A
B
B
C
B
B
B
C
D
Yeah
I'll
just
make
a
brief
comment.
You
know
prevention
point.
You
know,
of
course
my
neighborhoods
are
inflicted
with
this
disease
and
I.
Think
there's
gonna
be
some
good
numbers
coming
out.
I
think
the
county
is
going
to
have
some
good
numbers,
positive
numbers,
moving
in
the
right
direction.
We
originally
tried
to
put
prevention
point
in
a
particular
spot
and
the
neighbors
opposed
it.
We
heard
them
loud
and
clear,
so
we
decided
not
to
entertain
that
spot
now.
From
that
point,
the
neighbors
had
said
that
they
would
be.
D
You
know
open
to
having
it
in
the
business
corridor
on
route
51,
we
found
the
perfect
location.
I
wasn't
responsible
for
finding
it.
The
church,
Fairhaven
Church,
actually,
you
know,
went
through
their
process
with
their
board
and
their
people,
and
they
just
want
to
make
a
difference
like
we
do
so
so
I'm
happy
that
we
find
a
spot
for
them
and
I'd
appreciate
your
support
with
this
today.
Okay,.
B
Thanks
councilman
further
discussion
by
members,
okay,
seeing
none
all
in
favor,
aye
opposed
abstentions.
Little
council
passes
Thank
You
councilman.
The
next
order
of
business
then
will
be
public
comment.
Anyone
wishing
to
comment
before
city
council,
of
course
has
three
minutes
in
which
to
do
so.
I
would
like
to
take
this
time
to
remind
everyone
here
to
speak,
that
our
rules
of
council
are
clear
and
that
comment
is
limited
to
matters
of
concern.
Official
action
or
deliberation
which
are
at
this
time
or
could
at
another
time
come
before
this
council.
B
We
will
not
permit
profanity
and
we
will
maintain
order
at
all
times.
We
ask
that
you
would
please
begin
by
giving
your
name
and
the
neighborhood
in
which
you
reside
for
our
public
record.
The
green
light
will
indicate
the
start
of
your
three
minutes
when
the
yellow
light
comes
on.
You'll
have
one
minute
to
summarize
your
thoughts
when
the
red
light
comes
on,
then
your
time
will
have
expired.
Maybe
we
have
our
first
speaker,
please
Mamre
speaking
come
up,
please
thank
you.
Welcome.
E
I'm
gonna
I'm
gonna
read
something
that
gentlemen
Jewish
gentleman
brought
down.
His
name
is
Ben
Stein
I'm,
a
Jew
and
every
single
Jew,
one
of
my
ancestors
one
of
my
ancestors
was
Jewish.
He
does
not
bother
me
even
a
little
bit
when
people
call
those
beautiful
lira,
be
jeweled,
trees,
Christmas,
trees,
I,
don't
feel
threatened,
threatened,
I,
don't
feel
discriminated
against,
that's
what
they
are
Christmas
trees.
E
It
doesn't
bother
me
a
bit
when
people
say
Merry
Christmas
to
me,
I,
don't
think
they
are
slight
sliding
me
or
getting
ready
to
put
me
in
the
ghetto
in
fact
I
kind
of
like
it.
So
as
that
said,
I
would
like
to
add
my
own
comment
that
I'm
grateful
to
be
in
the
city
of
Pittsburgh
to
call
it
my
home,
as
the
only
other
place
that
I
would
like
to
be
other
than
Pittsburgh
would
be
yerushalaim
of
Israel
Eretz
Israel.
E
However,
the
reason
why
I'm
here
is
that
I
just
want
to
have
a
my
short
statement
with
wishing
everybody
best
wishes
for
the
secular
new
year
and
that
we
are
hoping
that
all
resolutions
will
benefit
the
wide
number
of
the
people,
not
just
a
group
of
the
individuals
and,
as
that
stated
I
believe
that
I
haven't
in
my
pocket
and
higher
jacket.
I
just
didn't
bring
it
with
me.
E
I
have
United
States
constitutions
to
Constitution,
and
it
is
a
document
that
one
lady
on
the
street
address
addressed
me
and
told
me
you're,
coming
from
religious
Jewish
neighborhood,
and
you
are
here
with
the
people
with
the
guns
and
it
looks
like
you
are
peaceful
about
it.
Well,
in
Israel
we
have
Orthodox
Jewish
synagogues
that
have
a
designated
person
that
is
in
the
synagogue
itself,
with
actually
as
a
regular
citizen.
E
They
have
a
concealed
weapon.
So
my
opinion
on
that
is
that
if
the
Israel
that
does
not
have
a
United
States
Constitution,
can
practice
the
Second
Amendment
accordingly
the
right
to
bear
arms
for
the
regular
person
to
protect
themselves.
I
believe
that
are
we
supposed
to
just
not
touch
that
document,
because
when
that
lady
told
me
there
is
very
old
document
to
the
Constitution,
my
Torah
is
the
oldest
document,
so
the
law
of
God
is
perfect.
E
F
Wayne
my
name's
Harold
Keller
I'm,
a
solitary
manner
in
Bridgeview
I'm
attending
there
and
of
course,
representative
Cargill
knows
why
I'm
here
well,
I've
been
in
touch
with
him
in
his
assistant.
Well
I'm
just
trying
to
get
some
answers,
because
I
want
to
be
perfectly
clear
on
what's
going
on
here,
because
on
December
well
I
thought
area
where
I
live,
it's
a
senior
high-rise
to
put
supposed
to
be
and
I
flipped
there
for
several
years
and
the
rules
have
gradually
changed
over
the
years.
F
It
was
a
senior
high
rifle
first
Oakland
and
I
talked
to
the
homeowners
in
the
neighborhood
and
I
say,
and
they
say
well,
that's
what
it
was
supposed
to
be
so
how
come
they're,
letting
other
people
win
now
with
rival
debates,
whether
they
have
disability,
mental
or
physical,
said
well.
They
change
the
rules
to
that.
I've
only
been
there
the
whole
time
while
everything's
going
on
so
then
I
read
the
rules
and
it's
gradually
changed
to
where
people
with
criminal
records
can
come
in,
but
they
just
can't
come
right
in
from
prison.
F
So
half
of
those
who
rehab
and
halfway
houses
would
be
approved
by
board.
So
there
are
a
few
people
with
criminal
records
in
there
now,
but
on
December
19th
of
2018
that
had
a
meeting
at
the
200
roughly
at
the
housing
office
and
they
had
Allegheny
field
ahead
representative
from
the
Allegheny
County
Jail
there
and
some
parole
officers
and
well
I.
When
I
first
heard
about
it.
The
last
minute
when
I
first
went
I
thought
it
was
just
a
housing
meeting.
F
Something
like
that
so
well,
so
they
talked
about
being
given
second
chances
and
well
they're,
already
being
given
that
second
chance
and
I'm
sorry
so
maybe
well,
maybe
I
want
to
change
the
rules
and
have
it
to
where
they
talk
to
one
of
the
men
who
sue
me
who
was
running
to
me
and
say:
well,
maybe
you
want
to
change
the
rules.
I
can
make
it
easier
for
them
to
come
in.
F
Don't
want
anything
like
them
coming
in
from
prison
and
rights
from
being
released
from
prison
coming
right
in
without
halfway
hard
to
rehab
racing,
so
I'm
trying
to
get
clear
on
what's
going
on,
housing
I
talked
to
the
manager
of
the
building
night,
so
they
didn't
know
anything
about
this
meeting
and
I
said
well.
Why
does
someone
contact
the
Allegheny
County
Jail
for
the
records
of
what
that
mean?
B
G
That
is
very
disturbing,
and
that
is
where
we
have
children.
Now
that
are
going
to
be
across
schools,
brown,
black
white
children
that
are
going
to
be
confused
in
understanding
what
next
month
actually
means
and
that
confusion
is
coming
through
a
misidentification
of
calling
Black
History
Month
African
American,
History
Month,
there's
a
that
is
a
no-go.
It's
a
slap
in
the
black
citizens
in
the
black
communities
face
because
African
Americans
were
just
created,
an
eight.
They
have
no
history.
G
G
By
dismissing
what
it
truly
is
black
history,
not
in
african-american
history
and
I,
need
that
confusion
to
be
understood
by
people,
because
if
you
don't
know
right
now
the
difference
between
a
black
American
and
an
African
American,
then
maybe
you
shouldn't
be
sitting
in
that
position
of
political
representation,
and
this
is
what
the
conscience
group
has
been
trying
to
instruct
to
you.
That
trends
are
changing.
Social
black
citizens,
especially
our
young
black
adults,
are
no
longer
buying
this
African
trip
across
the
Mediterranean.
G
So
just
keep
in
mind,
I
think
it's
an
education
system
for
those
outside
of
the
culture
that
African
American
and
black
do
not
equate
to
the
same
mindset,
and
we
need
to
think
about
that
and
for
black
folks
we
need
to
consider.
Will
we
be
black
or
african-american,
because
this
is
the
cultural
battle?
When
we
talk
about
cultural
wars
in
America,
it's
not
the
political
division.
We
have
also
a
cultural
division
taking
place
within
our
own
community,
because
the
mindset
now
dictates
how
far
we'll
go
in
the
future.
Thank
you.
Thank.

my

a
quick
word
of
thanks
to
councilmember

the

office
for
helping
us.
When
we
had
some
complaints
back
in
September,
it
would
have
been
very
easy
to
sort
of
give
up
on
the
proposal
before
us,
but
thankfully
everybody
recognized
the
importance
of
the
work
that
we
do.
We
are,
in
fact,
in
a
crisis.
I
We
may
have
some
good
data
coming
out
as
far
as
a
reduction
in
overdose
fatalities
across
the
county
coming
up,
but
I
will
urge
you
to
remember
that
this
does
not
mean
that
the
issue
is
over.
The
number
of
fatalities
is
still
unacceptably
high.
We
also
are
seeing
a
lot
of
other
issues
surrounding
drug
user
health,
and
so
even
if
we
stop
the
fatalities,
we
still
have
a
lot
of
people
getting
sick
and
a
lot
of
people
getting
injured.
I
B
Do
we
have
further
speakers
this
morning

Okay,
so
you

further

will
close
the

of
the

will
go

as
is

Just
like
to
say,
happy
holidays
from
Martin
Luther
King
today,
which
originally
is
today.
Monday
is
the
day
that
is
utilized,
but
today
is
really
the
birthday
of
Martin
Luther
King,
also
for
those
out
there.
That
think.
You
know,
because
of
my
voice.
I
just
want
to
say
that
I
went
in
for
a
procedure
about
a
year
and
a
half
ago
June,
and
when
I
came
out
of
that
procedure,
my
voice
was
like.
It
is
I've
been
to
hate
doctors.
My
vocal
cords
were
battered
up
pretty
bad
and
I
am
not
ill
whatsoever.
