discuss

appointment
as
director
of
PLI
last
week.
I
listened
in
and
members
of
council
say
that
they
wanted
to
hold
a
job
interview
for
Sarah.
Some
of
you
even
indicate
that
Sarah's
doing
great
job
at
PLI
and
are
willing
to
recommend
her
for
the
office
I'm,
not
here
to
support
or
not
support
Sarah
in
this
position,
but
and
I
never
even
met
her,
but
I
know.

The
office
currently
PLI
operates
very
well
as
a
website
for
payments
of
licenses
and
fees
for
small
business
people
in
Pittsburgh
and
it
seems
transparent.
You
want
to
have
a
hot
dog
stand
in
the
city.
You
pay
a
fee
online.
This
office
collects
the
fee.
You
don't
need
to
talk
to
anyone,
but
the
fees
are
very
high.
The
fees
are
10
times
higher
before
Sarah,
but
if
Sarah
is
the
right
person
for
the
position,
what
you
need
to
ask
of
her
is:
what
is
she
going
to
improve?
You

large
portion
of
this
office
also
handles
building
code
violations
and
construction
permits.
The
process
of
the
city
is
overly
long.

can
be
in
virtual
line
forever.

know
what
number
you

line,
but
you
know
don't
know

long

line

take
the
process
is,
opaque
is
excessively
long
and
complex.
There
is
no
transparency
is
arbitrary
and
capricious
you
want
to
build
that
deck
or
pull
this
year
at
your
house.

need
at
least
four
months
of
planning
so
plan
on
next
year.

to
garage
or
carport
plan
on
more
than
a
year
apartment
building

years,
you
want

build
affordable
housing
that
can't

without
government
intervention

delays
lead
to
higher

higher

are
okay,

the
upper
level
staff
is
unresponsive
to

constituents,

they

Gilman's
calls
you
can
call
every
day

email

one
will
respond.

one
will
email
you
back
or
pick
up
their
phone.
They
won't
even
acknowledge.

message

three

dollars.

can
file
an
appeal,
but
that
takes
another
four
to
six
weeks.
You
can
stop
by
when
without

but
no
one
is
going
to
talk
to
you.
Don't

answer

city
in
time
they
file

criminal
charge
against
you.

is
no
Ombudsman
and
there
was
no
one
to
speak
to
it,

quo

worse
over
the
last
few
years.

counselor
to
ask
how
she
will
improve
communications
and
responses
and
treat
citizens
with
a
modicum
of
respect

public
servants.

comment
on
a
couple
of
items
on
the
agenda.
First
for
the
grant
money
from
the
US
Department
of
Justice
for
the
coronavirus
emergency
supplemental
fun.
This
money
is
slated
to
go
to
the
Department
of
Public
Safety,
but
does
not
specify
where
this
money
should
not
go
to
the
Pittsburgh
Bureau
of
police.
They
already
have
far
too
much
money.

The
abolitionist
Law
Center
has
been
calling
for
a
decoy
serration
of
the
acj
as
a
way
to
combat
the
spread
of
copán
19.
Since
March
15th
I
support
the
creation
of
an
LGBTQ
Commission
and
expected,
the
building
of
it
will
be
transparent,
with
a
focus
on
intersectionality
so
that
it's
not
Philip
predominantly
gay
white
men
I
also
support
the
ordinance
to
end
gender
identity
and
expression.

Discrimination
in
public
housing,
Oh
DBT
young
adults
have
a
120
percent
higher
rate
of
homelessness,
which
which
places
them
in
a
disadvantage
when
applying
for
housing,
as
they
have
little
opportunity
to
establish
good
credit
and
have
difficulty
finding
employment
due
to
anti-lgbt
discrimination
and
the
stigma
and
criminalization
of
homelessness.
One
in
three
black
trans
women
make
less
than
$100,000
per
year.

The
incarceration
rate
for
transgender
black
people,
people
of
color
and
low-income,
is
out
of
proportion
with
the
representation
in
the
general
population,
with
106
transgender
people
having
been
incarcerated
and
that
number
jumping
to
47%
when
looking
at
just
black
trans
women,
ending
identity
and
expression
who
the
space
discrimination
for
public
housing
is
a
necessary
step
and
acts
like
that
when
it
isn't
active,
the
proper
procedures
for
accountability
will
be
put
in
place
so
that
it
is
not
ignored.

like

acknowledge

I
see

creation

an
LGBTQ
Commission
and
commend
it
as
a
member
of
that
community.
I
hope
that
you'll
make
the
selection
of
members
a
public
process
and
give
great
way
to
intersectionality
when
doing
so.

Similarly,
I
commend
the
addition
of
gender
expression
and
identity
as
protected
classes
with
regards
to
housing,
considering
that
nearly
one
in
10
black
trans
women
were
incarcerated
in
the
previous
year.
This
is
important
and
tied
to
the
plague
of
mass
incarceration
in
our
country.
I
hope
that
the
city
of
Pittsburgh
will
both
defend
the
police
department
and
take
care
to
fund
public
housing
and
housing
resources
for
those
in
our
community,
most
likely
to
have
their
lives
affected
by
arrest
and
incarceration.

insist
on
having
the
police
at
the
table,
then
you
need
to
make
sure
the
community
is
at
the
table
and
that
you're
listening
to
the
demands
of
and
speaking
to,
the
Allegheny
County
black
activists
and
organizers,
collecting
I
hope
that
you
will
refer
to
the
12
points.
The
collective
gave
the
mayor
and
everything
your
power
to
meet
their
demands.

mayor
in
his
recent
response,
most
notably,
does
not
address
directly
the
demands
of
fun
police
I
did
not
find
his
response
to
be
at
all
adequate,
but
rather
self
congratulatory
I
hope
we
can
rely
on
you,
the
council,
to
do
what
is
right
and
what
is
needed
and
to
interface
with
the
Commonwealth
of
Pennsylvania,
where
necessary
to
demand
whatever
changes
may
need
to
be
made
at
the
state
as
opposed
to
city
level.

Finally,
I
would
argue
that
if
organizers
in
the
city
agree
that
incarcerated
individuals,
including
the
81%
of
people
held
at
Allegheny,
County
Jail
without
trial,
be
invited
to
speak,
perhaps
anonymously
to
protect
them
at
this
hearing
by
phone.
Similarly,
for
those
who
may
have
been
imprisoned
in
other
areas,
but
who
were
residents
of
the
city
of
Pittsburgh,
when
arrested
by
Pittsburgh
police
I
would
like
to
see
that
they
have
to
say
their
say,

was
public
hearing.
