B
B
Thank
you
very
much.
Would
you
all
please
rise
for
the
Pledge
of
Allegiance.
We
have
some
very
special
guests
with
us
this
morning
we
have
the
first
crate
1st
grade
class
from
Phillips
elementary
who
are
going
to
lead
us
in
the
Pledge,
we'll
have
a
moment
of
silence
and
then
I
believe
they
have
a
couple:
songs,
they're,
gonna
sing
for
us
too,
everybody
ready.
B
B
E
Good
morning,
Council
I
want
to
thank
you
for
having
Pittsburgh
Phillips
again
this
year.
My
name
is
Dana
bosun
Berg
I'm,
the
principal
at
Phillips
elementary,
the
students
and
my
first-grade
team
have
been
working
very
hard
for
all
of
you
today.
So
I
hope
that
you
enjoyed
the
show,
and
we
wish
you
all
a
wonderful
holiday
season.
Thank
you
again
for
having
us
thank.
B
B
G
B
F
B
Okay,
I
do
have
a
few
early
meeting
announcements
before
we
go
to
our
proclamation
portion
of
the
council
meeting
due
to
the
Christmas
holiday
next
week,
council
will
be
holding
both
our
regular
and
standing
committee
meetings
on
Monday,
December
23rd
at
10:00
a.m.
and
then
at
1:30
p.m.
respectively.
B
B
Okay,
great
okay.
So
once
again
it
is
my
honor
to
present
the
pittsburgh
film
office
with
this
year's
proclamation.
Recognizing
the
20th
annual
ward
annual
Academy
Awards
theme
that
benefit
the
Netflix
presents
lights,
glamor
action.
So,
whereas
the
pittsburgh
film
office
is
a
nonprofit
organization
that
promotes
the
city
of
pittsburgh
and
the
greater
southwestern
Pennsylvania
region
as
an
excellent
location
for
movie
television
and
commercial
production,
and
whereas
the
pittsburgh
film
office
celebrates
its
30th
anniversary
in
2020.
B
Since
its
inception
in
1990,
the
pittsburgh
film
office
has
assisted
with
185
feature
films
and
television
productions
filmed
in
southwestern
Pennsylvania.
That
has
generated
an
economic
impact
of
more
than
1.5
billion
dollars
for
the
region
and
whereas
in
2007,
the
pittsburgh
film
office
played
an
important
role
in
supporting
the
pennsylvania
film
tax
credit,
a
program
that
allows
a
25
percent
tax
credit
to
productions
that
spend
at
least
60%
of
the
production
budget
within
the
Commonwealth.
And
whereas
in
2019,
three
feature.
G
It's
been
an
honor
for
me
to
be
able
to
serve
on
and
off
of
the
Pittsburgh
film
office
board
over
the
last
12
years.
As
the
proclamation
mentioned,
there's
1.5
billion
dollars
of
economic
development
that
is
poured
into
our
area,
and
this
money
is
not
just
money
that
goes
to
the
producers
in
Hollywood
or
to
wealthy
actors.
This
is
money
that
goes
to
carpenters,
Teamsters
our
local
actors
and
spread
throughout
the
union's,
as
well
as
restaurants,
the
hotel
industry
and
rental
car
industry
in
the
region.
G
This
money
helps,
and
over
the
past
25
years
since
dawn
Kizer
came
along,
we've
seen
a
large
increase
in
the
number
of
productions,
and
it
came
to
be
that
that
folks
not
just
worked
part
time
on
movies,
but
they
actually
began
to
be
able
to
buy
homes.
They
be
able
to
actually
depend
upon
this
kind
of
work
as
a
way
of
living.
So
we
are
one
of
the
Hollywoods
of
the
East,
maybe
not
Atlanta
yet,
but
we're
getting
there.
G
G
So
early
Christmas
present
see
if
you
can
get
on
p,
fo
dot,
org
be
a
PG
h,
p,
fo
dollar
work,
no
PGH,
PGH
film,
dot,
org,
that's
so
get
online
and
get
that
early
Christmas
present
for
the
folks
that
love
movies
in
the
area.
This
is
a
special
year
as
mentioned
30
years,
since
the
film
office
began
20
years
of
the
event
and
then
25
years
of
don
Kizer
as
well
to
helping
to
lead
the
organization
with
that
like
to
have
Melissa
come
up.
H
High
for
those
of
you
who
don't
know
me,
I'm,
Melissa,
Hart,
I'm,
actually
from
the
suburbs
and
I,
think
it's
fitting
that
we
have
an
example
of
what
a
unifying
industry
the
film
industry
has
been
not
just
to
Allegheny,
County
and
Pittsburgh,
but
to
the
whole
region,
and
it's
interesting
when
I
served
in
the
state
Senate
100
years
ago,
we
were
supportive
of
the
film
office
and
I
became
a
member
of
the
board
because
I
support
its
mission.
Its
mission
clearly
is
to
offer
opportunity
across
the
board
throughout
western
Pennsylvania.
H
We
have
everybody
from
technical
people
to
makeup
people,
to
actors
to
the
service
industries
around
here
and
I'm
sure
the
security
people
have
a
lot
of
work
too,
as
a
result
of
films.
So
it's
one
of
those
few
things
in
today's
terrible
political
atmosphere
that
really
unites
the
right
on
the
left,
because
there
are
people
making
conservative
films,
there
are
people
making
liberal
films
or
people
making
films
that
make
no
political
statement
at
all.
Thank
God,
and
so
it's
nice
to
be
a
part
of
this
and
to
keep
working
together.
H
The
one
less
thing
I
want
to
say
before
I
go
was
when
I
first
got
involved
the
industry
and
the
film
office.
Here
we
didn't
have
a
lot
of
support
from
the
unions
and,
as
the
years
passed
and
we
became
more
successful
when
Don
came
on
board,
they
started
to
see
real
results
with
employment
and
opportunity
family-sustaining
opportunity,
not
just
as
bill
mentioned
here
and
their
work
on
film.
Some
people
now
we're
making
their
industry
completely
or
their
lives
their
livelihoods
completely
in
the
industry.
H
Here
in
Pittsburgh,
it's
a
great
thing,
it's
great
for
the
city
and,
as
you
all
know,
our
city
is
a
jewel
and
we
can
be.
We
can
be
ourselves
in
a
movie.
We
can
be
New
York
in
a
movie.
We
can
be
anything
from
rural,
which
is
you
know,
a
few
minutes
away
to
the
urban
settings.
So
thank
you
all
very
much
for
supporting
the
film
office
and
we
look
forward
to
working
you
in
the
future.
I
Thank
you,
I
just
want
to
add
my
thanks
and
I
want
to
take
a
moment.
Introduce
you
to
my
some
of
my
amazing
board
members.
They
all
weren't
able
to
join
us
today.
You
know
Bill
Urbanek
who's.
One
of
our
great
champions
has
been
with
us
a
long
time.
Dorothy
Davis
with
Eckerd
Siemens
she's
on
our
Executive
Committee
Christa
Solara,
with
McClellan
group
and
Shane
Murtagh
with
Murtagh
Huffman.
Of
course
you
know
Melissa,
heart
and
and
I
just
want
to
say
thank
you.
I
We
really
couldn't
do
all
that
we
do
without
the
support
of
all
of
you
and
it's
really
important
that
we
keep
working
together
to
grow
the
industry
even
more
so
yes,
I've
been
here
25
years
now,
I
started
when
I
was
5
just
like
Melissa
hundred
years
ago,
but
it's
been
a
great
honor
to
be
here.
I'm,
not
gonna,
stay
for
25
more,
but
we're
gonna
get
a
lot
more
done
in
at
least
the
next
decade.
So
thank
you
very
much.
J
They
come
come
all
the
way
over.
Thank
you
as
they
line
up
and
before
reading
the
proclamation
I
need.
To
give
a
personal
note,
my
grandmother
was
a
member
of
the
Reading
Club
I
know
she
kept
her
membership
until
she
could
no
longer
attend,
but
I
think
she
was
active,
maybe
30
or
40
years,
and
this
club
meant
a
lot
to
her.
J
It
uplifted
her
life
in
many
many
ways
that
cannot
be
accounted
for,
but
also
know
that
you
all
have
had
hundreds
of
African
women
come
to
your
organization
and
that
you
have
supported
them
in
numerous
ways,
and
you
supported
this
community
and
so
I
just
want
to.
Thank
you
when
I
learned
that
this
was
your
hundred
twenty-fifth
anniversary.
J
K
Thank
you
so
much
when
you
think
about
it.
Our
club
was
founded
seventeen
years
after
the
end
of
Reconstruction
and
our
members
at
that
time
were
traveling
to
meetings
in
horse
and
buggy.
We've
had
a
very
long
history
and
we're
very
proud.
We
thank
the
city
of
Pittsburgh
for
honoring
our
legacy.
Thank
you.
So
much.
L
L
M
M
The
male
council
members
yeah,
if
you
want
to
put
that
up
there,
that'd
be
great
so

has
three

to

We

you
would
actually
I
would

that

I
know:
I've
been
coming
down
here
for
years
years
and
I
want
to
tell
the
citizens.
When
we
had
the
meeting
up
at
the
church,
we
as
black
people,
we
sometimes
cut
our
own
throats.
Now
these
two
black
men
decided
that
that
meeting
should
be
up
at
the
church.
Why
not
downtown?
There
were
white
people
that
probably
wanted
to
come,
but
when
you
say
it's
up
in
the
hill
or
Wiley
Avenue,
they
don't
know
how
to
get
there
and
I
mean
it.
When
we
come
to

Motion
to
recommit
the
fee
schedule
bill
2281
we
had
talked
about
last
week
and
I
was
going
to
look
over
and
see
if
we
could
have
make
some
amendments
and
honestly,
after
looking
it
over
there's
just
a
lot
of
I
understand.
There's
a
real
cost
associated
with
hosting
events.
The
Councilwoman
gross
and
I
have
been
talking
about
the
cost
to
host
events
in
the
city
from
we've
heard
from
a
lot
of
people
is
getting
to
is
really
escalating.
T
So
we'd
like
to
first
address
that
and
then,
as
I'm
looking,
you
know
through
the
fee
schedule,
there's
a
lot
of
increases
in
park
facility,
rentals
and
and
just
the
plan
reviews
for
architectural
plan
reviews
just
different
things
that
people
have
been
complaining,
there's
starting
to
cost
a
little
bit
too
much
to
do
business
in
the
city
and
when
I
saw
the
park.
Rentals
I
thought
after
we
just
part
increase
or
just
added
a
park
tax.
T
Now
we're
going
to
increase
the
fees
to
rent
the
facilities,
and
some
are
significant
increases
like
to
rent
banks,
ville
Park.
It
goes
from
$225
to
315
and
that's
I,
don't
even
know
if
that
includes
the
liquor
license
when
you
have
when
people
use
those
with
the
alcohol
permits.
So
I'd
like
to
recommit
it
work
with
my
colleagues
on
addressing
those
concerns
and
so
great.
B
So
we
have
a
motion
to
recommit
2281
under
the
Committee
on
Finance
and
law.
We
have
a
second
do.
We
have
further
discussion
on
the
recommittal
casein,
all
in
favor,
aye
opposed
abstentions.
The

will
be
on
tomorrow,
standing

agenda
and
I'm
happy
to
work
with
you
Councilwoman.
If
you
need
people
to
be
at
the
table,
there.
B
You
very
much
okay,
so
the
that
bill
is
recommitted
on
the
remaining
bills
under
finance
and
law.
Then
further
discussion
on
any
of
the
bills.

a

really
a
