As
public
hearing
we
are
joined
by
Councilwoman
Harris
and
if
we
may,
madam
clerk
begin
with
the
reading

I
represent
Woods
house
LLC.
The
applicant
for
the
current
request
for
the
inter-municipal
transfer
of
Pennsylvania
Restaurant
liquor
license
number
are
two
seven:

from
Gregory's
restaurant
Inc
in
Bridgeville,
PA
to
the
proposed
location
at
four
six:
zero:
four
Monongahela
Street
Pittsburgh
PA
in
Pittsburgh's,
Hazelwood
neighborhood.

We
have
made
such
request
to
the
city
of
paper
of
Pittsburgh
and
further
all
requirements
set
forth
by
the
city
of
Pittsburgh
and
bringing
this
matter
before.
You
now
have
been
met.
The
property
located
at
4,
604,
Monongahela
Street,
is
unique.
It
was
built
in
1917
92
by
John
woods
and
is
considered
one
of
the
oldest
remaining
structures
in
Pittsburgh
John
woods
was
a
political
leader,
a
federalist
and
a
member
of
a
prominent
founding
Pittsburgh
family
and
was
of
Scottish
descent.

In
fact,
John
woods
drafted
the
plan
laying
out
the
city
of
Pittsburgh
in
1784,
was
elected
to
the
Pennsylvania
Senate
and
was
elected
as
a
representative
to
the
14th
United
States
Congress.
Needless
to
say,
there's
an
overabundance
of
history
contains
in
the
wood
house,
which
is
unfortunately
falling
into
extreme
disrepair.

Mr.
Pangaea
does
not
intend
Woods
house
to
be
a
watering
hole,
but
is
intended
to
be
a
Scottish
style
pub
where,
first
and
foremost
it
is
intended
to
exist
as
a
social
gathering
place
and
a
communal
focal
point
here,
you
will
find
food
music,
good
company
and
secondary
to
that
you
will
be
able
to
enjoy
a
pint
of
beer
or
a
glass
of
scotch
whisky.

resident
of
the
city
of
Pittsburgh
for
over
25
years,
I'm,
a
Carnegie
Mellon
and
until
recently
worked
for
Alcoa
spent
about
20
years
in
the
corporate
life
and
recently
left
Alcoa
and
started
my
own
consulting
business.
The
woods
house
became
a
passion
when
I
was
looking
for
some
investment
property.
It's
about
a
couple
of
years
ago.
It
was
owned
by
the
URA
and
it
became
a
passion
of
mine
to
try
and
see
how
we
can
bring
it
restore
it.

ran
through
a
number
of
different
options
from
a
business
case
perspective
to
make
it
sustainable
it
it.
You
know,
based
on
some
of
the
early
estimates
and
the
architectural
rendering
renderings
and
the
support
I
got
from
from
the
engineers.
It
was
a
significant
investment.
It
was
it's
going
to
be
quite
a
large
project
and
the
the
pup
concept
kind
of
fit
in
there
from
a
business
case
perspective,
but
also
right.
Now
there
are
no
restaurants
in
Hazelwood.

Have
a
family
type
gathering
place
in
Hazelwood
at
the
same
time,
be
able
to
sustain
it
over
5
10
years,
15
years
to
maintain
the
property.
So
that
was
that's
the
background
on
the
woods
house.
That's
what
what
got
me
going?
It's
been
a
it's
been
a
three-year
journey,
working
with
the
URA
which
owned
the
property
and
they've
been
done.
A
fantastic
job
in
you
know,
supporting
us
or
also
making
sure
I
understand
the
process
to
buy
a
historic
property,
understand
the
requirements
from
the
National
Park
Service
State,
Historic,
Preservation
Office.

a
real
estate
development
officer,
I
first
met
Krish
in
July
of
2015,
and
he
expressed
an
interest
in
seeing
the
property
we
had
had
had
the
property
out
for
requests
for
proposals
on
different
occasions,
and
we
hadn't
found
a
developer.
But
Crush
came
through
with
a
great
plan
and
a
great
idea,
and
we
were
happy
to
help
support
him
in
his
project.

as
this
license
transfer
came
up,
I
asked
a
few
questions.
I
we
went
out
and
looked
at
the
property
I
think
it's
really
exciting.
What
you're
bringing
to
the
neighborhood
it's,
it's
really
a
beautiful
concept,
and
but
I
do
you
know.
I
have
some
questions,
and
just
so
you
know,
my
role
with
the
city
is
to
be
a
liaison
between
food
beverage,
entertainment
businesses
and
the
resident
and
the
city,
and
also
within
the
city,
I
help
to
help
the
city
transition
to
more
under
a
city
that
operates
at
night.

So
we
have
to
change
some
of
our
processes
and
until
such
time
we
kind
of
have
to
go
with
what
we've
got
and
a
lot
of
times.
People
come
to
us
with
really
a
beautiful
plan
about
the
venue,
but
we
don't
have
a
lot
of
oversight
currently
over
how
things
are
operated.
So
you
have
to
work
on
live
with
the
word.
If
the
person
coming
in
that
they're
going
to
operate
the
way
they
say
they
are
or
so
I
think
it's
really
a
beautiful
concept.
I
have
Scottish
descent
too.
I

Think
the
the
most
complaints
we
get
from
residents
around
nightlife
business
is,
of
course,
our
noise
and
then
it
would
be
also
trash
management
or
waste
management.
So
if
you
could
talk
a
little
bit
about
how
you,
if
there
is
a
plan
in
place
for
for
those
I
know,
I
know
you've
been
working
with
the
community
to
and
I
I
have
to
commend
you
for
that,
because
that
is
not
something
that
a
lot
of
people
do
a
lot
of,
and
it
really
goes
a
long
way.

sat
with

community.
We
wanted

There
were

couple
of
concerns
that
came
up.
One
was
noise.
Obviously,
second
was
parking
like
lighting
I
mean

right
now,

Street
is

well
lit
and
there's
yeah,
so
they
were
actually
one.
So
it
was
a
combination
of
concerns,
but
they
were
also
pleased
that
we'd
be
able
to
put
in
some
order,
put
some
lights
and
and
bring
just
transparency
to
that
whole
neighborhood.

terms
of
Oz
and
operations.

What
we
agreed
with
the
community,
which
they
felt
is
we're
not
it's
only
11
p.m.
is
the
latest.
We
will
shut
down
the
the
you
know.
Oh
no,
that
was
that
be
the
latest.
The
fog
would
be
open.
So
on
weekdays
we
were
looking
at
five
to
11
p.m.
and
on
on
weekends,
possibly
because
there
was
a
lot
of
interest
for
lunch.
We
were
looking
at,
maybe
11
a.m.
to
11
p.m.
so
those
were
the
hours
of
operation,
but
the
city
code.

was
not
because
that
it's
not
such
a
big
place,
I
was
not
required
to
provide
parking
spots,
but
we
have
from
provided
six
spots
in
in
the
problem.
The
property
with
accessible
parking,
as
well
as
we're
looking
at
buying
some
adjacent
property,
is
down
the
line
and
to
create
some
overfill
parking
spots.
So
there's
no
issues
with
street
parking,
so
we
are
working
in
the
community
satisfied
with
that
approach
right
now,
so
we're
gonna
continue
working
in
terms
of
waste
management
again,
and
you
know,
I'm
not
been
a
restaurant
operator.
This

What
was
required
and
what
we've
been
very
diligently
doing
is
making
sure
that
the
kitchen
is
separate
from
the
main
house
to
protect
the
house,
all
the
utilities,
the
the
bathrooms
everything
is
located
in
the
in
and
in
terms
of
accessibility
on
the
property.
We
are
going
to
have
an
enclosed
waste
manager
based
type
area
which
is
which
is
not
going
to
be
visible
to
the
public
and
we're
also
going
to
be
providing
access
to
come
in
to
the
property
to
remove
waste.
So
from
a
planning
perspective,
we
put
that
in
place.

architect
I'm
working
with
is
in
Davina
associates.
They
are
in
the
Strip,
District
and
they're
wonderful
in
terms
of
laying
all
this
out
and
making
sure
that
it
meets
the
historic
requirements.
So
it's
been
a
challenge
to
bring
it
up
to
code
but
at
the
same
time,
have
some
preservation
so
right
so

important

not
affordable

local

it
doesn't

sense.

obviously
want

attract

Pittsburghers
as
well,
but
it
has
to
be
affordable
for
the
community.
So
we've
we're
still
researching
the
price
point.
It's
not
going
to
be
variously.
Gonna
have
to
make
make

sustainable
from
a
business
perspective,
but
it's
not
going
to
be
super
expensive
and,
and
one
of
the
approaches
we're
gonna,
take
from
a
pub
perspective.

we've
doing
a
lot
of
research.
The
reason
pubs
are
so
successful
in
in
UK
and
and
other
parts
there
in
Europe
is
they
keep
the
menu
simple?
They
are
affordable
and
and
they're
that's.

kitchen
has
a
chef's
that
had
they
have
resources,
they
have
equipment
and
we're
going
to
be
putting
an
agreement
where
we
start
actually
using
the
kitchen
to
do
some
of
the
work
that
would
be
so

have
two
benefits.

it
would
provide.
It
would
use
the
resources
in
the
community
trained
local
resources,
but
also
keep
our
price
down.

I

that
I
can
see
this
really
being
a
destination.
You

with
its
its
historic
character
and
really
just
a
kind
of
a
unique
concept,

so
that
means
people

driving

consuming
alcohol.
So
if,
if
you
can
help
us
assure
us
that
you
know
you
will
do
your
best
to
encourage
safe
practices,

there

two
permits:
the
first
poem
it
was
for
site
preparation,
demolition

stabilize

house

near
collapse
over

winter,
so
we
got

permit
to
stabilize

house,

fix
the
stonework
and
prevent
the
walk

of
the
walls
from
falling
down.

we
wanted
to
get
that
down
and
we
got
a
permit
for
that
and
the
full
construction
permit
was
done
with
all
the
drawings
and
the
stamp
drawings
were
obtains.

working
right
now

on
the
type
of
windows
that
we
should
install,
because
there's

there
are
some
pictures
showing
that
the
windows
were
not
uniform.

the
first
floor,

we're
just
working
through
that
to
fix
all
the
windows
make
sure
the
windows
are
back
room
we've
started.

custom
build
shutters
because
all
those
windows
had
shadows.

much

saved
all

timbers
and

will
use

fix

second

trying

save

much
as
possible

reuse

having

kind

people

in
for
advice

Jessie
would
be
one

them

he's
been
running
a

fireplace

onto
the

the

development
team

worked
very
closely
with

community
to
make
this
work
for
the
community
when
he
first
came
in
the
instant
reaction
to
almost
anything
was
negative
because
it
he
wasn't

neighbor,
but
he
sat
and
listened
and
listened
and
listened,
and
me
made
good
faith
promises
that
he
is
demonstrating
his
goodwill
efforts
to
keep
where
the
community
is
very
excited
about
the
way
he
is
caring
for
this
historic
building
and
being
sensitive
to
the
neighbors.

mean
it's
fascinating.

of
the
neighbors
is
a
Baptist
Church
that
does
not
consume
alcohol,
at
least
not
publicly,
and
it's
just
been
really
encouraging.
So

think
the
neighborhood
is
excited
about
his
plans
to
steward
the
building.
There
is

currently
no
places
in
Hazelwood
like
this.
His
even
the
ideas
I
heard
him
speak
to
you
continue
to
make
me
trust
that
we
are
in
very
good
hands.

did
have
one
question
if
I
may
cause
I'm
not
familiar
with
the
process.

people
in
the
neighborhood
who
might
remain
skeptical
because
any
change
is
always
frightening,
would
want
to
know
that
the
liquor
license
will,
if
it
were,
to
pass
from
him
to
another
owner,
say
you
know
at

future
date

would
have
these
restrictions
that
he's
voluntarily
agreeing
on.
We
really
like
the
fact
that
this
restaurant
will
not
be
open
till
2:00
in
the
morning.

just
we
trust
Krish.

make
sure
that
whatever
we're
approving
here
in
terms
of
the
permit
does
not
open
the
door
for
a
future
owner
to
turn
it
into
a
problem
bar
and
I
would
welcome.
If

able

give

clarification,

share
that
with
the
community,
so
that
we
know
that
the
the
government
is
backing
up
the
agreement
that
we
have
come
to
with
a
developer.

Pennsylvania
Liquor
Control
Board
respect
the
council's
wish
to

attach
such

to
use
the
word
restrictions
but
conditions
to
the
license,
and-

we

done
it

something
that
you
wish
to
see
working
with
the
local
community
organization,
this
council
would
be
very
happy
to
entertain
that
and
we'll
work
with
the
councilmen,
of
course,
and
again,
if
it's
something
that
you
wish
to
see,
we
absolutely
would
be
willing
to
consider
that
and
consider
the
attachment
of
that
to
this
application.

couple
questions

complexes,
what
it
is

best

needs

show
the
capacity
in
which
to
operate.
The
alcohol
license
before
the
license
is
granted.

be
six
months,
but
recently
the
board
has
removed
that
restriction.
It
was
never
really
any
restriction
that
was
said
hard
and
fast
in
any
regulations.
They
have
since
removed
that
restriction,
and
you
know
all
they
really

the
license
is
considered
to
be
in
safekeeping
until
that
time.
So
they're
more
concerned
with
you
know
maintaining
the
safe
keeping
fees
and
the
safekeeping
applications.
At
that
point,.

Don't
often
like
to
bring
licenses
into
the
city
of
Pittsburgh,
however,
due
to
the
growth
of
the
restaurant
business
within
the
city
itself,
licenses
are
becoming
rarer
and
rarer.
Also
with
that
growth
comes
the
decline
of
certain
restaurants,
a
lot
of
times
whenever
a
restaurant
goes
out
of
business
or
a
restaurant
or
bar
goes
out
of
business,
one
of
the
last
things
they
do
well,
one
of
the
first
things
they
do.

Is
they
stop
paying
their
drink
tax
or
they
stop
paying
their
state
taxes
or
their
employee
taxes,
which
puts
a
an
issue
with
what's
called
a
tax
clearance
on
the
license
where
the
license
actually
cannot
be
transferred.
So
one
of
the
so
we
actually
looked
for
awhile
for
a
city
of
Pittsburgh
license.

just
gonna

by
sort
of
making
one
more
comment
that
would
be
to
whatever
work
you
need
to
complete
with
hayswood
initiative.
It's
to
your
benefit
to
complete
that
in
this
timely,

manner

possible,
we

continue
to
work
with
the
councilman's
office
if
there
is
desire
to
see
that
certain
conditions
attached,
the
council
would
want
to
see
those
at
the
time
of
our
consideration,
which
is
why
it
would
behoove
you
to
to.

beyond
any

us

discuss
it

enjoy
it.
That
footprint
won't
be
allowed
to

a
liquor
license
under
Pennsylvania
State
law,
but
operators

go

have
every
reason
to
believe
that
mr.
Pena
is
going
to
be
a
superior
operator.
Mr.
Pena
is
not
immune
from
death
and
taxes
right
and
so
operators
are
going
to
come
and
go
and
the
we
have
experienced
far
too
many
times
when
the
operator
switches.

have
experience
in
drafting
those
type
of
arrangements
and
agreements,
and
there
are
certain
stipulations
that
obviously
we
would
want
put
into
place.
You
know
so
I
think
that
would
involve
a
back
and
forth,
but
we
can
get
that
done
fairly
quickly,
based
upon
with
just
what
I'm
hearing
you
know
from
the
public
comments.
