reviewing
the
office
of
management
and
budget,
which
is
over
the
let's
see
the
operating
budget
division,
the
capital
budget,
division,
cdbg,
division
procurement,
and
I
know
there's
one
other.
Oh
the
equipment,
leasing
authority.
We
will
begin
with
michael
charlotte,
giving
us
an
overview.

All

my
apologies

we're
here
with
the
office
management
budget.
Today,
omb's
duties
and
responsibilities
include
the
operating
budget,
the
capital
budget
procurement,
asset
management,
cdbg,
division,
grants
and
office
of
management
and
budget
also
provides
a
staff
for
the
equipment,
leasing,
authority,
omb
oversees
the
entirety
of
the
budgets,
including
revenue
and
budgets,
to
other
departments.

So
I
encourage
council
to
ask
anything
about
the
rest
of
the
budget,
but
before
we
do
that
a
brief
overview
of
omb's
internal
department,
first
omb's
budget
this
year
is
about
17.4
million
dollars.
That's
a
three
and
a
half
percent
increase
on
last
year.
There
are
24
positions
within
the
budget,
that's
a
decrease
of
three.

A
senior
budget
analyst
in
the
budget,
division,
senior,
contracting
manager
in
the
division
of
procurement
and
a
grants
officer
in
the
grants.
Division,
non-salary
items
also
change
across
12
line
items
not
going
to
go
through
all
of
them.
They're,
the
budget
department
they're
very
good
at
budgeting
and
changed
all
the
little
ones.
The
the
larger
ones
include
an
additional
280
000
for
first
vehicle
services.
That's
the
fleet
maintenance
contract.
That's
not
a
new
expenditure.

It
increased
by
the
exact
amount
that
they
anticipated
it
increasing
in
the
2021
five-year
plan,
land
the
building's
decreased
by
about
two
hundred
thousand
dollars.
That's
because
we're
no
longer
paying
to
maintain
200
raw
street
and
the
other
larger
one
of
note
is
insurance
premiums
increasing
by
about
70
thousand
dollars
because
of
increased
insurance
costs.

Like
I
said,
omb
oversees
the
entirety
of
the
capital
budget.
There
are
some
specific
capital
line
items
just
for
them,
including
capital
equipment
acquisition,
which
is
both
omb
and
ela
who's.
Also,
on
today's
meeting,
the
total
capital
equipment
acquisition
plan
is
12.1
million
dollars
comes
from
a
number
of
different
sources,
including
the
operating
budget,
the
capital
budget,
the
parks,
trust
fund
and
some
of
the
smaller
trust
funds.

there's
a
ems
special
events
ambulance
this
year
out
of
there
lb
oversees
all
the
the
cdbg
throughout
the
entire
city,
but
they
also
have
staff
of
13
within
the
cdbg
division.
That's
changed
a
little
bit
this
year
too.
They
added
a
net
total
of
two
new
positions:
a
new
assistant
director,
two
fiscal
and
contracting
coordinators,
one
senior
program
coordinator
and
one
program
coordinator,
well,
all
added
that
was
offset
partially
offset
by
two
senior
planners
being
eliminated
and
a
accounting
supervisor
position
being
eliminated.

department

I
am
joined
today
with
by
david
hutchinson,
who's
the
assistant
director
of
capital
and
asset
management,
jennifer
olsinger
who's,

assistant
director
of
procurement,
patrick
cornell,
who's,
the
assistant
director
of
the
operating
budget
and
brandon
walton,
who
is
our
fleet
manager?
Also
on
this
meeting,
is
jennifer
casuti
who's,
the
chair
of
the
the
ela
at
this
time.

Like
many
of
the
city,
employees
have
to
to
do
what's
what's
necessary
and
what
helps
the
city
and
the
residents
of
the
city
with
the
operations
of
our
core
services.
So
during
that
time,
our
office
of
procurement
was
able
to
utilize
electronic
docusign
process
that
we
received
a
grant
for
a
year
and
a
half
ago,
and
without
that
it
would
have
been
virtually
impossible
to
switch
overnight
once
covet,
hit
to
process
contracts
and
and
continue
services
as
needed
through
that
transition.

We've
been
able
to
approximate
through
our
docusign
platform
that
we've
we
would
have
saved,
or
we
have
saved
thirty
thousand
thirty,
five
thousand
eight
hundred
and
sixty
two
pounds
of
wood,
105,
000
gallons
of
water
and
84
000,
pounds
of
carbon
and
five
five
thousand
pounds
of
waste.
So
when
you,
when
you
think
about
not
only
how
that
impacts
operations
but
impacts
the
the
environment,
that's
that's
very
significant.

Our
capital
team
has
been
able
to
you,
know,
work
with
departments
through
project
management
to
keep
to
keep
those
projects
underway.
When
we
could.
Our
grants
office
has
been
tremendous
in
in
securing
a
total
of
32
grants
for
15.2
million
dollars
in
2021
alone,
and
232
grants
totaling
110
million
dollars
since
2014,
and
these
grants
you
know
really
help
us
achieve
projects.

Initiatives
with
outside
funding
that
help
offset
the
cost
for
the
city,
so
without
some
of
these
grants
a
lot
of
the
things
that
the
residents
see
a
lot
of
the
things
that
you
all
see
would
not
be
excuse
me
would
not
be
achievable,
so
I
just
wanted
to
recognize
everybody
in
in
the
office
for
their
outstanding
work
and,
and
certainly
appreciative
of
of
their
performance
for
for
the
office.

scheduled

later
on
the

just
just
wanted

clarify
that,
because
I
always
like
to

the
separate
conversation
about
the
fleet,
because
that's
a
significant
amount
of
money,
and
so
I
just
wanted
to
make
sure
that
we
knew
what
we

talking

directors.

have
in
front
of
me
is
the
summary
from
my
staff,
which
is
similar
to
what
mike
just
said,
which
is
that
you
have
two
decreasing
full-time
employees
by
two
positions
and
staffing
budget
increases
of
a
hundred
and
sixty-seven
thousand.

positions
that
mike
outlined,
that
that
were
reduced,
we
really
repurposed
them.
So
we
swapped
a
senior
budget
analyst
with
a
regular
budget
analyst,
we
had
a
senior
contracting
manager
leave
our
procurement
team.
We
swapped
that
with
a
sourcing
specialist
and
we
had
a
part-time
grants
officer
leave
our
team
as
well
and
we're
swapping
that
out
with
a
full-time
grants
officer.
So
the
the
staffing
levels
of
the
department
are
reverting
back
to
how
they
were
prior
to
covet,
so
we're
maintaining
our
levels.

glad

hear
that
I
know
it
was
really
hard
on
all
the
departments.
While
we
had
the
hiring
freeze
and
so
given
that
we
just
heard
a
bunch
of
testimony
about
the
kind
of
changes
to
procurement
and
more
information
that
we're
going
to
be
looking
at
to
get
to
socially
responsible
scoring
and
environmental.

confident

we

meet
those
needs
with
the
existing
staffing

procurement
office

it
currently
consists
of
five
sourcing
specialists
and
a
procurement
coordinator

well
as
a
senior
sourcing
specialist.

mention

maintenance
and
parts
related

first
vehicle
services,

wondering
this
is
just
my
lack
of
knowledge.

been
sort

looking

agreements

contracts
with
this
entity
and
hadn't
seen
any
so
where,
where
does
that
come
in?
Is
that
somehow
part
of
the
budget,
or
is
there
a
specific
agreement
that
we
have
with
this
or
contract?

have
with
this
agency.

vehicle

it

legislated
three
years
ago
and
we

option
to
renew
that
that
contract,

we're
always
looking
to

contract

up
assessed

options

as
it
relates
to
the
maintenance
and
parts.

the
increases
that
you
see
in
the
budget
and
the
increases
that
mike
mentioned
earlier
for
the
maintenance
is
a
contracted
increase
and
then
on
the
part
side.

obviously
through
covet
with
everything
getting
more
expensive.

department
has
a
slightly
different
way
of
coming
up
with
their
own
operational
budget,
and
I
was
wondering
if
you
could
speak
to
the
way
that
if
you
feel
comfortable
saying
publicly
the

way
that
you

up
with
your

decide
on
your
annual
operational
budget.
I
mean
when
you
have
some
some
are
out
of
necessity
right.
You
lost
a
certain
member
of
your
staff
and
decided
to
then
re-budget
it
for
this
year
because
because
it
made
sense
to
do
so,
it's
chaos
in
here.
It's
chaos.

our

budget
requests
are
just.
It
follows
the
same
process
that
every
every
other
budget
requests
you,
even
though
I
understand
that
we
are
the
budget
office.

as
a
director,
I
ask
the
assistant
directors

joining

to
you

propose
any
requests
that
they
would
like
from
there.
We
determine
which
ones
are
going
to
move
forward
and
are
official
I'll
call
it
officially
proposed
or
requested
through
the
normal
process,
that
every
single
other
department
does.

own
separate
meeting
with
the
administration,
just
like
every
department

and
then
those
requests
are
weighed
out
against
every
other,

other
department's
request
as
well.

believe
this
year
we
received

operating
budget
requests
alone,
I'm
not
quite
sure
off
the
top,
my
head,
what
how
many
capital
requests
we
receive?
So
it's
quite
a
quite
a
quite
a
lot,
but
you
know
we
follow
the
same
process
that
every
other
department
does.

some

increases
that
you
see
here
over

budget,
are,
like
you
said,
necessary

Their
contractual
increases

increases
as
reactions
to
the
market
year

times
that
we
have
to
be
reactionary
in
that
sense,

as
far
as
the

request
process
on
both
the
operating

capital
side,

the
templates
are
standard.

pivoted
the

portal
to

was
kind
of
a
test
with
that
with
that
vendor
because
they
have
never
had
never
done
that
before,
but
we
wanted
all
the
departments
to.

stressed

what
that's

he
comes
in
thursday.

believe
for
their
budget
hearing
and
I
kind
of
wish
looking
for
an
answer
for
him
as
to

we
pursuing

we

possession
for

upcoming
winter

pulled

service
due

age

pull

boxes

refurbished

two
of
the
w-2
front
line
and
one
of
the
smaller
emt
ambulances,
and
then
we
also
have
we

vehicle
that
was
totaled
this
year.

year
I
just
recapped,
when
we

talking
about
compost

municipal
compost.
This
is
my
annual
discussion.
I
might
have
missed
one
year
where
I
kind
of
missed
the
equipment
leasing
authority
because
it
was
at
the
time
I
didn't
expect
that
I
say
you
know
we
have
waste
haulers,
that
we're
buying
or
that
we're
mostly
we're
running
these
ancient
old
diesel
ones
that
get
only
three
miles
per
gallon
and
every
time
one
fills
up.

investing

waste
haulers
and

was
thought,
oh
good,
because
that's
exactly
what
we
were
asking
a
couple
years
ago,
when
we

asked
to
vote

cng

Why
aren't
we
and
we
were
told

not
ready
to
market,
but
I
don't
see
that
here.

only
see
that
the
budget
proposes
an
electric
recycling
packer
but

five
cng
refuse
packers.

that
for

vehicle
garbage
packers
waste
haulers,

we

it
seems
like
it's
time

us

we're
moving
towards
trying
the
two
recycling
packers,
I'm
glad
that
we're
building
out
the
charging
infrastructure
that
we
know
we
will
need
for
not
only
these
kinds
of
trucks,
but
I
see
that
you're
doing
dpw

doing
eight
electrical
vehicle
facilities.

trucks

see
the
source
of
funds,
so
then
we
can
see
separately
the
ones
that
are
being
paid
out
of
american
rescue
plan.

cities

their
ability
to

some

in

that
have

but
we
don't

of
anybody,

them
as
their
primary

when
it
comes
to
our

refuse
haulers,
I
understand
from
talking
to
experts
in
the
field
that
if
we
were-

this
is
actually
not
refused,
this
would
be
our
recycling
trucks
that

really
be
able
to
separate
out
and
successfully
recycle
glass.

privatized

successfully

be
able

do

separate

car
hanging

of

truck

be

the
trucks
are
actually
expect,
almost
identical,
the
difference
being
that
refuse
routes
are
much
longer
and
then,
in
addition
to
the
to
the
routes
being
longer,
they
have
to
travel
all
the
way
to
the
to
the
dumps
which
are
15
miles
outside
of
the
city.
I
believe
so
it
it
takes
quite
a
bit
more
energy
than
it
was
than
the
recycling
packers
that
have
the
smaller
routes
and
only
have
to
go
over
to
hazelwood.
