projects
as
they
stood

agreement,

crown

will
be
leasing,
fiber,

is
primarily
already
in
existence,
and
we
will,
for
10
years,
be
able
to
light
up
the
fiber
for
the
city
and
what
that
means

choose

strands

the
fiber
are
lit
and
how
fast
they,
how
fast
the
data
can
flow
over
the
network.

able
to
secure
the
network
we
will

will
have
a
unified
network

secured,

the
city
itself,
along
with
one
of
our
partners,

manage
and
maintain
that
network,
as
opposed

organizations
to
figure
out

gone

this
is

provide
the
other
departments
who

innovating

technologies

the

departments
have
really
wanted
to
deploy
technologies

to
our

and
we

to

no,
because

infrastructure,

infrastructure,
simply
could
not
handle

bandwidth
and
the
requirements
of
some
of
those
systems
and
hardware.

the
introduction
of
what
we're
calling
netpgh,
which
will
be
the
city's
network,
we
will
be
able
to
say
yes,
it
is,
I
think,
of
it
as
the
crown
jewel
in
the
multi-part
effort
to
bring
our
I.t
systems
into

21st
century
and
allow
pittsburgh
to
continue
being
at
the
forefront
of
innovation
in
local
government.

fiber
access,
internet
access
to
places
like
our
ems
centers,
our
our
ems
stations,
our
fire
stations,
our
police
stations,

critically
important
to
places
like
our
rec,
centers
or
healthy,
active
living
centers.

people

this
summer,
we
kids
need
places
to
go
outside
of
school,
and
you
know,
let's,
let's
hope,
that
this
this
delta
variant
crests
and
is
on
the
downswing
and
can
welcome
lots

lots
of
kids
back
to
rec
center
soon.

those
are
critical
for
things
like
the
wrecked
attack
initiative
and
having
places
where
people
can
access
the
internet
for
those
kinds
of
programs.

it's
just

there's
just
innumerable
ways
or
reasons
why
this
isn't.

important-

it's
a
big
cost
in
a
long-term
contract,
but
I
wanted
to
just
add
some
of
those
specific
examples
to
why.

agree

we
need
this
and

this

why

voting

this

that

direct

is

assets

crown

business

able
to
kind
of
doing
our
own
management
of
the
assets.

would

transferred

art
trust
fund
to
to
the
equipment
leasing
authority
so
that
we
can
begin
to
order
the
vehicles
that

listed

fiscal
impact
statement

agenda

cover

with
allocations
for

of
money
to
maintain
and

operational

road

legislation

what

on

show
is
kind

what

vehicles
were
not
included
in
the
original
2021
capital
budget
and
that
you've
only
added

arpa

that's
about
5
million.

believe,
without
having
the
capital
budget
right
in
front
of
me,
I
believe
the
allocation
for
the
ela
and
the
capital
budget
was
decreased
significantly
again,
just
because
of
our
funding
limitations.

again,
this
allocation
in
these
orders
will
allow
us
to
make
significant
strides
towards
lowering
the
average
age
of
our
fleet
so
that
we
can
have
more
reliable
vehicles.
Also
alternative
fuel
vehicles
on
the
streets
daily.

Certainly
we
want
to
be
able
to
provide
city
services,
and
that
is
a
totally
legitimate
use
of
our
funds
and
especially
on
a
day
like
this,
where
it's
just
to
acknowledge
that
we're
experiencing
hurricane
ida
and
it's
been
coming
down.

There
are,
you
know,
I'm
seeing
alerts
all
over
the
place
of,
especially
in
our
contiguous,
suburban
communities,
homes
being
and
businesses
being
evacuated
in
aetna
and
roads,
flooding
people
having
being
rescued
even
kids
from
a
school
bus
are
being
rescued
here
as
we're
meeting,
and
so
there
are
dire
needs
and
we
we
want
to
have
functional
vehicles
to
be
able
to
address
those
kinds
of
situations
in
the
city
proper.

this
seems
that
again
we
we
are
taking
advantage
of
arpa
funds
for.

Capital
plans
that
pre-date
covet,
and
so
I
I'm
I'm
a
bit
torn
on
this
one
too,
I'm
going
to
have
to
chew
on
this
one
aside
from
not
agreeing
especially
I'll
just
have
to
say
that
again,
if
you
look
at
the
list
of
vehicles,
the
can,
what
what's
the
cng
stand
for.

Natural
gas
that
I
voted
against
because
we
had
to
then
lease
our
station,
because
there
wasn't
a
station
we
could
use
and
it
ended
up
being
more
expensive
per.

vehicle
mile
served
and
all
that
kind

stuff.

be

less

more
money
than
if
we
just
bought
new
diesel,
but
I
want
to
acknowledge
also
that
there
is
an
electric
recycling
hauler
that
we
talked
about
earlier,
and
that
is
an
exciting
turn.

think

I'm

going
to
vote
no.

may
be
persuaded

vote
yes
by
tuesday,
but
again,
I'm
uncomfortable
in
us
spending
down
arpa
funds
that
are
there
to
certainly
stabilize

city
workforce,
certainly
to
help
us

continue

services,
but
not
to
be
spent
down
for
kinds
of
other
capital
needs
that
are
unrelated
to
covet,
and
we
may
need
them
next
year.

have
revenue
shortfall,
we
may
need
them

koba
doesn't
just
magically
go
away,

certainly
appears
this
month
to
be
worse
than
it
was
at
the
beginning
of
the
summer,
and
so
I'm
uncomfortable
in
just
letting
7.6

dollars
of
arpa
funds
go
for
kind
of
just
capital
projects,
but
that's
all
the
questions
I
have

remind
us
at
the

watching

this
investment
in
vehicles
as
a
direct
effect
on
african-american
communities
and
communities
that
are
like
my
district
and
parts
of
mr
wilson's
district
of
parts
of
mr
clark
hills
district,
not
wealthy,
and
the
reason
it
is
is
this
first
of
all,
kovic
has
disproportionately
affected
african
americans.
We
know
that
right.

It
is
a
direct
effect
on
their
health,
and
their
physical
environment
also
is
a
direct
effect
on
their
health.
So
we
have
african-american
people
in
african-american,
communities
that
were
predisposed
to
having
illnesses
clovik
comes
and
they
have
disproportionately
passed
disproportionately
had
coveted
disproportionately
lost
their
jobs.
I've
done
multiple
funerals.
Although
I've
not
talked
about
it
much
I've
lost
multiple
members
of
my
congregation.

I've
done
multiple
funerals
because
of
kovic.
I
have
lost
friends
from
across
the
country,
but
why
this
is
important
specifically.
Is
that
the
way
that
the
city
does
all
of
its
public
works?
It
does
it
in
high
traffic
areas.
First,
if
they're
potholes,
the
potholes
will
get
fixed
on
fifth
avenue
and
penn
avenue.

South
side
flats
will
have
more
traffic,
oakland
will
have
more
traffic,
shadyside
will
have
more
traffic
point,
breeze
will
have
more
traffic,
squirrel
hill
will
have
more
traffic,
their
streets
will
always
be
paved,
their
streets
will
always
be
clean.
Their
streets
will
always
be
pristine,
but
places
like
cleric
places
like
belsuva
places
like
homewood
places
like
warmer,
because
they're
less
dense,
they're,
mostly
vacant,
and
they
are
concentrated
in
terms
of
lower
income
people.

They
will
be
later
in
priority
now,
when
you
have
enough
equipment,
you'll
get
to
them,
but
when
you
have
not
enough
equipment
or
the
equipment
is
old
by
the
time
they
do
shady
side,
squirrel
hill,
south
side
flats,
then
the
trucks
break
down
by
the
time
you
do
those
streets
there's
not
enough
resources.
If
there's
a
problem,
the
places
that
don't
get
needs
are
homewood
the
hill
district,
bell,
silver
carrick,
those
communities,
and
so
by
enlarging
the
equipment.

We're
not
just
helping
we're,
not
just
buying
equipment,
but
it
is
directly
impacting
the
the
the
quality
of
life
of
the
people
who
live
in
these
less
populated
tends
to
be
african-american,
tend
to
be
lower-income
communities
which
has
absolutely
been
specifically
directly
disaffected
by
kovic
disproportionately.

So
I
understand
why,
if
I
lived
in
a
wealthy
community,
I
would
not
so
much
be
concerned
about
whether
there
was
enough
street
removal
stuff
to
get
the
poor
communities.

I
would
not
be
concerned
because
my
needs
were
taken
care
of
the
needs
of
my
people
are
taken
care
of,
but
I
live
in
a
community
and
and
represent
a
community
where
the
needs
are
not
being
taken
care
of,
and
I
have
to
advocate
for
them-
and
I
have
done
that
in
the
use
of
these
arco
funds,
although
narco,
but
these
american
recovery
plan
funds
and
even
though
it
does
not
always
seem
that
way,
we
have
carefully
crafted
a
plan
that
absolutely
addresses
equity
from
its
beginning.

To
its
end,
the
only
thing
we
have
not
done
is:
we've
not
funded
local
community
groups.
That's
what
we've
not
done
in
this,
and
we
should
do
that.
I
believe
we
should.
This
is
not
the
funds
to
do
that
right.
There's
county
funding
there
other
funding
to
fund
direct
human
services.
That's
not
for
these
funds!
That's
another
fund
right!
We
have
funds
over
in
public
safety,
they
can
direct.
They
can
directly
impact
violence
that
can
be
used
for
community-based
organizations.
There's
other
monies
for
that
other
than
that.

used
this
money
council
very
proud
of
the
way
we've
done
this.
It
has
been
absolutely
appropriate
use
of
funding
overall
and
even
when
it
doesn't
seem
like
it,
it
has
a
direct
correlation
to
both
kovac

disposed
disproportionate
impact
in
low-income
and
african-american
communities.

support
the
increase
and
the
commitment
to
buying
these
vehicles
because
it
will
have
a

a
direct
impact
on
the
quality
of
life
of
those
communities
that
are
not
dense
tends
to
be
african-american
and
tends
