quick
introduction
and
just
the
background
on
this
legislation.
My
name
is
kate
rakes,
I'm
a
planner
in
the
zoning
and
development
review
division
at
city
planning.
So
this
is
an
application
to
change
29
parcels
along
marmor
avenue
and
adjacent
to
larman
avenue
from
residential
zoning
to
commercial
zoning.
Local
neighborhood
commercial
planning
commission
held
its
public
hearing
on
this
back
on
march
23rd
of
2021,
and
they
made
a
positive
recommendation
to
council.

The
property
is
owned
by
the
city
of
pittsburgh
and
the
urban
redevelopment
authority
and
they
provided
documentation
to
city
planning.
Agreeing
to
the
zone
change
petition
mail
notice
was
sent
to
a
budding
property
owners
for
this
zone
change,
as
required
by
the
code.
That's
my
quick
introduction.
We
do
have
two
representatives
here
that
were
that
made
the
application.

I
are
at
buchanan,
ingersoll
and
rooney
and
we're
here
on
behalf
of
steel
city
squash.
This
is
a
pennsylvania
non-profit
corporation
and
we
provide
after-school
educational
and
athletic
enrichment
to
inner
city
kids
and
for
the
past
number
of
years,
since
we
formed
in
2014,
we've
been
using
facilities
at
the
university
of
pittsburgh
for
our
programming.

We've
worked
closely
with
the
larmer
consensus
group
and
also
with
councilman
burgess's
office,
to
identify
a
site
in
the
larmor
neighborhood
of
pittsburgh,
which,
as
kate
mentioned,
is
owned
by
the
city
and
by
the
ura.

So
the
facility
is
going
to
have
sort
of
two
principal
components:
an
educational
component,
where
we
have
a
number
of
classrooms
and
breakout
rooms
for
our
tutors
and
mentors
to
to
spend
academic
time
with
the
kids
and
then
separately.
We
have
athletic
facilities
where
the
kids
get
exercise
and
learn
a
sport
called
squash,
and
so
the
the
use
designation
for
this
facility
is
going
to
be
recreation
and
entertainment,
indoor
limited
and
that
use
is
not
permitted
in
the
current
residential
zoning,
but
it
is
permitted
in
lnc.

the
basis
for
the
for
the
requested
zone,
change

to

we

just
immediately
to
the
left
of
this
red
area
is
where
the
alarm
or
school
is.

the

current
site.
It's
it's
vacant
there.
Many
years
ago
there
were
some
businesses
along
larmer
avenue
here,
but
they've
long
since
been
been
demolished.
So
it's
it's
a
vacant
lot
right
now
we
have
one
more.

is
the
site
layout
that
our
architects
at
gbbn
prepared.
So
you
can
see
larimer
avenue
to
the
north
shetland
street
to
the
west
joseph
street
to
the
east.

it's
going
to
be
approximately
a
twenty
thousand
square
foot
building
on
this
site
and
it's
going
to
be
accessible
to
members
of
the
community
they're
we're
going
to
have
heavily
subsidized
memberships
for
community
members
and
was
going
to
be
a
priority
on
including
school
kids
from
the
alarm
or
neighborhood
in
the
in
the
nonprofit's
ongoing
programming.

the
existing
lnc
district?

this
is
just
a
natural
expansion
of
the
lnc
district
along
a
historic
commercial
artery
and
the
the
avenues
of
hope
program
that
the
that
the
ura
in
the
city
recently
announced
focuses
among
other
streets
on
larmor
avenue
and
helping
to
revitalize
that
as
as
a
a
commercial
center,
and
so
we're
hoping
to
be
a
part
of
that
revitalization
next
slide.

is
just
showing
how
it
will
look
if
our
request
is
granted
I'll
just
make
a
very
quick
mention
that
you'll
see
this
sort
of
a
notch
out
of
this
district
over
on
the
eastern
side,
the
kind
of
the
southeastern
side,
and
that's
just
because
there
is
one
existing
house
that
still
sits
over
there,
and
so
our
intent
was
just
not
to
disturb
the
zoning
of
that
continuing
resident.

This
is
just
explaining
our
the
justification
for
our
request
that
we
would
just
be
extending
the
existing
lnc
district
by
about
two
blocks,
and
these
parcels
have
been
vacant
for
20
years
or
more,
and
so
this
is
an
opportunity
for
to
put
these
parcels
back
to
productive
use
in
a
way
that
will
serve
the
community
because
we're
extending
the
existing
district.
This
does
not
raise
any
spot.

Zoning
concerns,
as
we've
said,
it's
just
a
logical
extension
of
an
existing
district
and
the
lnc
district
permits
all
of
the
current
residential
uses
that
are
currently
permitted
under
the
existing
residential
zoning
designation,
so
we're
not
eliminating
any
residential
uses.
If,
for
any
reason,
our
project
doesn't
go
forward,
all
those
residential
uses
will
still
be
permitted
on
the
site
next
slide.

We
also
wanted
to
mention
that
the
alarmer
consensus
group
undertook
a
envisioning
process
back
in
2010
and
some
of
the
specific
things
that
they
identified,
that
they
were
hoping
to
see
develop
in
the
community
were
a
field
house
or
other
kind
of
indoor
recreational
space
for
youth
and
adult
sports.
And
so
that's
exactly
what
this
facility
would
provide.
And
I
think
that
that,
coupled
with
the
educational
focus
of
the
program,
is
what
has
engendered
the
support
of
the
of
the
consensus
group
and
of
councilman
burgess's
office.

A
big
concern
that
council
hasn't
done
a
town
hall
meeting
regarding
this
subject
matter.
I
believe
more
can
be
done
to
get
the
people
the
residents,
the
people
of
larmer
who
live
in
larmor
who've
been
in
larmer
for
quite
some
time
the
opportunity
to
speak
their
piece
doing
so.
Just
on
these
meetings,
I
think
you
all
have
discussed
doing
some
better
outreach.
You
can
do
a
better
job
at
doing
that,
indeed,
because
the
few
cannot
speak
for
the
many
and
so
you're
going
to
need
to
have
the
people
who
actually
live
in
larmor.

Their
input
would
be
vital
in
this
process.
So
I
would
encourage
city
councils,
city
planning
and
all
of
those
have
decided
to
put
their
input
into
a
rezoning
larmor
for
commercial
usage
and
have
you
considered
any
studies
in
regards
to
the
traffic
flow
and
things
of
that
nature
need
to
be
considered
and
what
the
residents,
the
citizens,
the
people
of
larmer,
have
to
say
about
this
rezoning
issue
and
give
them
the
opportunity
to
especially
brown
people
to
have
the
opportunity
to
have
some
of
those
commercial
businesses
represented
in
their
community.

I
would
hate
to
see
what
happened
in
east
liberty
happened
to
larmor
as
well.
That
seems
like
it's
more
of
a
gentrification
process
as
well.
I
would
hope
that
at
least
reverend
burgess
is
looking
into
this
with
a
fine-tooth
comb
to
make
sure
that
the
brown
people
are
represented
well
represented
in
this
area,
and
then
in
this
district.
