D
D
Deputy
sheriff
with
him,
Kevin,
Krause
and
I
just
want
to
say,
I,
know
bill
Mullen
because
he's
a
resident
of
district
two,
but
so
I've
known
him
long
before
he
became
sheriff
and
my
family's
known
for
a
very
long
time
and
I,
don't
think
that
I
know
anyone
in
politics
that
is,
has
more
integrity
than
sheriff.
Mullen
I
mean
he's
just
above
the
fray
I
remember
when
he
was
first
running
for
office.
We
were
talking
to
Pete,
Wagner
and
Pete
Wagner
said
he.
D
He
was
so
nervous
and
he
said
I,
don't
know
why
he's
nervous,
he
hates
politics,
but
to
be
honest
with
you
that
made
me
like
him
even
more
so
I
think
it
was
a
great
thing
and
I
just
think.
He's
done
he's
doing
amazing
work
and
we're
so
proud
of
him
and
we're
very
proud
that
he's
a
district
2
resident
of
banks
Ville
where,
as
On
February,
10th
2019,
Sheriff,
William,
P
Mullen
of
banks,
Ville
celebrated
50
years
in
law
enforcement
and
whereas
mr.
D
Team
created
for
crisis
situations
in
port
facilities,
enacting
strict
fiscal
controls
enabling
the
Sheriff's
Office
to
remain
under
budget.
Since
he
has
been
in
office.
That
alone
is
a
huge
accomplishment
establishing
a
mortgage
conciliation
program,
infrared
foreclosures
assistant
hotline,
reducing
mortgage
foreclosures
by
over
two
thousand
from
the
year
2006
to
the
year
2014,
and
he
secured
grant
funding
for
suppression,
operations
and
local
communities
infested
with
gun
violence
and
gang
presence
and
drug
activity
and
whereas,
in
addition,
he
has
involved
the
officers
and
charity
work
such
as
delivering
Thanksgiving
turkeys
to
disadvantaged
families.
D
Friends
and
peers
described
him
as
having
a
tough
exterior,
a
compassionate
heart
and
an
honorable,
Sheriff
and
I
can
attest
to
that
part.
Who
remains
humble
and
leads
by
example,
and
whereas,
during
his
tenure
with
the
city,
he
received
numerous
commendations
for
fault
for
solving
serial
rape
and
murder
cases
and
was
recognized
by
the
FBI
FBI
and
the
DEA
for
the
solutions
of
high-profile
investigations.
E
F
Thank
You
Teresa.
Mr.
president,
members
of
council
I,
thank
you
very
much.
It's
it's.
It's
early
grind
a
funding
to
get
this
award,
but
you
know
this
is
not
because
of
me
as
much
as
it,
because
the
people
that
I
work
for
who
showed
me
the
ropes
people
who
work
for
me
and
people
I
work
with
I've,
been
very
fortunate
to
work
with
such
good
people
to
learn
so
many
things,
and
even
from
some
people
that
really
didn't
teach
good
things.
F
F
G
D
And
I'm
just
gonna
add
that
when
sheriff
Mullen
mistake
take
a
photo,
he
is
one
of
the
most
humble
public
servants.
You'll
ever
meet
just
an
all-around
good
guy,
but
I
really
appreciate
the
help
that
he's
done
in
terms
of
mortgage
foreclosures,
because
our
area
was
hit
so
hard
with
the
mortgage
foreclosures
and
under
his
leadership
we
were
able
to
stabilize
some
of
our
neighborhoods.
So
I
really
want
to
thank
him
for
his
work
and
I've
been
here
on
us
with
you
any
time.
There's
an
issue
and
someone's
gonna
lose
their
home.
D
I
call
him
screaming
so
okay
and
he
helps
us
all
the
time
he
doesn't
want
to
see
people
out
of
their
home.
He
wants
to
see
a
way
we
can
keep
people
in
their
people
in
their
homes.
Someone
thank
him
for
that
work.
Any
members
want
to
come
up
and
say
anything
or
take
a
photo,
but
keepin
us
in
the
photo.
We.
H
So
when
I
congratulate
my
friend
Billy
here,
we
go
back
a
long
long
way
and
I
gotta
tell
you
he's
got
a
lot
of
kid
in
him,
too.
I
was
golfing
with
him
one
time
he
made
a
shot
from
about
300
yards.
You
would
have
seen
this
guy.
He
thought
he
was
a
three-year-old
kid
running
around
jumping
up
and
down
on
the
golf
course.
But
Billy
and
I
have
a
long
relationship,
and
you
know
he's
a
great
leader.
H
E

here
you
want

join
us
for
the

I

that
you
work
together
a

bit.
Please
please
join
us.
Don't

we're
we're.
Gonna
have

us
for

and
I
am
again
going
to

that.

really

Multiple

cross-cultural

will
support
academic

well
as
personal
growth
in
the

community.
Whereas
the
arts
can
transform

allow

Good

everyone
good

so
I
would
like

Anyone
wishing

has
three

in

to

We
ask
that
you

B
I
would
like
to

Children
ought
to
have
their
right
to
life
protected
these
unjust
abortion
laws
are
unconstitutional
and,
more
importantly,
they're,
contrary
to
God's
law,
to
which
we
are
all
held
accountable.
We
pray,
we
said
under
God
in
our
Pledge
of
Allegiance,
Psalm
139,
says:
God
forms
our
inward
parts
and
knits
us
together
in
our
mother's
womb.
Every
unborn
child
is
made
precious
by
God
and
bears
His
image.
God
also
says
you
shall
not
murder.
N
Ending
the
life
of
a
child
in
the
womb
is
murder,
God
will
judge
with
eternal
punishment,
all
murderers
and
those
who
promote
murder,
your
Creator
hates
the
shedding
of
innocent
blood,
and
this
is
exactly
what
is
happening
in
City,
as
governing
authorities
appointed
by
God.
You
were
responsible
before
him
to
uphold
justice
and
protect
your
citizens,
especially
those
most
helpless
and
without
a
voice.
N
Your
authority
is
not
autonomous
or
unconditional,
but
is
delegated
from
God
who
holds
all
authority.
Therefore,
we
residents
of
Pittsburgh
call
you
to
action.
Number
one
God
has
been
loving
and
gracious
to
us
for
giving
us
our
sins.
We
extend
this
grace
to
you
by
calling
you
to
personally
repent
of
your
sins
and
put
your
faith
in
Jesus
who
died
for
sins
and
rose
from
the
grave
number
two
resist
your
higher
magistrates
when
they
impose
unjust
laws
that
promote
the
murder
of
children.
N
O
That
is
the
issue
of
protecting
the
lives
of
the
unborn
know
immediately
when
I
say
this
I'm
aware
that
this
issue
has
been
addressed
at
higher
levels
up
to
and
including
the
federal
level.
Therefore,
I
would
like
to
make
clear
what
it
is
that
I
am
proposing
today,
I
believe
firmly
in
the
responsibility
of
lesser
magistrates
to
interpose
against
higher
levels
of
government
in
cases
in
which
higher
levels
of
government
would
subject
members
of
a
local
jurisdiction
to
matters
of
injustice.
O
This
principle
is
not
without
precedent,
even
in
our
very
own
city
of
Pittsburgh,
back
in
late
2016,
through
early
2017
Mayor,
Bill
Peduto,
and
many
of
the
members
of
this
City
Council
sought
to
make
Pittsburgh
a
sanctuary
city
for
Refugees
in
order
to
in
a
quote
from
Mayor
Peduto
show
everyone
the
respect
and
compassion
they
deserve
close
quote.
What
I'm
proposing
today
is
that
we
make
Pittsburgh
a
sanctuary
city
for
the
precious
lives
of
unborn
babies
in
accordance
with
this
display
of
respect
and
compassion
for
all.
O
Within
our
very
own
cities,
babies
are
being
torn
limb
from
limb
placed
on
tables
and
then
pieced
together
to
ensure
that
the
whole
baby
is
removed
from
the
womb.
This
is
absolutely
heinous
and
needs
to
be
ended.
Earlier
I
mentioned
that
I
respect
each
of
your
office's
I
learned
this
from
my
Savior
Jesus
Christ.
O
When
the
Pharisees
asked
him,
is
it
lawful
to
pay
taxes
to
Caesar
Jesus
after
having
been
brought
a
coin
answered
by
asking
a
question
whose
image
is
inscribed
on
the
coin,
when
they
replied
that
it
was
Caesars,
he
said
to
them,
therefore
render
to
Caesar
the
things
that
are
Caesar's
and
to
God
the
things
that
are
gods.
His
answer
implied
another
question
that
has
been
central
to
the
Christian
view
of
humanity
for
all
of
history.
O
That
implied
question
is
this
whose
image
is
inscribed
upon
your
life
as
leaders
of
this
city,
I
call
upon
you
to
act
swiftly
in
accordance
with
the
one
whose
image
is
inscribed
upon
your
life
I
call
upon
you
to
end
abortion
in
Pittsburgh
and
I
close
with
this
question,
whose
image
is
inscribed
upon
the
voiceless
lives
of
babies
in
the
womb,
and
are
they
not
worthy
of
the
protection
of
those
of
us
who
have
voices?
Thank
you.
K
My
name
is
Emma
bloomer
I
live
in
Westwood
and
I
am
a
concerned
citizen,
as
well
as
a
mom
to
my
three
beautiful
children
who
are
with
me
with
my
friends
as
well,
and
their
children
and
I'll
keep
it
pretty
brief.
I
think
we
can
look
back
on
history
and
wonder
how
did
the
Holocaust
happen?
We
can
wonder
how
were
people
able
to
kill
other
people
so
callously
I
think
the
answer?
K
Is
they
didn't
think
that
they
were
people
they
were
able
to
say
like
they
might
look
human
and
he
might
seem
human
but
they're
less
human
than
us
and
I
believe
that
is
how
our
culture,
our
country,
even
our
world,
looks
at
the
unborn
child
that
they
are
they're,
just
not
people
but
as
as
a
person
who
can
see
self-evident
scientific
reality
as
well
as
a
mother
who
is
born.
Three
children,
the
unborn,
are
human
beings
who
are
deserving
of
protection
and
I'll
close
with
this.
K
When
I
have
conversations
with
my
children
about
hard
topics,
because
already
as
a
parent
I've
decided
to
just
go
ahead
and
be
very
honest
with
them
and
try
to
help
Shepherd
them
along
I'm
dealing
with
hard
things
when
we
talked
about
abortion,
my
four-year-old
son
said
that
is
not
nice
and
I.
Think
it's
pretty
simple,
pretty
easy
to
see.
Abortion
is
not
nice
and
it
needs
to
end.
Thank
you
so
much
thank.

In
and
she's
pretty
good
in
school,
she
draws
good,
she
likes
school
and
she
was
telling
me
that
she
had
to
do
an
interview
with
the
lunch
program,
the
employers
she
was
talking
about.
They
were
asking
about
the
food
and
she
also
asked
why
they
provide
milk.
They
don't
provide
water.
Now,
if
you
you
may
not
know,
but
black
people
are
people
of
color.
R
Even
I
know
the
African,
the
child
that
came
from
Africa,
couldn't
tolerate
milk
she's
asking
why
we
don't
have
water,
and
she
said
the
lady
wouldn't
answer
why
I
asked
the
principal
the
superintendent,
I'm
gonna,
call
and
see.
Why
also
I
have
to
say
this
before
the
mayor
takes.
It
makes
disagreement
for
these
cars
now
there's
supposed
to
be
on
the
street,
you
he
wasn't
in
town
and
mayor.
You
need
to
know
that
those
windows
were
black,
almost
dark.
You
can't
see
who's
driving
those
cars.
R
So
the
first
thing
before
you
do
that
you
got
to
make
sure
you
be
able
to
see
in
there
because,
like
I
said
with
my
nephew,
the
one
that
ended
up
dead
because
his
windows
were
doctor,
please
stopped
him
and
arrested
him
on
other
stuff
too,
but
not
the
main
thing
was
the
windows.
Oh,
you
can't
really
see
through
how
the
police
gonna
know,
but
yet
the
Meriden
said
they're
gonna
come
here.

to

it
would

this

went
to

and
you
praise

Valerie
good

When
we

The
annual
women

week
and
now,
therefore,
be
it
resolved
that
the
council
in
the
city
of
Pittsburgh
wishes
to
recognize
and
commend
the
women
who
participate
in
the
construction
industry
throughout
our
region
and
be
it
further
resolved
that
the
Council
of
the
city
of
Pittsburgh
does
hereby
declare
the
week
of
March
3rd
through
the
9th
2019
to
be
women
in
construction
week
in
the
city
of
Pittsburgh.
Scouts.
D
Me
just
that
again,
thank
you
for
your
vote.
Thank
you
for
all
you're
doing
for
women
in
the
region
and
across
this
country
and
obviously
beyond
we're
gonna.
Give
you
a
few
minutes
to
say
a
few
words
and
Women's
Caucus
say
if
you
comment
make
a
few
comments
and
then
we're
gonna
call
our
colleagues
up,
because
we
know
the
how
supportive
you
are
as
well.
Q
Hi
I'm
Debra
pitchmen,
president
of
the
Pittsburgh
chapter,
or
chapters
celebrating
50
years
this
year,
I'm
a
CPA
owner
of
case
Sabatini,
and
we
were
very
grateful
to
get
this
proclamation
and
we're
just
continuing
to
grow
our
chapter.
Our
chapter
started
out
two
years
ago
with
23
members
we're
up
to
37,
so
we
see
a
lot
of
growth
potential
and
with
the
labor
industry
need
for
women
in
construction.
This
is
gonna,
be
a
good
chapter
to
join.
So
thank
you
again
for
the
proclamation
Ruth.
T
Thank
You
council
for
sponsoring
the
proclamation
I
think
that
we
all
are
very
well
aware
of
the
need
for
skilled
trade
workers,
especially
in
our
region,
but
across
the
country,
and
what's
especially
interesting
about
the
construction
industry
and
I
work
with
Deborah
a
CPA
firm
I'm,
not
a
trades
woman.
But
you
know
women
make
up
just
over
9%
of
the
people
who
are
employed
in
the
construction
industry,
United
States,
but
the
wage
gap
is
the
smallest
between
men
and
women.
