Thank
You
mr.
Roberts
we've
come
up
and
anyone
up
here
to
support
the
carbon
feet
and
dividends.
Council
will
remember
that
we
have
voted
for
this
will
of
council
before
and
in
the
intervening
years,
the
federal
government
has
again
failed
to
act
come
on
over
for
the
camera.
You
gotta
stand
right
up
there.
You
go
thank
you
and,
as
we've
seen
by
demonstrations
in
the
streets,
support
from
our
school
and
age
and
college
age
generations,
especially
it's
time
to
act,
and
so
we're
here
again
today
to
support
the
carbon
fee
and
dividend
that
mr.
D
Roberts
has
been
supporting
now
for
years
and
we
hope
to
finally
see
action.
So,
whereas
climate
change
poses
a
serious
threat
to
the
environment,
public
health
and
economy
of
the
city
of
Pittsburgh,
whereas
the
city
of
Pittsburgh
is
committed
to
protecting
its
citizens
from
the
effects
of
climate
change
in
air
pollution,
whereas
as
a
result
of
climate
change,
the
Northeast
region
of
the
United
States
is
experiencing
warmer
temperatures
and
an
increase
in
the
frequency
and
intensity
of
extreme
and
dangerous
rainfall.
Events
resulting
in
increased
flooding
and
landslides,
which
threaten
the
essential
infrastructure.
D
Climate
Lobby
is
attached
here
to
as
Exhibit
A,
where,
as
the
energy
innovation
in
carbon
dividend,
Act
of
2019
imposes
an
annual
lead,
rising
national
carbon
fee
on
fossil
fuels,
assessed
at
the
source
of
production,
and/or
import
based
on
the
amount
of
co2
the
fuel
will
emit
when
burned
the
energy,
innovation
and
carbon
dividend.
Act
of
2019
protects
us
workers
and
industries
by
assessing
a

D
E
Thank
You
Councilwoman
growth's,
and
thank
you
to
members
of
council
who
have
signed
on
to
endorsing
this
bill.
This
is
going
to
be
the
best
first
step,
not
the
last
step,
but
the
definitely
the
best
first
step
to
reducing
climate
change,
causing
pollution
and
making
sure
that
the
citizens
of
Pittsburgh
are
protected
at
the
same
time.
So
thank
you
again
for
spunk
co-sponsoring
and
signing
on
to
this
will
of
council.
Thank
you.
H
G
Is
no
October's
domestic
violence
awareness
month
and
Reverend
Burgess
isn't
here
at
the
moment,
I'm
sure
he's
back
in
his
office
listening
like
he
always
does,
but
I
just
want
to
say
that
while
ago
he
worked
on
some
legislation,
the
Maryland
Authority
assessment
to
do
what
we
can
to
reduce
domestic
violence
within
the
city
of
Pittsburgh
and
what
they've
had
great
success
and
our
law
department
working
with
the
women's
groups
and
others
good
morning.
G
These
are
some
very
busy
people.
I
will
say
that
have
really
made
a
and
made
a
dramatic
difference
in
the
city
of
Pittsburgh,
and
we
want
to
thank
them
and
acknowledge
them
a
lot
of
times.
We
acknowledge
the
groups,
but
we
only
acknowledge
our
officers
they're
actually
out
there
doing
the
work
now
to
do
their
best
to
reduce
domestic
violence
and
we'll
have
all
the
council
come
up
when
it's
when
it's
time.
Okay
have
to
clean
my
glasses.
B
G
Is
there
any
other
partnership
with
mentioned?
I
wanna
make
sure
we
mentioned
all
your
partners
itself,
but
you
can
do
that
when
you
come
up
in
the
Hillman
foundation
and
you
can,
you
can
acknowledge
it
more
when
you
come
up
I
apologize
in
cooperation
with
the
advocates
at
the
Women's,
Center
and
shelter
of
Greater
Pittsburgh.
The
new.
G
The
new
unit
will
increase
Pittsburgh
police
resources
in
support
of
victims
of
domestic
crimes,
including
those
who
are
victim
witnesses
in
criminal
cases
and
those
who
file
for
protection
from
abuse
relief
and
whereas,
with
additional
resources,
the
Pittsburgh
Police
will
be
in
a
better
position
to
establish
and
maintain
the
safety
of
the
victim
and
provide
appropriate
legal
consequences
to
the
abuser.
And
whereas
warning
signs
that
friends,
family
members
and
co-workers
can
look
for
it.
G
The
victim
tries
to
explain
and
now
therefore,
be
it
resolved
that
the
council,
the
city
of
Pittsburgh,
does
hereby
commend
the
Pittsburgh
Bureau
of
police
domestic
violence
unit
for
their
work
in
protecting
and
helping
victims
and
be
a
further
resolved
that
the
Council
of
the
city
of
Pittsburgh
does
hereby
declare
Tuesday
October
22nd
2019
to
be
Domestic.
Violence
Unit
day
in
the
city
of
Pittsburgh
may.
G
G
F
Because
they're
the
ones
to
do
all
the
work,
but
we're
appreciative
that
you
guys
recognized
us
today,
I'm
assistant,
chief,
Bickerstaff
and
I'm
in
charge
of
the
investigations
Bureau
and
we're
so
happy
the
Nina
ball.
When
Fisher
foundation
gave
us
five
hundred
thousand
dollars,
we
have
some
great
comprehensive
policies.
F
Every
police
officer
officer
on
the
Bureau
of
police
is
a
domestic
violence
specialist,
but
this
will
give
us
more
resources,
of
course,
to
do
better
things
to
do
great
data
collection
for
our
PFA
s
and
also
to
work
collaboratively
with
our
great
partners,
the
Women's
Center
in
shelters.
So
thanks
once
again
and
I'd
like
to
bring
Tory
up
because
Tory
Mitchell
Sergeant
Mitchell
has
been
doing
a
yeoman
job,
putting
this
all
together,
Dona
woman's
job.
Thank
you
so
much
for
correcting
me
all
right,
I.
J
Am
sergeant
Orianna,
Mitchell
and
I
was
selected
by
assistant
chief
Bickerstaff
and
commander
Victor
Joseph
to
lead
the
newly
founded
Domestic
Violence
Unit,
and
it's
both
honor
and
a
privilege
to
work
with
the
team
of
detectives
that
I
do
to
render
assistance
to
our
victims
of
domestic
violence
and
they're
in
the
Hillman
foundation.
So
thank
you.
G
I
know
that
my
colleagues
want
to
say
a
few
words
and
I
do
want
to
say
that
a
lot
of
this
work
started
with
the
Women's
Center
and
shelter
years
ago,
and
we
worked
with,
of
course,
all
of
Council
members.
But
we
also
worked
with
Lynette
Letterman
in
Cory
O'connor's
office,
councilman
O'connor's
office
and
myself,
and
a
previous
person
from
personnel
who's.
Now
working
in
Maryland,
actually.
D
For
the
work
you
do
every
day,
I
mean
I've
had
an
incident
with
a
constituent
of
my
district
and
she
was
so
happy
to
be
able
to
have
the
response
that
she
had
from
the
our
Police
Department
as
a
victim
of
really
hospitalized
four
weeks
after
the
incident
very
violent
incident,
and
we
know
that
we
can
count
on
our
city
of
police
to
be
partners
and
so
I
really
respect,
because
we're
really
far
ahead
of
other
cities
in
this
aspect,
and
it's
due
to
your
leadership.
So
thank
you
all
I.
C
Just
want
to
thank
you
and
I.
Don't
think
you
know
how
precious
you
are
to
women
out
there.
I
was
a
child
in
domestic
violence,
watching
what
happened
to
my
mother
and
she.
If
she
only
had
you
today,
I
mean
she
wouldn't
have
went
through
what
she
went
through.
I
want
to
say:
God
bless
you
all
and
thank
you.
C
G
G
But
our
Police
Department
is
really
changing
in
a
lot
of
ways
and
I
think
sometimes
people
are
ready
for
it
and
sometimes
people
you
know
not
so
much,
but
I
think
that
they're
making
some
great
strides
in
a
lot
of
areas-
and
this
as
you've
mentioned,
is
absolutely
one
of
them.
Reverend
Burgess.
Do
you
want
to
say
a
few
words,
because
this
is
really
something
that
started
under
your
legislation.
So.
K
It
takes
all
of
us.
We're
proud
of
our
social
service
agencies
were
proud
of
our
city,
we're
tired,
we're
proud
of
the
other
Borough
Police
and
their
activities,
but
really
the
make
our
city
safer.
It
really
takes
a
combined
effort
of
all
of
us
working
together,
so
I'm
glad
to
have
played
some
small
part
of
all
of
the
things
that
I
have
helped
to
bring
to
Pittsburg.
This
program
is
the
thing
I
am
the
most
proud
of
I,
don't
always
say
that,
but
of
all
of
them
of
the
things
that
we've
been
able
to
do.
K
G
But
I
do
want
to
say
that
domestic
violence
affects
a
lot
of
people.
As
we
all
know,
it
doesn't
only
affect
the
abuser
in
horrific
ways.
It
also
affects
you
have
anyone
in
the
household
children,
family
members,
but
it
also
affects
our
police
officers,
as
you
recall,
and
for
on
April
4th.
We
lost
three
officers.
L
Yes,
Councilwoman
kills
me
first
yeah
I
want
to
thank
you
all
for
the
work
that
you
do.
You
know
and
Councilwoman
killed
Smith
just
hit
the
nail
on
the
head
for
me,
because
domestic
violence
leads
into
other
violence
and,
as
commander
Joseph
knows
my
brother,
al
who's,
the
police
chief
of
Canonsburg,
gets
started
with
a
domestic
violence
call
and
his
officer
was
ambushed
and
killed
that
day.
So
so
you
know
a
lot
of
bad
comes
out
of
our
domestic
violence.
L
The
scariest
cause
of
domestic
violence
called
because
people
most
times
they're,
not
in
the
right
state
of
mind
and
they're
enraged,
with
fury
drunk
whatever
you
might
call
it,
but
you
never
know
what
you're
walking
into
out
there
and
just
to
have
that
training
and
to
see
what
you
do
out
there
and
the
frontline
is
fantastic
and
I
hope,
I,
hope
and
I
think
trains
our
officers
better
and
going
into
those
sometimes
touchy
situations.
So,
thanks
for
what
you
do,
thank.
G
I
G
We
just
want
to
say
if
it's
an
emergency
situation
always
call
9-1-1
when
in
doubt
call
9-1-1,
but
there
are
also
times
where
you
could
call
other
resources
and
to
get
help
to
prevent
some
of
the
calls
that
you
do
to
911.
And
so
we
want
to
give
that
number
out
for
the
women's
center
and
shelter.
You
want
to
give
that
if.
M
I
B
Motion
passes.
Thank
you
very
much.
That
concludes
the
proclamation
portion
of
the
council
meeting
and
takes
us
into
public
comment.
Anyone
here
wishing
this
news
before
City
Council,
of
course,
will
have
three
minutes
in
which
agree.
So
I
would
like
to
remind
everyone
here
that
our
rules
of
council
are
clear
when
they
state
that
comment
is
limited.
The
matters
of
concern
official
action
or
deliberation
which
are
at
this
time
or
could
at
another
time,
come
before
this
council.
We
do
not
permit
profanity,
we
will
maintain
order
at
all
times.
B
We
ask
that
you
would
please
begin
by
giving
your
name
in
the
neighborhood
in
which
you
reside
for
our
public
record.
The
green
light
will
indicate
the
start
of
your
three
minutes.
When
the
yellow
light
comes
on.
You
will
have
one
minute
to
summarize
your
thoughts
when
the
red
light
comes
on,
your
time
will
have
expired.
May
we
have
our
first
speaker
please
good
morning,
welcome.
N
Remzi
I'm
here
because
years
ago,
I
wrote
up
an
idea
and
I
did
it
to
help
a
boss.
He
was
complaining
about
how
bad
business
was.
I
worked
at
Hoffman's
and
I,
witness
Richard
Simmons,
giving
away
$5,000.
He
used
these
big
jars
about
this
size,
which
contained
a
thousand
dollar
bills
each
and
he
gave
him
to
five
people
and
that
drew
in
about
three
thousand
people
at
the
century.
3
Mall
and
from
that
I
wrote
be
lucky
winner
of
$5,000
I
took
this
to
my
boss.
N
I
gave
it
to
him
and
he
said
mommy
make
it
10,000
and
make
a
credit.
So
I
quoted
be
a
lucky
winner
in
our
$10,000
shopping
spree,
and
then
he
asked
me
Melanie.
How
are
you
going
to
divide
this
up?
Are
you
giving
it
to
one
or
two
ten
people
and
I
use,
Jonathan,
Maynard,
Keynes
economics
and
I,
told
him
ten
and
I
quoted
be
one
of
ten
lucky
winners
and
our
$10,000
shopping
spree.
This
was
published
22
times.
N
Unfortunately,
I
was
fired.
The
second
time
it
was
published,
I
have
documentation
and
my
recommendation
is
I
can't
say
Coffman's
but
I
can
say:
Macy's
I
asked
God
for
wisdom.
He
gave
me
12
ideas
and
they're
all
written
out.
He
told
me
the
12
days
of
Christmas
and
I
wrote
it
everything
out
and
I'd
like
to
give
this
to
the
mayor
and
he
can
give
caught
and
make
copies
and
give
it
to
the
council.
People
you're.
N
B
N
Don't
want
other
cities
to
suffer
what
Pittsburgh
went
through
we
lost.
We
went
from
about
four
hundred
and
thirty
thousand
people
to
a
hundred
and
ten
thousand
that's
a
lot
to
lose.
You
know
and
I
don't
want
another
city
you
through
this
so
I'm
taking
I'm
doing
my
chair
and
I'm,
asking
the
councilman
and
the
mayor
to
do
their
share
and
work
with
me
and
work
with
the
company
so
that
they
don't
go
under
there's
a
hundred
and
thirty
thousand
employees
of
Macy's.

City

there
was
only

Why
is
that?
In
2015,
during
public

I
proposed

for

for

did
answer
that
question
and
in
2018
I
condemned
Roman,
Catholic
priests
who
have
sexually
abused
our
children.
None
of
you
have
ever
said
anything
publicly.
No
will
of
council
know
nothing
about
this.
H
I
view
this
as
extraordinarily
reprehensible
I
condemn
you
and
condemn
this
in
action
on
this
when,
at
the
same
time
you
say,
domestic
violence
is
wrong.
You
say
that
that
we
are
favor
of
our
children
and
what
do
you
do?
Roman
Catholics.
Do
this
atheists
do
not
do
this
religionists
do
this
to
our
children,
but
atheists
do
not
yet
you
never
have
an
atheist
in
here,
never
a
proclamation.
There
are
something
wrong
with
you.
People.
O
Morning,
mr.
president,
my
name
is
les
Ludwig
I
live
in
Squirrel,
Hill
and
I'm
here
to
tell
you
that
I
changed
my
registration.
Why?
Because,
as
an
independent
I
can't
really
participate
at
every
level
of
voting,
and
we
all
know
how
important
some
forthcoming
elections
are
going
to
be,
I,
don't
have
to
explain
so.
O
Now
it's
time
that
we
make
a
difference
and
I'm
here
to
make
it
I've
shown
you
the
bar
graph
of
the
number
of
people
who
are
not
paying
taxes
and
that
the
money
flow.
If
you
take
the
payroll
and
dress
it
down
to
the
tax
level,
is
in
the
trillions,
the
money
is
there
and
I
as
a
candidate
will
bring
it
to
you
short
of
the
Republican
Party
standing
in
the
way
for
a
novel
change.
O
O
P
My
name
is
Yvonne
Aslam
and
I.
Do
I'm
telling
you
every
time
he
says
good
morning,
just
a
claw
in
my
throat
because
he
treats
me
like
a
dog
see
he
starts
off
good
morning.
You
think
that
he's
gonna
cheat
me
right,
but
I
wanted
the
first
thing.
Mrs.
LaBelle
really
learn
coming
down
bathroom.
There's
two
large
signs.
One
says
to
go:
3
376
another
one
they're
back
over
on
the
fence.

Remember
he
retired
I
really
liked
him.
He
witnessed
some
of
the
and
some
of
the
abuse
I
suffered
in
here.
He
witnessed
one
time:
I
clap
because
they
said
homeless
was
not
a
crime
and
the
sergeant
armed
ran
over
and
told
me
don't
clap
I
went
to
Harold
I
said
you
see
now.
P
I
can't
even
clap
in
here,
but
listen
I
really
want
you
to
understand,
because
I've
been
praying
because
you've
got
to
understand
why
I'm
coming
down
here
I
want
my
children,
my
grandchildren,
who
is
our
future.
You
understand
they're
five
to
six
I
got
18
16
14
they're
our
future.
That's
why
I
bring
them
here.
That's
why
I
try
them
to
come
to
you.
Citizens
sit
the
city,
but
when
I
went
to
the
to
choose,
I
went
to
two
reporters
and
then
other
people
in
the
community.
P
I
said
you
know
what
Burgess
said
that
my
children,
grandchildren
was
not
the
place
in
time
and
the
reporter
of
memory
said
you
never
miss
brown.
You
told
on
him
with
the
URA,
but
I
also
said
he
should
not
be
called
Reverend.
This
is
part
of
the
problem
that
I
had
with
him
March
the
2nd
of
2009
I
wrote
to
mr.
George
Specter.
He
was
our
attorney
mr.
Specter.
This
letter
is
to
follow
up
on
the
conversation
that
I
had
in
the
hallway
outside
of
city
council
chambers
in
October
2008.
It
could
have
been
later.

Q
All
of
you
are
pronouncing
this
town
incorrectly
because
you're
pronouncing
it
the
German
way
it
should
be
pronounced.
Pitts
borough,
B,
eurgh
borough
as
the
Scottish
name
for
town
burg.
The
urg
is
the
German
name
for
tone,
although
you
all
speak
the
British
language,
but
you're
pronouncing
this
tone,
the
wrong
way.
Look
at
the
spelling
on
it.
It's
not
spelt
B
urg,
it's
belt
with
the
end
of
B
eurgh,
and
you
should
be
pronouncing
it
that
way
as
pets
borough,
William
Pitt
was
in
our
hometown
in
1750.
Q
Q
There
is
also
a
second
town
north
of
here
60
miles
north,
which
is
pronounced
as
Eden
borough.
Bo
are:
oh,
that's
another
town
that
should
be
pronounced,
Eden
borough
be
eurgh.
If
you
look
at
Scotland
you'll
see
that
the
capital
city
is
Eden
borough,
the
pronunciation
you're
all
doing
pronunciations
incorrect
when
you're
speaking
the
British
language.
That's
why
I
came
in
here
to
let
you
know
I
have
spoken
to
so
many
people
on
the
TV
and
all
the
people
on
the
TV
are
pronouncing
things
the
incorrect
way.
They
should
be
pronouncing.

Just
briefly
want
to
talk
about
the
railing
in

of
the

in

of
Langley.
It's
we
have
been
working.
Domi

working
with

the
leadership
at
Langley

Member
of

realized
that
there's
a
lot
of
things
that
need

happen.
We
became

versus
high

There
was
never
a
any
evaluation
of
the
streets
to
make
it
safe
for
the
kids.
G
So
between
that
and
then
some
of
the
kids
that
like
to
bike,
approached
us,
so
we
were
working
on
the
entire
corridor
on
short
us
Avenue

on
Sheridan
in
Sherwood
Boulevard
to
address
the
safety
and
the
students

and
the

in

around
that
entire
area.
But
we
also,
as
you
know
a
couple
weeks
ago,
we
submitted
for
a
grant
for
short
years,
Avenue

for
the

that
we've

as
an
historic
structure.
Then,
tomorrow
afternoon,
at
1:30
council
will
also
be
holding
a
cablecast
public
hearing
on
Bill's,
1951
and
1952
as
they
relate
to
the
Carnegie
Mellon
University
institutional
master
plan.
B
B
council
members
will
meet
for
an
executive
session
on
litigation
issues
and
on
Monday
October
28th
at
1:30
counsel
will
again
become
hosting
a
cablecast
public
hearing,
as
it
relates
to
bill
2180
2181
as
they
relate
to
Enright
parklet,
even
with
the
additional
strain
on
tomorrow
and
our
city
services
in
our
Public
Safety,
Department
I
think
our
meetings
are
scheduled
in
a
timely
way,
in
that
we
should
be
just
fine
being
able
to
meet
our
obligations.
So
with
that,
if
there's
nothing
further
from
members,
they
have
a
motion.
