A
Good
morning
and
welcome
to
the
standing
committee
meeting
for
wednesday
march
10
2021.
council
will
continue
to
meet
virtually
until
further
notice.
Meetings
can
now
be
viewed,
live
on
the
city
channel
and
live
streamed
on
youtube.
Our
first
order
of
business
is
public
comment.
I
would
like
to
remind
all
speakers
that
the
rules
of
council
state
that
comments
are
limited
to
matters
of
concern.
A
Official
action
or
deliberation
which
are
or
may
be
before,
city,
council
and
profanity
will
not
be
permitted
once
you
recall,
please
state
your
name
and
you
will
be
in
neighborhood
for
the
record
and
you'll
be
given
three
minutes.
Our
first
speaker
is
ikuhana
hamaokina.
B
Yes,
hello,
can
you
hear
me
okay?
Yes,
we
can
thank
you
and
how
much
time
do
I
have
please
three
minutes.
Thank
you,
sir.
Thank
you
and
thank
you
to
the
rest
of
the
city
council.
My
name
is
anthony.
I'm
the
founder
of
green
key,
I'm
here
today
to
discuss
police
body
camera
data,
less
than
0.1
percent
of
pittsburgh's
body
camera
videos
are
ever
reviewed,
there's
simply
too
much.
Video
police
departments
do
not
know
which
videos
to
keep
or
delete
videos
are
not
automatically
classified
or
tagged.
B
B
B
Pittsburgh
has
been
selected
for
a
free
trial
of
police
body
camera
analytics
with
green
key
and
amazon,
there's
no
cost
and
no
obligation
to
this
trial.
We
think
everyone
in
pittsburgh
should
know
what
percentage
of
police
interactions
are
positive.
We
hope
you
accept
this
offer.
I
appreciate
your
time.
A
Our
next
registered
speaker
is
joseph
balaban.
I
don't
believe
he
is
with
us
that
does
exhaust
our
list
of
registered
speakers.
Therefore,
we'll
move
on
to
our
standing
committee
agenda
and
will
the
clerk
please
take
the
role.
D
D
A
A
Thank
you.
Our
first
committee
for
today
is
finance
and
law,
which
is
chaired
by
myself.
We
have
a
number
of
new
papers,
first
being
bill,
1256.
A
A
A
A
A
E
Chair
are
you
talking
about
the
master's
touch,
we're
right
at
5000.
A
No
there's
a
18
000
ems
invoice.
Where
am
I.
A
Okay,
all
those
in
favor
of
waving
the
rules
say
aye
aye
any
opposed.
The
rules
are
a
wave.
We
have
a
motion
to
approve
the
invoices,
any
discussion,
seeing
none
all
those
in
favor
say
aye
aye
aye
any
opposed
invoices
are
approved.
Thank
you.
We
now
have
moves
us
to
our
intradepartmental
transfers.
We
need
a
motion
for
the
approval
of
those
motion.
A
The
transfers
are
approved
that
moves
us
onto
p-cards.
We
need
a
motion
to
approve
the
p-cards
second
discussion,
seeing
none
all
those
in
favor
say:
aye
aye
aye,
the
opposed
p
cards
are
approved.
That
takes
us
to
our
public
safety
services
committee
chaired
by
mr
o'connor.
First
new
papers,
bill
1259.
A
A
C
Bill
1267
ordinance
amending
the
city
of
pittsburgh,
code
of
ordinances
at
title
iv,
public
places
and
property
article
1,
public
right-of-way,
chapter
416,
obstructions,
section,
4-16-2-0
approval
process
for
sidewalk
cafe,
including
permits
and
fees,
to
further
extend
the
effectiveness
of
certain
temporary
expedited
measures
for
the
city.
Sidewalk
cafe
permit
application
process
through
december
31st,
2021
motion.
E
To
approve
second,
very
brief
discussion.
Please
councilman
cross
thanks,
mr
chair
councilman
cargo.
Thank
you.
We
all
know
no
one
well,
one
of
the
most
hard
hit
businesses
in
pandemic
has
been
food
beverage,
and
this
simply
helps
assist
with
outdoor
dining,
to
assist
with
social,
distancing
and
and
coveted
rags,
and
so
I
appreciate
being
able
to
put
this
through
as
quickly
as
possible
to
assist
those
businesses.
So
thank
you.
A
C
F
So
I
just
wanted
to
clear
with
chairman
lavelle,
I
believe
this
is
your
district
and
I
was
told
you're
in
support.
F
G
Thank
you.
This
is
coming
really
quickly
and
I
just
apologize
if
I've
missed
a
briefing
or
something
when
we
rearrange
city
facilities,
we
usually
know
a
little
more
about
it.
So
I
just
appreciate
some
explanation.
Either
you
know
from
the
the
chair
or
the
I
mean
the
chair
of
the
committee
or
we
have
anyone
on
the
line.
I
read
the
text
file.
G
I
saw
that
we're
closing
facility
on
fifth
avenue
and
we're
doing
the
lease
here,
but
I
just
I
apologize.
I
cannot.
I
cannot
remember
if
we
were
briefed
on
what's
happening.
A
I
can
give
you
a
quick
overview
if
you
would
like,
so
we're
actually
going
to
provide
we'll
provide
a
new
permanent
space
for
this.
However,
we're
not
there
yet
there's
also
a
development
at
the
corner
of
fifth
and
then
witty
that
is
going
to
be
taking
place
being
led
by
bridging
the
gap,
development
which
is
going
to
be
new
market
rate
and
affordable
housing
on
both
sides
of
the
street
and
the
development
is
actually
moving
a
little
quicker
than
what
we
anticipated.
A
Therefore,
in
order
to
accommodate
moving
that
development
forward,
we
need
to
move
out
of
the
facilities
that
we're
always
going
to
vacate
we're
just
doing
it
a
little
sooner
than
we
anticipated.
Therefore,
we
need
the
two-year
lease
while
we
build
the
permanent
facility
for
for
them
for
the
for
them.
G
I'm
interested
in
that,
and
so
this
is
the
beaver
avenue
and
we're
leasing
from
whom
I
see
it
was
an
llc.
I
have
been
having
a
red
flag
every
time
I
see
an
llc
listing
because
we
don't
really
know
the
ownership
of
properties
and
it's
certainly
happening
throughout
my
district.
So
I'm
a
little
cautious
about
llc's.
It's
probably
you
know
someone
that
the
public
can
trust,
but
the
public
should
know
who
it
is
and
llc's
kind
of
hide
ownership.
G
Does
anyone
know
that
we
could
probably
have
someone
on
the
line
from
that?
Just
for
the
record,
not
that
I
have
any
opinions
about
it,
but
it
is.
It
is
a
newish
thing
in
the
last
few
years
that
there's
an
llc
set
up
for
like
every
street
address,
and
so
you
it
hides
ownership.
G
H
H
My
my
question
is:
what
is
what
is
what
is
prompting
this
increase
into
the
one
line
item?
I
guess
there
can
be
an
explanation.
H
If
someone
fell
on
the
line
notes,
it
looks
like
it's
a
slight
increase
from
one
of
the
one
of
the
light
items
from
about
111
000
to
116
000.
So
again
not
a
large
increase.
But
I
was
just
curious.
H
I
mean
if
this
is
a
if
this
is
a
the
initial
bid
and
agreement
and
not
an
adjustment
after
the
fact,
I'm
more
comfortable
with
that
than
you
know,
choosing
the
lowest
responsible
and
then
amending
it.
You
know
a
year
later,
so
I'm
fine
with
that.
A
G
Yeah
I
apologize
that
is
just
you
know.
It's
there's
been
a
very
long
term,
six
or
seven
year,
discussion
about
the
62nd
street
property,
which
is
you
know,
is
owned
by
the
uranus
that
has
needs
to
have
lawrenceville
stakeholders
at
the
table.
It's
part
of
the
lawrenceville
master
plan,
there's
a
lot
of
community
aspirations
for
large
parcels
in
lawrenceville
and
so
I'll
be
requesting
a
briefing
with
lawrenceville
leadership
myself
and
at
least
dpw
appreciate
it.
A
A
C
E
Thank
you,
so
we've
gone
back
and
forth
for
a
number
of
weeks
about
this
projecting
sign.
So
I
went
on
to
google
maps
and
it
is
a
business
known
as
wing
hearts
on
the
1500
block
of
east
carson,
but
the
business
is
permanently
closed
and
there
is
a
projecting
sign
identifying
the
business
which
leads
me
to
believe
that
the
sign
was
installed
before
it
came
to
council
for
approval.
E
F
A
Can
we
we'll
need
a
roll
call
vote?
Madam
clerk.
D

A
E
G
My
staff
has
barely
been
able
to
keep
up
with
the
projects
in
my
district,
but
I
I
mean
your
question
because
we've
been
asking
law
and
planning
to
make
sure
they
do
this
research
and
they
try
to
suggest
that
council
staff
should
be
reviewing
the
development
review
process
and
I
pushed
back
and
said:
no
actually
that's
an
administrative
function
and
they
should
be
making
sure
I'm
happy
to
hold
this
until.
We
fact
check
that
out.
G
We
just
don't
have
the
capacity
or
really
the
ability
to
check,
through
all
of
the
administrative
process,
to
make
sure
that
the
permits
have
been
issued
where
they're
supposed
to
be.
