A
Hello
and
welcome
to
Pittsburgh
City
Council's
public
hearing
for
Wednesday
October
30th
2019.
My
name
is
Kim
Clark,
Baskin
and
I'm
the
deputy
city
clerk
with
us.
Today
we
have
our
sign
language
interpreter
Sean,
Graham.
The
following
is
a
list
of
legislation
up
at
the
hearing
today,
bill
number
1977
resolution
naming
the
Strathmore
Street
Park
as
the
Andrew
Joseph
ku

Park,
and
bill
number
1994
resolution
naming
the

located
at
555
Larmour

as
Costa

That
concludes
the
reading
of
the
legislation
for
today's
hearing.
Thank
you
and
have
a
wonderful
day.
B
Okay
good
afternoon,
everyone
and
welcome
to
Pittsburgh
City
Council's
public
hearing
for
today,
Wednesday
October,
the
30th
2019
as
it
relates
to
Bill
2019
1977
and
1994
I'm
councilman
Krause
I'll
be
chairing
this
afternoon's
public
hearing,
we're
joined
by
councilmember,
Teresa,
Kael,
Smith
and
other
members
may
join
us
as
their
schedules
permit,
so
we'll
go
into
public.
Testimony
from
our
speakers,
I
ask
that
when
you
come
to
the
podium,
you
would
please
begin
by
giving
your
name
and
the
neighborhood
in
which
you
reside
for
our
public
record.
B
Each
speaker
is
given
three
minutes
to
address
the
council.
When
the
green
light
comes
on,
it
will
begin
your
three
minutes.
Yellow
light
says
you
have
one
minute:
red
light
means
your
time
will
have
expired
so
before
we
do,
that,
I
will
ask
the
clerk
to
read
the
purpose
of
the
bills
and
we'll
bring
you
up
to
register
your
comment.
Madam.
B
B
B
D
My
name
is
Ivana
Brown,
and
so
these
elderly
citizens,
men
that
are
behind
me,
I've,
been
talking
with
them
and
I,
was
explaining
that
I
heard
something
about
this
park
alarm
where
they
go
name
something
after
that
Koster
in
the
normal
area.
You
must
understand
that
that
kosta
now
the
other
man,
you
said
that
he's
fine,
that
it
should
be
after
him,
but
God
cost
her.
The
people
in
this
community
know
how
he
spoke
about
us
when
God
crossed
him
was
he
a
public
works.
D
They
brought
in
a
black
baby
doll
with
a
noose
around
his
neck,
and
it
was
put
so
that
everybody
could
see.
There
was
a
black
man
in
there
that
worked.
Do
you
understand
how
he
felt
they
brought
it
nothing's
done
at
all,
not
that
they
didn't
check
to
see
who
fingered
pence
or
whatever
you
can
bring.
That
in
costume
ran
up
on
me
and
swore
at
me
like
who
the
hell,
because
I
questioned
I
went
to
the
AC
I,
see
a
board
ak-47s
and
I
was
explaining
what
Koster
was
doing
now.
D
D
D
B
Thank
you,
Miss
Brown.
Thank
you,
so
just
I
believe
our
other
speakers
are
here
to
actually
speak
about
cuca
ruta
park,
so
just
to
make
certain
that
the
record
is
clear.
I
did
have
communication
from
the
administration
around
this
that
this
Park
is
being
named
after
the
cost
of
family
at
large.
It
is
not
being
named
after
any
individual
or
any
living
member
of
the
cost
of
family.
B
E
And
I
wanted
to
thank
you
guys,
for
you
know,
pushing
our
proposal
and
making
this
a
reality.
It
doesn't
matter
if
a
guy
gets
killed
five
days
ago
or
50
years,
when
a
man
dies
for
his
country.
That's
one
of
the
saddest
possible
ways
a
man
can
die
because
we're
all
beholden
to
him.
So
this
is
just
a
gesture
on
our
part
we
didn't
realize.
E
Until
yesterday,
Andy's
rank
was
a
PFC,
and
if
there
was
going
to
be
a
plaque
made
by
the
city,
we
would
request
that
that
precede
his
name,
so
people
seventy
years
down.
The
road
will
know
that
us
that
parks
named
after
a
soldier
who
died
in
service
of
his
country,
if
that's
okay,
so
that
that's
really
all
I
had
to
say
thanks
a
lot.
F
Okay,
my
name
is
Doug
deke
and
I
all
reside
in
Mount
Lebanon,
but
I
spent
most
of
my
life
in
Westwood
and
I
just
wanted
to
I
wasn't
quite
sure
what
this
whole
meeting
was
going
to
be
about
I
through
our
discussions
with
friends
of
mine.
I
really
thought
that
I
thought
that
this
was
already
a
done
deal
but
I
didn't
know.
They
were
gonna,
solicit
comments
both
for
and
against,
but
anyway
I
wanted
to
say
if
he
thinks
a
body
Andy
I
met
him.
F
F
You
know
our
group
and-
and
it
really
starts
with
cvetic.
What
happened?
Was
we
started
for
some
reason
going
up
to
his
grave
and
like
taking
care
of
it?
Mostly,
it
was
Steve,
but
I
ran
into
Steve
upper
one
day
and
it
had
been
like
40
years
and
anyway
we
just
started
talking
among
ourselves
as
these
guys
behind
me
and
we
just
started
going
up
there
on
a
regular
basis
and
II
was.
F
It
was
a
terrific
kid
and
I'm
sure
he
was
a
great
soldier,
but
anyway,
I
I
just
think
it's
it's
difficult
after
50
years,
because
I
mean
everybody
forgets.
There's
nobody
left
really,
you
know.
Even
I
was
amazed
that
all
his
relatives,
it
just
it
so
happened
that
his
dad
who
died
when
he
was
three
his
dad
had
three
brothers
and
they
all
had
eight
kids.
So
as
a
result,
there
are
a
lot
of
Cukor
udas
in
the
area.
F
The
you
know
that
live
in
all
different
sections
of
the
city
that
that
are
actually
related
to
him,
but
they
weren't
alive
when
he
went
he
by
the
time
he
died.
But
anyway
it's
you
know.
It's
difficult,
I,
read
last
night
again
for
like
the
hundredth
time
about
this
battle
for
landing
zone
Sierra
where
Andy
was
killed
and
when
you,
when
you
read
that
it's
it's
really
difficult
to
continue
reading
it
because
of
what
happened
to
him
and
he
was
either
wounded
on
on
the
13th.
F
He
was
either
wounded
on
the
13th
and
then
was
killed
when
that
when
they
bombed
the
helicopter,
that
was
evacuating
him
or
he
was
killed
on
the
13th,
and
he
was
one
of
the
dead
bodies
that
was
in
the
helicopter
when
they
blew
it
up,
but
anyway,
I
think
it
would
be
a
great
idea
to
name
a
playground
after
Andy.
Thank.
B
G
G
But
I
want
to
say
that
they've
done
a
lot
for
the
community,
so
I
think
that
when
they
make
a
request,
I
really
want
to
make
sure
we're
honoring
it,
because
not
only
your
service
to
our
community,
but
your
service
to
our
country
really
has
really
been
really
meaningful
and
we
have
Bob
Cooney.
It
doesn't
lot
with
the
Irish
groups
here
and
and
his
wife
Peggy
Madigan,
Cooney
right
and
so
a
lot
of
people
that
do
things
throughout
the
city.
G
So
I'm
glad
that
you're
here
I'm
glad
that
you're
speaking
up
for
what
you'd
like
to
see
happen.
Thank
you
for
your
service
to
the
country.
Thank
you
for
your
for
bringing
this
forward
and
we'll
make
sure
that
we
do
a
dedication
with
a
basketball
game,
a
competitive
basketball
game
and
we'll
work
with
you
on
that
it'll
be
in
the
spring
and
we'll
do
the
dedication
and
a
competitive
basketball
game
that
will
raise
money
for
the
open
door,
which
is
down
the
street
in
Crafton
Heights.
