
are
available
to
offset
the
cost
of
providing
greater
affordability.
But
the
developer
has
said
that
they
do
not
intend
to
apply
for
these
subsidies
at
this
juncture,
using
project-based
vouchers
will
provide
both
deeper
affordability
and
more
revenue,
higher
rent
limits,
the
appearance
that
50%
AMI.
