and
it's
a
wonderful
program
and
I
think
it
should
be
shared
around
the
city.
That's
so
thank
you
all
for
what
you're
doing
I
know
you're,
not
all
here
today,
but
I
have
some
proclamations
for
you
to
take
back
for
each
of
the
people
that
are
involved
and
I
will
be
at
your
program.
I
just
have
to,
because
I
was
so
right
on
the
side
there
I'll
sign
them.
Thank
you.
So
much.

B

they
have
a

My
motion
passes.
Thank
you.
That
concludes
the
proclamation
portion
of
our
council
meeting
and
will
take
us
into
public
comment.
Of
course,
anyone
wishing
to
speak
before
City
Council
this
morning
will
have
three
minutes
in
which
to
do
so.
I
I
would
like
to
take
this
time
to
remind
everyone
that
the
rules
of
council
clearly
state
that
comment
is
limited
to
matters
of
concern.
Official
action
or
deliberation
which
are
at
this
time
are
could
at
another
time,
come
before
our
council.
B
We
do
not
permit
profanity.
We
will
maintain
order
at
all
times.
I.
Ask
that
you
would
please
begin
by
giving
your
name
and
the
neighborhood
in
which
you
reside
for
our
public
record
when
the
green
light
comes
on,
it
will
indicate
the
start
of
your
three
minutes
when
the
yellow
light
comes
on.
You'll
have
one
minute
to
summarize
your
thoughts
when
the
red
light
comes
on,
then
your
time
has
expired.
Good
morning.
Mr.
Brown
welcome.
N
My
name
is
Ronnie
Brown
I
live
in
a
hill
district
for
the
young
people
that
live
up
in
the
North
View
Heights.
That's
where
my
family
lived
for
many
and
quite
a
few
I'm
still
up
there.
They
were
Wade
family.
You
might
not
know
him
they're
older,
but
that's
where
they
lived,
and
for
years
they
have
been
coming
to
City
Council
asking
the
mayor.
The
please
put
police
up
there
now.
The
main
reason
why
I
was
asking
is
when
they
were
killing
I
said.
N
I've
come
down
here
for
over
27
years,
young
fellas
and
I'm
coming
down
to
speak
for
you,
I'm
speaking
for
you,
because
as
being
dark,
you'll,
never
above
suspicion,
you're,
never
above
suspicion.
Now
they
were
talking
about
the
lawyer:
did
they
shot
up
his
place?
That
was
wrong,
but
that
little
weasel
and
I
call
him
a
weasel
and
the
reason
why
I
call
him
that
is
when
I
went
to
was
born.
The
community
college
I
took
public
speaking
I
had
a
professor.
N
There
was
so
proud
of
her
and
how
she
talked
the
lawyer
how
to
play
tours
to
people.
The
lawyer
was
for
the
son
who
had
killed
his
father,
who
was
the
chief
of
police,
but
he
was
able
to
take
and
sway
it
that's
what
this
lawyer
did
cuz
in
the
first
place,
I'm,
not
a
lawyer,
but
why
would
you
just
say
that
you
killed
Chuck
charged
with
first-degree
murder,
and
that
means
premeditated?
That
means
he
landed.
N
N
Understand
me:
when
I
saw
them
fall,
I
said
he's
been
assassinated
and
that's
what
he
was
in
Florida.
They
are
not
allowed
to
shoot
anybody.
That's
running
the
woman
told
me
they
shot
a
man.
They
asked
him.
Why
did
you
shoot
him?
You
know
if
he
said
yeah.
We
know
where
you
live,
they're
not
allowed
to
shoot
if
you're
running
and
it
should
be
in
this
state.
My
father
told
me
years
ago
he
was
down
Sun
down
stops
and
he
said
you
get
treated
better
down
south
because
you
know
where
you
stand.
F
F
Seventy
five
years
ago,
I
became
aware
that
the
Fox
family
of
Southwest
Philadelphia
paid
$10,000
under
the
table
to
get
their
son
Donald
into
Medical
School.
So,
therefore,
it's
not
a
new
problem.
It's
an
old
one!
It's
been
going
on
in
series.
If
you
were
a
Italian,
pardon
me
or
you
were
Jewish,
god
forbid,
could
you
actually
get
into
one
of
those
schools
that
you
wanted
to
go
to
that
some
of
these
young
people
wanted
to
go
to
and
then
the
194th
class
of
Central
High
School
there
was
a
an
african-american.
F
F
F
We
have
what
we're
looking
at
a
problem.
Mr.
Ballard
I
attacked
the
hell
out
of
him
when
I
ran
for
mayor.
He
got
to
the
point.
He
couldn't
stand
it
so
he
came
over
and
he
told
me
to
hell
off
and
then
he
came
days
later
and
put
his
head
down
and
said:
I
apologize
go,
see
the
editor
and
that
editor
said:
oh,
it
came
down
from
above.
Well
how
much
more
above,
can
you
go
than
that
editor.
H
O
Well,
intelligent
society

twenty

intelligence

org
a
concern
of
Pittsburgh
City

Here's
the
rules

one

three
quote
no
rule

the

or

except
by
a

of
the
members
and
after
one
week's
previous
notice
to
council
in
writing
of
such
change

Did
you
district
representatives
received
from
mr.
O

in
writing
a
change
to
Roman
numeral,
three
meeting
section
for
Part
C
sub
par
one
regarding
public
comment
to
say
quote:
we
do
not
permit
profanity
wdn
PP
I
claim
one.
There
is
no
evidence
that
mr.
Krause
provided
a
desired
anti
profanity
change
in
the
Pittsburgh
City
Council
rules
to
the
district
representatives
in
writing
agreed
agreed.
O
Did
you
district
representatives
vote
on
an
anti
profanity
addition
to
the
rules
of
Council
I
claim?
There
is
no
evidence
that
mr.
Krause
held
a
council
vote
on
an
anti
profanity
change
to
the
rules
of
Council
agreed,
agreed,
I
claim
three
a
that
wdn
PP
has
never
been
acted
in,
acted
legally
and
added
legally
to
the
city
of
Pittsburgh
rules
of
council.
O
Be
that
telling
the
Pittsburgh
City
Pennsylvania
USA
National
Publix,
that
wdn
PP
is
a
lot
and
three
see
that
on
this
Pittsburgh
rule
Council
regarding
public
comment,
insane
WD
NPP,
we
do
not
permit
profanity
mr.
cross
is
a
liar
mr.
cross.
Do
you
think
that
I
wanna
Lynn
Miller
and
telling
the
truth
in
claiming
one
two,
three,
a
BSc
mr.
cross?
Do
you
dispute
these
claims?
Mr.
cross
does
not
dispute
our
lemp's
claims.
Mr.
O
cross
does
not
disagree,
therefore,
that
he
is
telling
the
public
a
lie:
WD
n,
PP
and
sir-
and
therefore
is
constraining
public
comment
speech.
Yet
mr.
cross
persists
in
telling
us
that
we
do
not
permit
profanity
either.
Mr.
cross
lacks
sufficient
intelligence
to
remain
in
office
as
president
of
counsel,
because
he
does
not
know
that
his
handling
of
the
necessary
procedure
to
add
WD,
n
PP
to
the
rules
of
counsel
is
not
legal
and
that
asserting
the
anti
profanity
prohibition
is
and
untrue,
Act
or
mr.
O
cross
lacks
effective
enough
informational,
psychological
integrity
to
be
president
of
counsel,
because
he
does
know
that
he
that
his
anti
profanity
information
is
founded
on
a
false
autocratic
act
by
him
alone,
and
that
saying
so
violates
the
US
and
Pennsylvania
constitutional
guarantees
of
freedom
of
speech.
Do
you
counselors,
agree
or
not
agree.
B
Okay,
maybe
we
have
our
next
speaker,
please
we
have
our
next
speaker,
please
anyone
else
wishing
to
speak
before
City
Council
this
morning.
Okay,
seeing
no
further
speakers
then
excuse
me
we'll
move
on
to
presentation
of
papers.
We

of

Thank
you,
I
just
wanted
to
say
about
you
know
the

see
moving
in
the

view.
I
wanted
to
thank
our
state,
senator
Wayne
Fontana,
our
law
department,
the
administration,
a
lot
of
people
to
think,
but
this
was
a
building
that
you
know
was
renovated
before
I
got
into
office,
but
it
wasn't
filled.
We
had
two
big
empty
spaces,
so
we
filled
that
and
if
you
know
anything
about
Broadway,

and
beach
view
it's
right
on
the
tee
and
it's
going
to
spark
I

it's
already
sparked
some
things
around
it.
K

I
just
want
to
say
I
share
part,
a
broadway
with
councilman

I
just
want
to
thank
him,
because
his
work
in
that
area
has
been
amazing,
I
mean,
and
he
gives
everyone
credit,
but
he
fails
to
take
credit
a
lot
of
times
for
the
things
he
does
himself.
So
I
just
want
to
congratulate
him
as
well
for
his
work
on.

would

what
an
honor
it
has

that
organization
for

I
cannot
cannot

done
millions
of
dollars
worth
of
work
on
that
area,
that
road
is
still
really
dangerous.
I
think
it's
one
of
the
number
one
most
dangerous
roads
in
the
state
and
one
of
the
most
dangerous
roads
in
the
country.
So
I
really
don't
know
what
more
they
can
do
in
that
area.
J
But
you
know
they
changed
it
from
a
roundabout
and
and
now
they
put
a
cut
through
and
some
other
things
through,
yeah
and-
and
it's
still
just
so
dangerous
and
I
do
want
to
thank
our
Pittsburgh
police
because
they've
been
trying
to
enforce
the
speed
limit
there,
trying
to
make
different
changes
to
the
light
lighting
there.
But
there
really
needs
to
be
something
much
more
significant
done
to
move
the
traffic
and
move
it
safely
and
also
we're
trying
to
get
in
some
places.
They.
J
They
really
want
some
ramps
to
go
from
the
for
a
bike
lane
and
so
I
think
that
there's
going
to
be
some
some
more
conversations
and
a
better
look
at
this
entire
roadway
from
you
know
the
West
End
circle
to
you
know
West
Carson
and
we're
doing
East
Carson
but
I'm
hoping
soon
they'll
revisit
the
whole
entire
West
Carson.
Okay,.

madam

you've,
heard
the
reading
in
the
title
of
the
bill,
then
under
our
Human
Resources
Committee.
Is
there
further
discussion
on
the
bill?
Okay,
seeing
none.
This
bill
is
now
ready
for
final
action.
All
in
favor
of
the

bill

their

are
called.
Those
opposed
will
vote.
No,
no,
the
clerk,
please
call
the
roll.
E
J
J
B
You
very
much
the
bill,
then,
having
received
the
legally
required
number
of
votes
is
finally
passed.
That
takes
us
into
motions
and
resolutions.
I
am
proud
to
announce
it's
a
boy
Evan,
a
Strassburger
was
born
on
Saturday,
healthy,
wealthy
and
wise
weighing
7
pounds,
and
we
want
to
send
our
most
sincere
congratulations
to
our
colleague,
Councilwoman
Strassburger,
and
congratulate
her
under
new
family
I.
Have
one
brief
meeting
announcement
tomorrow,
Wednesday
March
27th
at
1:30
council
members
will
hold
an
executive
study
session.
Excuse
me
with
a
city
law
Department
on
pending
legal
matters.
J
J
A
difficult
time
for
the
city,
it's
a
difficult
time
for
the
families,
and
you
know
our
definitely
praying
about
that.
For
you
know
great
outcomes
and
changes
that
need
to
happen,
but
I
do
want
to
acknowledge
that
the
protests
have
mostly
been
very
peaceful
and
I
want
to
thank
the
people
that
are
protesting
for
keeping
things
peaceful
and
staying
focused
on
what
the
families
requested
for
Antoine
roses.
J
Family-
and
you
know,
I-
want
to
thank
the
and
I
want
to
thank
the
DPW
and
the
officers
that
are
responding
in
the
city
of
Pittsburgh
because
they
have
been
also
been
very
I,
think
very
professional
and
what
I've
been
seeing
and
hearing
in
their
response-
and
this
is
not
an
easy
time
for
anyone
in
and
I
talk
about
this
all
the
time
and
ours
in
our
area.
The
police
are
our
coaches,
they
tutor
our
children.
J
They
make
sure
that
they're
feeding
our
kids
when
they
I
mean
I've,
seen
officers,
take
money
out
of
their
own
pocket
and
feed
kids
at
community
festivals
and
events,
and
the
kids
love
a
lot
of
our
officers
if
it
weren't
for
them.
We
wouldn't
have
a
lot
of
programs
in
our
area,
including
football
and
baseball,
and
a
lot
of
different
programs
so
for
our
area.
J
Think
for
me,
it's
difficult
to
watch
in
our
area.
I
think
people
would
be
surprised
to
know
that
Antwon
Rose's
best
friend
was
born
and
raised
in
our
area
and
as
The
Village
Tavern
in
the
West
End,
and
so
I
think
that
people
would
be
surprised
to
know
the
connection
that
he
had
in
our
side
of
town.
So
it
wasn't,
even
though
it
didn't
happen
on
our
side
of
town
or
didn't
happen.
J
The
city,
the
the
reaches
is
far
and
wide
and
I
mean
at
the
end
of
the
day,
a
family
lost
their
child
and
an
officer's
family
or.
However,
you
view
the
the
verdict
or
not
did
go
through
a
lot
a
lot
of
emotional
stuff
as
well.
I,
don't
I
think
the
answer
is
very
different
than
what
we're
all
hearing
we're
hearing
a
lot
of
different
things
that
have
to
happen.
I
always
said:
I
think
we
need
Universal
training
for
officers,
but
I
do
think.
J
Our
officers
in
Pittsburgh
are
highly
trained
and
I
worry
that
an
event
like
this
one
event.
If
one
terrible
thing
happens
in
our
city
with
our
officers,
it's
going
to
send
everybody
right
over
the
edge
and
instead
of
anyone
giving
you
know
one
another,
the
benefit
of
the
doubt
it's
it.
It
hurts
me
because
I've
seen
all
the
efforts
into
building
to
police
community
relationships
and
I
have
seen
a
lot
of
benefit
of
those
those
relationship
that
relationship
building,
I,
don't
know
what
the
answer
is.
G
J
It's
just
it's
just
difficult
to
watch
all
around
I'm,
just
praying
for
everybody
and
hoping
that
we
come
together.
We
did
call
for
a
post
agenda
on
race
relations
in
the
city
of
Pittsburgh
and
I'd
like
to
work
with
Reverend
Burgess
in
council
valve
they're,
willing
to
to
schedule
that
and
maybe
start
some
conversations
that
need
to
happen
and
I,
don't
know
what
the
answer
is.
But
I
know
that
I'm
praying
for
a
good
outcome
and
a
better
outcome
than
what
we've
seen.
B
There's
a
model
right
there
in
officer,
Christine,
Luffy
and
I
love
her
to
death
and
I,
just
I
couldn't
let
them
when
he
passed
without
recognizing
the
work
that
she's
done.
I
think
she's
close
to
something
like
a
little
over
$300,000
in
the
21
years
that
she's
raised
to
support
animal
care.
It's
pretty
amazing!
That's
whether
you.
J
The
event
with
a
lot
of
people
so
is
about
seven
that
look
like
about
seven
hundred
people.
There
was
amazing,
I
love
to
see
and
I
want
to
congratulate
officer,
Luffy
and
all
and
thank
all
the
officers
who
volunteers
and
all
the
people
that
support
that
event
every
year.
I
would
love
if
we
could
do
something.
Maybe
this
is
an
opportunity
that
you
know
we,
the
officers
also
do
the
you
know
the
Thanksgiving.
J
They
also
do
it's
a
lot
of
officers,
but
her
leading
in
zone
three
and
there's
also
they
do
a
lot
of
stuff
at
Christmastime
too,
for
the
kids
I
would
love
to
see
us.
Do
a
fundraiser
for
kids
I
mean,
as
you
know,
similar
to
that,
and
so
maybe
we
can
fund
some
really
great
kid
programs
in
the
city
and
maybe
with
the
officers
doing
that
and
showing
that
kind
of
huge
commitment
would
really
go
a
long
way.
