Tragically
15
years
ago,
there
was
a
fire
in
the
Hill
District
that
involved
a
Bonita
Baptist
Church
and
I
actually
recall
that
fire
very,
very
vividly
as
I
stood
on
the
corner,
watching
our
brave
firefighters
fight
it
and,
tragically,
we
lost
two
firefighters
in
that
fire
and
thankfully
mr.
Jenkins
and
others
on
Saturday
had
a
memorial
at
Ebenezer,
Baptist
Church.
They
laid
wreaths
and
they
acknowledge
those
who
have
passed
away.

so
we
wanted
to
also
provide
a
proclamation
and
thank
them
for
their
dedicated
their
service,
especially
those
who
wanted
to
give
the
ultimate
sacrifice
which
was
their
lives.

thank

March
13th
2004,

hill
districts,

year-old
urban

Baptist
Church
caught
fire,

quickly
grew
to

alarms
or

minutes
of
receiving

call

concern

investments

money

of
solar
panels
or
a
renewable

honestly,
one
of

best
things

be
more
energy
efficient
and
make
your
home
more
energy
efficient.
And
there
are
many
groups
here
in
the
Pittsburgh
region
that
take
advantage
of
this
act.

energy-efficient,

only

cost
saving
issue,
but
also

equity

households

of
them
are
spending
about
10%

their
income
on
energy,
and
if
they
can
reduce
that,
that's
less

you

anyone
is
paying
on
their
electric
bills

heating
bills
and
it
becomes

real
important
way
to
stay.

in
the
winter
and
cool
in
the
summertime,
so
yeah
it's
kind
of
a
win-win-win
for
for
everybody
and
the
more
that
we
can
the
more

promote
that
by
you

essentially

cap
on
these
energy
efficiency
programs
that
companies
like
Duquesne
Light
can
offer

better

alliance,
I'm
speaking
today
in
support
of
Senate
bill
232
and
House
bill
193,
or
collectively
the
energy
efficiency
and
act.
First.
A
brief
introduction
of
the
Keystone
energy
efficiency
alliance,
we're
a
non-profit
trade
organization
that
supports
the
energy
efficiency
industry.

Our
members
are
companies
and
associations
engaged
in
energy
efficiency
in
the
energy
efficiency
industry,
which
include
engineers,
construction
firms,
energy
companies,
software
developers
and
manufacturers.
Kia
supports
the
energy
efficiency
investment
act
because
it
builds
on
the
success
of
Pennsylvania's
energy
efficiency
or
the
Keystone.
Our
cornerstone
energy
efficiency
legislation
act
129.
In
the
first
seven
years
act
129
has
provided
over
6.4
billion
dollars
in
savings
to
electric
customers
throughout
Pennsylvania
and
the
rate
of
return
for
every
$2
invested
or
for
every
$1
invested
in
energy
efficiency.

We've
received
$2
in
benefits
by
2021
we're
expecting
to
see
a
3
billion
dollar
addition
in
savings
to
electricity
customers
throughout
Pennsylvania
act.
129
benefits
in
energy
efficiency
help
the
economy
beyond
just
financial
means.
According
to
a
2019
report,
over
68,000
individuals
are
employed
in
the
energy
efficiency
space.
That's
up
over
3500
from
last
year.
Despite
all
of
these
successes,
current
law
constrains
our
ability
to
take
advantage
of
those
improvements
in
energy
efficiency
because
of
pieces
of
the
law.

Currently
the
Act
129
program
caps,
investments
by
2%
of
2006
utility
revenues
since
the
energy
efficiency
efficiency.
Third,
since
the
energy
efficiency
measures
under
act,
129
meet
rigorous
cost-effectiveness
tests
already,
this
measure
is
redundant
and
limits,
casas
costs,
saving
potential
from
energy
efficiency,
so
in
2021
the
PUC
will
set
new
targets
under
phase
4
of
act
129,
and
that
process
is
already
underway.

Pennsylvania
lawmakers
should
pass
Senate
bill
232
and
a
House
bill
193
to
strengthen
act
129
now
and
ensure
that
phase
4
of
act
129
is
set
to
maximize
the
potential
savings
of
energy
efficiency.

that
also
creates
jobs,
grows
the
economy
and
saves
brake
painters
money.

CCI
is
a
nonprofit
organization
that
was
founded
in
1978
with
the
purpose
of
promoting
responsible
energy
and
resource
use
in
the
residential
sector.

Over
our
40
plus
year
history,
we
have
served
a
variety
of
clients
throughout
western
Pennsylvania
from
utility
companies
as
a
part
of
act
129
to
individual
home
owners
through
market
rate
services
and
to
Pittsburg
communities
through
grant
funded
outreach
and
education
programs.
Our
mission
is
to
help
create
healthier
homes,
as
we
help
their
residents
get
energy
smarter.
But
to
do
that,
we
rely
on
the
city
of
Pittsburgh
and
the
state
of
Pennsylvania
to
set
an
example
that
energy
efficiency
is
a
crucial
step
in
improving
the
lives
of
our
residents.

Pittsburgh
is
seen
as
a
leader
in
this
area,
but
the
truth
is
that
we
need
to
be
councilperson.
Strauss
burgers
resolution
mentions
Pittsburgh's
high
energy
burden
that
the
sixth
highest
in
the
nation,
where
low-income
residents
of
our
city
spend
nearly
ten
percent
of
their
income
on
energy.
Our
actions
related
to
energy
efficiency
do
not
only
affect
our
residents
pocketbooks,
but
their
health
as
well.

Ac
Triple
E,
the
same
organization
that
she
references
in
the
resolution
lists
Pittsburgh
as
the
number
one
city
in
the
nation
for
potential
health
benefits
for
each
dollar
per
capita
invested
towards
energy
efficiency.
Cci
was
involved
at
the
beginning
of
act
129
when
the
most
common
measures
were
related
to
lighting
as
the
low-hanging
fruit
has
been
addressed.
Energy
efficiency
programs
have
needed
to
become
more
creative
as
they
grow.

The
community
programs
that
I
run
for
CCI
involve
a
lot
of
outreach
in
low-income
communities
and
we
see
on
a
daily
basis
this
that
the
level
of
opportunity
that
exists
in
building
improvements
that
go
beyond
light
bulbs,
Allegheny
County,
has
old
housing.
Stock
82%
of
the
homes
here
were
built
before
1978,
and
many
of
them
are
in
disrepair
with
leaks
drafts,
insufficient
sufficient
insulation,
all
of
which
leads
to
discomfort
and
ineffective
shelter
from
weather
extremes.
Poorly
sealed
buildings
allow
for
moisture
and
pest
infiltration,
leading
to
health
risks
from
mold
growth
and
introduction
of
other
allergens.

Energy
efficiency
serves
a
variety
of
purposes.
It
creates
jobs,
reduces
the
energy
burden
in
our
low-income
communities,
which
alone
should
be
incentive
enough,
but
it
also
improves
health
outcomes.
Among
our
most
at-risk
residents
reduces
strain
on
the
electrical
grid
and
combats
climate
change
by
reducing
the
carbon
emissions
associated
with
the
buildings
in
which
we
live
and
work,
we
at
CCR
are
thrilled
to
support

energy
efficient

investment
act

a
driver
for
positive

comments
of
myself.
This
is
my
favorite
time
of
the
year,
and
this
is
my
least
favorite
time
of
the
year,
if
every
time
years,
that
it's
spring
and
and
what
I
like
to
call
the
the
promise
of
life
renewing
itself.
But
it's
also
a
time
when
all
the
foliage
is
down
and
you
can
see
all
the
garbage
that
is
everywhere
and
it
is
mortifying.
I
am
both
embarrassed
and
repulsed
at
the
amount
of
garbage
that
is
throughout
the
city,
but
especially
focused
in
the
council.

have
Liz

Talking
about
the
challenges
we
have
in
Oakland
I
spent
much
of
the
day
yesterday
and
Sunday
in
the
hilltop
communities
and
and
and
I
will
acknowledge
the
the
support
and
efforts
of
the
the
mayor's
office,
especially
Dan
Gilman,
but
it's
it's
almost
impossible
to
keep
up
with
the
amount
of
waste
that
is
generated
on
a
daily
basis.
We
go
in,
we
pull
out
tons
and
I'm,
not
exaggerating.

If
you
look
at
the
sides
of
the
streets
every
time
we
renew
our
our
licenses,
we
sign
an
agreement
that
we
don't
throw
anything
out
of
the
window
of
a
car
and
that
it's
a
$300
fine
if
we
do.
But
if
you
look
at
the
at
the
side,
roads,
whether
they
be
in
the
city
or
in
the
county,
they're
littered
with
debris
and
that's
all
coming
from
people
driving
through
those
neighborhoods
and
just
tossing
things
out
of
the
out
of
the
cars.
We
could
calls
constantly
about
illegal
dumping.

That
we
believe
is
largely
suburban
contractors
that
don't
want
to
follow
recycling
rules
that
come
in
in
the
middle
of
the
night.
They
find
alleyways
to
dump
their
commercial
waste.
It
takes
a
matter
of
seconds
for
them
to
do
it
and
they're
often
running,
and
then
we
deal
with
the
repercussions
for
weeks
to
come.
I
can't
tell
you
how
many
times
we've
had
alleyways
cleared
of
construction
debris
that
within
days
its
back
again
and
we're
getting
phone
calls
about
it
again.

When
I
came
into
office,
the
number
one
call
that
the
office
got
was
about
parking.
It's
still
up
there,
but
right
now
it
is.
It
has
been
superseded
by
waste
management,
regardless
of
how
you
define
that,
whether
it's
someone
who's
just
simply
not
managing
their
waste
properly,
someone
who's,
not
recycling
litter
in
the
streets.
Illegal
dumping
tires
it
is.

know:
I
ran
the
first
time.
I
ran
twelve
years
ago.
I
ran
on
a
campaign
of
safe,
clean
and
green
and
I
still
believe
in
those
principles.
I
still
believe
in
those
policies,
I
still
believe
in
those
practices.

our

approach,
our
frame
of
mind,
are
our
standards
by
which
we
conduct
ourselves
have
to
change
at
our
very
heart,
because
this
just
simply
can't
continue,
as
is
councilman.

clippings

weight

compromised

people
need

understand

effects

education

kept
up

code

disintegrate

owners

say
well

we
didn't
maintain
our
building
and
now
it's
falling
down,
and

we
don't
think
it's
historic
and

Think
most
of
us
in
the
different
neighborhoods
in
Pittsburgh
can
think
of
a
building
that
that
was
meaningful
to
everyone
that
was
lost
and
we've
lost
too
many
right.

Those
other
ones
are
gone
now
we
can't
get
them
back
and
so
I
think
as
the
decades
go
by.
We
need
to
be
more
and
more
aware
of
protecting
you
know.
Keeping
Pittsburgh
Pittsburgh
also
means
keeping
those
touchstones
keeping
those
landmarks,
keeping
the
identity
of
the
places
that
we
live
in
this
email,
I'd
like
to
read
just
a
little
bit
and
I.
Don't

didn't
get

in

the

mention

honestly
that
when
visitors
come
to
town,
this
writer
always
takes
them

gems
that
we
have

each

neighborhoods

it
was
in

foundation

preserving

some

us

be
at
the
table

taking

seriously

significant
part

makes
our
city
not
just
makes
our
city

said
before
it
means

self-respect
for
ourselves,

also

drawing
people
to
our
city.

places

go
in

United
States

look
exactly
the
same,

didn't
respect
themselves

their
own

history,

voting

preservation

the

structure

historic,
designation
and
yet
not
one
time,
not
one
bit
of
interest

that

that
property

think
that
what
we
need
to
do

and

talk
about
this.

the

changed
the
way

we
nominate
the
properties,

obviously
think

we

able

funding
plan
is
before
you
designate

these
developers
and
all
these
people,
and

historic
preservation

people
want

do

the
money

goes
into

sustaining

organizations

designate

group

funders
that

go
to
the
say.

are
some

properties
that
we
need
to
have
like
some,

some
help
with
and
for
us
we
had
CMU
students
and
a
CMU
student.
The
Friends
of
the
Old
Stone
tavern,
had
it
and
a
CMU
student
worked
with

professors
at
CMU
to
create
a
plan
for
the
Old
Stone
tavern,
which
is
absolutely
amazing,
but
it's
gonna
probably
take
about
five
to
ten
million
dollars,
and
so
just
putting
that
investment
in,
because
we've
managed
to
save
a
lot
of
structures
across
the
city
of
Pittsburgh
that
weren't
as
old.

what
does
it
valuable
and
didn't
have
as
much
history
as
the
Old,
Stone
tavern?
So
I?
Guess
we
prioritize
and
the
way
it
the
importance
to
us,
and
so
it
seems
to
me
that
there's
not
any
funding
or

interest

even
bringing
people
together
to
try
to
come
up
with
a
plan
to
save
the
Old
Stone
tavern.

if
we
don't
save
it
soon
it.
We

going
to
be
another
lost
structure,

oldest
building
in
the
city.

either
for
preservation

we're
not.

departments
