commercial
LNC.

are
required
to
then
hold
this
public
hearing
before
council
and
as
per
the
zoning
code
requirements,
notices
were
posted
around
the
neighborhood
and
letters
were
mailed
to
abutting
property
owners

in
advance
of
this
hearing.

Housing
Authority

city

Pittsburgh
are
involved
in
a
choice
neighborhood
grant
in
the
Larmour
neighborhood
the
neighborhood
was
awarded
a
30
million
dollar
grant.
You
are
a
is
responsible
for
the
neighborhood
peace
of
component
of
the
choice
neighborhood,
which
in
which
includes
the
green,
the
greening
the
car.
You
know
green
infrastructure.

facade
program
were
providing
for
sods
to
long-term
residents
of
the
neighborhood
were
also
involved
in
you
know
the
application
process
and,
as
Reverend
Burgess
said
earlier,
there's
been
two
submissions
to
the
Pennsylvania
Housing
Finance
Agency
for
low-income
housing
tax
credit
projects.
Those
applications
were
submitted
in
November
of
2018,
and
we
expect
to
hear
about
the
awards
in
April
of
2019.

developers
of
armored
phase
three
and
four,
and
have
been
working
with
the
Housing
Authority
for
all
four
phases

choice.
Neighborhood
and
we
are
in
support
of
the
zone.
Change
we've
been
working
with
the
community
for
many
years
to
determine
the
community's
vision
for
these
phases
and
looking
forward
to
the
zone
change
in
order
to
realize
that
vision.

What

in
front

you
is
a
presentation
that
was
given
to
the
Planning
Commission
on
December
4th
I'm,
not
gonna,
go
through
all
of
it,
but
some
of
the
most
important
components
of
it
are
the
purpose
of
the
zone,
change
which
is
fourfold
one
to
support
the
community's
vision
for
affordable
housing
on
vacant
properties
in
the
Larimer
neighborhood,
two
to
permit
the
buy-rite
construction
of
multi-family
housing,
that's
obligated
under
the
grant.

There's
a
number
of
public
meetings
that
have
been
conducted
on
behalf
of
this
project
for
all
all
four
phases,
but
really
four
phases.
Three
and
four:
it
started
in
August
of
2017
and
there's
been
at
least
four
public
meetings.
Since
then,
there's
been
monthly
implementation,
working
team
meetings,
there's
been
meetings
with
the
city
with
PWSA,
with
Housing
Authority,
with
Public
Works,
all
in
support
of
the
zone
change
we
think
the
zone
changes
is
the
minimum
required
to
facilitate
construction.
We
haven't
sought
to
go
beyond
the
boundaries
of
the
project.

we're
proposing
is
the
expansion
of
the
LNC
district,
which
already
exists
along
lammer
Avenue,
not
a
new
zoning
district,
we're
just
expanding
what
already
exists
if
we
expand
the
LNC
district
along
Winslow
it'll
be
compatible
with
what's
across
the
street,
which
is
Larimer
school,
which
is
also
within
the
LNC
district.
Already
by
expanding
the
LNC
district
and
allowing
multi-family
housing,
we
will
reduce
the
number
of
variances
that
are
required
and
will
allow
the
project
to
be
much
simpler
and
all
contained
within
the
same
zoning
district,
so
I'm
in
support
of
the
zone
change.

this

parties
to
be
comfortable

what's
going

is
a
well
deserved

this

this

think
this

brings
new
life

Larmour
and

support

things

look
at
like

been
volunteering

normal
consensus
group

about
eight
years,
and
with
this
particular
project
we
went
to

community.

community
asked

Housing
Authority
in
the
city
to
pick
this
particular
space
to
make
this
project
work.
One
of
the
things
Norma
is
lacking
is
a
commercial
district.
You
know
so
we're
trying
to
figure
out
how
to
revitalize
that
commercial
district.
Again,
you
know
this
isn't
something
that
rev
want
it
I
want
it.

community
Norma
community
and
we've
been
meeting
with
the
community
for
from
day
a
from
2014
and
at
this
particular
project
here,
the
Housing
Authority
actually
wanted
to
put
it
on
our
green
space
and
the
community
stood
up
and
said
no.
This
is
where
we
want
this
project
to
go.
They
didn't
want
armor
to
be
top-heavy.
So
if
you
look
at
the
project
now,
you'll
see
it's
top-heavy
on
this
end,
so
they
wanted
more
development
down
on
this
end,
so
it
could
be
spreaded.

something
that
any
of
us
said.
It's
what

community
of
alarm
are
saying
you
know,
and
this
is
what
they
wanted
and
it'll
help
us
further
along
the
way,
as
we
bring
more
commercial
businesses
in

community

district

they
can
actually
be.

this
project,
no
one's
mentioned
on
again
the
community

the
director
of
Land
recycling
for
East
Liberty
development
incorporated,
and
this
project
addresses
the
one
of
the
first
and
most
important
responsibilities
of
the
city
of
Pittsburgh
and
that's
to
address
blighted
vacant,
Bandhan
properties
that
that
harmed
the
health
and
safety
of
the
community.
So
by
allowing
the
redevelopment
of
the
Larmour
school,
we're
able
to
turn
something
that's
blighted
and
causing
danger
to
the
community
into
a
real
asset.

The
second
great
thing
about
this
project
is
that
it
meets
the
need
for
affordable
housing
in
the
East
Liberty
in
Larmour
neighborhoods,
and
does
so
in
a
way
that
completely
prevented
displacement
of
the
public
housing
residents
who
lived
within
the
community.
This
is
an
example
of
the
right
way
to
do.

The
redevelopment
of
public
housing
displacement
is
not
necessary,
and
our
experience
in
East
Liberty
shows
that
when
the
community,
the
developers
and
the
public
sector
collaborate,
there
is
no
displacement,
and
in
this
case
the
residents
of
the
public,
housing
and
assisted
housing
communities
have
not
only
not
been
displaced
and
being
provided.
New
housing
they're
also
receiving
all
the
supportive
services
and
other
supports
to
enable
them
to
make
progress
in
their
goals,
and
several
of
these
families
are
now
moving
to
homeownership
through
the
work
of
East
Liberty
development
incorporated
to
create
affordable,
homeownership
opportunities.

final
factor
in
this
development
to
allow
it
to
go
forward
is
the
zoning
change.
The
zoning
change
is
necessary
and
appropriate
to
allow
this
school
building
to
be
reused.
This
building
and
the
zoning
of
it,
was
not
created
to
allow
for
reuse
other
than
a
school.
Now
that
it
has
to
be
reused
for
something
other
than
a
school.
This
zone
change
is
critically
important.
The
one
factor
that
could
improve
this
zone
change
would
be
to
create
a
completely
square.
Zoning
district
and
zoning
districts
should
not
avoid
one
single
property.
It's
just
not
good.

are

of
the

many
other
residents
are
strongly

support

whatever
is
needed

lot

great
progress

this
neighborhood

entering

final
two
phases
of
the
choice:
neighborhood
housing
development
plan,
and
these
are
Phase
three

four

the
most
exciting
the
components
of
this
housing
development
plan
that
is,
a
rehabilitation
of
a
Larimer
school
and
then
mixed-use
development
in
the
surrounding
area,

Larimer
Avenue

beyond.

working
under
a

neighborhood

because

tireless
advocacy

persistence

the
