to
remind

the

comments

matters

I
spoke
yesterday
at
the
regular
council
meeting.
So
I
won't
repeat
what
I
said
to
summarize.
I
was
asking
how
we
can
think
about
divesting
from
policing
and
reinvesting
in
alternative
public
safety
measures,
and
today
I
wanted
to
follow
up
on
one
councilwoman's
comment
yesterday,
where
she
mentioned
that
I
can't
remember
which
council
/,
which
council
member
this
was
but
she
mentioned.
You
know
we
can't
place
all
the
blame
on
police
or
policing.

Dropped
charges
from
39

people,
but
there
are
still
people
with
charges
that
need
that
need,
need
to
be
dropped,
and
so
that's
all
I
wanted
to
come
to
the
council
to
say,
and
then
I
also
wanted
to
say
one
more
thing
about
the
use
of
chemical
weapons
at
the
protests
we
a
22
a
22
year
old
woman
in
Ohio,
died
after
she
was
tear
gas
and
pepper
sprayed
and
she
hadn't
suffered
a
mathematic
attack.
Her
name
was
Sarah
Grossman
and
she
died
on
May
28th
in
Dayton
Ohio.

not
that
far
from
here
and
I
also
really
like
to
push
the
council
to
consider
a
kind
of
measure
to
ban
the
use
of
these
kinds
of
weapons
at
protests,
because
they
are
they're
called
less
lethal
forms
of
crowd
control,
but
they
are
lethal.
So
that's
all
I

that
I
had
witnessed
police
all
over

younger

handled
themselves.

amazing
stressful
situations
without
flaw

wanted
to
point
that
out
there
than
a
few
times
when
you're
also
going
to
call
whether
it's
a

usage

by
an
individual,
the
individual
has

seen
the
individuals
get
in

face.

not
for
defunding
the
police
officers,

think
anybody
is

however,
taking
money
that

obviously
not

a
good
form

to
buy
tools

long

incentive
for
them

Ed.
We
as
firefighters
go
through
Con
Ed
once
a
month.
If

it
comes

the
police
officers

the
higher-ups,
it
all
starts

ends

them

ego.

the
more

training

recognize

feel

many
other

avenues

money
could
be
funneled
into
to
help
the
community
with
homelessness
and
education
and
healthcare,
and
a
lot
of
that
right
now
is
going
to
the
police,
department

address
the
bigger
issues
at
hand,
the
reason
why
cops
are
called
into
these
communities
and
potentially
endangering
minority
groups

think
if
you
start
to
address
the
root
of
those
causes
like
mental
health
and
homelessness.

vote

legislation

Regarding
the
TWiT
expansion
in
East
Liberty,
a
no
vote
would
significantly
undermine
the
Housing
Committee
disability
to
fund
affordable
housing,
the
Penn
Plaza
meeting
area.
The
committee
consists
of
5
members.
We
have
one
vote,
each:
the
city
of
Pittsburgh,
mayor's
office,
Bloomfield,
Garfield,
corporation
friendship,
community
groups,
East
Liberty
development
incorporated
and
Endre
Park
Neighborhood
Association
are
a
part
of
this
Housing
Committee.

It's
absolutely
inconceivable
to
me
at
last
week's
trade,
Housing
Committee,
the
URA
in
councilmember,
Jesus,
chief
of
staff,
he's
not
an
official
member
of
the
committee
suggested
that
1.6
million
dollars
more
than
half
of
the
total
amount
available
for
housing,
be
directed
towards
the
walnut
capital
project
on
baby
Street
in
East
Liberty.
This
is
the
same
project
that
last
year
caused
an
uproar
as
the
East
Liberty
community
protested
that
there
had
been
no
public
process
in
laughing
the
part,
the
developers
for
the
site,
and
they
had
no
say
in
determining
the
use
of
the
site.

If
you
defeat
the
bill
today,
it'll
most
likely
send
the
city
in
the
community
intervenors
back
to
court
and
hold
up
these
funds
and
affordable
housing
at
a
time
when
we
desperately
need
them.
The
most
I
ask
also,
finally,
that
the
May
21st
letter
that
the
community
group
had
written
to
Mayor
Peduto
and
we
have
been
sending
to
the
council
members
and
the
council
clerk.

all

groups

have

subcommittee

be
all

Pittsburgh,

rather

public
deterrent,
the
social
determinants
of
health.

the
Commission
around
the

social
determinants
of

will

broad-based
subcommittees

community
impact.

this
way
we
have
a
larger
group
of
people
in
various
focused
specific
areas
for
reporting
back
to
the
Commission.

it
becomes
a
way
to
broaden
the
work
of
the
Commission
in
specific
subject
areas
and
take
all
of
our
work.
So
there
is
one
overarching
sort
of
guiding
entity
for
all
these
subsections
of
work
to
push
racial
and
and
gender
and
all
sort
of
equity
in
the
city.

hold

beginning,

been
against
this

promise.
I
was
there
with
the
mayor
at
the
Lutheran
Church,
we
promised
to
bring
residents
of
Penn
Plaza
back
to
the
core
of
East
Liberty.
We
did
not
promise
to
bring
them
back
to
Garfield.

We
did
not
promise
to
bring
them
back
to
shady
side.
We
promised
to
bring
them
back
to
the
core
of
East
Liberty
the
tree.
It
is
it
sir.
It's
used.
The
busway
is
the
part
of
it.
There
are.
The
URA
has
identified
another
project.
It
is
a
one-time
infusion,
so
it's
not
multiple
years.
It's
a
one-time
infusion
of
cash.
There
are
enough
affordable
housing
projects.
This
money
will
go
into
more
affordable
housing
and
there's
enough
simple
way:
shovel-ready
projects
right
in
that
area.

order
for
this
to
be
utilized
and
those
projects
are
shovel
ready,
ready
to
go
I.
So
therefore,
there,
although,
although
Ellicott
this
is
in
the
heart
of
my
council,
district
and
I,
do
not
support
a
study
to
consider
the
extension
of
the
treant,
because
there
are
enough
projects
to
utilize
and
to
bring
them
back
to
the
core
of
East
Liberty
within
blocks
where
they
live.
So
they
can
continue
to
live,
work,
worship
and
shop
in
that
area.
So
I
urge
my
colleagues
to
vote
no.

I
understood
this
March
correctly,
is
not
in
support
of
a
planning
study
and
yet
the
bill
is
about
undertaking
an
amended
planning,
study
and
I'm
being
asked
to
vote
no
on
the
bill
that
he
put

table.
So
I'm
really
I'm
very
confused
as
to
what
I'm
being
asked
to
support,
not
support
here
and
much
of
the
public
comment
has
been
around
a
court
order
so
to
leave
things
as
they
are
right
now.

the
court
order
or
the
intent
of
the
court
order,
I
guess
and
then
be
I'm.
Also,
if
I
understand
public
comment
correctly,
that
the
developer
is
in
support
of
the
expansion,

multitude
of
mixed
messages
and

Don't
understand
what
I'm
being
asked
about
odd.

short
version

it

sorry
that
you
are
not
been
breached.

there
was
a
court
order
that
we
required
the
city
to
consider
the
expansion
of
the
tread.

the
court
order
ordered
us

consider

not
order
us
to
pass
it.
It
ordered

to
consider
it

the
administration
forwarded
to
me
legislation
that
I
introduced
in
that
was
consistent
to
the
consent
decree
of
the
court

we
considered.
There
are
people
who
believe
that
it
should
be
extended.

very
beginning
not
been
in
favor
of
that,
however,
the
court
said
we
have
to

this
has
been
put
on
the
table
for

consider

community
groups
outside
of
East
Liberty,
particularly
Garfield,
who
want
to
take
the
money
that
is
I
believe
should
be
earmarked
for
the
heart
of
East
Liberty
and
move
it
further
away
from
the
heart
of
East
Liberty
closer
to
Garfield
I
and
move
it
over
to
crouch
in
to
Friendship.

am
against
that
has
been
against
that
over
and
over
again,
and
so
the
reason
that
so
this
actual
bill
is
to
fund
a
study
to
consider
extend
the
boundaries.
It
does
not
automatically
extend
the
boundaries
it
considers
extending
the
boundaries.
I
have
been
against
extending
the
boundaries
period.
So
therefore
I'm
against
a
study
to
extend
the
boundaries,
it's
a
waste
of
time
and
a
waste
of
resources
when
we
already
have
enough
projects
identified
even
the
East
Liberty
corridor
within
walking
distance
to
when
print
laser
was.

an
attempt
by
other
community
groups
to
use
this

out
a
group
of
money
to
so
that
they
can
extend
it
into
projects.
They
have
in
mind
at
a
future
date,
I'm
suggesting
less
this
fun

projects
that

already

been
identified
and
they
will
be
there
shovel
ready,
and
can
you
get
through
that
and
implement
it
now?

that's

those
public
comments
you've
heard
are
from
people
who
either
aid,
they
don't
live
in
the
community.
Many
of
them,
you
know,
refuse
to
have
dialogue
with
me.
They
go
to
other
member
because
they
don't
live
in
my
district.
They
actually
are
advocates
for
other
communities,
and
so
they
go
to
other
people
to
give
their
concerns.
I
find
that
offensive,
because
this
development
is
in
my
council
district,
but
they
had
the
right
to
do
that
and
so
so
that
that's
what
I'm
saying
it
I
I
am
I.

the
things
that
I've
always
held
dear
to
the
position
that
I
hold
on
council
is
that,
even
though
my
view
may
be
different
from
the
constituency
that
I
represent,
that
I
have
an
duty-bound
obligation
to
bring
the
desire
of
the
constituency
that
I
represent
to
the
table
and
not
my
personal
opinion
and
I'll.
Tell
you.
I've
wrestled
with
that.
Sometimes
there
are
things
I
strongly
believe
in
that
constituency.

Each
person
has
identified
some
connection
to
the
ninth
Council
District,
so
I
so
I'll
release
my
time
and
and
let
other
members
chime
in
if
they
wish
to
do
so,
but
it
I
just
don't
see
harm
in
in
formalizing
a
process
by
which
people
can
then
enter
their
comment
to
help
us
make
a
more
and
better
informed
decision.

a
number
of
weeks
ago
that
this
bill
first
came
up
and
I
asked
some
questions
about
the
new
geography
and
I
was
talking
about
the
east
side
and
the
west
side
of
East
Liberty,
because
councilman
Burgess
presented
it
as
including
communities
of
wealth.
Truly
that
would
be
included
in
the
new
radius
and
I
questioned,
whether
the
expansion
of
the
footprint
needed
to
be
a
radius
and
I
did
follow
up
and
I
heard
back
from
councilman
Burgesses
office
I,
followed
up
with
the
array.

I
read
the
state
law
about
treads
myself
and
well
just
on
for
our
technical
background,
since
this
is
the
first
and
maybe
still
be
all
much
of
it's
still,
the
only
tread
in
the
state.
There
is
some
matter
of
interpretation,
so
the
state
law
reads
that
trade
district
should
be
defined
by
the
local
body,
which
is
us,
but
then
also
but
informed
by
the
I.
Think
the.
N
The
redevelopment
company's
recommendation
to
the
local
council,
if
I
recall
that
correctly
and
then
it
should
be
a
minimum
radius
and
a
floor
max,
have
a
maximum
radius.
But
it
does
not
say
it
must
be
a
radius.
That's
just
my
own
technical
reading
of
it.
But
the
court
order
as
I
understand
on
this
specific
East
Liberty
treads,
did
suggest
a
new
radius
from
a
new
fossa.

it's
not
that
as
the
councilman
suggested
I'm
hearing
from
other
people.
As
the
council
person,
who
is
not
representing
that
district
I'll,
just
say
for
the
record
that
councilman
burr
just
specifically
has
voted
against
my
vote
in
my
district
on
tax,
increment
financing
and
so
I.
Think
in
this
part
here,
which
again
is
a
area
which
is
close
to
our
line
and
which
is
a
vote
for
all
of
Council.

To
talk
about
again,
just
a
planning
study
to
consider
this
court
order
of
expansion
that
I'm
going
to
have
to
vote
to
support,
studying
these
boundaries
and
I
do
think
that
there
would
be
a
way
forward
that
would
both
satisfy
not
investing
in
wealthy
communities
and
definitely
investing
in
communities
that
made
the
affordable,
housing
and
I.
But
I
do
also
hear
that
he,
you
know,
made
a
promise
to
bring
people
back
to
East.
Liberty
and
I
understand
his
position.
They
are
night
and
I
support
that
as
well.

are
other
funds
in
the
world
for
supporting,
affordable
housing,
and
so
I
think
that
this
this
you
go.
This
I
said
you
go,
but
this
situation
may
be
a
tussle
of
it's
been
a
very
long
fight.
I,
understand
that
and
I
have
not
been
at
the
table
in
the
fight.
It
is
not
my
district,
but
I
understand
that
people
are
kind
of.

we

have
to
also
find
the
funding
for
it.
If
you
look
at
the
legislation,
there's
no
funding
stream
attached
to
it.
So
we'd
also
have
to
go

money.

was

expansion

with

court
order

to

with
these
on
many
different
issues
where
courts
intervening
on
our
land
use
decisions
on
other
legislation.

that
defying
the
court
order
could
put

pot

money
back
into

most
expeditious
path
