say
before
we
begin
the
Pledge
of
Allegiance
that
we
want
to
offer
our
condolences
to
the
family
of

former
colleague
Tanya
pain.
She
was
Councilwoman
for
I
think
it
was
a
sixth
district
and
she
passed
away
this
weekend.
We
want
to
offer
our
condolences
to
her
and
her
family
or
to
her
family,
especially
her
son
and
granddaughter
who
you
know.

sixth
amendment
of
the
United
States
Constitution
guarantees
citizens
the
right
to
a
fair
and
speedy
trial.
However,
when
police
kill
people
while
arresting
them
or
attempting
to
arrest
them,
they're
denying
citizens
their
constitutional
rights,
so
protective
service,
the
motto
of
the
Pittsburgh
police
but
protect
and
serve
doesn't
mean
to
be
the
judge,
jury
and
executioner
over
petty
crimes
that
don't
warrant
a
death
sentence
and
for
the
police
chief
to
pretend
that
this
weekend's
protests
were
about.

We
need
police
who
are
not
afraid
for
their
lives.
When
someone
is
running
away,
we
need
officers
who
are
thoroughly
trained
in
racial
sensitivity
and
professionalism
and
also
in
integrity.
Instead,
our
police
bully
taxpaying
citizens
in
order
to
protect
each
other,
their
friends
and
their
own
personal
interests.

We
have
a
city
that
dismisses
people
from
jury
duty
for
saying
they
don't
believe
everything
a
cop
says
just
because
they're
a
cop
and
it's
things
like
that
which
give
this
the
police
the
false
sense
that
everything
they
say
is
truth,
whether
it
is
or
not
it's
things
like
that.
That
leads
to
the
dishonest
being
corruption
which
is
prevalent
in
the
Pittsburgh
police
force.
I,
don't
approve
of
the
violence
done
to
Pittsburgh
over
the
weekend.

if

city
doesn't
act,
not
to
impose
police
reform,
I'm
afraid
the
protests
are
going
to
continue
and
the
violence
is
going
to
get
worse
and
blaming
the
protesters
is
just
a
deflection
of
the
real
problem
and
the
real
problem
is.

need
police
reform,
so
I'm
asking
you
to
make
Pittsburgh
the

to
put
its
foot
down
against
police
brutality
and
be
the
model
for
the
rest
of
America
and
the
violence
towards
the
citizens,
and
that's

I
just
I'd
like
to
tell
them
a
story
about
what
it
was
like
to
serve
with
the
Councilwoman
when
I
I
came
to
the
council,
Councilwoman
Payne
was
not
exactly
feeling
my
coming
to
the
council.
In
that
you
know
we
we
formed
our
alliances
on
council
and
build
our
relationships
and
she
had
built
strong
relationships
and
I
hadn't
ceded,
someone
that
she
had
built
a
very
strong
relationship
with
and
so
I.
Don't
think
she
quite
knew
what
to
to
make
of
me.
H
But
I
took
it
as
a
challenge
to
make
her
my
friend
and
then
I
was
going
to
go
out
of
my
way
to
show
counsel
more
than
pain.
That
I
could
be
a
friend
that
a
colleague
to
her
on
the
council
and
so
I
worked
very
very
hard
to
build
that
relationship
with
her
and
as
the
fates
would
have
it.
We
became
very
good
friends
on
the
council.
I
would
refer
to
Councilwoman
Payne
as
the
straight
talk
Express.
If
it
was
on
her
mind,
it
was
in
her
mouth,
there
was
very
little
filter
the
Councilwoman.
H
She
was
very
grounded
in
her
thought
and
in
her
opinion
you
know
regardless
of
politics.
It
was
her
personage
that
that
I
so
appreciated
that
she
I
would
go
to
her
and
say:
Councilwoman
I
have
x
bill,
whatever
the
bill
might
be,
and
it's
important
to
me
and
I
need
your
help
and
support
and
in
the
beginning
would
have
to
sit
down
and
discuss
what
it
was
about
and
how
and
why
I
did
what
I
did
and
why
I
was
seeking
her
support.

But,
as
the
years
went
on,
we
had
built
such
a
strong
friendship
that
I
only
had
to
stick
my
head
in
the
door
and
say
Councilwoman
I
need
and
she
would
just
go
come
in
whatever
you
need.
Just.
Let
me
know
I'm
in
because
we
had
built
their
level
of
trust
and
respect
between
us,
so
she
will
be
greatly
missed
in
many
many
ways
and
I
was
quite
shocked
to
hear
of
her
passing
yesterday.

Far
too
soon
in
her
life,
much
more
life
left
in
her
and
much
more
to
contribute
to
the
well-being
of
this
planet.
So
I
personally
I
know
you
will
too
Madam
President
will
miss
her
greatly
and
what
she
brought
to
us
and
what
she
brought
to
the
city
and
who
she
was
as
a
person
and
what
she
meant
to
all
of
us,
so
I
wish
her
Godspeed
and
that
she
rest
in
peace
and
that
her
her
family
receives
her
deepest.
My
most
sincere
condolences
at
this
very
difficult
time.

With
the
Floyd
family
George
force
death
was
premature
and
unfortunate
and
his
family
as
our
prayers.
That
incident
on
a
pot
on
video
has
spurred
nationwide
protests,
even
protests
here
in
Pittsburgh,
and
so
having
thought
about
that
issue
really
over
the
weekend.
I
want
to
suggest
a
couple
things
I
think.
C
Second
of
all,
I
think,
as
I've
looked
at
the
I
have
not
yet
had
a
briefing
from
Public
Safety
I.
Look
to
get
that
soon.
But
from
what
I've,
seen
and
heard
our
police
force
showed
great
restraint
over
the
weekend.
A
C
Are
not
we
are
not
the
police
force
that
we
were
when
I
first
came
to
Council
we
have
had
a
number
of
reforms
and
grant.
We
are
doing
a
group,
our
initiative
programs,
the
national
initiative
to
for
community
trust
where
we've
went
through
various
protocols.
I
think
that
the
Pittsburgh
Police
is
moving
in
a
clear
direction
to
be
responsive,
sympathetic
and
embracing
community
concerns
and
community
needs.
I
will
want
to
lay
this
down
because
I
know
this
will
happen.
C
You're
going
to
hear
voices
because
of
this
saying
that
we
know
we
need
more
police
reform
or
we
need
more
police
officers.
That's
what
you're
going
to
hear
always
because
we
have
these
problems.
There's
always
this
tendency
of
the
system
to
put
more
money
into
a
system
that
is
unfortunately
not
geared
for
the
best
interests
of
african-americans.
If
anything,
we
have
to
double
down
on
the
real
cause
of
the
problem.
The
real
cause
of
the
problem
they
have
been,
we
have
been
black,
lives,
have
been
lost
for
centuries.
C
There
was
slavery
and
there
was
really
there
were
illegal
lynchings
in
the
south
that
you
know
they
have
picnics
around.
This
is
not
new
the
loss
of
life
life,
and
so,
if
we
are
serious
on
on
on
stopping
future
incidents
like
this,
although
we
do
want
good
training,
we
do
want
good
police,
but
that
is
a
symptom
of
the
problem
that
that's
not
the
problem.
The
problem
is
continually
the
institutional
racist
system
that
we
have.
That
does
not
provide
economic
opportunity
to
African
Americans
right.
It
puts
them
in
segregated
communities.
C
It
invests
disproportionately
in
wealthy
communities
until
the
same
amount
of
attention
is
given
to
bail
silver
in
Arlington
that
is
given
to
Southside
flights
and
Southside.
You
know
a
subset
slopes
until
the
same
amount
of
money
and
resources
are
poured
into
Homewood
and
Lincoln
Lymington
alarm
er
that
had
been
poured
into
shady
side
of
Mount
Lebanon.
When
we
stop
the
system
of
of
devaluating
african-american
homes,
we
stop
the
system
of
putting
African,
Americans
and
substandard
schools
when
the
whole
economy
is
designed,
post
slavery
to
exploit
the
black
workforce.
C
Until
that
stops,
this
will
not
stop,
and
so
the
real
hard
problem
is
not
putting
more
police
officers
on
the
street.
That
will
not
make
us
safer,
but
will
make
us
safer,
is
to
be
honest,
that
our
structure
of
our
economy
systematically
and
purposely
discriminates
against
people
of
color
in
this
country,
and
we
must
do
everything
in
our
power
to
give
them
the
full
rights
and
opportunities
deserve
to
them
as
citizens
of
the
United
States.
That's
the
that's
the
problem,
that's
the
goal!
That's
the
solution
and
we're
gonna
struggle.
It's
gonna,
be
a
struggle.
C
I
mean
my
father
mother.
Struggled
with
this
my
grandparents
struggle
with
this.
My
children
will
struggle
with
this
and
I
assumed
that
my
children's
children,
when
they
are
born,
will
struggle
with
this.
But
we
need
to
be
clear
on
what
the
issues
are.
It's
it's
it's!
It's
the
police.
For
the
most
part,
there
are
some
bad
pleas,
but
rare.
The
real
problem
is
when
you
have
poor
communities
segregated
by
race
without
we're
hopeless,
and
you
have
police
in
having
to
serve
these
communities
where
their
life
is
on
the
line
where
they
feel
disrespected
and
hated.
C
Where
you
have
almost
a
warlike
mentality
until
we
address
that
fundamental
issue
in
Pittsburgh
and
in
the
United
States,
unfortunately,
these
these
incidents
will
continue,
and
so
we
have
to
ignite.
So
that's
the
solution.
A
solution,
I'm
working
on
with
Councilman
LaBelle
I,
will
have
lots
of
conversations
there's
places
for
other
people
to
have
conversations,
but
that's
the
real
lesson.
C
My
opinion,
a
lot
of
investment
and
it's
easy
to
move
past
that,
because,
when
you,
when
you
invest
in
these
communities,
you
have
to
change
the
structure
of
the
economy,
you
have
to
change
the
decisions
you
make
and
in
because
it
has
impact
every
single
time.
We
do
something
that
is
biased
and
discriminatory.
We
are
contributing
to
this
process
and
we
do
it
all
the
time
without
any
regard
to
what
we
are
doing,
and
so
we
have
to
now
be
very
purposeful.
C
Every
decision
has
to
be
made
in
light
of
its
embrace
of
people,
particularly
low
and
low
income,
segregated
people,
low
income,
people
who
are
in
segregated
communities-
and
so
thank
you
for
this
moment,
but
I
I
do
I.
Also
think
that
you
know
violence
begets
violence.
There
is
never
a
time
where
violence
should
be
tolerated
of
any
kind
right
and
whether
that's
violence
against
officers,
violence
against
each
other
or
violence
by
officers.
C
It's
no
place
for
that
in
a
civilized
and
civilized
country,
so
I
I
have
talked,
of
course,
council
president
and
I
have
talked
so.
You
know
several
times
about
this.
Our
hearts
go
out
to
the
families,
but
we
need
to
now
move
as
a
city
and
friend
a
common
ground
moving
forward.

Reverend
any
other
comments,
any
other
members
seeing
that
I'm
just
gonna
say
rubber,
I
wanna.
Thank
you
for
making
your
comment
stay,
but
I
want
to
say
we
can't.
We
talk
about
changing
things,
I
think
we
cannot
leave
out
the
fact
that
our
school
district
is
in
education
as
part
of
those
changes
and
I
think
that
we've
got
to
make
sure
that
our
inner-city
schools
are
invested
in
as
much
as
our
other
schools
and
not
just
in
terms
of
monetary.

We
want
to
get
the
kids
jobs,
but
yet
we
don't
have
the
kids,
the
kids,
don't
have
laptops
or
computers
to
do
the
work
that
we're
planning
on
getting
on
employing
them
with
so
there's
a
lot
that
needs
to
be
done
and
a
lot
that
has
to
occur,
but
also
we
can't
leave
out
the
school
district
and
the
children,
because
I
mean
definitely
they
are
our
future.
But
without
having
that
whole
conversation
and
I
know
that
you
and
I
and
the
council
have
already
talked
about
some
of
those
those
issues.

So
I
want
to
thank
you
all
for
that
and
I
do
want
to
say
that
I
think
that
our
Police
Department,
at
least
our
chief
and
and
some
of
our
officers
that
were
working
this
weekend
did
a
lot
to
help
our
city
through
this
time,
and
so
did
our
Department
of
Public
Works,
going
down
and
cleaning
up
and
volunteers
that
pitched
in
I
think
there's
a
lot
of
good.
You
know,
I
was
looking
at
some
letters.
I
wrote
probably
about
15
years
ago,
when
I
did
a
rally
for
public
education.

This
is
all
of
our
city.
This
is
all
of
our
neighborhoods
and
everybody
is
being
affected
and
if
you
can't
talk
about
loving
your
country
and
then
not
loving
your
neighbor,
so
I
think
that
there's
a
lot
that
we
need
to
do
together
and
so
I'm
willing
to
work
and
see
what
we
can
do
together
collectively.
But
I
do
want
to
thank
the
mayor's
office
and
the
police
department.
Public
Safety
Department
in
our
public
works
department
for
the
work
that
they
did
this
week
and
it
was
a
difficult
time
for
everybody.

It's
still
going
to
be
a
difficult
time.
I,
don't
think
anybody
has
the
I,
don't
think
it's
a
one
answer
thing.
I
think
everybody
has
a
lot
of
ideas
of
what
they
think
the
answers
are,
but
I
think
instead
of
fighting
I
would
love
for
us
to
sit
down.
Have
these
conversations
that
actually
you
know,
results
not
just
have
meetings
so
I
want
to
thank
you
for
all
that
anyone
else,
okay,
seeing
then
can
I
have
a
