two
parties,
starting
in
1964,
giving
taxation
now
amounting
to
trillions
of
dollars
and
over
50%
of
the
electorate,
not
paying
any
federal
taxes.

dangerous
game
and
mr.
Trump
turned
around
and
added
$1,000
deduction
to
it.
In
other
words,
he
went
from
24
or
25
to
he
went
up
a
thousand,
so
you're
you've
got
more
people
who
are
not
going
to
pay
taxes,
so
gee

you
think's
going
to
happen?

was
watching
CNN
last
night
and
frankly,
we're
headed
for
impeachment
or
an
attempt
at
it,
and
what
that's
going
to
do
is
shake
every
market
in
the
world
and
it's
going
to
shake
every
relationship,
including

federal
government,
down
to
the
city
of
Pittsburgh
you're,
not
gonna,
get
away
scot
clean
somewhere
along
the
line.

have
to
begin
paying
for
mr.

paying

millions

trillions

dollars
that
haven't
been
collected
over

only
one
year
but
over
all
the
many
years
that
the
problem
has
been
growing
and
the
trajectory
is
not
downward.

trajectory
is

increase

at
bigger,
trouble
potential
so

wind
up,
sell
short
in
the
next
six

eight
weeks.
If

own
stock-

want
to
take
it,

pension
audit
in
our
financial
audit,

RFP,

closed
in
June.
We
received
four
proposals
this
time
the
proposals
was
from
Baker
Tilly
Clifton
Larsen
Alan
Moore
adisyl
enzo
Lepofsky,
Axelrod
LLC.

proposals
were
reviewed
by
selection
committee.
The
committee
was
made
up
of
a
staff
from
different
departments.
We
had
a
staff
from
the
controller's
office
from
finance
person
from
ER
OC
for
a
small
part
of
time.
We
had
a
staff
member
from
the
Pittsburgh
parking
authority
and
one
member
from
procurement
in
an
effort
to
explore
all
four
proposals
we
they
were
reviewed
by
each
each
member,
and
we
also
had
the
proposals
come
in
for
a
presentation.

at
continuity
and
familiarity
with
way
audits
are
performed
with
the
city
more
adieu,
so
has
a
lot
experience
they're
familiar
with
our
records,
the
city's
records
they're
familiar
with

gas
fee
requirements
for
auditing
services,
so
more
reduces
presentation
was
the
best
of
the
group,
all
the
consultants
that
they
have
that
will
be
working
on.

of

audits
and
so
forth,
and
they
also
selected
more

anybody

Morrow

thought
he
was
number

because
he
wanted
to
work
and
I
like
people
who
want
a
job.

I
find
that
funny
about
morale

to
meet
two
folks
there,
but
only
because
I
serve
on
the
SCA
board
and
we
had
a
situation
over
there
that
they
had
to
explain
and
I
find
it
funny
that
they're
never
here
to
represent
themselves.

somebody

to
when
a
contract
is
up
to
what.

remind
everyone
that
we
did
pass
legislation
earlier
this
year,
asking
for
more
transparency
from
various
contracting
and
procurement
agreements,
so
that
council
has
the
answers
to
those
questions
prior
to
approving
contracts,

so
there
was
a
six-month
sort
of
buffer
to
allow
that
to
come
into
effect
and
for
departments
to
prepare
for
that.
But
soon
we
should
be
having
that
information
coming
to
us
ahead
of
time.
We
did.

even
though
I
open
them

I
think
I'll
put
them

That
just
makes
this
easier,
so
we'll
vote
first
on
the
audit,
which
is
on
to
2080
all
those
in
favor
since

approved
that
takes
us
to
the
software
package
again

the
team.
Yes,
this
legislation
is
to
replace
the
previous
approved
resolution
in
2017
to
replace
our
tax
systems
that
resolution
in
up
in
a
contract
with
Avenue,
and
it
was
canceled
in
early
2019,
because
it's
software
did
not
have
the
capabilities
to
combine
the
systems
that
we
currently
use.
Our
staff
is
currently
using
eleven
different
databases
to
complete
their
process
and,
if
we're
going
to
invest
into
implementation,
we
want
something
that
can
combine
all
this
activity
into
one
system.

can
communicate
with
other
systems
in
the
city
we
ever
validate
tax
around
any
activity
that
happens
within
city
departments,
so
we
went
out.
The
original
RFP
only
had
79
requirements.
We
went
out
in
RFP
at
389
requirements
to
make
sure
that
we
have
a
platform
that
can
encompass
what
we
actually
need.
Moving
forward
in
this
resolution.
We're
allows
that
allow
the
department
to
consolidate
multiple
databases
into
one
system,
clear,
a
platform
that
modernize
our
integrate.
Our
processes
improve
security,
which
is
a
big
one.

have
a
lot
of
functions
in
finance,
certainly
right.
So
revenue
comes
in
in
multiple
different
streams
and
then
City
Council
passes
resolutions
about
things
about
how
things
are
supposed
to
be
allocated
or
how
things
are
to
be
credited
back.
Even
right,
I
mean
one
of
the
areas
that
we've
talked
about
extensively
in
the
last
two
years
is
the
tax,
abatements
and
tax
credits,
and
they
weren't
kept
track
of
in
a
way
that
the
public
could
see,
and
it
begs
the
question:
are
you
collecting
the
taxes?
You
should
be
on
those
properties
right?

the
city
controller
did
two
years
of
audits.
Now,
after
councilman
O'connor
and
I
co-sponsored
a
resolution
asking
him
to
do
so,
because
no
one
had
done,
I'm
from
2007
to
2017
had
kept
a
list
that
was
public
that
had
each
parcel
that
was
either
had
been
given
property
tax
relief
of
some
kinds
right
most
of
those
for
major
developers
and
when
I
looked
at
the
first
audit
I
said
hey.
How
do
you
note
there's
a
bunch
of
blank
information?

Right
so,
let's
say
year,
one
you're
not
paying
property
tax
in
the
thirty
million
dollar
apartment
building
right
you're,
not
paying
the
the
thirty
property
tax
on
thirty
million
dollars,
you're
paying
property
talk,
so
maybe
the
$300,000
empty
lot
that
you
bought
before
you
built
I'm
thinking,
particularly
of
morrow,
filled
apartments
at
the
corner
of
BOM
and
Liberty.
In
my
own
district,
when
I
looked
at
that
list,
I
said:
there's
no
start
date.
Well,
so
the
second
year
of
your
tenure
Bateman,
you
should
have
been
paying
10%
more
property
tax.

Really
until
you
get
up
to
the
tenth
year,
we
were
paying
100%
on
the
thirty
million
dollars
and
if,
with
no
start
date,
how
do
we
know
we're
collecting
the
property
tax
right?
And
so
we
know
that
there's
a
problem-
and
that's
just
one
of
the
kind
of
eight
list
things
here
of
that
this
system
will
integrate
a
database
for
abatements.

that's
true
and
you
implement
it
next
year,
when
you're
back
here
in
a
year
from
now
can
I
say,
show
me
every
single
parcel
and
how
much
property
tax
it
actually
paid,
and
whether
the
property
tax
that
actually
paid
actually
comports
with
what
it
was
supposed
to
have
gotten
under
its
abatement
award,
because
we
just
react
our
alert
as
you'll
be
able
to
do
that.
That
would
be
amazing,
so.

a
lot
of
what
happens
now
is
that
they
have
three
different
systems
to
track
this
information.

when
we
go
out
and
check
on
a
property
that
we're
studying

taxes

paid
and
then
who
purchased
that
it
was
the
history
on
it.
It's
three
different
spreadsheet
that
we
have
to
kind
of
combine
and
that's
painfully
slow,
yeah
and
in
the
accuracy
of
take.

idea
is
to
be
able
to
move
away
from
that
and
for
us
to
have
accountability
for
our
staff,
an
activity
that
we
do
in
our
finance
department,
not
sure
we
should,
but
also
have
the
transparency
to
be
able
to.
Let
you

residents
see
this
and
make
it
accessible.
So
things
like
if
you're
gonna
pull
a
permit
at
PLI
and
you
need
a
valid.
You
know
something
that
says
you're
in
compliance
with
the
tax
that
the
system
could
do
that.

to
walk
across
buildings
and
wait
in
a
line
or
wait
for
Joe
to
call
you
back.
It's
simple
something
that
need
our
system
starts.
Communicating
payments
like
right
now
for
real
estate.
It
takes
a
week
for
a
credit
card
payment
to
actually
post
on
the
account,
because
that
our
systems
cannot
read
the
payment.
So
someone
has
to
manually
go
in
there
and
said
we
receive
$100
for
this
real
estate
account.
Yes,
that's
good,
balanced
and
then
post
it
when
we
know
that,
that's
not
how
it
happened.

to
the

thinking,
there's
140,000
private
property
parcels
right
and

then
you
also
have

don't
know
how
many
thousands

businesses
separately

keeping
track
of
right
and
then,
like
you,
said,
if
there's
everybody
that
ever
pulls
a
permit,
we
know
there's
many
thousands
more
permits
than
there
were
even
five
years
ago,
because
there's
so
much
more
activity.

small
business

it's
someone
with
the
bricks
and
mortar
business,
or
it's
someone
working
out
of
their
house
and
those-
that's
all
paperwork-
that
they
have
to
interface
with
city
government

the
the
considerate
and
we
want
to
promote
small
business
activity.
So
we
want
to
make
it
easier.

touch
on
the
fact

you

making
these
changes.

often
question
these
extremely
big
numbers
for
technology
and
I,
think
we
need
a
separate
audit
of
these
big
packages.

the

seems
like
it's
always
a
new
department
coming
to
us
with
a
two
to
five
million
dollar
price
tag
for
software
and
usually
I
get
the
lecture
that,
like
you
know,
you
probably
don't
need
all
the
bells
and
whistles.
But
this
time
it
looks
like
you
do
so
I'm
very
supportive.

At
the
same
time,
it's
been
approximately
200
million
dollars
and
bonds
that
have
been
taken
out
already
and
there's
gonna
be
an
ass
for
another
60
million
hours
from
the
administration
next
year,
so
who's
watching
all
that
interests
that
they
keep
pushing
back
and
the
taxpayers
the
the
people
that
own
the
property
are
going
to
be
the
ones
paying
for
all
that,
whether
it's
me
or
anybody
here
that
owns
a
home

answer
that
question

a
combination
of
the
finance
office
and
the
controller's
office.
Those
are
the
two
people
that
just
so
you
know
those
two
people
are
the
ones
who
track
the
bonds
and
the
interests
and
the
term
stability
of

city
government.
We
made
this
decision
about
the
bonds
eight
years
ago.
I
think
you
were
the
president
and
I
was
the
finance
chair.

internal
agreement,
the
ak-47
coordinators,
with
the
ICA
that
we
would
do,
we
would
go
out
the
ball
in
every
two
to
three
years
over
the
Nexus.
That
was
in
those
conversations
so
I
know.
This
is
exactly
because
it
was
my
idea
that
we
would
go
out
the
barn
every
two
or
three
years
in
order
to
fund
our
capital
budget,
and
we
have
done
that
and
we
should
be
in
the.
We
should
be
in
the
third
time
of
that
issuance,
if
I'm
not
sure,
if
I'm
not
I,
think
we
just
did
the
third
capital.

would
suggest
reading
the
papers

would
suggest
that
we
can
always
have
that
conversation,
but
in
terms
of
my
oversight
of
the
finances
of
the
city,
I
have
taken
very
seriously
the
bond
issue.

that's

only
reason
why
I
push
back
a
little
bit,
because
I
was
involved
initially
with
this
strategy,
and
so
I've
kept
my
hands
or
incur
how
it
goes
well.

not
it's
not
magic,
we
would
not

We
would
not

a
capital
budget
of
the
same
quality
that
we
have
over
the
last
six
years.

have
not

no
way

could

funded

capital,

substantial
capital
budget
simply
without
borrowing
we
would
not
have
been
able
to
do
it.

means
their

plan

we
set

years

borrowing

capital

done

improved

city
and

city

investments

the
city
are
paying
off
