Good

council
will
continue
to
meet
virtually
on

wednesdays
at
10
a.m.
Until
further
notice,
all
meetings
will
be
live
streamed
on
the
city's
youtube
channel.
My
first
order
of
business
is
public
comment.
I
want
to
remind
all
speakers
that
the
rules
of
council
state
that
comments
are
limited
to
matters
of
concern.
Official
action
or
deliberation
which
are
or
may
be
before,
city
council
profanity
will
not
be
permitted.
C
Please
announce
your
name
and
neighborhood
in
which
you
reside
in,
for
the
record.
Our
first
speaker
for
today
is
ikuhana
mao
maokina.
E
E
Another
good
friend
of
mine
died
at
literally
the
hand
of
the
police
similar
to
just
floyd
david
streeter
was
his
name.
I
will
repeat
his
name
as
I
have
been
doing
for
years.
Since
his
murder,
david
streeter,
was
killed
at
a
housing
project
choked
to
death
and
as
things
went
back,
then
it
was
covered
up
as
if
he
regurgitated
on
the
drugs
that
they
suspected
that
he
was
selling.
E
E
These
murders,
along
with
countless
others,
jerry
jackson
in
the
armstrong
tunnel?
They
lied
and
said?
Oh,
he
turned
his
car
around
in
the
tunnel
and
he
was
a
threat
to
the
police,
which
was
later
found
to
be
untrue.
You
see
there
is
a
history
in
the
city
of
pittsburgh.
That
city
council
is
unaware
of.
F
Yes,
greetings:
greetings.
This
is
cody
kibay
of
the
iroquois
confederacy
aboriginal
american
people.
I
would
like
to
remind
the
city
council
of
the
american
declaration
on
the
rights
of
indigenous
peoples,
which
was
signed
by
the
united
states
and
adopted
at
the
third
plenary
session
held
on
june
15th
of
2016.
F
and
article
8
states
the
right
to
belong
to
indigenous
peoples
and
our
peoples
and
communities.
We
have
the
right
to
belong
and
reconnect
with
our
ancestry,
with
our
identity,
traditions,
customs
and
systems
belonging
to
each
nation
state
and,
most
importantly,
no
discrimination
of
any
kind
may
arise
from
the
exercise
of
this
right.
F
That
is
recognized
in
this
declaration
and
all
too
often
many
of
our
people
have
been
assimilated
against
their
will
and
against
their
knowledge
into
being
us
citizens
and
removing
their
status
as
aborigines
and
indigenous
of
the
land
and
putting
them
in
a
socio-political
construct
created
by
the
department
of
commerce
and
the
u.s
census
bureau
in
office
management
and
budget,
and
we
have
the
right
of
rejection
of
that
assimilation
and
we
have
the
right
to
maintain,
express
and
freely
develop
our
cultural
identity
in
all
respects,
free
from
any
external
form
of
assimilation
in
states,
as
well
as
the
city
of
pittsburgh,
and
all
municipalities
shall
not
carry
out
adopt
support
or
favor.
F
Any
policy
of
assimilation
of
our
peoples
and
police
reform
definitely
has
to
be
a
part
of
that
education
for
counselors,
police
officers,
judges,
etc
must
go
into
effect
because
there
are
gross
violations
of
constitutionally
protected
rights
of
aboriginal
american
people,
which
is
definitely
borderline.
In
some
cases,
treason
and
definitely
operating
under
color
of
law
pursuant
to
18,
usc,
241
and
18,
usc
242
and
continue
acts
of
genocide
is
classified
under
18
usc
1091..
C
I
don't
believe
he
is.
Therefore
we
have
exhausted
our
list
of
registered
speakers.
We'll
move
on
to
our
standing
committee
agenda.
Will
the
clerk
please
take
the
role
here.
Mr.
G
B
B
C
C
So
motion
to
hold
session.
C
C
B
C
C
C
Sorry,
I
think
my
my
screen
paused.
We
need
a
motion.
J
Yes,
I
believe
councilwoman
gross
had
a
a
small
amendment
or
change
in
this
and
I'll.
Let
her
describe
what
that
is.
It
makes
sense
to
me
so
to
you,
councilwoman
gross.
G
Thank
you.
So
I
just
got
off
the
phone,
I'm
still
getting
texts
from
director
paulus
and
I
spoke
with
chief
kidman
last
night
and
they
both
are
supportive
of
this
very
it's
a
very
small
strikeout
in
the
bill.
So
I
apologize-
I
just
emailed
it
to
you,
so
it's
literally
emailed
at
10
15
like
a
minute
ago,
but
I
it's
you
know
it's
a
wednesday.
So
technically
we
can
do
verbal
amendments.
G
If
you
can
see
the
bill,
it
says
a
phrase
at
the
bottom
of
the
title
that
says
to
provide
the
director
of
office
of
management
and
budget
with
authority
to
direct
certain
proceeds
of
the
shade
tree
trust
fund.
That's
really
unnecessary
for
the
spirit
of
the
bill,
so
everybody's
comfortable,
striking
out
that
phrase,
so
that
sentence
would
end
with
the
city
of
pittsburgh
right
before
that
phrase
and
then,
as
you
move
down
into
the
body
of
the
bill.
G
Similarly,
the
last
part
like
sentence
part
at
the
bottom
says
comma,
as
directed
by
the
director
of
office
of
management
and
budget,
and
we
would
just
put
a
period
there
and
strike
out
that
last
phrase
after
the
comma,
and
so
you
can
see
that
on
your
screen,
if
you're
able
to
pull
up
your
email,
and
so
I
would
motion
to
amend
and
then
I
would
need
a
second
thank
you.
G
I
He's
there
I
saw,
I
checked
first,
but
I
just
want
to
hear
from
him
directly
because
sometimes
we
said
yes,
I
heard
people
were
okay
and
I
that's
not
my
understanding
about
something
else.
So
I'd
like
to
make
sure.
C
Okay,
hi
council
members,
I'm
okay
with
the
proposed
changes.
G
I
have
a
warning,
though,
before
we
vote
that
there
we
still
have
some
concerns
about
having
that
there's
language
in
the
contract
that
people
are
concerned
about,
because
it
kind
of
could
lock
it
locks
it
in
for
10
years
and
possibly
even
20,
because
this
contract
can
be
re-upped.
G
It
doesn't
really
impact
our
amendment
today,
but
we're
going
to
still
be
talking
to
yvonne
the
city
solicitor
about
that
contract,
but
it's
independent
of
our
legislation,
but
is
in
the
spirit
of
the
community
concerns
so.
C
Thank
you
any
further
discussion
on
the
amendment.
Seeing
none
we
need
to
all
those
in
favor
of
the
amendment
say:
aye.
G
C
H
Bill
701
ordinance
amending
the
city
of
pittsburgh,
code

the

Sidewalk

application.
C
Need
a
motion
to
approve
second,
thank
you.
Any
discussion,
councilman
wilson.
L
Yeah,
I
just
want
to
get
an
update
on
how
it's
going.
You
know
how
the
expedited
process
is
going.
Is
director?
Well,
there's
multiple
directors
involved
in
the
expedited
process,
but
director
rick's
on
the.
D
Hi,
how
are
you
I
would
say
it's
going
well,
so
we
now
have
several
dozen
establishments
that
have
been
able
to
avail
themselves
of
the
outdoor,
dining
and
other
kinds
of
outdoor
spaces.
For,
and
I
I
do
believe,
the
feedback
that
we've
gotten
from
the
proprietors
are
that
this
is
a
material
factor
in
their
ability
to
survive
and
to
keep
their
establishments
going.
D
L
That's
great
yeah.
I've
had
multiple
restaurants
and
delis
been
able
to
get
through
the
process
pretty
easily.
So
I
haven't
had
I
haven't,
heard
many
complaints,
and
so
I
appreciate
everything
you're
doing
with
that
is
we
we
originally
amended
it
from
30
days
to
60
days.
Is
that
60
days?
Is
that
what
you
would
recommend
as
well
or.
D
If
you,
if
the
council
would
feel
comfortable
to
the
end
of
the
calendar
year,
that
would
perhaps
make
it
easier
for
us.
As
I
said
before,
I
I
doubt
that
we're
going
to
be
able
to
enter
a
new
phase
of
this
existence
in
60
days,
but
that
we
could,
but
I
think,
through
the
end
of
the
year,
it's
definitely
something
we
need
to
plan
on.
B
L
Yes,
I
can't
remember
the
process,
but
I'd
like
to
motion
to
amend
at
some
point.
If
others
don't
have
discussion.
C
Okay,
councilwoman
smith,
then
councilman
cargill.
I
I'm
just
curious
how
many
applications
do
you
think
that
will
actually
be
able
to
benefit
from
this
since
the
weather
is
going
to
be
getting
colder?
I
I
don't
know
any
place.
I
actually
know
places
that
are
saying:
they're,
not
they're,
no
longer
going
to
do
the
sidewalk
cafes
because
they
can't
they
don't
have
heaters,
they
don't
have
the
tents
and
if
you
have
both
of
them
together
and
you're,
closing
it's
the
same
as
being
indoors.
D
We
are
not
seeing
the
same
volume
of
them
coming
in
now
that
the
weather
is
cooler.
I
think
we
would
still
want
the
ability
to
move
somewhat
swiftly
if
we,
if
we
could,
should
that
you
know,
should
proprietors
come
in
and
ask
for
that
accommodation,
but
it
is.
It
is
a
smaller
number
now
that
it's
cooler
weather,
but.
I
I
do
want
to
thank
you
director,
because
a
lot
of
our
businesses
were
able
to
stay
open
because
of
you
and
the
work
you
did,
and
we
know
that
there
are
some
that
ready,
we're
ready
to
close.
So
thank
you
very
much
for
the
work.
J
Yes,
director
rex,
while
I
have
you
here,
do
you
remember
brookline
boulevard,
the
reds?
They
were
wanting
to
occupy
a
piece
of
city
property
out
there,
so
I
don't
know
if
he's
given
up
on
that.
I
don't
know
if
you
have
an
update
on
that
for
me,
but
even
if
it's
not
for
this
year,
if
he
decides
to
wait
until
spring,
just
wanted
to
make
sure
that
was
proceeding
or
how
it's
proceeding
or
if
you
know
anything
about
it,
maybe
it
can't
proceed.
I
wasn't
quite
sure.
D
Yeah,
I
don't
have
any
updates
for
you
councilman,
but
for
the
benefit
of
of
the
council,
the
discussion
was
that
the
the
applicant
wanted
to
do
more
permanent
improvements,
rather
than
sort
of
the
temporary
kind
of
tactile
changes
that
we've
done
in
other
places
where
it's
clearly
lower
cost
temporary
materials
that
are
out
there,
and
so
that
applicant
was
of
his
own
choosing
wanting
to
go
through
the
regular
process
so
that
he
could
make
improvements
that
could
be
reinstated
every
year,
and
so
that
was
the
difference.
D
There
is
that
he
he
was
suggesting
that
he
himself
would
like
to
go
through
with
the
higher
quality
the
more
durable
improvements,
rather
than
the
temporary
tactile
improvements
there.
But
we'll
circle
back
around
and
see
the
applicant.
He
has
not
come
in
yet
with
us
and
we're
trying
to
support
him
with
some
of
the.
G
You
appreciate
it,
I
just
wanted
to
say
thank
you
also.
I
know
that
you
guys
have
a
lot
on
your
plate
and
it's
been
wonderful
to
see
restaurants
with
their
their
outdoor
seating
and
people
it
being
able
to
be
out.
Not
everybody
chooses
to
even
do
that.
Really,
you
know,
I
feel
not.
Everybody
feels
comfortable
being
out
even
outdoor
at
a
restaurant,
but
we're
trying
to
balance
a
way
of
helping
our
businesses
sustain
so
they're
there
on
the
other
side
of
this
right,
and
so
it's
a.
G
I
appreciate
that
we're
trying
to
be
safe
and
support
our
our
local
businesses,
especially
and
the
things
that
make
our
neighborhoods
stronger
in
the
long
run
like
having
business
districts
intact.
So
I'm
supportive
and
I
would
also
be
supportive
of
an
extension
of
the
the
time
frame
that
I
think
councilman
wilson
was
referring
to.
C
Thank
you
further
discussion,
first
round
seeing
none
second
round
councilman
wilson,
I'd
like
to
make.
L
A
motion
to
amend
I'd
like
to
put
it
past
the
year
for
the
recommendation
of
the
director
I
like
to
get
it
passed
in
a
in
a
comfortable
zone
so
that
we're
definitely
back
in
session.
I'm
not
sure

I
Thank
you
is
this
the
same
company
that
we're
doing
the
recycling
with
currently?
K
I
Well,
okay,
so
I'm
just
curious
because
they
were
supposed
to
do
some.
I
think
it
was
nine
recycling
days
in
the
e-recycling
in
the
community.
They
were
supposed
to
take
dumpsters
out
to
different
neighborhoods
and
I
don't
know
that
that's
happened
in
any
neighborhood.
It
certainly
hasn't
happened
in
my
district.
So
I'm
curious
with
the
statuses
of
that.
K
I
I
will
check
on
that
and
get
back
to
you.
Yes,
you're
right
we're
supposed
to
have
nine
events,
but
dude
of
it.
I
don't
know
that
we
were
able
to
secure
the
facilities.
I
will
check
on
that
on
that
and
get
back
to
you
yeah.
I.
I
C
Thank
you,
and
I
would
just
ask
miss
newman
when
you
send
that
out
just
send
it
to
all
of
council.
Mr
wilson.
B
L
Yes,
marcel
thanks
for
joining
us.
I
wanted
to
to
ask
about
the
this
is
a
two-year
contract.
Is
that
correct.
L
K
Because
we
haven't
really
spent
as
much
as
we
had
hoped.
So
that's
why
it's
declining
in
the
future
years.
B
C
C
K
Okay,
up
to
nine
events,
I
think
we
had
asked
each
of
the
council
members
to
provide
us
with
a
list
of
locations
where
they
preferred
us,
but
I
don't
know
that
we've
gotten
all
that
back.
G
I'm
sure
there's
going
to
be
interest
honestly.
Doesn't
everybody
have
the
experience
that
they're
so
much
in
their
house
now
they're
like
purging
everything
in
their
house,
we
have
the
all.
The
donation
places
charity,
racino
goodwill.
Some
places
are
like
saying
guess
what
we're
not
like
we're,
not
accepting
anything
for
weeks.
I
was
just
trying
to
get
rid
of
some
stuff
in
my
house
and
we
want
people
to
dispose
of
electronic
waste
responsibly.
G
So
I
just
wanted
to
kind
of
call
attention
make
sure
I
understood
it
but
also
say
to
those
constituents
residents
out
there.
If
you
just
hold
tight,
that
pile
of
electronic
stuff
in
your
you
know,
corner
or
in
your
cabinet
or
in
your
closet.
We
will
have
events
where
you
can
bring
them.
Will
they'll
be
a
charge
for
people,
because
they're
usually
for
the
kind
of
existing
non-governmental
collection
sites.
G
K
Have
it
yeah
there
will
be
charges,
it
should
be
easier
rather
than
having
to
take
it
down
to
environmental
services
in
the
strip
district.
The
idea
is
to
come
to
them
in
their
neighborhood
and
have
them
dispose
of
the
waste
there.
So.
G
B
C
Thank
you
we're
still
on
first
round
mr
coghill.
J
Yes,
marcel
hi,
how
are
you
good?
How
are
you
hey?
I
guess
I
just
have
a
quick
question.
We
have
the
garbage
olympics
coming
up
on
saturday.
That's
right.
I
have
a
I'm
getting
a
big
influx
of
calls
as
to
the
electronic
devices.
I
guess,
first
and
foremost,
I
want
to
know,
is
it
same
company
that
will
be
disposing
of
those.
K
Yes,
yes,
they
will
be
there
on
site
to
dispose
of
tvs
or
anything
electronic
waste.
That's
collected
through
the
garbage
olympics.
I
want
to
point
out:
there
are
38
neighborhoods
registered
for
it,
so
it's
getting
bigger
and
bigger
every
year.
J
Right
so,
as
councilman
gross
said,
I
thought
there
was
like
a
poundage
charge
if
you
took
it
to
the
strip
district,
so
it
would
benefit.
People
to
you
know,
get
them
out
saturday,
because
we're
not
charging
them
correct.
K
K
So
these.
J
I'm
just
saying
I
thought
you
know
I
just
want
to
make
sure
they
weren't
going
to
be
charged
for
it,
but
these
are
ones
laying
by
the
side
of
the
road
of
course,
councilwoman
gross.
C
Thank
you
second
round,
mr
wilson.
Oh
sorry,
we're
still
in
first
round
councilman.
M
Thank
you.
Sorry.
I
couldn't
get
off
me
fast
enough
on
the
events.
It
was
my
understanding
that
there
were
supposed
to
be
nine
events
as
well,
and
I
think
ours
is.
M
I
don't
have
the
exact
date,
but
ours
is
set
up
for
some
place
in
shadyside
in
october,
maybe
early
november
as
well,
and
I
it
strikes
me
that,
given
what
councilwoman
the
good
point
that
councilwoman
gross
made,
that
we
have
many
people
have
a
lot
that
they
would
like
to
dispose
of
and
don't
exactly
know
how
that
there
might
be
enough
interest
in
these
events
that
people
get
turned
away.
M
It's
also
my
understanding
that
there's
a
charge,
but
there
are
certain
numbers
of
there's
an
ability
to
waive
the
charge
for
certain
numbers
of
people
if
they
can
demonstrate
hardship
or
something.
I
don't
exactly
know
the
details,
but
that's
my
understanding
and
that
there
might
be
very
few
of
those,
but
there
might
be
more
interest
in
that
and
more
need
than
than
we
have
this
the
space
for.
M
So
I
was
just
thinking
that
it
might
be
helpful
for
all
of
us
as
council
members
to
somehow
coordinate
or
let
the
rest
of
council
know
when
our
events
are
held
being
held
in
our
districts,
so
that
if
people
are
turned
away
from
one,
we
can
then
say
well,
there's
going
to
be
the
good
news.
Is
there's
going
to
be
another
one,
two
weeks
from
now
in
in
in
this
area
of
town,
so
that
was
the
only
thought
I
had
just
wanted
to
bring
it
up.
While
we
were
talking
about
it.
C
Thank
you.
Anyone
else
for
first
round
second
round
councilman
wilson.
L
Well,
councilman,
strasbourg,
to
that
note
of
how
people
can
pay
for
it.
I
learned
recently
that
people
can
call
into
301
for
this
upcoming
event
and
get
a
20
voucher
to
pay
for
some
some
items.
So
I
was
unaware
of
that.
How
do
we
pay
for
that
marcel?
Do
you
think
by
chance
know?
The
answer
to
that
is
that
included
in
the
in
the
service
that
we
provide
here.
K
L
L
I
Thank
you.
I
just
want
to
say
that
this
program-
actually
I'm
pretty
familiar
with,
because
it
was
something
that
was
started
with
chief
of
staff
gilman
and
myself
working
on
this.
But
I
my
concern
was
that
I
don't
remember
ever
seeing
the
the
email
for
places
for
the
recycling.
I
So
if
you
could
resend
that
as
well
marcel
I'd
appreciate
it-
and
I
do
know
that
he
did
put
in
some
provisions
because
we
wanted
to
make
it
a
free
program
we
were
unable
to
because
the
cost
was
so
so
so
much
at
so
much
more
than
we
had
anticipated
at
the
time.
But
that's
something
that
we
decided
to
leave
open
that
maybe
in
the
future.
If
it
was
used,
if
used
a
lot
and
people
needed
it,
then
we
would.
It
would
be
worth
us
putting
extra
money
into
it.
I
But
I
do
want
to
say
that
it's
it's
open
and
it's
flexible
and
that's
that
was
my
understanding
that
there
was
going
to
be
more
conversations.
But
I
do
want
to
make
sure
that
they're
doing
all
that
was
included
in
that
contract.
And
it's
supposed
to
be
that
you
have
an
opportunity
to
pick
it
up.
We
gave
people
three
opportunities
to
recycle
because
we
were
seeing
tvs
and
televisions
and
computers
and
things
on
hillsides
which
were
causing
landslides
and
all
the
other
things
that
come
along
with
litter.
I
They
they
have
a
pickup
at
the
home.
You
can
drop
it
off
in
the
strip
or
you
can
have
participate
in
the
community
cleanup
days
and
or
just
the
days
that
they're
out
in
the
neighborhood,
but
it's
a
different
cost
for
every
one
of
those
things.
So
it's
more
if
they
pick
it
direct
up
directly
at
your
home,
it's
less!
I
If
you
do
a
community
thing
unless,
if
you
take
it
down
to
the
strip
directly,
so
I
just
want
to
make
sure
that
everybody
realizes
there's
a
sliding
scale
and
there
are
opportunities
for
people
to
get
some
assistance
if
you're
unable
to.
If
you
can't
afford
it,
you
have
to
get
rid
of
some
appliances
or
electronics.
M
C
Right
in
the
opposed,
the
bill
is
recommended,
abstain.
One
abstention.
Thank
you
that
moves
us
onto
land
use
and
economic
development
committee
chaired
by
councilman.
We
have
one
new
paper
bill,
719.
L
So
I'm
looking
at
the
I've
been
looking
at
this
last
night
and
it
it
looks
like
we're
taking
one
small
amount,
which
is
five
percent
of
the
total
revenue
stream
here
from
bridge
upgrades,
which
is
required
to
to
get
the
other
funds
for
the
for
the
tip.
And
this
bridge
is
on
the
tip
list.
L
But
I
like
to
defer
to
the
councilwoman
gross
to
because
we've
we've
had
a
little
discussion
on
a
possible
hold.
So.
G
Thank
you.
Thank
you.
So
it's
not
it's
not
moving
revenue
per
se.
It's
moving
the
source
of
funds
right.
So
it's
not
like
new
we're,
not
adding
new
money
in
this
one,
we're
removing
the
we're
just
adding
more
city
money,
that's
what
it
looks
like,
but
this
is
just
for
everyone's
bearing
the
28th
street
bridge
is
kind
of
one
of
the
two
ways
you
access
polish
hill
right,
there's
the
heron
bridge
closer
to
iron
city
brewing
and
then
closer
to
town
in
the
middle
of
the
strip
district.
G
It's
the
28th
street
bridge
that
kind
of
jogs
over
and
so,
if
you've,
ever
driven
through
a
polish
hill.
You
know
that
the
street
grid
is
very
limited
and
bears
a
lot
of
cars
moving
through.
So
we're
always
very
careful
with
community
meetings
and
awareness,
but
also
timing
of
construction
projects.
G
You
know
some
of
you
will
remember
when
bigelow
was
under
construction
and
caused
a
tremendous
amount
of
oakland
to
downtown
traffic
and
commuter
traffic
to
flow
over
gold
way
and
under
the
bloomfield
bridge
through
the
heart
of
polish
hill
and
caused
a
great
deal
of
disruption
to
the
neighborhood.
There
have
been
a
big
number
of
water
main
breaks
and
road
closures,
as
well
as
green
infrastructure
installations.
G
Repaving
there's
just
a
lot
moving
at
the
same
time,
so
we
were
hoping
to
have
a
community
conversation
about
the
the
construction
timing,
so
that
everybody
could
make
sure
that
they
were
comfortable
and
understood
when
it
was
going
to
be
affecting
them
and
when
you
know
it
might
be
affecting
commuters
as
well,
and
all
that
kind
of
stuff.
L
All
right,
yeah,
I
just
didn't,
know
this
whole.
You
know
if
this,
if
you
can
still
you
know,
does
this
prohibit
the
community
process
if
the
other
ones
is?
This
does
look
like
a
new
revenue
stream,
since
237
thousand
dollars
would
be
gained
from
the
tip
and
our
requirement
would
be
only
twelve
thousand
five
hundred.
L
Yeah,
so
I
just
didn't
know
if
this
would
just
add
to
the
project,
and
I'm
not
sure
you
know,
if
you
think
this
would
if
there
would
be
things
implemented
that
you
know
otherwise
the
community
would,
you
know,
wouldn't
want,
then
I'm
happy
to
hold.
I
just
I
just
figured
you
know
we
could
move
this
forward.
G
Well,
you
know
again
I
mean,
if,
with
your
indulgence,
I
think,
we'll
just
motion
to
hold
on
all
of
them,
so
we
can
just
do
the
same
as
the
other
two
okay
one
week,
we
did
the
other
ones.
Two
weeks,
