A
Hello
and
welcome
to
the
Pittsburgh
City
Council's
regular
meeting
for
Monday
December
30th
2019,
my
name
is
Louise
Chris
and
with
us
today
is
our
sign
language
interpreter
David
Petro.
There
is
no
legislation
to
be
introduced
by
Pittsburgh.
City
Council
today
is
City
Council's
last
meeting
for
2019.
Our
next
city
council
meeting
will
be
the
official
swearing-in
ceremony
of
the
141st
Pittsburgh
City
Council
on
Monday
January
6
2020
at
10:00
a.m.
the
City
Clerk's
office
would
like
to
wish
everybody
a
happy
and
healthy
and
safe
new
year.
B
Good
morning,
everyone
and
welcome
to
the
regular
meeting
of
Pittsburgh
City
Council
for
today,
Monday
December
30th,
the
2019.
This
will
be
the
final
meeting
for
2019
and
close
out
our
two-year
session,
but
I
forget
100
number.
It
is
141.
It
closes
out
the
141
first,
oh
I,
say:
okay,
so
we're
closing
out
the
one
hundred
and
fortieth
session
of
council
soon
to
go
into
the
141st.
D
B
B
Thank
you,
you
may
be
seated.
I
have
Councilwoman
Kel
Smith
down
for
a
Alexia
Dion
sent
a
day
are
their
guests
here
for
that
Proclamation,
okay,
I!
Don't
see
that
so
we're
going
to
proceed
into
public
comment.
Anyone
wishing
to
speak
before
City
Council,
of
course,
will
have
three
minutes
in
wishing
to
do
so.
I
would
like
to
take
this
opportunity
to
remind
you
that
our
rules
of
council
are
clear
when
they
state
that
comment
is
limited
to
matters
of
concern.
B
Official
action
or
deliberation
which
are
at
this
time
or
could
at
another
time
come
before
this
council
profanity
is
not
permitted.
We
will
maintain
order
at
all
times.
We
ask
that
you
please
begin
by
giving
your
name
in
the
neighborhood
in
which
you
reside
for
our
public
record.
The
green
light
will
indicate
the
start
of
your
three
minutes
when
the
lla
comes
on.
You'll
have
one
minute
to
summarize
your
thoughts
when
the
red
light
comes
on.
We
ask
you
to
relinquish
the
podium
good
morning,
dr.
Miller.
Oh,
what.
E
A
costume
god
I
hate
that
I
sue
caucus,
a
Ron,
ree-ree
Ron.
You
die
Noel

2020
CSI,
Ida,

at
gmail.com,
American,
Mathematical,
Society,
dr.
max
tegmark,
is
one
of
my
most
profound
influences.
He's
written
a
book
called
our
mathematical
universe,
which
I
recommend
he's
at
MIT.
The
primary
CGI
module
for
adults
over
district
3
has
the
notices
of
the
American
Mathematical
Society
from
2000
to
2020
is
the
primary
general
u.s.
math
journal
on
this?
E
The
CLP
branches
do
not
have
this
journal
so
on
this,
the
CGS
III,
which
I
founded,
is
superior
to
anything
you'll
find
anywhere
in
the
city
of
Pittsburgh,
except
at
May
counselors.
What
do
Delta
Y
over
Delta,
X
and
D
of
Y
over
D
of
X
signify
dr.
Hamlet
at
PBS?
Maybe
he
knows
75%
of
our
middle
school
kids
do
not
know
is
a
very
serious
problem.
E
A
concern
of
the
council
is
the
idea
of
transparency
and
of
the
transfer
of
Records,
the
offices
of
Council
and
Mayor
to
the
Pittsburgh
public
and
the
USA
national
public
as
well.
I
and
the
GIS
are
requesting
per
the
Pittsburgh
Home
Rule
Charter
article
8,
section
8
10,
that
has
to
do
with
with
these
records.
We
are
requesting
this.
The
publicly-funded,
tell
text,
email,
post,
mail
and
paper
letter
memo
transmissions
between
the
offices
of
pittsburgh,
mayor
and
council,
especially
between
mr.
Peduto
and
district
representative
7
grouse
2014
to
2020
the
Pennsylvania
Freedom
of
Information
Act.
E
The
right
to
know
law
requires
that
the
office
of
counsel
and
mayor
provide
these
records
to
us
the
public.
Another
council
council
concern
is
the
translation
of
documents
of
the
offices
of
council
mayor
so
I
the
GIS
have
been
redacting,
as
some
of
you
know,
some
of
you
are
directly
aware.
Mr.
O'connor's
one
we're
looking
at
all
the
the
proclamations
and
papers
that
are
produced
by
the
council
and
also
by
the
mayor,
we're
looking
for
preferences
and
also
prejudices.
E
One
other
thing
is
one.
Other
concern
is
the
provision
of
financial
statements.
Now
all
of
you
are
do
to
provide
a
financial
statement
by
January,
15
and
I,
and
the
CGS,
III
and
GIS
will
be
looking
at
this.
Now
we're
going
to
be
doing
all
of
this.
In
conjunction
with
two
committees,
which
I
founded
in
2012,
the
city
of
Pittsburgh,
Committee
for
executive
surveillance
and
the
committee
for
legislative
supervision,.
B
Thank
you,
dr.
Miller.
May
we
have
our
next
speaker,
please
there
we
have
our
next
speaker.
Please,
okay,
see
no
further
speakers,
I'll
close
off
the
public
comment
portion
of
the
meeting
and
preceding
the
presentation
of
papers.
There
are
no
papers
to
be
presented
being
this
is
oh
I'm.
Sorry
there
is
your
right.
So,
let's
begin
with
councilman
Burgess
our
chair,
finance
and
law.
E
G
H
Councilman
Reverend
Burgess
presents
bill
number
24
22
report
of
the
Committee
on
Finance
and
law
for
December
23rd
2019,
with
an
affirmative
recommendation.
Bill
number
24
21,
witness
amendment
and
supplement
in
the
Pittsburg
Code
of
Ordinances
at
title
to
physical
article,
9
property
taxes,
chapter
265,
exemptions
for
residential
improvement
in
chapter
267;
exemptions
for
industrial
and
commercial
improvements
to
change
the
effective
date
to
April
1st
2020
I.
Thank.
B
I
I
just
want
to
acknowledge
that
we
have
been
extending
these
for
a
number
of
years
and
if
all
of
Council
will
remember
that
we,
you
know
they
were
initially
introduced
in
2007
and
expired
in
2017.
And
we
have
done
a
series
of
amendments
that
were
to
take
effect
at
the
beginning
of
this
year.
That
we're
now
extending
and
just
a
reminder
that
this
is
I.
Think
it's
a
different
moment
in
Pittsburgh.
I
History,
then
certainly
in
2007,
in
terms
of
real
estate
construction,
and
that
we
have
the
desire,
the
public
desire
and
the
desire
on
council
to
move
these
kinds
of
incentives
and
tax
credits
to
incentivize.
The
kinds
of
things
that
Pittsburgh
needs
now
and
so.
I
know
that
we
have
consensus
to
certainly
to
support
affordable
housing.
And
there
are
members
of
the
public
who
have
continued
to
bring
forward
good
ideas
about,
for
example,
funding
jobs,
to
make
sure
that
the
jobs.
I
To
make
sure
that
the
jobs
provided
on
these
sites
are
jobs
that
are
good,
jobs
are
safe,
jobs
are
well-paying
jobs
and
jobs,
especially
if
we
can
work
for
a
way
to
incentivize
jobs
for
actual
Pittsburgh
residents.
I
know
that
there's
a
desire
out
there
to
move
towards
that
as
well.
So
thank
you
for
letting
me
comment.
Thank.
B
You
counsel,
counsel,
woman
and
I
had
a
at
length
conversation
on
the
ride
about
this
we're
extending
for
six
months.
These
are
four
projects
that
are
in
the
pipeline,
but
I
do
think
that
that
is,
it's
clearly
gonna
be
on
our
plates
or
agenda.
If
you
will,
in
the
coming
year
to
ultimately
determine
how
we're
gonna
move
forward
with
lower
without
extensions
any
more
okay,
so
the
bill
is
now
ready
for
final
action
and
all
in
favor
that
passes
our
bill.
Will
please
vote
aye
when
the
names
are
called.
Those
opposed
will
vote.
C
B
Thank
You
Ben
for
the
bill
having
received
them,
the
legally
required
number
of
votes
is
finally
passed.
That
is
the
only
bill
for
consideration
today,
and
so
that
takes
us
into
motions
and
resolutions.
Councilman
Burgess
does
have
a
small
games
of
chance
for
7300
Hamilton,
Avenue
block
club
and
madam
clerk
I
believe
we
would
read
that
and
then
motion
to
approve.
C
J
B
G
D
We
knew
you'd
go
out
with
a
bang,
but
I
really
want
to
acknowledge
the
work
that
you've
done
for
your
time
here
on
city
council,
but
your
decades
of
work
in
the
community
and
a
lot
of
us
wanted
to
recognize
the
work
that
you've
done
here
and
especially
some
really
significant
programs
benefiting
the
city
of
Pittsburgh,
including
saving
the
pension
fund.
So
I
want
to
make
sure
that
we
acknowledge
all
that
work.
D
She
credits
her
ability
to
to
be
strong
to
be
a
strong
community
leader
and
person
to
her
and
person
to
her
faith
and
her
husband,
John,
who
has
been
her
greatest
supporter
and
now,
therefore,
be
it
resolved
that
the
Council
of
the
city
of
Pittsburgh
does
hereby
thank
Darlene
Harris
for
her
service
to
the
residents
of
the
city
of
Pittsburgh
and
be
it
further
resolved
that
the
Council
of
the
city
of
Pittsburgh
does
hereby
declare
Monday
December
30th
2019
to
be
Darlene
Harris
day.
In
the
city
of
Pittsburgh,
they.
F
So
I
have
served
with
councilman
Harris
my
whole
time.
Here
we
have
been
on
both
friends
and
foes.
She
has.
She
was
a
fierce
ever
Cerie
and
a
very
generous
ally,
Darlene
was
and
is
the
hardest-working
members
member
of
Council,
when
all
of
us
would
leave.
Darlene
would
often
be
here
in
her
office
late
at
night
working
the
phones
working
for
her
constituents.
F
And
although
we
don't
talk
as
much
about
this
publicly
that
she
single-handedly
for
many
many
many
years
took
care
of
her
mother
almost
almost
exclusively
by
her
himself
and
and
then
be
up
almost
all
night
with
her
mother
then
come
here
crack
of
dawn
and
begin
her
work,
and
that
shows
you
the
kind
of
character
she
has
and
the
love
for
family
and
love,
community
and
so
darling.
Certainly
we
all
miss.
You
I
miss
you.
You
know
we
always
have
interesting
conversations
right.
F
That
means
either
I
tell
her
some
things
and
then
she
tells
me
what
to
do
or
she
tells
me
what
to
do
and
then
I
tell
her
some
things.
So
all
faiths
comes
in
that
direction,
but
we
will
miss
you
here
on
council,
and
the
last
thing
I
will
say:
is
this
thing
of
service
that
we
have
this
privilege
of
serving
is
finite
and
transitory
and
brief,
and
every
moment
we
have
to
serve
the
public.
It
is
our
joy
do
so,
but
knowing
that
this
is,
this
is
a
job.
F
I
Serleena
I
would
want
to
thank
you
and
for
the
honor
of
serving
with
you,
we
did
were
not
natural
allies
when
I
got
here.
That's
absolutely
sure,
and
there
are
certainly
many
things
that
we
disagree
on,
but
I
really
enjoyed
working
with
you
and
I
really
want
to.
Thank
you
that
I
could
count
on
you
when
my
district
needed
a
vote
for
the
things
that
it
needed,
especially
for
standing
up
to
big
developers.
We
I
knew
I
could
count
on
you
for
the
inclusionary
zoning
legislation.
I
could
count
on
you
anytime.
I
My
community
needed
the
votes
on
council
for
the
things
that
they
needed.
You
were
always
there
and
I
really
appreciate
that
and
I
can't
I'm
going
to
miss
you
on
council,
like
I
said.
Certainly
we
have
our
differences.
We
definitely
don't
see.
Everything
I
know
that
there
are
things
that
my
community
members
value,
like
bike
lanes
and
pedestrian
safety,
that
I
know
that
we
are
not
on
the
same
side
of
the
aisle
on,
but
I
really
want
to.
Thank
you
for
this
tree.
I
D
K
K
So
we'll
keep
you
with
us
at
all
times:
no
I,
just
I,
really
want
to
thank
you
for
for
all
your
years,
we've
learned
a
lot
from
you
on
how
to
get
things
done,
and
especially
all
of
your
constituents
on
the
north
side
really
have
a
passion
and
a
love
for
you
and
I.
Think
that's
true
dedication
of
how
loyal
you
were
to
them
and
how
much
great
work
you
did
for
them.
So
thank
you.
So
much
for
all
your
years
of
service.
J
Well,
I
was
gonna,
say:
I'll,
miss
Councilwoman,
Harris's
phone
barking
in
the
middle
of
Council,
but
I
think
we
have
quarry
to
fill
in
now,
so
we're
good
we're
good
Councilwoman,
I
haven't
served
for
very
long
and
I
haven't,
sat
next
to
you
at
Standing
Committee
for
very
long
but
I've
enjoyed
sitting
next
to
you
and
I've
learned
a
lot
from
you,
particularly
at
Standing
Committee
you're,
you're,
always
willing
to
dig
in
when
it
was
necessary.
Even
when
everyone
else
wanted
to
the
meeting
to
move
forward.
J
You
were
willing
to
dig
in
and
ask
the
hard
questions
and
I
really
respect
that,
because
that's
it's
not
always
easy
to
do.
To
always.
You
know
be
asking
those
tough
questions
and
calling
directors
and
department
heads
up
to
the
table
to
really
find
out.
What's
going
on
for
your
constituents
and
I
also
value
your
your
commitment
to
the
most
vulnerable
out
there,
children
and
animals
I
know
you've
dedicated
your
life
to
that
cause
and
really
appreciate
the
work
that
you've
done
there
and
I
value
your
sense
of
humor
I.
J
Don't
think
everyone
sees
that
all
the
time,
but
often
times
at
the
table,
we'll
be
sitting
around
the
Standing
Committee
table
and
the
Councilwoman
will
say
something
publicly
and
then
turn
to
me
and
kind
of
give
it
a
little
wink
and
a
nod
and
it
was
it
was
something
I
really
appreciated.
You
don't
take
anything,
you
don't
take
yourself
too
seriously.
You
take
your
work
seriously,
but
you
don't
take
yourself,
oh
really,
seriously
and
appreciate
that
so
we'll
miss
you
I'll
miss
you.
L
L
But
after
a
series
of
conversations
we
will
walk
away
and
we
would
at
least
always
walk
away
with
an
understanding,
and
you
were
very
supportive
and
I
want
to.
Thank
you
for
that.
I
also
do
need
to
acknowledge
that
you
were
a
fearless
advocate
for
your
constituents.
Reverend
Burgess
is
absolutely
right.
You
were
one
of
the
hardest-working
making
the
calls
always
pushing
forward
to
get
things
done
in
your
district,
and
you
were
leaving
behind
a
legacy
of
true
advocacy
of
someone
who
fought
for
what
they
believed
in
so
I
want
to.
G
Feels
like
I
was
just
getting
to
know
you,
so
you
know
congratulations
on
a
stellar
career.
You
know
whether
it
be
with
the
school
board,
whether
it
be
with
hair
and
I,
know
you're
not
done
yet
so
I
know
you
serve
as
the
ward
chair
and
I
also
serve
as
a
Ward
chair
and
I
look
forward
to
continue
to
working
with
you
on
issues
that
you
and
I
seem
to
be
have
a
lot
in
common
I
feel
like
I'll,
miss
our
lunches.
G
I'll
say
you
know,
I
enjoy
talking
to
you
and
as
Councilwoman
Strassburger
said,
when
we're
at
that
table,
she'll
dig
into
certain
things
and
sometimes
I
think
where's.
She
going
with
this,
but
there's
always
a
method
to
her
madness.
I
will
tell
you
so
yes
and
at
the
end
of
everything,
I
thought.
Well,
that's
what
she
said.
That's
her
point,
so
you
always
got
your
point
across
I
really
respect
you,
I
love!
You
enjoyed
getting
to
know
you
better
and
I
look
forward
to
working
with
you.
So
thanks.
B
D
M
M
Chairman
and
I'm
a
26
Ford
chairman,
and
we
work
together,
trying
to
make
our
districts
better
and
you're
really
working
hard
at
it
and
I.
Thank
you
for
all
you've
done
for
me
and
all
you're
doing
on
council
and
little
Cory
over
there.
Gosh
I've
worked
with
mayor's
since
hip
Pete,
Flaherty
and
I
worked
with
Cory's
dad
matter
of
fact.
M
They
were
tearing
doubt
and
Street
fell
into
my
yard
and
his
dad
was
over
there
having
coffee
with
me
and
I,
says
I'm
going
to
call
you
after,
because
you
see
it
when
it
falls
again
because
they
weren't
going
by
what
the
engineers
said
and
I
see
you
just
growing
up
into
that
seat
by
your
dad
and
your
family.
And
it's
been
really.
G
M
Erica
sorry,
every
time
I
turn
around
I
say:
what's
your
first
name,
Erica
and
I,
don't
know
why.
But
yes,
we've
had
a
lot
of
fun
at
the
table
and
I
think
we
worked
very
well
together,
and
you
haven't
been
here
this
that
long
but
I
hope
to
see
you
here
for
many
many
more
years
and
Deb
yeah
that
when
we
first
got
here,
yeah
that
was
sort
of
like
on
another
side
somewhere
and
we
started
talking
and
soonerlater.
M
M
If,
if
people
call
you
know,
I
give
him
the
call
or
I'd
take
it
anyhow
and
and
tell
him
what
I've
done,
because
you
know
North
side's
north
side,
no
matter
what
way
you
look
at
it,
so
I
was
always
happy
to
work
with
Daniel
and
I
was
always
happy
when
I
came
up
with
something
at
the
table
vote.
He
was
always
my
second
and
I.
Thank
you
for
that,
and-
and
we
worked
very
well
together,
reve.
M
M
M
What
can
what
can
I
say?
We
haven't
talked
for
years
because
he
pondered
the
mallet
I
pondered
that
back
and
he
said
she
hit
me.
I
did
not
hit
him
and
we
didn't
talk
from
that
time
on,
but
I
have
to
say
when
you
came
here,
Michelle
trafficante,
both
sir,
was
a
good
friend
of
both
of
ours
and
she
says:
please
take
you
by
the
hand
and
bring
you
through
and
help
you
and
that's
what
I
did
we
had
many
lunches
together?
J
M
B
D
M
M
If
I,
if
I
need
her
I
get
her
and
I
want
to.
Thank
you
for
the
proclamation
on
behalf
of
all
the
council,
members
I
have
to
say
again
it's
a
wonderful
life
and
I
think
Theresa
captured
so
much
on
here
and
I
wasn't
looking
for
Proclamation
today,
but
thank
you
so
much
and
thank
you,
council,
open
mic.
Yes,
I!
Just
can't
wait
to
see
something
explode,
who.
B
M
M
G
M
M
It's
a
picture
of
the
city
of
Pittsburgh
I
know
where
this
came
from.
You
might
not,
but
I
received
one
of
these
when
I
left
the
Pittsburgh
School
Board
and
I
asked
Linda.
If
we
could
start
looking
at
getting
these,
what
councilmembers
love
and
it's
still
going
on
so
I
will
treasure
it
yes
get
a
little
stand
for.

Staff,
one
with
the
clerk's
office
and
one
with
just
the
Women's
Caucus
but
I,
do
want
to
say
during
this
entire
time
during
councilman
Harris's
campaign
during
everything
she
was
caring
for
her
mother,
her
mother
passed
away,
and
she
was
also
struggling
with
her
own
illness,
which
she
doesn't
talk
about
very
often
so
I
do
want
to
say.
You
have
been
through
a
lot
and
I
hope
that
now
you'll
be
able
to
relax
with
your
family
and
well.
Thank
you
again
for
all
you've
done.
