A
Good
morning
and
welcome
to
the
regular
meeting
of
city
council
for
tuesday
february
9th,
I
have
one
meeting
announcement
council
will
continue
to
meet
virtually
until
further
notice.
All
meetings
will
be
will
be
cable
cast
on
the
city
channel
and
live
stream
on
the
city
of
pittsburgh.
Youtube
channel.
Will
the
clerk
please
take
the
role
from.
C
A
A
A
Okay,
and
with
that
said
before
we
get
into
our
business
our
next
order
of
businesses,
the
proclamations
councilman
krauss,
I
believe
you
want
to
say
a
few
words
before
we
begin.
D
Madam
president,
thank
you
very
much
and
I
appreciate
members
indulgence
in
some
comments.
I'd
like
to
make
I'm
sure
all
of
you
are
aware
of
the
tragic
fire
that
we
suffered
on
east
carson
street
yesterday
and
lost
one
of
the
most
significant
victorian
buildings
along
the
east
carson
street
corridor.
We
think
it
dates
back
as
far
as
1870,
which
would
make
the
building
151
years
old,
and
so
it
is
just
a
it's.
An
unbelievably
tragic
loss
to
the
neighborhood
and
especially
to
the
east,
carson's
recorder,
james
hill
who's.
D
The
mayor's
executive
assistant
was
kind
enough
to
do
some
research
on
the
building
and
went
back
as
far
as
1874,
where
in
that
building,
there
was
an
initial
fire
that
long
ago,
but
did
not
do
significant
damage
to
the
building
in
1902
it
was
it
housed
a
grocery
store
known
as
irwin's
urw,
I
n
s
in
1904
it
was
a
restaurant
that
was
owned
by
a
gentleman
named
george
kissel,
which
is
a
very,
very
old
old
old
family
name
in
the
neighborhood.
D
In
keeping
with
much
of
the
history
of
the
east
carson
street
corridor,
it
became
a
speakeasy
during
prohibition
in
1922
and
then
in
1930
was
converted
into
a
tire
store
which
you
know
sold
tires
the
it
served
as
a
restaurant.
At
one
time
it
served
as
a
bakery
at
one
time
and
then
in
1969.
D
It
was
part
of
a
major
revitalization
of
three
of
the
more
historic
buildings
along
east
carson
street,
including
the
mall
building
at
19th
or
17th
in
carson,
which
I'm
sure
many
of
you
are
aware
of,
and
that
led
to
really
what
became
this
major
revitalization
of
the
east
carson
street
quarter
that
took
place
in
the
70s
and
well
into
the
80s
in
1984.
It
housed
an
art
gallery
known
as
the
rogue
wave
art
gallery
and
in
1994.
D
D
So
you
know
I
you
know
I
thought
of
of
you
yesterday
several
times
while
this
was
going
on,
because
you
know,
we've
had
these
discussions
about
the
importance
of
brick
and
mortar
what
it
means
to
us,
and
you
know
I
believe
it.
It
serves
as
a
witness
as
a
testament
of
you
know
our
history
and
who
we
are
and
what
our
priorities
are,
and
it
transcends
brick
and
mortar.
D
It
talks
about
community
and
about
manufacturing,
and
when
we
were
the
steel
capital
in
the
glass
factories,
and
so
the
the
the
loss
is
more
than
just
brick
and
mortar,
it
is
the
loss
of
a
of
a
a
witness
of
who
and
what
we
we
are
as
a
people
and
as
a
as
a
city
and
as
a
neighborhood.
D
I
want
to
thank
especially
public
safety
director,
wendell
historic,
who
was
on
site
from
the
mayor's
office.
James
hill
was
on
site,
chief
gilman
was
on
site,
and
I
especially
want
to
thank
our
fire
chief,
who
we
spoke
briefly
last
night,
chief
jones
and
the
brave,
the
incredibly
brave
and
gallant
effort
of
our
men
and
women
of
the
fire
bureau.
D
When
you,
when
you
walk
witness
something
that
is
as
tragic
and
horrific
as
what
that
fire
was,
and
you
see
these
men
and
women
go
in
and
risk
their
lives
for
us,
you,
it
brings
to
me,
brings
home
to
me
the
importance
of
our
fire
bureau
and
what
they
they
mean
to
us
and
how
greatly
we
appreciate
the
the
risks
they
take
to
keep
us
safe.
D
So,
madam
president,
thank
you.
I
just
I
needed
to
to
get
that
off
my
chest.
We
we're
looking
at
demolishing
the
building
around
noon
today.
I'll
might
even
leave
the
meeting
a
little
early
to
be
down
there,
but
it
was
a
a
very
important
moment,
and
I
appreciate
you
giving
me
the
time
to
say
these
words.
Thank
you.
A
Thank
you.
Thank
you
for
acknowledging
the
public
safety
department
and
the
administration
and
everyone
who
put
in
hold
together
to
try
to
save
the
building
and
thankfully
no
lives
were
lost
so,
but
that
said,
or
seriously
injured,
we'll
move
on
to
our
next
order,
business,
which
is
proclamations.
We
have
one
to
be
run
into
the
record
for
myself.
Madam.
B
Council
president
clerk
smith
presents
bill.
Number
1186
now,
therefore
be
a
resolve
that
the
council
of
the
city
of
pittsburgh
does
hereby
congratulate
lisa
scales
for
being
awarded
pittsburgh
magazines
pittsburgher
of
the
year
and
for
her
selfless
work
to
those
in
need
and
be
a
further
resolve
that
the
council
of
the
city
of
pittsburgh
does
hereby
declare
thursday
february
11
2021
to
be
lisa
scales
day
in
the
city
of
pittsburgh.
A
The
food
bank
has
done
an
amazing
job
over
this
year
and
I
and
I
do
want
to
acknowledge
that
a
lot
of
it
has
been
through
contributions
through
big
corporations
like
giant
eagle
and
and
others.
So
I
just
I
want
to
engage.
A
E
A
A
Okay
with
that
said
I'll,
just
thank
lisa
on
behalf
of
all
of
us
and
we'll
now
move
on
to
our
next
order
of
business,
which
is
public
comment
and
madam
clerk,
could
you
read
the
names?
Please
I'm
not
going
to
read
our
rules.
People
know.
F
I
should
speak
now.
Yes,
please,
okay,
I
am
commenting
on
the
budgets
with
the
police
department.
Specifically,
I
have
had
this
idea
for
quite
a
while,
and
I
wanted
to
bring
it
to
public's
attention.
F
I
feel
that
we
should
especially
zone
two,
which
I
am
in,
which
I
live
in
the
neighborhood
of
barnsville,
and
it
also
encompasses
the
hill
district,
which
is
where
the
station
is.
I
feel
these
are
totally
two
different
neighborhoods,
which
should
be.
F
F
I
feel
we
can
rent
a
police
officer
who
specializes
in
certain
types
of
police
work,
who
we
will
call
upon
to
do
that
work
when
we
need
them,
we
might
pay
them.
Maybe
I
don't
know
50
bucks
an
hour,
I'm
not
a
budget
person,
but
what
I'm
sure
it's
a
lot
cheaper
than
what
it
costs
with
benefits
and
everything
else.
F
Our
financial
people
are
able
to
figure
this
out,
which
is
what
we
can
afford
to
pay.
Someone
who
is
specialist
in
a
certain
area.
F
A
F
G
Hi,
can
you
hear
me
yes
good
morning,
hi
all
good
morning,
I
live
in
overbrook
and
in
overbrook
we
have
a
lot
of
brick
and
stone
hills,
so
we
are
experiencing
I've
been
here
for
about
six
years.
We
experience
well
no
trucks
in
our
area
with
regards
to
plowing
I've
seen
three
in
the
last
three
years
and
when
they
are
here
those
three
times
it
was
ineffective
because
of
the
brick
and
the
stone
the
shovel
can't
get
down
to
the
brick.
So
what
I
suggest
is
we
get
salt
trucks.
G
G
It
took
him
today
an
hour
and
50
minutes
to
get
downtown,
and
it
is
a
four
it's
a
five
mile
drive,
so
the
dangers
there,
the
fact
that
he's
an
essential
employee.
He
can't
work
remotely
and
we're
looking
at
now,
five
straight
days
of
severe
snow.
So
we
need
to
use
the
forecasting
to
prepare
the
roads,
be
proactive,
get
the
salt
down
before
the
snow
kills
us
and
then
not
using
plows.
G
I
I
really
don't
think
that
they're
effective
in
this
area
and
long
term,
maybe
we
can
pave
the
roads
but
short
term.
He
can't
call
off
for
the
next
five
days.
He
just
can't
do
that.
So
in
order
to
keep
our
livelihood,
we
need
to
get
these
our
hills
and
and
they're
not
fl.
These
aren't
flat
streets,
they're
all
hills,
we're
on
top
of
the
hill
and
then
leads
to
every
hill
around
us
going
down
we're
going
up
so
we're
in
a
jam
and-
and
we
need
some
attention.
G
G
G
H
Hello,
everyone,
my
name,
is,
will
parker
and
I'm
prioritizing
all
of
pittsburgh.
I
just
had
a
few
things
I
wanted
to
say
and
I'll
start
with
this
pittsburgh
we're
smart
enough
to
know
that
this
is
an
election
year
and
it's
convenient
for
bill
peduto
to
commit
to
anything
that
he
can.
It
doesn't
take
eight
years
to
make
this
happen.
It
takes
action
on
day.
One
at
the
rate
bill
is
gone.
H
H
I
Hello,
thank
you.
My
name
is
dave,
bringing
I'm
the
executive
director
of
lawrenceville
united.
I
will
keep
my
comments
brief.
Just
want
to
encourage
city
council
to
do
everything
within
its
legal
power
to
prevent
further
evictions.
So
they're
continuing
to
happen.
I
I
know
there's
some
talks
about
eviction,
moratorium,
a
resolution
of
council.
We
have
been
helping
dozens
of
folks
in
the
last
year
facing
housing
insecurity
during
the
pandemic.
This
is
a
public
health
crisis.
There's
been
models
showing
that
it
leads
to
greater
death.
So
I
just
encourage
council
to
do
everything
within
its
power.
Thank
you.
A
Okay
and
with
that
being
said,
we'll
move
on
to
the
next
order
of
business,
which
is
our
presentation
of
papers,
and
I
just
do
want
to
say
that
I
know
that
this
is
election
season
and
I
think
I'm
going
to
talk
to
the
aclu
about
what
council's
rules
have
to
be
in
terms
of
public
comment,
they're
supposed
to
be
matters
before
city
council
and
matters
that
may
or
will
be
before,
city
council.
A
I
don't
know
that
this
should
be
used
as
a
podium
for
political
campaigning
and-
and
you
know
that
should
be
something
that
people
are
raising
money
for.
We
wouldn't
be
able
to
do
it.
I
don't
know
about
others,
because
this
is
the
public's
chambers,
and
so
I'm
going
to
make
sure
that
you
have
a
discussion
with
the
aclu
about
how
we
should
handle
those
things
coming
forward
with.

We
have

Do
we
have

Second,
any

on
the

all
in

all
right,
the

will
appear
on

Dr

strasberger
presents
bill
number
1181
resolution
authorizing
the

the

to
enter
into
an

E
Madam
president,
yes,
just
briefly,
council
wilson
can
can
you
and
I
have
a
a
conversation
after
the
meeting.
I'm
not
sure
I
understand
the
purpose
behind
this
transfer
and
I'll
reach
out
to
you.
Thank
you
very
much.
A
Thank
you
and
myself.
I
have
two
communications
one
council,
madam
clerk,
all
right.
J
A
A
Can
they
have
a
motion
to
read,
receive
and
file
so
moved
the
second
second
any
discussion,
all
in
favor,
all
right,
hi,
okay
and
now
we
have
33
appointments,
correct,
yes,
17
or
for
the
lgbtqia
plus
commission,
and
I
I
don't
really
want.
I
just
want
to
say
I
don't
personally
want
to
interview
17
people.
I
believe
that
the
mayor's
office
did
their
did
their
due
diligence
in
selecting
people
and
also
we
have
six
for
the
gender
equity
commission
for
or
reappointing
councilwoman
gross.
You
serve
on
that
correct.
K
J
Can
check
it,
we
can
check
it
I'll,
find
out
louise
or
mike
we'll
check
it
and
we'll
let
you
know.
A
So
I'd
like
to
hold
those
until
we
know
for
sure.
J
A
Which
ones
council
it's
gender,
equity,
okay,
commission,
okay,
we'll
do
that
last:
okay,
yes
and
then
up
to
the
administration;
and
so
then
and
then
four
for
the
shade
tree.
Commission
three
are
reappointing:
two
historic
review:
commission
reappointing,
one
for
the
ura
board,
reappointing
one
for
the
land
bank
board
and
two
for
the
art
commission,
and
I'm
not
sure
reverend
burgess
for
landbank-
is
that
a
reappointment
or
a
new
appointment.
A
Okay
and
the
art
commission,
I
think,
is
the
same:
it's
new
so
for
the
lgbtq
plus.
Let's
take
that
first
and
I'm
going
to
say,
motion
to
approve.
Well,
I'm
sorry
can
I
have
a
motion
to
approve.

all
in

hi.
Thank
you,

they're,
all
proof.
So
congratulations
and
thank
you
to
everyone
for
their
willingness
to
serve.
Now.
We
have
six
for
the
gender
equity
commission
and
that's
the
reappointing
and
that's
when
we're
gonna
take
that
last.
I'm
sorry,
let's
go
to.
Let's
go
to
the
four
for
the
shade
tree:
commission,
three
or
reappointing.
J
Okay,
bill

er
to
the
shade
tree
commission
for
a
term
to
expire.
May
1st
2023
bill
number
1166
resolution
appointing
james
stitt
to
the
shady
tree
commission
for
attempt
to
expire.
May
1st
2023
deal
number
1167
resolution,
reappointing,
lisa,
kotsioff
coffee
to
the
shake
tree
commission
for
a
term
to
expire.
A
Okay-
and
now
I
don't
know
what
the
willow
council
is,
I
I
personally
am
okay
with
with
this,
but
it's
up
to
members.
If
you
want
to
interview
three
are
reappointing,
so
you
really
would
only
interview
the
one
unless
you
want
to
interview.
D
A
A
I
have
a
motion.
Do
we
have
a
second
second,
any
discussion,
all
in
favor.
A
The
shade
tree
commission's
approved,
thank
you,
everyone
thank
you,
councilman
and
historic
review.
Commission
we
have
two
which
are
being
reappointed.
Madam
clerk.
J
A
Can
we
have
a
motion
approve
a
second
second,
any
discussion,
all
in
favor,
aye
aye,
the
appointees
are
approved
and
we
have
one
for
the
ura
board
of
directors.
It's
a
reappointment.
A
Second,
do
we
have
any
discussion
and
I'd
just
like
to
say
that
I
think
sam's
been
doing
a
really
great
job,
I
think
having
he
councilman
lavelle
on
the
board
ayers
direction.
I
think
that
they're
doing
a
lot
more
in
our
communities
in
our
neighborhoods,
and
I
just
really
am
excited
about
what's
happening
in
the
city
right
now
in
terms
of
our
local
neighborhoods.
A
Thank
you
kind
of
emotion,
motion
to
approve
him
second
and
okay,
and
I
just
want
to
make
sure
the
councilman
burgess.
Okay,
any
any
members
have
any
discussion
and
councilman
burgess.
This
is
one
of
the
positions
that
they
have
to
be
on
there
is
that
correct
or
not?
This
is
the
mayor
appointment,
okay,
I
just
thought
there
was
one
that
had
to
be
there,
okay
and
so
all
in
favor,
aye,
aye
and
so
mr
anderson's
approved,
and
we
have
two
for
the
art
commission.
J
A
And
can
you
have
a
motion
motion
to
approve
in
a
second
any
discussion?
I'll
just
say
that
I
do
have
issues
with
the
art
commission.
I
do
think
that
we,
but
I
don't
think
it's
with
the
board
members.
I
think
it's
something
that
we
need
to
do
on
council.
I
think
we
need
to
review
that
commission
and
the
purpose
and
and
and
how
they
serve
the
city.
A
I
think
sometimes
they
have
a
little
bit,
maybe
too
much
to
say
on
on
art,
that's
subjective
and
versus
with
basic
information
that
that
they
should
be
approving
or
disapproving
that's
it
with.
That
said,
all
in
favor.
D
I'm
sorry,
madam
president,
the
the
if
I
may.
A
D
K
