like
to
remind
speakers

The
comments
are
limited
to
matters
of
concern
and
official
actions
or
deliberations
which
may
or
may
not
be
before
City
Council
profanity,
it
will
not
be,
will
not
be
permitted,
maybe
have
the
madam
clerk.

good

I
would
like
to
talk
to
you
about
some
of
the
police
reform
measures
that
you
guys
are
today
regarding
giving
money
to
the
dentist
group.
I
want
to
strongly
encourage
you
not
to
do
that.
This
is
motivation
that
is
propagating
a
theory
of
outside
agitators
that
has
been
disproven
in
the
media
over
and
over.
They
are
looking
for
25,000
dollars
of
taxpayer
money
to
tell
you
that
Pittsburgh
citizens
aren't
the
ones
who
are
protesting
in
your
streets.
That's
wrong!
It's
us!

We
are
looking
at
the
duty
to
intervene
actively
useless.
You
can
see
it
in
the
Georgia
forward.
Video
you
can
see
it
when
answer
on
Rose
was
killed,
cops,
don't
stop
other
cops,
it's
performative,
defund
the
police,
on
the
prohibition
on
acquisition
of
military
equipment
or
weaponry.
The
language
here
is
so
vague
that
you
could
still
purchase
just
about
anything
and
you
can't
purchase
any
equipment
classified
as
military
style
of
military
type
of
equipment
classified
by
in
what
classification
there.
These
reforms
are
toothless.
They
aren't
going
to
hell
anything.
You
can
be
serious
about
this.

teargas.

can
ban
no-knock
warrants.
You
can
stop
councilman
Coghill,
referring
to
the
police
as
our
partners
in
this
they're.
Not
they
are
the
people
that
we
are
in
the
streets
actively
protesting
against.
They
are
the
enemy
for
many
of
your
citizens.
I
encourage
you
all
to
think
about
that.
I
am
from
Beach
view.
I

a
member
of
councilman
Coghill
district
and
his
conduct
yesterday
was
disgusting
to
me.
I
hope
that
you
can
see
the
disgust
in
your
citizens
faces.

you
the
rest

you
for
having
me
I'd
like
to
start
by
addressing
a
few
points
from
the
meeting
yesterday.
First
Thank
You
Councilwoman
gross
for
the
hard
numbers
you
presented
in
terms
of
your
email,
inbox
and
messages
from
citizens
of
the
city
of
Pittsburgh,
councilman
coggle,
who
yesterday
stated
that
he
felt
that
his
inbox
said
the
opposite.
I
would
like
to
request
similar
transparency.
We
would
like
to
see
your
emails
so
to
speak.

The
hard
numbers,
the
data
in
terms
of
what
people
are
saying,
I'm,
not
super
certain
to
the
qualifications
for
the
sort
of
thing
in
terms
of
the
Freedom
of
Information
Act,
the
whole
transparency
around
the
number
of
calls
to
defend
them.
Please
you
are
actually
receiving
an
emails.
To
the
contrary
is
requested.
That's
not
Belize,
which
brings
me
to
your
concern
for
seniors.
The
real
danger
to
seniors
is
elder
abuse.
Only
one
in
24
cases
are
reported
and
elder
abuse
accounts
for
a
significant
amount
of
the
violent
crime
suffered
by
seniors.

Similarly,
5.8
percent
of
seniors
experience,
identity
theft.
These
are
both
serious
issues,
but
neither
of
them
are
going
to
be
solved
by
armed
police.
In
the
street
they're
happening
in
their
own
homes,
city
funded
non-police
initiatives
that
served
our
seniors
would
likely
be
a
better
solution
which
again
brings
me
to
something
that
counts
woman
slip.
Rod
up,
which
is
a
mistrust
of
nonprofits
I,
feel
as
though
there
was
some
defunding.
The
police
does
not
mean
transferring
money
for
the
police
budget
to
nonprofits.

Although
yes,
backlight
organizations
in
the
city
receive
disproportionately
fewer
funds
and
white
LED
organizations,
the
process
of
defunding,
the
police
involves
the
creation
of
an
or
expansion
of
existing
city
branches
in
civil
service.
Again,
I
encourage
you
to
look
at
the
proposed
people's
budget
of
a
la
which
allocates
27.6
1%
of
the
proposed
city
budget
to
the
built
environment.
For
example,
we
have
bridges
crumbling
around
us.
I
used
to
walk
home
from
my
workplace
downtown
to
the
Northside
at
night.
There
are
long
stretches
of
streets
in
the
Northside
without
lighting.

Great
way
to
deter
crime
would
be
to
simply
sense,
spend
some
money
on
some
lights,
put
more
thought
into
making
pedestrian
travel
safer
and
easier.
There
is
also
concern
about
outside
of
the
city
people
either
attending
protests
or
running
into
the
council
again.
This
brings
me
to
the
densest
group,
upon
reading
one
of
their
white
papers,
I
found
that
their
idea
of
Public
Safety
and
our
control
centers
on
a
mythic
idea
of
the
outside
agitator.

In
fact,
they're
retired
former
counterterrorism
workers
we're
not
dealing
with
carriers
here,
we're
dealing
with
citizens,
please
do
not
hire
the
densest
group.
I
also
take
issue
with
the
prohibition
on
acquisition
of
military
equipment,
because
it
does
not
go
far
enough.
Let's
not
purchase
military-grade
weapons,
no,
but
also,
let's
stop
using
excessive
force
and
real
bullets
on
our
citizens.
This
proposed
legislation
does
not
go
far
enough
and
does
not
address
the
root
of
the
issue.

funds
to
be
going
towards
a
more
anti-racist
thinkers
that
can
work
with
the
city.
We
need
to
defund
the
police,
and
that
way
we
to
not
keep
adding
money
to
their
budget.

need

defund
them

work
on
empowering
our
community,
which
already
has
a
plethora
of
great
thinkers
and
black
leaders
to
really
make
change
in
our
community
I

You
pertaining
to
the
first
resolution
for
the
transfer
of
$250,000
from
the
police
for
curb
any
allowance
to
stop
the
violence
fund,
whose
goal
is
to
continue
efforts
to
reduce
the
opioid
epidemic
in
Pittsburgh.
This
is
a
nice
sentiment,
but
I
believe
we
should
question
my
assistant
who
outreach
to
people
with
addictions
is
under
the
jurisdiction
of
the
police
at
all.
Why
would
I
call
the
police
on
neighbor
dealings,
mental
health
issues
or
addiction
when,
depending
on
the
color
of
her
skin,
it
could
be
a
death
sentence?
I
No
member
get
in
contact
with
the
social
worker.
Our
only
options
are
to
either
ignore
the
problem
or
call
the
cops
and
hope
for
the
best.
We
demand
too
much
of
our
police
force.
As
for
the
resolution
to
require
officers
to
use
inappropriate
to
report
when
they
use
inappropriate
force
or
to
stop
the
use
of
it,
I'm
sorry,
but
this
is
laughable.
We
have
the
receipt
showing
that's
saying.
If
you
see
something
say
something:
there's
nothing
to
address
the
systemic
problems
within
the
police
force.
I
The
code
of
silence
that,
when
good
cops
come
forward,
they
are
reprimanded,
ignored,
ostracized,
threatened
and
fired,
or
a
justice
system
that
police
officers
who
murder
get
acquitted.
Finally
time
again,
I
sincerely
hope
that
you
will
not
only
forbid
the
purchasing
of
military-grade
equipment,
but
also
forbid
the
use
of
equipment
that
is
currently
in
the
possession
of
the
PBP
chair.
Gas
is
a
chemical
weapon
that
is
outlawed
by
the
Geneva
Convention,
but
is
being
used
on
peaceful
protesters
with
impunity.
I
To
an
FBI
report
released
last
year,
violent
crimes
defined
his
murder,
rape,
armed
robbery
and
assault
has
decreased
by
more
than
50%
since
the
90s,
that's
5,
0
%,
and
these
crimes
currently
constitute
a
mere
5%
of
all
crimes.
However,
police
budget
simply
increased.
Why
are
police
being
armed
to
the
teeth
when
the
data
does
not
support
these
purchases
are
justified,
I
grew
up
in
the
south
and
it
would
be
like
if
the
city
budgeted
millions
of
dollars
to
buy
equipment
for
the
two
days
that
it
snowed.
I
As
for
the
resolution
to
pay
$225,000
in
census
group
to
do
a
third-party
assessment,
this
reads
to
me
like
paying
a
group,
so
you
can
say
you
did
your
due
diligence.
Additionally,
the
densest
group
published
the
white
papers,
which
is
a
document
that
promotes
a
Eurocentric
outside
agitator
agenda,
which
serves
to
devalue
the
work
of
black
light
organizations
and
activists
and
real
righteous
anger
by
centering
whiteness.
If
the
agitators
are
not
from
here,
if
they
are
white,
then
we
don't
have
to
look
within
ourselves.

I've
tried
to
format
this
an
order
of
the
agenda,
so
hopefully
it'll
make
sense.
Similarly,
I
oppose
resolutions
for
7
+
403,
which
regard
moving
the
$25,000
to
higher
the
densest
group.
Truthfully,
don't
have
anything
to
add
I
think
everyone
else
has
nailed
it.
My
similar
concerns
I
do
support
resolution
410
redirecting
two
hundred
and
fifty
thousand
dollars,
PEBB
I'm,
just
gonna,
say
the
police's
budget
towards
the
stop.
The
violence
fund
and
corresponding
ordinance.

would
like
more
specific
details
on
what
specific
social
service
and
crime
prevention
prevention
programs
we
would
be
directing
that
money
to,
but
I
do
fully
support
investing
that
money
in
our
community
and
actually,
since
the
money
is
being
redirected
from
the
police
recruit
allowance,
I
would
like
to
point
out
that
the
police
is
currently
budgeted
or
budgeted
for
nine
hundred
officers.
Yet,
according
to
their
2019
annual
statistical
report,
which
was
just
released,
there
are
actually
915
sworn
officers
which
I
found
very
confusing
and
distressing
I
counted
at
multiple
times.

That
report
also
states
that
there
are
89
recruits
currently
in
training,
so
quite
a
few
police
officers,
that's
significantly
over
what
they're
budgeted
for
so
I
hope
that
you
all
will
join
me
in
wondering
why
they
were
ever
given
that
$250,000
for
recruitment.
In
the
first
place,
it
certainly
doesn't
seem
like
they
need
it.
I
have
the
same
concerns
as
other
speakers
regarding
ordinances,
405
and
406,
which
are
the
mandatory
reporting,
if
you
witness
police
misconduct
and
I
just
forgot.
The
second
thing,
because
I
deleted
it
off
your
ending
the
purchase
of
military-grade
weapons.

Nationally
and
locally,
our
country
is
facing
these
two
intersecting
public
health
crises.
One
is
the
crisis
of
institutional
racism
and
the
other
one
is
the
crisis
of
police
violence
against
people
of
color.
They
are
interfacing
nationally
and
having
impact,
obviously,
even
here
in
the
city
of
Pittsburgh,
in
order
to
move
forward,
we
have
to
have
a
serious
conversation
about
the
future
of
policing
in
this
nation
and
the
future
of
policing
in
this
city.
Certainly,
budgets
are
statements
of
priorities.

Budgets
show
what
we
affirm
and
what
we
believe
in.
They
are
goals
and
objects.
They
are
not
just
dollars,
they
are
really
a
statement
of
our
values,
and
so,
as
we
are
now
going
to
have
our
ongoing
conversation
about
those
values
and
how
funding
can
best
be
utilized
in
our
city,
it
will
take
all
of
us
and
so
I
believe
that
these
four
bills,
although
not
perfect,
are
the
beginning
of
that
conversation
and
I
hope
to
engage
everyone.
I
want
to
make
it
clear.

is
in
my
mind's
eye
sight
that
everyone
must
participate
in
this
conversation.
It
must
be
the
activists,
it
must
be
the
mayor
in
the
mayor's
office.
It
must
be
council,
it
must
be
ordinary
citizens,
it
must
be
the
police,
it
must
be
social
services.
It
must
be
all
of
us
working
together
to
talk
about
reimagining,
our
police
and
looking
forward
to
providing
more
resources
to
african-americans,
perhaps
in
african-american
communities
and
so
I.
Just
my
hope
is
that
this
is
the
beginning
of
that
conversation.

our
post
agendas
and
public
hearings
that
we
plugged

We
both
said
that
we'd
like
to
see
everyone
at

What
we've
done
historically,
that's
worked
well
and
when
we
don't
can
we
go
out.

to
one
it

one
group
of
people,
then
we
always
make
mistakes

there's
always
something
we're
leaving
out

think
it's
imperative
that
we
hear
from
all
sides,
especially
the
two
sides
that
are
opposite
of
one
another
right
now.

up
to
us
to
be
those
mediators
and
so
I
I'm
glad

hear
you
say
that
and
I
did
say
to
everybody:
I
won't
sign
anything.

do
have

public
process,

really
feel
like
this
is
the
time
where
you
supposed
to
be
listening
to

people
we
work
for,
but
we
also
need
to
make
sure
that
we're
doing

best

employees
with
a
safe
working
environment.
So
I
think
that
there's
a
lot
to
happen.
That
needs
to
happen
here,
but
I
think
there's
a
lot
of
conversations
happening
now,
I'm
glad
to
hear
that
there's
some
conversations
happening,

think
the
mayor
and
others.

the
police
have
been
doing
some

colleagues

been
doing
some
of
the
meetings
and
answering
some
conversations
that
have
not
been
public,
so
I
just
want.

you're

doing
behind
the
scenes.

that's

say

I

he

disgusts

really
does

that
type
of
rhetoric
is
exactly
what
we
do
not
need
at
this
time.
So
I
hope
he
thinks
his
position
there
and
one
other
thing
I
wanted
to
correct.
You
know
I
said
I
had
gotten
a
lot
of
positive
Pro
police
responses.
We
had
gotten
over
3,000
emails
to
our
office.
The
majority
of
them
were
defund
police,
defund,
police,
so
I
don't
know
if
it
was
printed
wrong
or
what
was
said,
but
you
know
I
certainly
wasn't
alluding
to
that.
I
got
more
Pro
police
emails
than
not
so
so.

also
I
was
going
to
point
out
that,
again
to
the
best
that
we're
organizing-
maybe
if
we
it's
taking
us,
there's
a
some
lag
time
as
we
kind
of
find
the
emails
and
organ
them
into
a
folder.

inbox

up
to

defunding
and
I've.
Just
asked
for
an
update
and
I
have
a
hundred
and
thirty
emails.

so

do
think
that
most
members
offices

number

defunding

was
able
to

look

myself,
which
is
certainly
not

Sometimes
it
was
the
members

staff

the
members
direct
email
address.
So
there
again,
there's
just
some
lag
for
all
of
us.

Putting
this
information
together
when
I
said
this
yesterday
and
I'll
just
reiterate
again
today
that
for
members
of
the
public
who
feel
impatient
about
hearing
a
response
or
seeing
action,
I've
responded
and
I'll
say
it
here
too.
But
this
is
intentionally
a
deliberative
process,
and
so
it
is
not
that
we
don't
think
it
is
important
if
this
is
important
work
and
as
other
council
members
here
have
said
today,
we
want
to
make
sure
that
your
voice
is
heard
and
that
all
voices
are
included.

really
just
want

reiterate
what
councilman
Brooks
just
said
and
to
say
that
a
couple
of
things
one
I
I
too,
have
received
almost

regarding
police
reform
or
defunding.
The
police
majority
are
furred
from
making
the
defund

campaign
and
defunding
the
police
and
I
really
appreciate
the
level
of
public
engagement
on
this.
Whether
people
are
in
the
streets
or
whether
they're
taking
the
time
to
look
at
our
budgets
or
whether
they're
engaging
in
capital
and
hopefully
future
operating
budget
forums.

Taking
the
time
to
email,
I
like
to
see
that
I
also
really
appreciate
the
number
of
people
who
are
engaging
in
the
City
Council
meeting
process.
Signing
up
to
speak
I
know
that
there
are
some
issues
with
everyone:
finding
the
right
language
to
watch
and
live-streaming
and
we're
working
through
those.
But
it's
wonderful
to
see
this
level
of
engagement
and
you
know
I,
don't
want
to
speak
for
my
council
colleagues,
but
I
know
that
when
I
feel
pressure
from
the
public
I'm
I
want
to
act,
I
want
to
act
quickly.
I
want
to
act
swiftly.

to
show
something
for
the
effort
that
I'm
putting
in
and
I'll
just
reiterate
what
councilman
Gross
said.
You
know
there's
a
balance
between
capitalizing
on
momentum
that
we
see
in
the
public
and
getting
it
right.
Just
because
you
know
we
don't
have
the
type
of
legislation
or
the
type
of
discussion
that
we've
seen
on
the
budget.
Prioritization.
That
members
of
the
public
who
are
engaged
in
this
issue
want
to
see
doesn't
mean
that's
not
work
happening.

say
that
for
myself
I'm,
you
know,
I
know
this
isn't
a
new
issue,
but
it's
in
its
a
newly
prioritized
urgent
issue
for
me
and
I'm
learning
a
lot
as
I
mentioned
a
couple
weeks
ago,
or
maybe
last
week
and
I'm,
educating
myself
and
I'm
reading
Angela,
Davis
and
I'm
reading.
You
know
David,
Harris
and
I'm
reading,
all
these
sorts
of
people
and
scholars
and
listening
to
the
emails
I'm
getting
and
I'm
digging
into
the
budget
and
I'm.

Looking
at
what
the
say
that
people's
budget
looks
like
in
LA
and
then
where
we
are
police
trying
to
get
data
on
where
police
actually
spend
most
of
their
time,
and
that's
going
to
take
some
time
to
dig
through
to
be
able
to
figure
out
okay,
what
does
a
budget
for
2021
look
like
what
does
a
budget
for
2022
look
like
where
if
money
is
being
shifted?
Where
is
it
that
shifted
to
and
that
again
it
takes
time,
and
it
also
takes
a
process
wherever
you're
talking
with
community
organizations
and
and
resident
active
communities.

I
just
wanted

say
that
to
assure
people
who
are
listening
and
paying
attention
that
I'm
eager
to
introduce
something

eager

have
something
to
show
for
the
work.

is,
that
I'm
doing

I

us

doing,
but

don't
want
it
to
be
half-baked

ban
on

identity

expression.
Earlier
this
year,
council
also
passed
new
non-discrimination,
ordinances
regarding
language
spoken
and
immigration
status,
which
inadvertently
erased
the
previously
agreed
upon
and
passed
definitions
from
2019
this.
This
was
about
a
couple
months
ago.
This
simply
adds
those
back
in
correcting
that
mistake.

do
because
it's
a
significant
cost

wanted
to
have
some
brief
discussion.

has
to
do
with
our
network
functionality.
Our
network
is
reaching
an
end-of-life
fairly
soon,
and
so
this

able

get
get
this
passed,
and

long
overdue,

systems-

unintentionally

building

my

bundle

wires
that

they
certainly
weren't
fiber.
They
were
basically
like

twisted
up
telephone
wires
that
are
an
operable
part
of
our
data
system
and
so
in

shocking

we
have
certainly
complained
them
on
a
council
side
about
our
connectivity
on
our
hallway
and
I
know
that
part
of
that
is
the
actual
hard
backbone.

just
don't
have
the
bandwidth
that
we
need
to
keep
our
computers
operating

The
work
that
we
need
to
do
is
kind
of
the
fundamental.
If
you
think
about
it,
is
almost
the
cornerstone
hard
that
holds
the
rest
of
the
network
together.
So,
regardless
of
whether
people
are
accessing
acids
remotely
from
their
residences
or
from
different
city
facilities,
this
is
kind
of
like
the
piece
that
holds
it
all
together.
That's
probably
why
we
are
really
appreciative
of
the
council
of
listening
and
helping
us
move
this
forward
kind
of
nerve,
wrecking
when
you
don't
have
the
cornerstone
in
place.

you
mentioned,
they're
wiring
is
a
huge
issue
as
well
and
with
the
funds
that
have
been
allocated
for
this
year,
for
the
capital
budget
were
hopefully
at
some
point.
In
the
near
future,
we'll
be
bringing
to
counsel
the
request
start
using
those
funds,
we're
going
to
start
do
a
rewiring,
the
City
County
Building,
given
that
there's
a
number
of
the
largest
concentration
of
city
employees,
especially
their
kind
of
employees
that
tend
to
use
their
computers
for
their
daily
function.

into
uptown

right
