A
A
B
Okay,
great
good
afternoon,
everyone
and
welcome
to
pittsburgh
city
council's
public
hearing
for
today,
wednesday
september,
23rd
2020
as
it
relates
to
bill
645
for
the
record.
We
have
been
joined
by
council
president
teresa
kell
smith
and
madam
clerk.
Would
you
please
read
the
purpose
of
bill
645.
B
Good.
Thank
you,
madam
clerk.
We
are
also
joined
by
our
excuse
me
from
city
planning
or
excuse
me,
our
historic,
planner,
sarah
quinn
good
afternoon,
sarah
thanks
for
being
here.
D
B
Hi,
are
you
gonna
walk
us
through
the
nomination?
Please.
B
I
was
the
nominator
on
this.
This
means
a
lot
to
me.
It
really
you
know
that
already
how
much
this
means
to
me,
and
so
let
me
just
start
by
saying
how
much
I
appreciate
all
of
your
help
and
support.
I
think
this
was
about
a
year
and
a
half
or
so
process
from
the
time
we
first
started
talking
about
it,
but
you
put
so
much
time
and
effort
and
energy
into
making
this
happen,
and
I
just
I
want
to
start
the
meeting
by
saying
how
much
I
appreciate
what
you've
done.
B
D
A
E
D
The
blessed
mother
shrine
is
located
off
of
wakefield
street
and
it's
located
in
the
south
oakland
neighborhood
of
the
city.
D
It's
in
the
southernmost
section
of
south
oakland
in
the
south
poland
park
in
the
city.
Obviously
now
I've
noticed
the
fact
that
this
this
this
landmark
consists
of
about
10
parcels
that
are
all
owned
by
the
city.
Okay,
no,
there
is
one
parcel
within
the
middle
of
these
that
is
not
owned
by
the
city.
It
is
owned
by
the
catholic
diocese
that
is
not
included
in
the
nomination,
so
just
to
make
that
clear,
only
city
property
is
included
in
the
nomination.
At
this
time
the
the
the
29c
22
is
omitted
from
the
nomination.
D
The
shrine
of
the
blessed
mother
occupies
a
small,
roughly
rectangular
piece
of
land
on
a
northwest
by
southeast
access.
Sole
access
to
the
site
lies
at
the
bottom
of
wakefield
street,
the
belgian
block
cobblestone
street,
extending
from
ward
street.
So
here's
the
belgian
block
street
here's
two
red
two
residences
and
then
a
s
like
a
sidewalk
and
then
a
brick,
sidewalk
and
then
down
here
at
the
bottom
is
a
spring.
D
And
then
the
parkway
is
right
here.
So
you
can
see
the
the
proximity
of
everything
but
along
the
path.
D
D
In
terms
of
the
blessed
mother
along
this
sidewalk,
there
are
various
things
have
been
installed
by
folks
in
the
neighborhood
and
folks
that
support
the
shrine
itself,
including
you
know,
a
row
of
wooden
benches
that
are
in
there
that
obstruct
a
portion
of
the
path
opposite,
the
roast
it's
an
altar,
a
shrine
to
jesus
and
the
queen
of
peace
shrine
the
altar
sits
on
a
regular
rectangular,
concrete
pad.
D
As
I
said,
it
sits
on
a
regular
rectangular,
concrete
pad
accessed
by
a
small,
concrete
walkway
surrounded
by
various
types
of
planted,
flowers
off
the
main
brick
half
the
altar
is
comprised
of
a
marble
top
supported
by
two
rectangular
pillars,
which,
on
which
the
letters
say,
greek
letters.
A
alpha
and
omega
hang
right
there.
There
is
a
pink
wooden
yard
shrine
between
the
altar
and
the
queen
of
peace,
shrine.
It
houses
a
picture
of
jesus
flanked
by
angels
that
sit
over
the
prayer
cards.
D
And
then
this
is
this:
this
is
a
photograph
of
the
main
statue
that
was
erected
in
1956
and
then
next
to
it,
there's
mary
there's
the
back
of
it
and
then
here's
a
plaque
that
includes
the
names
of
all
the
of
many
of
the
contributors
I
have
in
your
staff
report
and
nomination,
that's
posted
on
our
website.
We
have
the
list
of
all
those
names
included,
so
I'm
sure
you
guys
will
probably
recognize
some
of
those
folks.
D
But
past
this
plaque,
the
brick
walkway
curves
to
the
left
sort
of
following
the
curve
of
the
hillside,
there's
the
black
a
little
bit
more
clearly.
D
And
this
leads
down
to
you
know.
It
says
the
path
continues
to
ultimately
terminate
at
the
natural
spring
that
emanates
from
the
cliffside.
These
statues
are
virgin
mary
one
kneeling,
one
standing
and
a
statue
of
joseph
kneeling
are
grouped
around
several
plantings
served
as
a
marker.
So
that's
this
right
here.
D
D
D
The
earliest
report
is
that
the
shrine's
creation
can
be
traced
to
pits
to
a
pittsburgh
sun
telegraph
article
from
september
1956,
that
identified
a
woman
named
anna
scibak,
who
was
from
ambridge
as
founded
the
shrine
to
honor
her
army
infantry
son,
paul
zeibach,
who
died
while
fighting
in
saipan
in
1944.
D
Now,
apparently,
miss
tomah
used
to
live
on
wakefield
street
and
her
house
was
raised
for
the
construction
of
the
parkway,
but
she
maintained
ownership
over
a
small
part
of
the
parcel,
and
that's
where
the
parcel
of
the
shrine
is
located
on
her
piece
of
what
was
left.
According
to
the
sun
telegraph
article,
it
was
anna
cibac,
sophia
toma
and
their
friend,
mary
sun
yoga
and
her
son
steve
clear
the
lot
and
erected
the
statue
differing
accounts
of
thomas
motivations
for
creating
the
shrine
exists
like
anna
cybox,
divine
vision.
D
Tomah
had
instructed
mary
again
appeared
to
tome
and
instructed
her
to
move
to
its
current
location.
There's
a
gentleman
named
philip
maraway,
who
was
created,
who
was
credited
with
working
on
this,
as
he
was
a
steel
worker
at
the
nearby
j
l
plant
along
the
monongahela
and
would
walk
this
way
pass.
This
way
on
his
way
home
from
work
every
day
and
supposedly
he
was
walking
home
and
there
was
a
light
from
back.
There
beckoning
him
to
the
hillside
and
that's
where
the
shrine
was
built.
G
D
What
the
story
is,
interestingly
enough,
and
I
think
this
is
really
key
to.
D
Folks
have
been
a
little
bit
nervous
about
this
is
in
the
early
2000s,
the
shrine's
continued
existence
came
under
threat
as
the
pennsylvania
turnpike
commission's
plans
for
the
one
fayette
expressway
proposed
moving
much
of
the
cliff's
side,
including
the
site
of
the
shrine
plans
to
extend
the
expressway
into
downtown
pittsburgh.
We're
ultimately
abandoned
okay,
so
I
think
I
think
the
interesting
thing
about
this.
D
D
How
how
can
this
be
a
historic
structure
if
it's
not
a
structure?
Well,
it
is
it's.
It's
considered
a
traditional
site,
traditional
cultural
site,
it's
something
that
is
fairly
commonly
identified.
You
know
in
the
archaeology,
where
you
it's
it's
the
site
of
a
cultural,
a
repetitive,
culturally
important
activity,
but
doesn't
necessarily
have
architecture
or
artifacts
remaining
in
the
same
way
where
you
would
see
for
historic
building
kind
of
like
a
native
american
religious
site.
I
guess
would
be
a
good
way
to
explain
it.
D
You
know
in
the
nomination
they
did
a
pretty
good
job
of
describing
it.
They
said
the
shrine
of
a
blessed
mother
is
a
unique
representation
of
laid
catholic
religious
devotion
in
pittsburgh,
founded
and
maintained
by
a
community
from
differing
cultural
backgrounds
who
have
established
routine
practices.
Centered
on
the
shrine.
Excuse
me
about
the
drink.
D
And
you
know,
as
I
said
as
of
note
today
and
at
no
point
in
the
shrine's
history,
has
the
shrine
of
the
blessed
mother
been
considered
an
official
quote-unquote
shrine
by
the
catholic
church.
It
remains
as
its
founding
as
an
expression
of
faith,
belief
and
devotion
to
lay
catholics
throughout
the
region
in
aggregate
the
stories
that
recount
the
shrine's
creation
provide
insight
into
who
initially
comprised
the
founding
members
of
the
community.
D
Phillip
mayor,
phillip
maraway
was
the
maronite
lebanese
catholic
and
asylum
was
a
catholic
concerning
connects
back
to
eastern
europe
and
sofia.
Toma
was
an
italian
catholic
and
all
had
very
different
cultural
origins,
but
were
brought
together
for
the
common
devotion
in
this
location
of
the
shrine.
D
Commissioners
stated
that
the
the
shrine
and
its
layout
reminded
her
of
several
that
she
saw
as
she
biked
through
spain,
but
architecturally.
The
shrine
is
comprised
entirely
of
vernacular
expressions
that
reflect
independent
contributions
from
the
ethnography
of
the
worshippers
wooden
posts,
containing
information
about
sight
and
prayer
cards
devoted
to
jesus
jesus
have
stylistics
and
cultural
connections
prevalent
in
germany,
austria
and
poland.
D
D
Since
the
shrine's
founding
the
shrine
of
the
blessed
mother's
community
of
worshipers
has
been
united
in
devotion
to
virgin
mary,
not
necessarily
by
ethnic
or
cultural
identity.
The
community
gathers
at
7
00
pm
on
the
22nd
of
each
month
to
pray
the
rosary
together
in
a
commemoration,
a
commemoration
of
the
date
of
the
visions
that
the
virgin
of
the
virgin
that
resulted
in
the
shrine's
founding.
D
The
other
thing
that
was
brought
up
about
the
importance
of
the
shrine
in
its
location
is
how
close
it
is
to
the
parkway
and
the
fact
that
in
1956,
when
it
was
built
there
were,
you
know,
rapid
expansion
of
the
freeway
system.
What
we?
What
really
wouldn't.
D
Speed
in
1956
is
not
what
it
is
today,
so
there
were
a
lot
of
frightening
car
crashes
on
the
parkway,
so
you
know,
perhaps
the
shrine
was
also
thought
to
look
over
travelers
so
and
then
finally
I
mean
the
the
property
is
significant
because
of
its
location
and
this
distinguished
appearance
I
mean
you
can
see
it
from
the
parkway
heading
towards
the
squirrel
tunnels
in
the
winter,
when
the
leaves
are.
E
D
Not
so
much
right
now
so
because
of
all
these
things,
both
the
historic
review
commission
and
the
planning
commission
provided
positive
recommendations
for
city
council.
For
this.
So
you
know
I
highly
I
highly
recommend
this
be
designated
because
it's
just
it's
really
nifty
and
anybody.
If
you
haven't
been
out
there,
you
really
need
to
go
just
don't
drive
down
the
hill.
B
I
don't
right
at
this
time:
do
you
want
to
bring
the
screen
back?
Are
you
able
to
do
that
I'll
see
who's
all
still
here?
I
know
the
council
president
had
to
leave
us.
I
know
we
have
a
couple
of
people
on
the
phone
that
wish
to
speak.
I
would
just
like
to
add
some
further
comment
to
the
importance
of
of
this
nomination
and
this
shrine.
B
The
neighborhood
of
south
oakland
is
so
very
unique
in
so
many
ways
and
far
too
often
for
far
too
long,
the
residential
component
of
of
oakland
has
been
lost
and
and
when
we
think
of
of
oakland,
we
think
of
the
the
the
the
commercial
quarters
and
our
ed's
in
meds
and
what
oakland
has
transformed
into
over
a
number
of
decades.
B
And
this
for
me,
is
such
a
a
offering
of
of
the
spirit
of
the
south
oakland
community
that
has
existed
since
all
time
and
and
when
there
was
the
possibility
of
development
that
was
coming
in
and
which,
thank
god
never
did
happen.
And
my
office
began
getting
calls
about
the
possibility
that
the
shrine
could
be
taken
in
development-
and
I
remember
speaking
to
one
gentleman
at
length-
and
he
had
told
me
this
rich
and
wonderful
history
of
the
monument
and
while
I
knew
about
it,
I
had
never
visited
it
myself.
B
But
I
made
a
point
to
to
get
down
the
hillside.
Follow
the
signage
and
go
see
it
for
myself,
and
I
knew
then
that
we
had
to
make
certain
that
nothing
could
ever
happen
to
this
completely
unique
piece
of
pittsburgh.
History,
especially
as
it
reflects
the
residential
community
of
south
oakland,
and
so
you
know
I
joined
with
you
and
matthews
on
the
phone
here
and
you
have
began
this
wonderful
journey.
B
That
brings
us
here
to
today
and
the
the
almost
the
completion
of
preserving
this
amazing
piece
of
of
the
heart
and
soul
of
of
deeply
deeply
committed
residency
of
south
oakland.
So
the
mayor
also
chimed
in
on
on
the
nomination
here,
and
I
would
like
to
read
his
letter
into
the
to
the
record,
even
though
it
is
referencing
a
hearing
at
the
planning
commission,
it's
every
bit
as
relevant
to
the
public
hearing
before
city
council,
but
on
august
11th.
B
The
mayor
released
this
brief
statement,
but
I
would
like
to
read
it
into
the
record
and
he
begins
by
saying
today.
The
planning
commission
will
review
historic
designation
plans
for
the
shrine
of
the
blessed
mother,
a
shrine
located
on
a
south
oakland
hilltop,
overlooking
parkway
east
of
monongahela
river.
B
Am
I
saying
that
correctly
f-I-n-c-k-e
finky
a
family
member
of
one
of
the
shrine's
founders
has
recently
said.
The
shrine
of
the
blessed
mother
in
oakland
should
be
designated
as
an
historic
site,
as
it
reflects
the
qualities
that
make
pittsburgh
so
special
without
government
or
private
management
or
supervision.
B
B
As
a
native
pittsburgher
and
daughter
of
one
of
the
founders
of
the
shrine,
I
can
think
of
no
other
property
in
the
city
of
pittsburgh
that
reflects
the
unconquerable
spirit
and
love
of
community
than
the
shrine
of
the
blessed
mother.
The
shrine
of
the
blessed
mother
continues
to
bring
together
our
diverse
neighborhoods
and
visitors,
who
come
from
all
cultural
and
ethnic,
ethnic
backgrounds
for
pilgrimage
and
worship.
B
The
site
was
created
by
community
designed
by
the
community
and
maintained
for
generations
by
the
community
for
the
community
and
deserves
protection
through
historic
nomination,
and
I
I
just
think
that
that
encapsulates
the
integrity
of
spirit
of
of
residents
in
south
oakland
that
have
brought
this
to
be
and
have
kept
it
historically
sound
and
contributing
for
the
last
60
years
and
as
a
testament
to
them.
We
we
offer
up
the
preservation
of
this
site
for
future
generations
to
enjoy.
B
So
with
that,
I
will
go
to
our
list
of
registered
speakers.
Let's
see,
as
I
said,
the
council
president
had
to
leave
us.
I
don't
believe
there
are
other
members
here,
so
we
will
move
on
to
testimony
from
registered
speakers.
We
ask
that,
of
course,
you
please
begin
by
giving
your
name
and
the
neighborhood
in
which
you
reside
for
a
public
record.
Each
speaker
will
then
have
three
minutes
to
address
the
council,
and
our
first
speaker
is
matthew.
Falcone.
Are
you
with
us
matthew,
I'm
sure
you.
B
F
B
F
I
I
I
really
it's
a
tough
act
to
follow.
I
think
that
everyone's
remarks
about
the
site
has
been
so
on
point.
I
I
just
wanted
to
say
that
it
has
been
such
a
pleasure
to
work
on
this
nomination,
which
has
been,
unlike
any
other,
that
that
I've
worked
on
in
the
past.
F
The
amount
of
oral
history
and
work
with
the
community
has
really
I
mean
it
was
the
heart
and
soul
of
this
nomination
and
understanding
all
of
the
work
and
labor
that
people
have
devoted
to
this
site
and
over
the
past
half
century
is
so
amazing
and
just
as
much
an
integral
part
of
I
think
who
we
are
as
pittsburghers
as
so
many
of
the
beautiful
buildings
and
those
art
manifestations
of
architecture
in
oakland.
F
It's
it's
wonderful
to
see
this,
this
piece
of
cultural
history,
and
this
piece
of
you
know
steelworker
history
as
well,
be
elevated
and
seen
kind
of
on
par
with
with
so
many,
I
think,
of
the
kind
of
higher
forms
of
architecture
that
we
think
of
when
we
think
of
oakland,
adding
this
to
pittsburgh's
register
of
historic
places,
I
think,
creates
a
much
more
comprehensive
and
inclusive
history
of
who
we
are
as
pittsburghers.
B
So
matthew,
I
I
have
to
take
a
moment
to
thank
you,
two
for
your,
your
effort
and
your
commitment
and
your
energy
around
this.
When
I
brought
this
to
you
and
sarah,
you
never
batted
an
eye
and
you
went
straight
to
work
and-
and
I
I
know
these
things
are
not
easily
accomplished
and
there's
an
amazing
amount
of
background
work
that
takes
place
before
it
gets
to
this
public
hearing
before
council.
B
I
I
want
to
say
we're
about
a
year
and
a
half
of
work
into
bringing
this
to
this
point
and
as
I
said
for
sarah,
I
don't
want
it
to
go
unrecognized
how
much
I
appreciate
and-
and
we
all
of
us,
as
residents
of
the
city
and
especially
community
members
of
south
oakland,
appreciate
how
much
time,
effort
and
energy
you
you
put
into
to
this
and
and
our
most
sincere
thanks.
B
It's
my
pleasure.
Okay,
our
next
registered
speaker,
then,
is
ethan
schaefer
ethan.
You
are
welcome
to
come
up
and
add
your
comments.
As
long
as
we
haven't
lost
you.
B
Okay,
we
might
have
lost
him
how
about
mark
mark
from
south
oakland
neighborhood
group
song?
Are
you
with
us
mark
yeah.
B
G
I'd
like
to
thank
everybody
bruce
just
said:
yeah
thank
the
councilman
everybody
for
doing
all
this
work.
It
definitely
it's
funny
I
thought
of
it
before,
but
especially
I
was
looking
at
the
presentation
and
the
pictures
of
it
kind
of
reminded
me
too,
that
you
know
that
was
kind
of
a
more
formal
representation
of
a
lot
of.
You
can
still
see
some
of
the
other
shrines.
G
You
know
at
some
of
the
houses
here
in
central
and
south
oakland,
and
it
definitely
is,
you
know,
worthwhile
to
have
that
to
help
and
and
maybe
better
extend,
the
idea
that
you
know
south
oakland
is
a
place
to
live,
and
not
just
you
know,
an
adjunct
to
the
heads
of
meds,
there's
still
plenty
of
people
here
that
love
work
living
in
south
oakland
yeah,
I'd
like
to
appreciate
everybody
and
the
people
that
do
the
work.
G
I
know
I'm
I
haven't
been
to
don't
participate
with
that,
but
I
appreciate
all
the
work
that
people
put
into
that.
B
Yeah,
thank
you
mark.
I
can't
I
couldn't
have
said
it
better.
It
just
is
first
far
far
far
far
too
long,
we
have
under
appreciated
the
the
contribution
of
community
in
the
oakland
neighborhood
as
a
whole,
but
especially
in
the
south,
oakland
neighborhood,
and
and
continue
to
think
of
of
it
and
right.
B
You
know,
and
understandably
you
know
in
terms
of
our
our
commerce
and
our
ed's
embeds,
it's
the
third
largest
economic
engine
in
the
state
of
pennsylvania,
but
you
know
I
like
to
say
that
investment
doesn't
come
to
parcels
of
property
blindly,
the
generations
of
people
that
worked
their
heart
and
souls
to
keep
that
a
healthy
and
stable
neighborhood
is
what
incentivized
investment
and
that
it
can
never
be
forgot.
The
importance
of
of
the
residential
community
and
the
contributions
that
they
made
and
continue
to
make
within
the
oakland
neighborhood.
B
That
continues
to
keep
that
a
safe
and
stable
personal
property,
and
this
this
shrine
is
just
once
again.
It
is
it's
just
it's
a
testament
to
the
the
spirit
of
of
community
in
oakland.
So
with
that,
I
think
we
have
exhausted
the
list
of
registered
speakers.
I
don't
believe
there
is
anybody
else,
sarah,
any
closing
arguments
or
statements.
I
guess
I
should
say:
are
we
free
to
put
this
on
the
agenda
for
consideration?
Then.
D
D
G
D
B
Okay,
so,
madam
clerk,
can
we
put
forgive
me
bill
645
on
next
wednesday's
agenda,
absolutely
yeah
we'll
be
ready
to
do
that.
With
that,
let
me
go
back
to
my
guide
here.
I
don't
think
I
have
to
do
anything
else
other
than
to
complete
the
meeting
so
with
that
sarah.
Thank
you
again
matthew.
Thank
you
mark,
thank
you
for
being
here
and
with
that.
We
have
then
completed
our
business
and
I
will
adjourn
this
public.
