addressed,
and

think
that
those

things

we
want
to
discuss

we
need

introduced
this
directly
from
the
community.

This
was
not
something
that
we
did
alone,
but
this
is
coming
from
a
variety
of
community
groups,
so
if
we
are
going-
and
they
are
really
its
architects
and
its
authors,
so
I'm
simply
suggesting,
though,
that
as
we
have
this
conversation-
and
we
are
mindful
of
having
a
conversation
with
them
too
as
to
our
direction
so
that
they
can
be
partners
with
us
as
we
move
forward.

just
like

say
that
reverend
many
times
before,
when
we
worked
on
legislation,
we
brought
the
community
to
the
table
with
law
enforcement.

think
those
are
the
and
council
members.
I
think
that's
some
of

best
legislation
that
we
have
currently
in
some
of
the
best
things
that
we've
done
so
I'm
okay.
If
we
even
bring
the
community
to
a
meeting
with
the
public
safety
director
and
and
police,
I
actually
think
that
there's
some
there.

I
think
we
also
need
to
have
some
of
the
women's
groups
there,
because
some
of
these
cases
sometimes
involve
domestic
violence,
while
they
are
serving
warrants
for
domestic
violence
and
when
things
escalate-
and
I
wouldn't
want
to
see
somebody
in
a
domestic
violence
situation
shot
because
they
had
some,
our
police
officers
didn't
knock
on
the
door,
so
I
just
want
to
make
sure
whatever
we're
doing
we're,
I'm
I'm
all
for
being
more
inclusive
and
having
the
community
at
the
table
with
the
police.

need

make
sure

community
members

putting

energy

real
time

been

prevent
them
from
spending
any
more
time
doing

we

pass

The
phase
one
is
is
the
park,
it's
a
playground,
it's
the
things
that
everyone
sees
and
it's
such
a
beautiful
park,
and
it
does
have
a
green
infrastructure
component
to
it,
but
to
really
make
it
work
properly,
we
need
phase
two
and
phase
two
is
going
to
be
taking
all
of
the
different
downspouts
in
the
connecting
the
streets
that
sort
of
flow
into
the
park,
because
the
park
really
wants
to
be
a
pond.
It
used
to
be
a
skating
pond
back
in
the
1920s.

So
that's
what
it
wants
to
be
so
by
taking
advantage
of
that
disconnecting
downspouts
and
allowing
that
to
flow
into
this
new
kind
of
wetland
area,
green
infrastructure
project
in
the
park.
We're
going
to
be
keeping
it's
going
to
be
helping
us
with
our
sewage
overflow
problem
and
it's
going
to
be
doing
a
whole
number
of
things
that
benefit
entire
parts
of
the
city,
not
just
the
the
neighbors
who
often
experience
sewage
backups
in
their
basements.

it
rains
even
just
a
little
bit,
so
it's
sort
of
a
triple
win
here
and
we'll
offer
an
educational
component
in
the
park
too.

just
want
to
thank
councilman
o'connor
for
his
leadership
on
alka-san
and
the
whole
alka-san
board
for
approving
this.
This
funding
for
the
grow
grant
for
this
project
and
it
was
exciting
to
see
the
contract
in
pwsa
be
approved
as
well
just
last
week
for
this.
The
second
phase,
so
thanks
to
everyone
involved,
we're
we're
we're
excited
to
see
what
happens
with
the
second
phase.

look
at
you,
know
grass
and
hillsides
and
trees,
but
there's
way
more
to
it
and
based
on
the
project
itself
and
going
for
phase
two

for
the
grow
grants
that
alka-san
were
able
to,
as
councilwoman

just
worry
about
the
residents
around
whiteman
park,
but
this
actually
flows
into
four
mile
run,
so
you're
actually
solving
a
greater
problem,

or
six
neighborhoods,
if
not
more
so

want

thank
her

the
willingness
to
do
that
and
look
at
the
scope,
not
just
at
the
park
but
outside
of
it.

the
engineers
when
I
called
it
a
wetland.
It's
not
exactly
a
wetland
because
it's
not
filled
with
water
all

time,
but
but
there's
a
green
there's,
a
green
there's,
a
rain
garden
essentially,

that
flows
through
the
middle
of
the
park
most
of
the
time,
and
especially
now
it's
dry
and
it's
planted
and
has
vegetation,
but
once
it
is
hooked
up,
all
the
lines
are
hooked
up
properly
and
we're
getting
the
phase
two
in
place.

time
it
rains,
it's
gonna
funnel
all
that
water
into
that
wetland
area
and
it'll

with
water

sort

slowly
sink

a

it's
an
educational
feature

that

especially

permit,

only
body

sees

many
different
bodies
have

to

and

to
their
conservation

the
environmental

agency

federal

are
supposed

project

done

received

response,

initial
reaction
is
to
just
table
the
bill,

to
hold
it

hopes
that

some
point

time

developers
will
reach
out

the
office

explain
their
intention
on
the
project.

there's

been
no
movement
on
it
for

number
of
years

they

similar
to
one
of
two
of
the
projects
that,

my
district

well,
where
we
just
passed
for
final
vote
yesterday,

tall
20-story
building

the
strip
district
and
you'll.

that
once
it
was
in
the
news
and
I
had
been
mentioning,
it
had
failed
at
planning,
commission
and
yet
the
sewer
module
had
come
to
the
council
agenda,
which
is
not
the
right
timing
in
the
process,
but
then
it
after
many
months
of
us
kind
of
holding
it
for
a
long
time.

The
the
entire
project
was
reworked,
went
back
to
planning,
commission
and
was
approved,
and
then
we
approved
the
sewer
module.
We
may
still
have
done
it
a
little
prematurely
because
I'm
not
sure
that
the
revision
had
gone
back
through
pwsa,
and
this
is
part
of
what
were
it
seems
to
maybe
have
gotten
mixed
up
with
some.
Some
some
suggestion
from
some
of
the
the
departments
is
that
with
the
online
permitting
somehow
the
order
of
things
got
lost
with
some
of
our
supermodels.
Some
of
them
are
hitting
too
late.

we
had
a
briefing
with
any
members
of
the
administration
of
the
various
departments
and
with
the
board
of
the
equipment,
leasing
authority.

of
the
members-
and
I
want

thank

them-

the
people
in
the
briefing
being
able
to
answer
many
questions
about
things.
I
I
pressed
the
board
members
and
the
director
of
public
safety
about
the
police
vehicles
and
I
learned
a
few
things
that
surprised
me.

wrote
down
numbers
of
that.
There
are
some
32
new
police
cruisers
in
hand
that
are
out
of
circulation
because
they're
still
waiting
for
their
technology
fit
outs,
something
like
18
police
vehicles.
The
chief
the
director
said
they're
waiting
for
graphics,
I'm
not
sincere.
Actually,
I
didn't
press
to
see
what
exactly
that
means.

Ten
waiting
for
cameras
and
four,
he
said
we're
just
not
sure
where
they
were
in
the
system
of
getting
to
the
streets,
so
they're
out
of
circulation
and
unavailable
and
that
they
had
been
you
know,
had
been
taken.
They've
installed
and
they're
they're
kind
of
fit
out,
and-
and
so
I
said
well,
I
don't
see
that
that's
a
great
reason
to
spend
another
million
dollars
on
another
20
vehicles.

think,
is
in
the
purchase
list,
but
then
I
was
told
that
it
actually
takes
almost
a
year
for
them
to
get
in
hand,
and
so
there's
a
really
complicated
forecasting
that
has
to
happen.

do
want
to
point
out,
as
you've
heard
me
say
before
that,
the
last
time
we
asked
publicly
that
the
chief
of
police,
how
many
officers
were
on
payroll,
he
said
975
and
that
we
only
budgeted
in
2020
for
900
officers,
and
so
that
is
again
one
of
these
kinds
of
things.

Where
there's
recruiting
classes
a
bunch
of
recruiting
classes
have
come
online,
but
that
we
should
all
keep
our
eyes
on
that.
We
don't
want
to
expend
something,
like
you
know,
a
million
dollars
for
20
extra
vehicles
if
we're
actually
overstaffed
from
what
we've
budgeted,
especially
in
it,
we're
all
being
very,
very
mindful
of
the
expenditures
that
we
have
to
make
now
out
of
a
budget
where
we
had
so
many
revenue
shortfalls.

But
I'm
very
supportive
of
the
vehicles
that
are
desperately
needed
in
dpw
and
environmental
services,
and
we
talked
a
bit
about
that
so
I'll

that

continued

conversation
with

administration

they
still
look
into
additional
vehicles
for
gpw,
because
we
do
know
that
they
are
desperately
needed,
mostly

they
have
the
vehicles
they're
just
older
and
don't
necessarily
serve
the
purpose
for
the
city
of
pittsburgh
in
this
time,
and
I
and
I
asked
to
look
at
the
structure
of
the
board,
but
I
also
want
to
thank
the
people
who
do
serve
on
the
board,
because
it
is
a
tedious
job.

lot
of
people
directors
come
with
a
lot,
a
big
wish
list.
Unfortunately,
we
don't
have
the
budget
to
cover
all
those
needs,
so
I
just-
and
so
these
people
go
through
this
this
process
and
this
these
recommendations,

I
want
to
thank
them
for
the
for
their
time
that
they
serve
on
there.
But
I
do
think
that
we
also
need
to
look
at
the
board
structure
in
the
future.

I

in
those
conversations
still
and
we
still
are
talking
about
the
dpw
vehicles,
so
I
want
to
let
people
know
that
we're
we're
still
we're
stirring
discussions,
we're
still
having
to
compensate.

district

became

of
the
city
of
pittsburgh.

think
what
has
to

I'm
this
is
don't.
This

be
exact,
but
I
think
that
both
they
would
have
to
vote
to
ask
us
and
then
we
would
have
to
vote
to
accept
them.

things
would

They
would
have

that's

happened

allegheny
right,

they

jerry
managed
that
vote

that
they

merged
into
the
two
votes
together
to
force
allegheny

part

pittsburgh,

think

heard
that

wilkinsburg
side.

have
not
heard
anything
from
the
city
side,
though
right,

think,
from
our
side,
although
we
provide
them
services
taking
over
their
portfolio.

that
the
the
city
is
not

not

healthy
city
right,
and
so
we

taking
over

city
in
distress.

would
then
further
stretch
our
already
limited
resources,

I'm

just
talking
I'm
out
loud
with

have
not
heard
anything
from
the
city
side
in
terms
of
bringing
in
that
population.

heard

conversation
on
the
wilkersburg
side
and
I
know
that
it's
fairly
divisive
right
there
are.
There
are
people
who
want
to
do
it
and
there's
people
who,
at
the
same
time
are,
are
strongly
against
against
it.
So
I

think
they're
working
out
their
own
kind
of
local
politics,
that's
my
sense
of
it.
But
again
it's
just
I
I
just
talked.
I
just
heard
about
it
really,
the
last
maybe
really
last
month
or
so.

because
one
of
my
questions

that
a
good
thing?

sure

that
it
would
lie

they

out
there
soliciting
foundations
to
raise

money

necessary
monetary
funds

campaign

foundations

disappointed

states

of
moving
federal
assistance
to
actually
get
to
people
who
needed
relief
and
have
seen
problems
at
other
levels
of
government.

crazy
year
for
everybody,

worked

pretty
substantial
rental
assistance
program
and
also
through
the
funding
that
council
gave
us
prior
also
mortgage
assistance
as
well.

helped
over
a
thousand
households
with

rental
assistance
today,
jeremy.
Can
you
please

a
little
bit
about
the
demographics
and
of
our
consumer
base.

of
everyone
that
we
served
in
2020
about
a
little
over.

thousand
households
about
over
85
have
been
minority
head
of
households
and
over
75
percent
are
women
head
of
households
most
the
most
people
that
we
are
seeing
in

program
are
single
female
head
of
households
with
children,
but
almost
everyone
we
serve
are
is
has
been
under
50
percent
area
median
income,
and
we
we
did
increase
our
outreach
efforts
to
ensure
that
immigrant
refugee
and
newcomer
americans
are
covered
in
this
program,
and
through
that
outreach
we
were
able
to
ensure
that
113,
immigrant
and
refugee
households
prevented
eviction.

this

think
it
was
just
really
important
for
members
to
hear
and
the
public

hear
that
we
are
moving
the
money
that
we
are
getting
and
the
europe
with
the
ura's
assistance,

other
levels
of
government.

need
these
assistance
packages
so
that
we
can
keep
people,
especially
and
in
the
city
of
pittsburgh.

means
women
and
children
right,

children
don't
end
up

funding

coronavirus
relief
package

well

seeing
that
coming

additionally

councilman
o'connor
transferred

working
separately
with
some,
hopefully
legislation
that
will
help
us
with
the
eviction
crisis
that
we're
seeing
as
well
we've
been
meeting
with
advocates,
and
I
did
some
work
over
the
last
week
trying

figure
out

way

we
could
strengthen
or
close
the
loopholes
that
we're
seeing,
because
we
we
are
still
seeing
people
being
evicted
in
spite
of
the
moratoriums
the
way
it's
moving
through
the
pennsylvania
courts
right.

was
one
of

main
requests
as
well.

we
have
received
three
years
of
funding,

and

the

been

the

and

them
are
not
doing

work

pandemic

they

not

school

are
under
our
jurisdiction

health
and
safety.

that
it

time
for
us
as
a
city
to
jointly
begin
having
conversations
with
the
schools
as

their
rationale

union's
rationale
as
to
what
they're
doing

in

very
public
way,

road
and

hope
to
do
it
with
members,
but

think
it's
time
for
us
now

sort

flex
our
oversight

families

pittsburgh

the

doing
is
not

isolation

call
for

agendas
and

council
president

members

council
in
the
school

board,
administration
and
and

board
members
to
come
before
us
in
a
televised
public
way
to
explain
their
process
and
their
outcomes,
and
you
know
and
their
plans,
that's
sort
of.

think
this
has
been
a
conversation
that
I've
been
saying
since
I've
been
here
that
we
have
got
to
stop
making
ourselves
exclusive
from
one
another.
We
need
to
work
together.
These
kids
are
our
kids,
the
families
are
our
families,
the
teachers
are
our
residents,
some
of
them,
and
I
just
want
to
say
I
I've
been
marching.
This
drop
beating
this
drum
for
a
long
time
about
the
school
system
and
how
it
affects
our
city.

So
I'm
going
to
say
if
we
want
to
have
these
post
agendas,
I'm
all
for
it.
But
I
want
to
see
that
people
seated
on
the
education
commission
so
that
we
bring
people
together
on
a
regular
basis
to
work
through
all
concerns,
whether
it's,
what
kids
are
doing
after
school,
how
the
city
can
partner
with
it
with
with
programs
whether
or
not
we
could
advocate
for
school
boards
to
be
paid
positions
because
they're
not
paid
positions.
I
They're
volunteers
and
I
want
to
say
that
you
know
a
lot
of
people
give
up
a
lot
of
time.
It's
not
a
job!
That's
that
a
lot
of
people
run
for
because
it's
not
paid,
and
yet
I
think,
philly
and
and
pittsburgh
are
more
unique
than
other
places.
So
maybe.
I
I'm
all
for
having
the
meetings,
but
I
want
to
also
make
sure
that
we're
seating
that
board
and
council
can
do
so
if
the
administration
doesn't
feel
comfortable
doing
so
or
doesn't
they
have
their
own
meetings
and
and
their
own
process
I
understand,
but
then
we
could
do
it.
So
I'm
just
going
to
say
I'm
going
to
move
forward
with
that
next
week.
Then,
if
this
we're
going
to
go
down
this
road,
I'm
going
to
really
go
down
this
road.

it's

councilman
burgess
alluded
to
it's
these

councilman

are
our
families
and
our
kids,

isn't

educational
attainment

now

it's
also
about
people's
mental
health,
all
the
kinds
of
support
services
that
we

need
to
find
out
about
and

the
needs
that
are
out
there,
so
that
we
can
work
together
to
meet

needs.

incredible
stress
on
so
many
families
and-
and
we
worry
about
them
right,
and
so
I
think
it's
you're
right
councilman.

is
the
right
time
to
have
that
conversation.

have

much
bandwidth

board
members

what
they
need
to
do,
and
ours

full-time
positions
with
staff.

share

get
the
word
out
about
public
meetings
and
work
together
with

resources
that
we
have
and
the
resources
that
they
as
school
board.
Members
and
the
administration
has
to
create
something.
That's
larger
than
two
separate
entities

do
separately

I'll.
Just
echo
everything
that
everyone
said
about.
You
know
our
our
city,
the
health
of
our
our
city,
the
health
of
the
people
in
our
city
being
inextricably
linked
to
the
health
of
our
schools.
I
mean
it's
everything:
it's
not
just
economic
health,
it's
everything!

So
I
I
agree
that
we
have
a
role
to
play
here
and
I
would
like
to
even
if
they
resist
it
first,
which
historically,
they
have
many
have
not
all.
I
would
like
to
try
to
include
the
school
board
members
in
these
hearings,
if
possible,
and
if
they
don't
want
to
participate,
then
that's
their
prerogative,
but
I'd
like
to
at
least
try
to
build
that
relationship
and
see
if
it
can't
be
something
that
is
ongoing.

Lastly,
I'll
just
say
to
councilwoman
gross's
point,
which
is
spot
on
about
families
and
family,
mental
health
and
family
stability.
As
we've
seen
this
is
you
know.
Obviously,
the
pandemic
has
uncovered
racial
inequities,
other
democratic
inequities,
but
one
of
them
is
gender
inequity,
and
the
number
of
women
who
have
had
to
have
been
forced
to
lose
to
leave
the
workforce
is
staggering.
When
we
saw
the
unemployment
numbers
come
out
last
quarter,
the
number
of
men
entering
the
workplace
increased
the
number
of
women
100
percent
drop.

And-
and
that
is
just
staggering-
I
mean
it
doesn't
surprise
anyone
who's
paying
attention,
but
clearly
there
is
a
role
for
bodies
like
city
council
to
play
here
when
it
comes
to
treating
both
child
care,
but
also
the
education
system
as
a
social
issue
and
not
just
a
family
issue.

So
I
think
there's
a
role
for
us
to
play
with
that
angle
as
well,
so
I'm
really
glad
we're
gonna
get
this
started.

I
do
acknowledge
that
there
are
members
like
council,
president
smith,

have
been
beating
this
drum
for
a
long
time
have
been
involved

it

long

also

councilman

finance
chair
has
has
been
you
know,
instrumental
in
these
ways
for
a
long
time
too.
So
I
don't
want
to
pretend
like
this
is
a
new
thing,
but
I'm
glad
we're.
This
is
a
resurgence
of
some
a
long,
a
long-standing
conversation.

Yes,
that's
a
startling
statistic.
I
I
didn't
realize
that,
but
I
want
to
thank
all
the
members
for
bringing
this

believe
it's
very
important.
I
do
recognize
the
different
bodies.
I
know
the
school
board
you
know
is
independent
of
us.
However,
as
a
councilman,
you
know,
I
believe
the
number
one
deterrent
for
young
families
to
move
into
this
city
and
call
pittsburgh
their
home
is
our
education
system.

not
knocking
public
schools,
I'm
a
product
of
it
grades,
one
through
twelve.
You
know
I
attended
pittsburgh
public
schools.
I
have
a
really
good
relationship
with
my
school
board
member
billy
gallagher,
and
I
think
he
realizes
that
too.
You
know
we've
talked
about
this
on
many
occasions,
so
I'm
just
happy
that
the
conversation
is
opening
them
up.
Opening
up
amongst
us.

I
always
felt
like
our
hands
were
tied
and
perhaps
we
can
get
involved
in,
like
somebody
said
you
know
not
so
much
of
a
demanding
way
but
like
how
can
we
help
so
so?
So
that's
all.

just
wanted
to
add
my
two
cents
and
say
I
think
we
really
need
to
address
this
problem
in
the
future.

money

put

children
through
private
schools,
so
I
look
forward

those
conversations

served

educational
sort

task

believe
it
was
the
first

second
year
that
mayor
peduto
came

office

created

we
met
with
the
school
board,
maybe
three
or
four
times
I
think
twice
here
twice
over
there.

However,
there
was
concern
that
we
were
trying
to
impede
on
their
sort
of
territory
and
potentially
take
over,
and
so
those
meetings
weren't
as
productive
as
what
we
had
hoped
they
could
be.
However,
given
the
pandemic,
given
that
the
school
board
is
struggling,
I'm
hope
I'm
hopeful
that
they'll
be
more
open
to
the
conversation.

burgess
knows
because
we
had
a
very
long
conversation
just
last
week
about
this
topic
and
we've
had
a
number
of
them
and
he's
heard
me
voice
levels
of
frustration
as
to
how
things
have
been
handled
and
what's
going
to
happen
with
our
children,
to
the
extent
that
I
shared
with
him
that
I
think
we
need
to
begin
reimagining
our
public
schools
and
how
we're
actually
teaching
our
children
I
mean
the
reality
is.

If
you
look
at
the
statistics
due
to
the
pandemic,
most
children
are
about
six
to
eight
months
behind
where
they
would
normally
be
if
they
were
actually
in
school
learning,
and
so
how
do
you
make
up
for
that
lost
time?
I
believe
we
need
to
start
having
a
conversation
about
year
round
school
as
opposed
to
what
the
way
we
currently
structure.

Otherwise
many
of
these
children
will
never
catch
up
long
long
story
short,
I'm
again
completely
up
for
the
conversation

been
trying
to
figure
out
how
we
can

it
and
how
we
can
sort

respectfully
insert

the
conversation.
