A
Good
afternoon
and
welcome
to
pittsburgh
city
council's
public
hearing,
I'm
councilman
o'connor
I'll
be
chairing
this
hearing,
I'm
going
to
pass
it
off
to
the
clerk
to
read
the
bill
that
is
before
city
council.
Madam
clerk
bill.
A
Thank
you,
madam
clerk.
It
is
now
my
pleasure
to
pass
this
off
to
corey
layman,
who
I
have
to
say
before
we
we
get
started.
Thank
you
for
all
of
your
hard
work
on
this.
I
know
you
guys
have
worked
on
a
lot
of
amendments
with
this
site
and
it's
really
important
to
get
to
get
these
through
as
quick
as
we
can,
so
that
the
site
can
continue
to
grow
reaching
out
to
the
neighbors.
I
know
you
guys
did
a
very
good
job
so
cory
and
your
team.
A
Thank
you
very
much
for
all
your
hard
work.
I'm
gonna
pass
it
off
to
you
for
your
opening
statements.
Thank
you.
C
Thank
you
councilman
and
thanks
as
well
to
to
our
team,
our
staff.
I
think
a
lot
of
credit
goes
to
a
number
of
folks
that
put
in
extra
time
to
help
get
come
to
some
consensus
around
some
of
the
items,
but
starting
off
back
at
the
beginning.
This
is
council
build
1815
of
2021..
C
C
There
was
a
public
hearing
and
the
commission
reviewed
this
this
bill
and
the
preliminary
land
development
plan
and
made
an
affirmative
recommendation
to
the
council
with
a
number
of
conditions
of
approval
and
made
a
approved.
The
preliminary
land
development
plan
amendments
also
with
similar
conditions
of
approval.
C
The
conditions
of
approval
were
related
to
a
number
of
items
within
the
zoning
text
and
the
preliminary
land
development
plan
or
pldp
that,
where
staff
and
the
applicants
worked
along
with
the
commissioners
and
their
recommendations
to
do
some
refinement
and
sort
of
optimize
to
try
to
get
the
stay
as
true
to
the
original
intent
of
the
specially
planned
district
and
all
of
the
work
that
had
been
done
in
the
past,
along
with
the
the
needs
and
interests
of
the
of
the
applicant,
and
you
know
for
the
exciting
projects
that
are
coming
to
this
area
in
the
future.
C
So
with
that,
I
wanna
so
the
commission
did
approve
those.
I
can
say
that
the
the
conditions
related
to
the
council
bill
would
require
council
to
make
an
amendment
to
the
bill
as,
but
these
are
amendments
that
have
been
reviewed
by
our
office
and
you
know,
are
sort
of
related
to
the
commission's
approval.
C
So
I
believe
that,
with
the
final,
some
of
the
final
work
being
done
even
this
week,
the
the
sort
of
final
draft
would
be
compliant
with
the
commitments
would
just
require
a
majority
vote
and
you're
you're
receiving
this
bill.
With
a
an
affirmative
recommendation
from
the
planning
commission
with
those
conditions
having
been
met
so
with
that,
I
would
if
there
is
someone
to
speak
for
the
applicant
or
open
for
a
public
comment.
But
that
concludes
our
our
introduction.
A
Thank
you
and
corey.
You
are
right.
The
bill
comes
back
to
us
on
tuesday
and
we
do
have
amendments
that
when
we
make
the
motion
to
approve
this
bill,
we
will
make
those
amendments
that
you're
talking
about.
So
thank
you
for
a
reminder
on
those
amendments.
I
know
those
were
neighborhood
input
as
well
as
community
groups
as
well
as
the
commission
and
yourself
as
well.
A
I
think
we'll
now
go
to
public
comment.
Madam
clerk,
do
you
want
to
read
the
names.
D
Yes,
hello,
this
is
brent
lahaye.
I
just
had
a
few
comments
or
concerns.
I
guess
about
the
the
the
planned
amendment
I
just
I
guess
I
just
felt
like.
I
was
a
little
disappointed
that
we're
you
know
we're
changing
the
nature
of
the
development
or
potentially
you
know,
even
if
it
is
a
temporary
condition,
and
you
know
I
know
that
this.
D
You
know
this
amano
now
hazelwood
green
has
been
much
touted,
as
you
know,
as
a
green
development,
and
you
know
kind
of
an
example
for
others
to
follow,
and
I
just
wanted
to
know
or
just
wanted
to
say
a
few
things.
First
of
all,
if
it's,
if
there's
anything
that
can
be
done
to
mitigate
you
know
the
situation
like,
could
you
could
we
first
of
all
provide
you
know
truck
charge?
If
we're
gonna
have
parking
lots,
can
we
charge
for
to
cover
charge
to
cover
the
cost
of
those
surface,
lots?
D
Otherwise
we're
subsidizing?
You
know
vehicle
use
over
other
forms
of
transit
and,
on
the
same
note,
can
we
provide
you
know:
transit
passes
to
the
employees
that
are
and
people
using
the
site
and
third,
can
we
look
at
other
options?
D
I
know
that
the
trent,
the
mon
oakland
connector,
you
know
it's
facing
some
delays
or
it
may
not
happen,
but
can
we
look
at
other
things
like
you
know,
paying
to
to
paying
operating
costs
for
perhaps
port
authority
to
extend
the
75
to
hazelwood
or
operate
the
93
on
extended
service
over
the
weekends?
So
those
that's
all
I
really
had
to
say.
I
just
wanted
to
get
that
air.
Those
comments
and
really
don't
have
anything
else.
A
Thank
you
and
and
like
towards
the
well.
I
guess
I
can
make
my
comments
now
on
that
yeah.
Those
are
all
very
good
observations.
I
know
that
the
one
of
the
amendments
that's
coming
has
to
do
with
par
as
well.
As
you
know,
transit
down
there
is
very
important
to
all
of
us.
I
do
know
that
the
port
authority
has
been
asked
for
the
extension
of
bus
lines
and
times
as
well.
Once
the
site
starts
to
really
get
bigger
and
more
people
are
on
site
down
there.
A
So
these
are
part
of
larger
conversations
that
we
all
agree
have
to
happen.
Madam
clark,
I'll
pass
it
off
to
you
next
speaker.
A
A
E
Hear
me
yes
go
ahead
good
afternoon.
My
name
is
john
cayman,
I'm
counsel
for
the
applicant-
and
I
just
wanted
to
thank
the
councilman,
his
entire
staff
thank
corey
layman
and
their
entire
staff
for
working
so
hard
with
us
to
to
get
these
amendments
across
the
finish
line.
E
E
We
are
very
cognizant
of
the
transit
issues,
we're
very
cognizant
of
the
environmental
issues
and
we'll
stay
true
to
our
our
goals
and
and
to
what
we
look
to
accomplish,
but
just
wanted
to
say
thank
you
publicly
to
both
councilman
o'connor
and
to
corey
layman
and
your
respective
teams
for
the
wonderful
job
that
you've
done
in
helping
us
to
get
ready
to
start
this
new
chapter.
So
thank
you.
A
Thank
you,
madam
clerk.
Last
speaker.
F
Hi
yeah:
this
is
austin
gilbert
with
tishman's
fire.
I'm
also,
you
know
working
with
the
affiliate
with
the
applicants
on
this
tech,
so
I
had
joined
as
as
a
speaker
for
the
purposes
of
answering
questions,
so
I
also
want
to
take
the
opportunity
to
thank
everybody
involved
cory
and
his
whole
team.
The
councilman
I
I
just
thought
I'd
I'd,
give
a
nod
to
brent's
question.
You
know
there
will
be
in
accordance
with
the
zoning
text.
F
That's
a
transportation
demand
management
plan
at
the
site,
that
incentivizes
alternate
modes
of
transportation,
and
so
it's
something
we're
very,
very
cognizant
of
and
intend
to
execute
on
as
the
development
progresses.
F
So
if
there
are
any
other
questions,
I'm
happy
to
take
them
also,
while
I'm
on,
but
I
see
that
we
don't
have
a
large
number
of
people
that
have
joined
so
happy
holidays
to
everybody.
A
Thank
you
and
yeah.
I
I,
madam
clark
just
correct
me.
I
do
not
see
any
other
members
on
the
call
so
therefore,
having
heard
that
and
obviously
we
understand
the
importance
of
this
and
glad
that
that
question
has
been
answered
multiple
times,
because
it's
a
big
concern
for
everybody.
A
I
will
just
make
a
motion
to
adjourn
this
meeting
and
the
bill
will
be
on
council's
schedule
this
tuesday
again
it
will
be
amended
at
the
table,
but
we
will
bring
it
to
the
table
this
tuesday
for
our
final
meeting.
So
with
that,
I
would
like
to
adjourn
the
meeting
and
thank
everybody
for
being
here.
Thank
you.
