watched

week

discussed,

I
had
some
concerns
that
I
wanted
to
bring
up
so
for
context.
I'm
a
usable
privacy
and
security
researcher
at
carnegie
mellon,
I'm
a
phd
student
in
the
institute
for
software
research
there
and
my
area
of
expertise
is
primarily
privacy
and
consent
and
ethical
data
use.

So
there
are

few
things
I
want
to
bring
up
and
we'll
see
if
I
can
get
it
in
three
minutes,
but
there
were
some
kind
of
defenses
of
that
system
that
relied
on
the
fact
that
it
was
public
data.
I
think
that's
an
oversimplification
there's
often
users
don't
understand
how
public
their
data
is
on
social
media
and
that's
something
that,
in
our
research,
we're
increasingly
understanding
so
that
data
can
still
be
misused.

Zen
city
also
doesn't
just
use
social
media
data.
It
can
also
use
city-owned
data
that
may
be
3-1-1
requests
or
other
things
that
I'm
not
sure
what
else
that
entails,
and
I
think
some
of
that
data
is
not
data
that
people
would
necessarily
consider
to
be
public
or
expect
to
be
used
in
just
any
way.
I
think
that
needs
to
be
considered.

Zen
city
makes
a
lot
of
claims
that
they
anonymize
data,
which
is
frankly
just
untrue.
The
sense
in
which
they
anonymize
data
is
just
removing
names
and
the
example
I'll
give
you
is.
You
know.
If
someone
took
a
picture
of
my
driver's
license
and
just
whited
out
the
name,
it
would
take
you
a
determined
person,
a
minute
or
two
to
figure
out
whose
driver's
license
that
was
so
when
I
saw
todd
smith
showing
pictures
of
individu.

individual
posts
on

zen
city
dashboard
last
week
that
just
had
names
whited
out.
That's
not
anonymous
data
that
it's
really
easy
to
figure
out
who
made

posts,

seems
like
if
the
city

be
some
precautions
and
guardrails.
There
needs
to
be
a
better
understanding
of
what
the
ai
does.

important
to
consider
whether
there
are
logs
of
what
happens
in
zen
city
for
transparency
purposes,

understand
how
it's
being
used
and
to
monitor
to
make
sure
it's
not
being
misused,
whether
that's
by
law
enforcement,

surveillance
of,
for
example,
protesters.
That's
not
supposed
to
be
happening,
or
even
just
you
know,
without
knowing
more
about
density.
It's
hard
to
know
it's
possible,
but
it's
likely
possible
that.

many
different

constituency

reach

talked

judge
riccardi,

used
to

councilman,
riccardi
and
bemoaned
the
fact
that,
when
he
was
serving,
they
pretty
much
had
a
telephone
and
denise
wilson
in
his
office
and
that's
pretty
much
how
you
were
able
to
communicate,
but
today,
between
cell
phones
and
voicemail
and
text
messages
and
the
multitude
of
social
media
platforms,
I
think
we
we
miss
opportunities
to
understand,
what's
going
on
with
constituency
out
there
and
and
being
able
to
effectively
address
their
concerns,
so
I
believe
that
being
that
this
is
not
the
first
time
we've
done
this.

this

second
year
we'll
be
using
this
contract,
and
before
this
we
used
a
a
similar
company
bootsuite
to
be
able
to
analyze
activity
on
social
media
to
better
address
constituency
concerns.

actually,

think
this

effective
tool

city
and
for
us,
especially
as
constituent
service
providers,

happy
to
support

potential
pitfalls
of
them,

think
it's
we

move
cautiously
for
a
lot

reasons

we've
had
lengthy
discussion
about
other
tech,
similar
technologies
like
facial
recognition,
technology
like
other
forms
of
ai.

For
these
very
reasons,
it's
better
to
have
strong
ethical
guidelines
and
I
think
a
public
conversation
about
their
limits
and
their
risks,
and
we
have
not
had
that
conversation
about
zen
city.
There
are
multiple
levels.
I
think
that
we
should
be
concerned
about
and
each
each
council
member
should
be
concerned
about
so
these
technologies,
for
example,
do
not
just
aggregate
as
we
saw
on
the
screen
last
week.

are
very
specific
facebook
and
twitter
posts,
and
I
think
our
public
commenter
pointed
it
out,
and
that
was
one
of
the
people
I
corresponded
with
over
the
weekend.
We
didn't
speak,
but
I
emailed
her
sarah
pearman
she's
a
phd
candidate
at
cmu
in
the
scilab,
which
is
usable
privacy
and
security
group.

all

for

that
they
showed
us

week
was
to
just
kind

search
for
that
exact

it

take

to

person's
facebook
post,
so
you
would
know
exactly
who
it
is

they
do

struggling

thought
I

those
screenshots

last

my

knows

neighborhood

came

surveillance
technology
that

used

policing,

bias
right
and
so
what
the
problems,
the
downfalls,
that
police
people
are
questioning
the
use
in
police
departments,
because
you
might
say,
search
drug
use
in
poor
neighborhoods,
but
not
search
drug
use
in
wealthy
neighborhoods
right
depending
on
the
input
of
the
user.

so
what
we
can
see
very
clearly
from
the
screens
that
were
shared
is
that
the
mayor's
office
has
searched
for
topics.
But
we
don't
really
know
what
those
topics
are
and
where
they're
searching.
So
we
were
shown
a
screen
where
they
had
project
names
and
those
project
names
had
we
saw
some
like
five
or
six
of
them.

I

just

I
think
it's
easier
for
us

heart

that
we
should
have
before
using
these
kinds
of
surveillance
tools.

allegheny
high
school.
I
first
want
to
thank
council
person
strausberger
for
sponsoring
the
proclamation
today
that
was
written
by
myself
and
by
other
teen
advocates,
but
steps
like
today
creating
a
teen
mental
health
day
in
pittsburgh,
provide
the
building
block
needed
to
solve
the
mental
health
crisis
at
its
roots
by
giving
youth
the
ability
to
build
on
the
headway
of
adults.
I
Today,
I'm
here
today
on
behalf
of
teens
and
especially
teens,
who
may
be
struggling
with
their
mental
health
before
the
pandemic,
I
was
part
of
my
school's
skin
stand
together
club,
which
is
leaving
fantastic
marks
on
our
school
environment.
In
regards
to
mental
health.
However,
recent
months
have
shown
me
that
this
mental
health
advocacy
tends
to
stop
at
the
school
environment
because
of
that
and
my
wonderful
advisors,
three
of
which
being
miss
erica
cicero,
miss
meredith,
gillo
and
miss
laura
montecalvo.
I
I've
gained
new
opportunities
to
extend
my
mental
health
advocacy.
They
have
led
me
to
the
jewish
healthcare
foundation,
where
I
joined
the
pa
youth
advocacy
network
to
help
amplify
youth
voice
in
a
society
that's
controlled
by
adult
voice.
All
these
efforts
have
led
me
here
to
today
where
an
underrepresented
group
of
people
is
in
need
of
assistance.
I
As
far
as
we
know
now,
no
teen
day
exists
to
celebrate
mental
health
in
pennsylvania,
but
that
is
until
today,
mental
health,
america
explicitly
states
that
teen
mental
health
is
worsening
and
the
cdc
reports
that
an
american
dies
from
suicide
every
11
minutes,
which
is
why
recognizing
a
teen
mental
health
day
during
mental
health
month
of
may
in
the
city
of
pittsburgh
and
beyond,
are
so
crucial.
Beyond
writing
the
proclamation.
I
I
wanted
to
make
note
of
the
inequities
in
school
learning
environments
as
someone
who's
been
lucky
enough
to
be
an
in-person
schooling
all
year
and
whose
student
body
has
benefited
as
a
result
of
in-person
school
and
its
resources.
I
clearly
see
the
importance
of
expanding
mental
health
advocacy
past
the
physical
school
environment.
I
Also,
I
wanted
to
emphasize
the
importance
of
listening
to
teen
voice
because,
as
cliche
as
it
may
sound
teens
today
are
the
leaders
of
tomorrow.
We
are
future
city
council
members.
We
are
future
state
legislators
and
future
nonprofit
leaders.
Steps
today
like
having
this
conversation
must
be
taken
to
better
prepare
adults
to
listen
to
the
distinct
problems
of
teens.
Steps
today
can
show
teens
all
across
pittsburgh
that
they
are
not
alone
and
give
them
an
outlet
to
share
their
voice.

Steps
today,
like
creating
a
team
mental
health
day
in
pittsburgh,
provide
a
building
block
needed
to
solve
the
mental
health
crisis
at
its

by
giving
you
the
ability

the

I
live

northside
neighborhood
of
pittsburgh,
I'm
a
junior
dance,
major
at
pittsburgh,
kappa
and
I'm
also

vice
president
of
kappa's
stand
together
club,
which
is
how
I
became
involved
with
pa
youth
advocacy
network
outside
kappa.
I
am
the
co-founder
of
an
activist
organization
here
in
pittsburgh,
called
gen
z,
visionary
collective.

I
would
like
to
thank
the
council
for
acknowledging
the
importance
of
teen
mental
health.
As
I'm
sure
we
can
all
agree.
This
past
year
was
no
ordinary
one.
It
hasn't
been
easy
for
many,
and
the
pandemic
took
a
toll
on
everyone's
mental
and
physical
state
in
different
ways
as
kids
and
teenagers
like
myself,
attended
school
either
virtually
in
person
or
hybrid.
The
statistics
spoke
from
themselves.
Youth
do
struggle
with
mental
health
and
it
doesn't
mean
that
we
are
ungrateful
or
making
it
up.

There's
already
a
lot
of
injustice,
pain
and
suffering
going
on
in
the
world.
Youth,
anxiety
and
depression
rates
have
been
skyrocketing
and
use.
Suicide
was
already
at
a
all
record,
high
long
before
the
pandemic
started
and
now
with
the
social
isolation.
The
loneliness
that
youth
people
are
dealing
with,
especially
those
with
inconsistent
home
internet
access
that
just
adds
to
it.
We
do
have
real
mental
struggles
and
our
vast
experiences
shouldn't
be
invalidated.

We
shouldn't
be
left
alone
to
suffer
if
we
are
to
be
emotionally
exhausted
from
the
stress
and
pressures
of
school
and
everything
that's
been
happening
in
our
world.
Lately,
it's
going
to
be
more
difficult
to
gather
the
strength
and
energy
to
go
the
extra
mile
to
soak
up
those
experiences
and
lessons.
We
need
to
have
important
conversations
around
youth,
mental
health
and
share
ways
we
can
seek
help
to
support
others
through
resources
such
as
therapy.
Therefore,
I
believe,
having
a
you
know,
reserve
team
mental
health
day
is
a
great
way
to
start.

The
future
of
education
is
unfolding
and
we
have
an
opportunity
to
shape
it
here.
This
is
the
mental
health
of
future
leaders
who
are
preparing
to
face
the
greatest
problems
of
our
time,
because
even
after
this
virus
goes,
our
struggles
happened
and
if
people
cannot
invest
in
supporting
you
through
this
critical
moment
in
time,
we're
all
going
to
walk
into
the
future.
That
we
fail
to
enjoy.

Kids
should
be
learning
mental
health
education,
because
if
they
aren't
teaching
mental
health
education
during
a
mental
health
crisis,
what
are
they
teaching?
There
are
so
many
obstacles
you
have
to
face,
and
it's
overwhelming,
but
healing
that's
collective
liberation.
That's
how
we
create
a
community
by
having
empathy
for
one
another
and
that's
how
we
learn
to
care
and
love
for
one
another.
There
are
hidden
opportunities
in
this
moment
that
begs
for
exploration,
creativity
and
courage.
It's
time
to
be
proactive
about
youth
mental
health
instead
of
waiting
for
the
inedible
and
then
calling
it
a
disorder.

As
long
as
we
only
focus
mental
health
awareness
on
mental
illnesses,
we
will
not
improve
youth
mental
health.
If
we
want
to
improve
the
mental
health
of
youth,
we
need
to
introduce
youth
to
the
power
of
their
brain
and
body
to
show
them.
Why
stress
and
anxiety
management,
improve
mental
focus
and
an
understanding
of
the
brain
body
and
mind
are
the
most
critical
to
understand
mental
health.
Education.
That's!

What's
going
to
teach
youth
about
their
own
potential
by
giving
them
the
tools
to
improve
their
mental
health,
we
need
to
close
the
gap
before
losing
one
more
youth
mind
to
the
failed
approach
of
desperately
maintaining
the
status
quo.
This
is
a
generational
issue
and
it
is
our
generation
that
must
take
innovative
action
to
redefine
education,
to
think
outside
of
the
box
and
create
community-based
solutions
to
the
youth
mental
health
crisis.
The
consequences
of
not
doing
this
are
dire
and
we
must
take
action
now
to
build
something
hopeful
and
inspiring
together.

mental
health
concerns

adults

children
and
for
teenagers
is

think,
underscoring

underlying
issues
around
everything,
from
the
need
for
human
interaction

able

access
resources
to
make
sure
that
mental
health
is
a
priority
for
everyone
and
that
everyone's
mental
fitness
is
strong,
and
I
would
just
gently
slightly
alter
something
that
connor

not
just

quick
comment.
If
you'll
indulge
me
on
the
zen
city
application
legislation,

I
too
had
some
concerns
about
this
this
bill.
When
we
were
voting
on
it
last
week
and
fortunately
my
concerns
were
addressed.

questions
were
answered.

I
I
understand-
and
I
appreciate
what
our
speaker
today,
sarah
pearson,
some
of
the
concerns
that
were
raised
and
I
think
those
can
be
addressed
by
working
in
partnership
with
the
mayor's
office
and
ensuring
that
we
have
transparency,
policies
and
other
policies
in
place
to
make
sure
that
we
are
doing
our
due
diligence.
But
after
learning
more
about
zen
city,
the
anonymization
that
they
use
and
techniques
that
they
use
and
that
they
in
fact
don't
even
use
public
and
don't
actually
collect
private
information
or
identifying
information
about
individuals.

Challenges
that
aren't
often
able
to
be
aggregated
by
by
humans
just
kind
of
assessing
their
own
social
media
accounts
by
virtue
of
social
media
siloing
conversations
and
through
algorithms.

think
it

can

incredible
helpful
tool

issues
like
addressing
homelessness
and
addressing
access
to
vaccines
and
addressing
yeah.

that
we
are
actually
focusing

addressing

concerns

city
is
being
responsive
in
a
way
that

important,

my
concern,
many

my
concerns

addressed

the

that
asked
questions

week

how
it
was
procured
when
our
bill
in
front
of
us
was
about
the
purchase.
So
when
I
went
into
that
conversation,
I
had
no
idea
that
it
was
already
being
used.

think
we
all
kind
of
I
assume
none
of
us
knew
it
was
being
used
and
when
the
mr
smith
was
testifying
and
showing
us
what
was
in
use,
I
asked
him
how
it
was
procured
right,
because
I
assumed
we'd
had
this
discussion,
because
council
has
to
vote
on
contracts,
and
so
if
they
had
already
been
using
it,
I
assumed
maybe
we'd
already
had
this
conversation,
but
in
fact
they
they
began.

So
I
was
wondering
how
that
happened
and
that
the
while
we've
been
in
session
today,
the
controller
finally
got
back
to
me
and
and
sent
me
the
agreement
which
they
did
it
under
the
kind
of
piggyback
agreements
that
we
often
we
have
given
the
city.

The
administration
permission
to
do
so
to
like
speed
up
and
get
better
prices
for
like
road
salt
for
snow
melting,
so
that
there
isn't
have
to
be
a
cumbersome
legislative
process
for
every
kind
of
purchase,
and
in
fact
I
just
scrolled
through
this
and
it's
it's
under
technology,
and
it's
for
things
like
buying
flash,
drives,
buying,
actual
keyboards
and
monitors
and
buying.
You
know
even
the
risers
that
you
put
on
your
desk
with
a
little
tray
that
you
put
your
keyboard
on.
So
I
think
it's
very
odd
that
they
bought
this
very.

surveillance
software
and
I
don't
see
any
guidelines
in
this
document-
this
is
literally
just
the
way
you
buy
rock
road
salt
and

I
think
that's
inappropriate

level

concern

that
there

always
a
tension
members,

administration,

why
it's
really
important
to
have
quality
relationships
and
partnerships.

way

effective-

think

important

who
are
watching.
It's
really
government-
relies
on
relationships
and
partnerships
and
being
effective.
A

takes
all
of
us
to
run
the
city
in
an
effective
way,
and
so
I
think
that,
despite
passing
bills
having
an
ongoing
relationship
with
council
members
and
ongoing
relationship
with
administration,
oftentimes
we're
able
to
make
policy
even
when
not
legislated,
I
know
that
councilman
level-
and
I
have
worked
with
the
mayor
in
many
ways-
to
create
policy
that
he's
initiated
that
we've
not
had
to
to
to
to
pass
or
to
legislate.
So
that's
our
goal.

we've
been
a
very
successful
council
in
terms
of
working
with
the
mayor
and,
having
done
some
groundbreaking
things,
housing
opportunity
fund,
all
the
violence,
prevention
things.

moving
money
into
stop
the
violence
fund,
just
lots
of
stuff,
and
I
look
forward
to
continuing
this
effort
together
in
partnership,
making
this
city
a
city
for
all
and,
of
course,
making
a
city
where
black
pittsburgh
matters.
