time

increasing
millage
on
people
who
are
already
cost
burdened

middle

believe

burden
on
both
the
households
and

on
renters,

have

burden

parks
tax
before
so
I'll

lot

think
that,

the
timing

help

people

help

mortgage

put

neighborhoods

in
really
horrible
condition.

we've
done
a
tremendous
job

increased

lot
over

past
few
years-

I
think
our
parks

amazing-
there
are
a
lot
of
parks
that
need
a
lot
of
attention
right
now
and
several
of
those
are
in
my
district
and-

I
know
that
they're
also
in
reverend
burch's
district
in
councilman,
laval's,
district
and
and
actually
some
in
all
of
our
districts.
That
will
be
getting
some
some
of
this
some
help.
So
I,
although
I
don't
think
this
is
perfect
timing.

think
that
by
the
time
we
put
this
all
into
place
and
that
there
is
help
available-
hopefully
this
pandemic
will
be
out
of

of
will
be
over
with

that
people
will

back
to
work.

with

that's
why

voting

create
jobs.

a

my
office
received
probably
200
emails.

want

make
sure
I
address
any
concerns
that
other
council
members
may
have
in
their
district.
I'm
sure
I
wasn't
the
only
one
getting
these
calls,
but
I
do
think
I
had
an
influx
that
you
know
compares
can't
compare
to
other
districts
because
of
the
hills
we
have.
So
I
just
wanted
to
say
this.
You
know
to
anybody
in
my
district
and
to
the
other.

My
colleagues
here
is
the
obvious
for
me
in
my
district
was
the
former
council
person
that
was
in
this
seat.
Let
that
fourth
division
close
now
our
trucks
are
coming.
My
district
is
being
served
by
councilwoman,
kill,
smith's
district
and,
and
you
know,
and
coming
from
the
strip
district,
so
we're
losing
valuable
time
there.

That's
the
obvious
that,
of
course,
doesn't
help
us
out
for
this
year.
This
year,
though,
there
are
some
immediate
things
that
we've
identified
I've
kind
of
dug
into
this
over
the
last
couple
weeks
and
found,
I
think
things
that
can
be
changed
right
away.
Number
one
is
the
salt
distribution
that
the
tracking
system-
you
will
be
hearing
a
lot
about
this
lately
in
the
next
couple
weeks,
and
I
want
to
thank
the
mayor's
office
in
agreeing
to
sit
down
with
me
and
address
these
things
that
are
of
great
concern.

My
district
is,
you
know
we
have
the
steepest
hills
in
all
of
america
and
on
all
of
north
america.
You
know
we
have
a
multiple
amount,
huge
amount
of
essential
workers
that
need
to
get
off
the
hills
and
get
to
oakland
and
wherever
they're
going
to
work,
not
counting
the
policemen,
not
counting
the
firefighters.

Council
today
was
a
couple
things:
a
lot
of
changes,
we're
going
to
be
making
immediate
changes.
I
hope
to
rectify
things
then
sitting
with
the
administration,
and
they
recognize
that
too,
and
you
know
I
can't
make
changes
unless
I
have
a
seat
at
the
table.
They've
agreed
to
you
know
help
implement
some
things
that
I'm
proposing
and
you'll
hear
more
about
that
later.

this
winter

director
gable,
leaving
it's

going
to
be
tough
on
me

think
director
gable
does
a
great
job
at
getting.

the
crews
out
there
in
the
right
spots.

technologically

feel
as

will
be
making

pitch

mayor's

do
feel
my
district
needs
more
crews
in
it
than
most
other
districts
because
of
the
hills

takes
a
lot
longer

dangerous
work

clear
my
streets.
I
filled
in
other
districts,
so
I'm
pleading
to
you
just
as
you
know
many
cases
that
I've
many
things
I
vote
for.

extra
resources,
whether
it
be
affordable,
housing
shot
spot,
or
you
know
that
resources
that
go
to
other
parts
of
the
city
for
your
help,
to
make
sure
that
I
have
the
necessary
resources,
so
people
can
get
to
work

there
are
some
glaring
problems
there
that
we're
gonna
address
right
away.

don't
think
it's
gonna,
you
know,
I
don't
think
it's
gonna
be
the
end
all,
but

it
certainly
will
help
temporarily.

division
built
fast

far
as
I'm

of
the
fourth

be

huge
help
and

forward
when
we
get

new

Saying
to
other
members,
I
am
going
to
add
to
that,
because
one
of
the
reasons
we
just
voted
for
the
park
tax
was
to
get
additional
people,
and
I
want
to
make
sure
that
some
of
those
people
are
also
in
our
districts
as
well.
We,
I
think,
we've
we've
struggled
with
snow
removal
for
decades,
and
I
don't
think
this
is
isolated
to
any
one
administration.

Any
one
council
member,
I
think
that
it
depends
on
what
the
situation
is.
You
know
who
came
out
to
work
that
day,
there's
a
lot
going
on,
but
I
want
to
say
that
this
week
weekend,
I
only
had
a
few
complaints
in
my
district,
which
is
really
really
unusual,
because
we
do
have
the
most
miles
of
roads
in
district
2
and
we
do
have
a
lot
of
hills
and
and
narrow
roads
as
well,
but
we
also
have
really
challenging
roads,
especially
on
the
hillsides,
with
landslides
as
well.

So
I
think
that
there's
a
lot
of
challenges
in
our
district
too,
but
I
think
we
all
have
our
unique
circumstances
in
our
own
districts.
So
I
wouldn't
advocate
for
any
one
group
to
get
or
wanting
any
one
area
to
get
more
than
any
other
area,
especially
since
I
just
voted
to
make
sure
that
we
get
additional
labors,
I'm
hired.

But
I
do
think
that
when
we
move
forward
councilman
that
there
we're
talking
about
new
directors-
and
we
just
put
in
a
position
for
a
deputy
director-
I
hope
that
this
administration
will
take
time
to
make
sure
that
they
are
hiring
somebody
who
understands
the
operations
of
the
city
of
pittsburgh,
not
somebody
who
understands
the
operations
of
new
york
or
california
or
someplace
else.
Well,
not
just
as
much
in
california
but
in
other
places.

think
we
put
so
much
emphasis
on
parks
and-
and
you
know,
roads
and
and
all
the
stuff
with
domi
and
all
the
things
that
we
do,
but
we
don't
put
a
whole
lot
on
snow
removal,
which
is
something
that's
very
important
to
our
residents,
and
I
think
that
that's
where
our
focus
needs
to
be
we've
taken
care
of
all
the
other
things.
Now.
This
is
one
of
the
things
that
our
residents
are
asking
for
that
we
take
care
of.

So
I
want
to
make
sure
that
we
address
this,
and
I
do
want
to
thank
chief
of
staff
gilman
because
he
did
work
all
christmasy
christmas,
eve
christmas
day,
taking
phone
calls
and
complaints
and
addressing
things,
and
I
didn't
get
them
from
other
districts.
I
didn't
get
them.
I
only
had
a
few
from
my
district,
but
the
problem
is
once
they.
Those
problems
went
to
management
and
to
different
folks.

They
weren't
always
addressed.
I
do
want
to
say
john
mcclury
does
an
amazing
job
at
the
fifth
division,
as
do
all
the
four
men
at
the
fifth
division.
Four
fifth
division
is
an
amazing
division.
They
run
like
a
well-oiled
machine,
but
I
do
but
I,
but
I
think
that
some
of
those
things
that
went
above
them
that
that
street
complaints
they
were
still
not
addressed
as
of
yesterday
after
they
had
gone
over
to,
I
saw
the
emails,
the
chief
of
staff
sent
to
people,
and
yet
they
still
remained
a
problem.

Those
are
things
we
need
to
address
why
the
same
streets,
you
know
continually,
seem
to
be
problematic
and
and
if,
if
sometimes,
if
a
truck
can't
get
through,
maybe
it's
time
that
we
have
people
get
out
of
the
truck
and
throw
some
salt
on
the
road
by
hand,
because
something
has
to
happen.
But
I
do
want
to
say.
A
I
think
that
the
spreaders
did
not
spread
enough
salt
and
we
heard
that
repeatedly
throughout
a
lot
of
the
employees
that
the
spreaders
did
not
spread
enough
salt,
they
increased
the
assault
amount
and
that
over
over
the
time,
and
that
that
was
a
little
bit
better,
but
I
think
that
that
call
should
have
been
done
early
on.
So
I
think
that
there's
a
lot
that
we
need
to
understand
about
snow
removal.

None
of
us
are
going
to
remember
snowmageddon,
where
you
know
the
administration
was
being
attacked,
left
and
right
for
snow
removal,
and
I
remember
at
that
time
and
I
said
to
members
then,
and
I'm
going
to
say
it
again.

The
time
during
a
crisis
is
for
us
to
pitch
in
as
members
as
people
who
who
are
leaders
of
the
city
to
work
3-1-1
to
go
help
people
get
medicine
to
go,
help
people
you
know
get
their
walkways
clean
to
do
the
things
to
make
sure
that
people
are
seniors
and
elderly
or
seniors
in
our
people
that
are
ill
or
disabled
or
whatever
that
they're
getting
the
help
that
they
need.

Overall,
there
were
a
few
really
outstanding
issues
that
were
not
resolved,
but
overall
I
actually
had
a
lot
of
compliments
and
I
I'll
be
glad
to
show
you
some
of
them
that
I
was
surprised
with
some
of
the
so
many
that
were
coming
in,
because
I
went
to
people
always
say
that
the
suburbs
are
done.
That
day
I
went
to
greentree
scott
township,
ross,
township
of
the
north
hills
and
mccandless,
and
none
of
those
were.

I
was
glad
to
reach
the
city
limits,
so
so
thank
you
to
the
crews
for
working
so
hard
over
the
weekend,
and
I
hope
that
we
can
work
together
on
making
sure
that
the
next
director
and
the
next
team
for
dpw
has
some
emphasis
on
operations
and
and
can
really
work
with
the
crews
to
get
them
to
inc.

to
do
the
jobs
that
they're
hired
to
do.

fighting
for

division.
For
me
you

as
you

councilman

We
laugh

it.
The
very
first
meeting
I
had
with
the
mayor
was
my
first
week
in
office,
and
you
were
there,
madam
president,
and
you
know
we
pushed
for
that.
Fourth
division.
It
was
unacceptable
that
you
know
we
let
that
thing
shut
down
without
a
commitment
to
build
a
new.
So
it
really.

Date,
but
we
will,
you
know,
take
time
to
get
this
thing
rolling,
so
familiar
coming
up
with
a
design.
We
will
be
breaking
ground,
probably
in
the
next
month
or
two
at
the
most,
so
so
welcome
change,

by
this
time
next
year
we're
up
and
running
the
things
fully
staffed.
It's
on
a
new
campus
and
you
know,
should
make
a
world
of
difference
so.

it
relates
to
the
fourth
division,
the
fourth
division
was
completely
on
track
for
construction.
The
money
has
been
allocated
and
sequestered.
I
think,
there's
a
little
over
two
million
dollars
that
we
have
allocated
to
build
the
division.
What
slowed
the
the
actual
construction
of
the
division
was
a
piece
of
property
that
we
wish
to
acquire.

The
owner
did
not
wish
to
sell
us
the
property,
except
for
an
exorbitant
amount
of
money
which,
as
responsible
stewards,
we
were
not
willing
to
pay.

So
we
completely
designed
the
fourth
division
around
this
property,
with
the
idea
that
it
was
still
going
to
exist
and
we
were
ready
to
move
ahead
with
its
actual
construction
when
the
owner
decided
they
wanted
to
sell
the
property
after
all,
and
so
we
went
through
the
process
of
acquiring
the
property
for
a
very
reasonable
amount
of
money
and
assisted
the
owner
with
their
move,
to
relocate,
acquired
the
property
and
now
have
redesigned
the
fourth
division.
For
a
second
time.

way
we
wanted
to
do
it
having
that
property
and
a
completed
campus,
the
way
we
really
wanted
to
see
it
be,
and
that
was
really
in
the
best
interest
of
that
campus
and
a
new
fourth
division.
So
that
is
why
it
has
been
delayed.
The
and
councilman
coggle.
You
know
my
thoughts.
We
have
talked
extensively
about
the
start
date
for
the
fourth
division,
but
money
sequestered
plans
are
in
place.
Fourth,
division
construction
begins
in
the
spring
and
and
any
of
the
constituency
that's
listening.
They
know.

heard
this
story
a
million
times,
but
it
is
true.
It
is.
We
will
actually
begin
construction
in
the
spring
and
it
will
and
it
will.
I
think
I

can't
remember
the
exact
length
of
time
it
will
take
to
build,
but
it
is
surprisingly
shorter
than
I
thought
it
would
be,
but
the
campus
will
it
will
be
beautiful.
It
is
very
nicely
designed

fit
in.

sits
in
a
residential
neighborhood
on
a
residential
street,
and
we
were
adamant
about
that.

that

there's
one
element
that
we
never
seem
to
bring
into

discussion
when
we
talk
about
snow
removal-

that
is
mother,
nature
and
just
the
way
snow
happens
when
it
happens
the
kind
of
snow.

is
completely
ineffective

the
roads
meet

a
very
unusual
snowfall
in
that
it
happened
on
christmas
eve
and
christmas
day
and
please,
let's
all
thank
every
public
works
employee
from
the
top
down
that
sacrificed
their
christmas
eve
and
their
christmas
day
to
come
out
and
make
certain
that
the
roads
were
clear
and
that
people
emergency
vehicles
could
pass
and
that
the
city
could
operate,
and
my
heartfelt
thanks,
I
know
I
was
tucked
in
rather
warm
and
comfortable
on
christmas
eve
and
christmas
day,
and
there
were
a
lot
of
city
employees
that
were
not.

They
were
out
there
doing
their
jobs
and
I'm
grateful
we're
all
grateful
that
they
went
out
and
did
that.
But
we
got
a
lot
of
freezing
rain
right
before
the
snow
and
so
that
led
that
added
a
layer
of
ice
underneath
the
snow
and
then
the
temperatures
went
down
salt's
ineffective
and
we
all
understand
the
topography
of
the
of
the
city.
Councilman
coghill
anthony's
got
some
of
the
worst
hills
in
north
america.
He
does
and
I
think
we're
kind
of
followed.
Second
by
the
south
side
slopes
the
the
narrow
streets.

But
but
there
are
just
times
when
mother
nature
just
does
not
want
to
cooperate,
and
I
don't
want
that
to
be
translated
as
our
employees
being
ineffective
or
not
heartfelt
or
sincere
in
their
desire
to
get
out
there
and
keep
a
city
from
being
paralyzed
and
doing
their
jobs
in
very,
very
difficult
situations.
So,
let's
just
remember
to
thank
them,
and
I
appreciate
the
work
that
they
did
and
we
will
get
through
this.

division.

was
one
of
the
first
things
we
did
together
and
I
think
it
showed
when
we
worked
together
what
