hearings
will

and
pwc
and
allegheny
county
sanitary

and
I
know
councilwoman
gross
chairs
the
elkasian

and
I
believe
I
think
that's
councilman

The
cheers

that
cheers

A
Thank
you
as
we
join
from
our
remote
locations.
Please
join
me
for
the
pledge
of
allegiance
and
remain
for
a
moment
of
silence.
Afterwards,
I
pledge
allegiance
to
the
flag
of
the
united
states
of
america
and
to
the
republic
for
which
it
stands.
One
nation,
under
god,
indivisible
with
liberty
and
justice
for.
A
I
don't
see
any
proclamation,
I
don't
have
any
correct,
okay
and
so
then
we'll
move
on
to
our
next
order
of
business,
which
is
public
comment.
I
would
like
to
remind
everyone:
the
rules
of
council
state
that
comments
are
limited
to
matters
of
concern,
official
actions
or
deliberations
which
are
or
maybe
before,
city
council
may.
We
have
the
first
speaker,
please
and
I
have
ikohana
hal.
A
H
H
Thank
you
for
letting
me
speak
today,
my
name's
matt.
I
live
in
troy
hill
and
I
wanted
to
encourage
the
folks
on
city
council
to
think
serious
about
the
budget
that
you're
looking
at.
I
don't
think
this
is
a
very
good
budget.
I
think
that
you
have
seen
a
city
that
has
been
protesting
for
months
to
say
that
we
need
to
defund
the
police.
We
need
to
actually
look
at
using
money
to
take
care
of
the
people
who
live
in
pittsburgh.
H
You're
you're
governing
a
city
where
you
know
we're
in
the
middle
of
a
pandemic,
where
dozens
of
people
are
facing
eviction
every
single
day
where
you
know
historic
amounts
of
people
are
facing
unemployment
unability
to
put
food
on
the
table,
and
this
budget
proposes
that
the
fix
to
that
is
to
cut
every
single
thing
except
the
police.
This
budget
says
that
our
priority,
above
all
else,
is
ignoring
the
voices
of
our
community.
H
Ignoring
the
people
who've
been
protesting,
the
street,
ignoring
the
thousands
of
people
who've
been
calling
and
emailing
every
single
one
of
you
for
months
and
instead
we're
gonna
make
sure
that
the
thing
that
we're
gonna
do
is
protect.
The
people
who
are
gonna
put
those
folks
in
jail
for
being
too
poor.
H
Put
those
folks
in
jail
for
get,
you
know,
being
evicted
and
having
nowhere
to
go
living
on
the
street,
and
or
you
know,
this
is
just
not
actually
a
way
to
keep
people
safer,
and
so
the
counter
argument
to
like
that
we
should
defund
the
police
is
that
we're
going
to
keep
people
safer,
but
when
we're
cutting
ambulance
services
in
a
pandemic,
we're
not
prioritizing
keeping
people
safe
when
we're
cutting
services
for
fire
fight
for
firefighters
in
a
pandemic,
we're
not
prioritizing
keeping
people
safer
and
we're
proposing
a
25
cut
to
the
department
that
is
charged
with
enforcing
paid
sick
days
in
a
pandemic.
B
I
Thank
you,
everybody
for
making
time
for
a
public
comment,
and
it's
good
to
see
everyone
in
the
meeting.
I
I
This
is
a
good
time
to
look
at
some
of
the
ways
that
the
police
have
way
too
much
money
and
diminish
that
significantly
and
they've
got
guys
on
horses.
They've
got
big
sticks
and
they've
got
pepper
spray
and
all
the
tools
they
need
to
do.
Unlimited
war
crimes-
and
you
know
un
unconscionable
things
and
and
yet
they've
got
a
pretty
stable
funding.
I
Meanwhile,
we're
cutting
transit
by
almost
30
percent
in
this
budget,
and
that
leaves
people
unable
to
access
services
that
leaves
people
less
safe
and
I'm
concerned
about
the
housing
issue
as
well.
I
I
know
we
have
a
lot
of
unused
homes
in
pittsburgh
that
we've
had
this
whole
issue
of
what
to
do
with
these
these
these
properties-
and
this
is
a
time
when
people
are
being
made
homeless
by
evictions
that
are
being
processed
now
and
also
by
the
end,
to
the
eviction
moratorium,
which
is
coming
up,
which
is
going
to
make
that
even
more
of
a
crisis.
So
I
think
those
are
the
kind
of
areas
where
we
should
be
prioritizing
some
of
this.
I
Some
of
this
funding
and
not
not
going
to
the
police
who
already
have
all
the
toys
they
could
imagine-
and
I
said,
transit
and
the
other
thing
that
I
think
funding
could
go
toward
is
possibly
toward
the
public
defender.
I
So
if
we
want
to
keep
people
out
of
jail,
we're
in
jail,
they're
catching
kovid
like
crazy,
because
the
conditions
are
just
not
safe
there,
that's
true
of
jails.
All
across
the
country,
but
in
allegheny
county
too,
then
we
should
be
funding
the
public
defender
to
help
people
not
be
in
jail
unnecessarily.
I
So
so
those
are
those
the
main
things
that
I
wanted
to
mention
and
yeah
we
don't.
We
don't
need
to
be
funding
the
police,
with
with
the
vast
amounts
that
they're
getting
right
now,
and
I
also
wanted
to
point
out
pennsylvania
house
bill
2602,
which
is
about
the
police
union
contracts.
It
makes
it
so
that
their
union
contract
is
like
my
union
contract
and
it
doesn't
defend
them
from
things
like
murder.
I
Allegations
makes
it
a
normal
union
contract,
and
that
is
something
that
I
think
in
your
capacity
as
people
who
have
some
connections
in
pennsylvania
politics,
you
could
talk
about
a
little
more
emphasize
2602.
That's
all.
A
Thank
you
have
a
good
day,
ashley
wilkinson
hi.
G
Good
morning,
I'm
not
sure
that
this
is
really
the
place
for
public
comment,
but
I
wanted
to
call
in
this
morning.
I
am
an
attorney
with
clark
hill.
We
represent
the
pittsburgh
diocese
and
I
wanted
to
ensure
that
the
council
members
are
aware
of
the
temporary
restraining
order
that
was
issued
this
morning
by
the
western
district
of
pennsylvania,
with
respect
to
injury
of
a
vote
on
the
passing
of
legislation

as

historic
structure.
A
Thank
you
and
I
just
will
tell
you
that
we
are
aware
we
did
receive
something
today.
Well,
most
of
us.
I
don't
know
if
everybody
read
it.
Our
next
order
of
business
is

Oh

let
me

make
sure
I
make
sure
that.

I,
for
one,
am
tired
of
seeing
their
things
come
in
front
of
us.
Their
nominations
come
in
front
of
us
not
because
I'm
not
for
historic
preservation
but
they're
laden
with
controversy
and
threats
of
lawsuits.
It
seems
like
you
know.
This
is
not
something
I
feel
should
be
on
our
desk.
Whether
the
mission
needs
to
straighten
these
things
out
before
it
gets
to
our
desk.
Before
we
go
back
and
forth,
and
you
know
what
for
me
it's
as
much
the
time
going
back
and
forth
with
other
members.
Are
you
going
to
be
afforded
you're?
F
Not
I
try
to
respect
the
council
people's
wishes
in
their
district.
It
doesn't
always
work
out
that
way,
but
but
I'm
tired
of
it.
I
really
am
so
and
on
top
of
that
200
ross
street,
when
we
took
a
vote
on
that
a
couple
weeks
ago,
I
had
a
simple
question:
okay,
what
does
it
mean
to
a
developer
as
far
as
restrictions
go
reached
out
to
their
office?
No
response?
F
Okay,
how
do
they
expect
us
to
vote
on
something
when
I
can't
get
an
answer
to
a
simple
question,
so
I'm
just
gonna
say
this
from
here
on
out.
You
know
these
ones
that
are
brought
up
today.
I
will
vote
on.
I
voted
on
and
the
the
other
one
that's
pending
I
will
vote
on,
but
from
here
on
out
I'm
abstaining,
fair
notice
to
all
other
council
members.
F
I
will
not
vote
on
any
historic
commission
until
I
have
my
post
agenda,
which
I
plan
to
have,
but
now
that
we're
in
budget
season,
I'm
gonna
wait
until
after
the
first
of
the
year
at
that
post
agenda,
I'm
gonna
have
arthur
ziegler.
I've
been
talking
to
him
regularly
about
what
we
do
right
and
what
we
do
wrong,
but
one
thing's
for
sure.
F
A
D
Just
briefly
to
respond
to
councilman
coghill,
putting
this
most
recent
issue
that
we're
facing
with
now
aside,
I
actually
don't
think,
and
we
can
get
into
it
at
the
post
agenda,
but
I
actually
don't
think
the
issue
is
with
the
hrc.
The
issue
is
the
is
on
the
front
end
of
how
we
choose
what
we
nominate
to
actually
become
historic.
D
F
No,
I
understand
yep,
that's
that's
good
and,
I
hope
you'll
attend.
I
look
forward
to
those
conversations
because
either
way
it
just
needs
to
be
curtailed.
A
Seeing
them
can
I
have
a
motion
to
excuse
the
absent
members.
Well,
there
are
none
motion
to
approve
the
minutes
and
to
adjourn
the
meeting,
so
moved
meetings
adjourned
be
safe.
