From YouTube: Pittsburgh City Council Regular Meeting - 10/5/21
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Good
morning
and
welcome
to
the
regular
meeting
of
city
council
for
Tuesday
October
5th
2021.
I
have
a
meeting
announcement.
Council
will
be
meeting
in
the
hybrid
format
until
further
notice.
We
encourage
speakers
to
continue
joining
us
virtually
as
there
will
be
limited
number
of
seats
available
in
council
chambers,
but
we
welcome
speakers.
A
A
A
A
Okay,
thank
you.
Everyone
please,
please
be
seated,
then
our
next
door
to
businesses,
proclamations.
We
have
one
to
be
presented
to
our
fire
department.
We
have
Lisa
Epps
with
us
and
you
coming
up
Tim,
you
come
out
come
on
everyone
who's
here
for
the
fire
department.
Proclamation,
please
come
forward.
E
D
To
make
sure
our
schools
and
businesses
are
able
to
remain
in
compliance
and
whereas,
since
over
60
percent
of
reported
home
fire
deaths
result
from
fires
in
homes
with
no
smoke
alarms
or
no
working
smoke.
Detector,
the
city
of
Pittsburgh
Bureau
of
fire,
has
a
smoke
detector
program
which
will
supply
and
install
smoke
detectors
to
any
City
resident
who
requests
one
and
whereas
for
the
deaf
or
hard
of
hearing,
there
are
smoke.
A
The
second
thank
you,
proclamations
approved.
Congratulations.
D
F
Thank
you
Teresa
and
City
of
Pittsburgh
City
Council
Members.
As
you
know,
fire
prevention
week
is
the
third
through
the
9th,
but
today
it's
ironic
because
it
is
the
launch
of
the
junior
fire
marshal
day
so
right
now
at
10
o'clock,
I
am
the
national
spokesperson
for
the
junior
fire
marshal
program
and
it's
going
to
be
seen
in
over
250
different
cities
throughout
the
city
of
Pittsburgh.
F
So
that
means
that
we
are
going
to
be
educating
children
not
only
just
for
junior
fire
marshal
week
and
fire
prevention
week,
but
we're
going
to
be
educating
children
all
over
the
country
virtually
or
whenever
they
need
fire
safety
training.
So
we
are
excited
to
be
a
part
of
this
program.
Thank
you.
A
Can
I
just
say
a
few
words
I
want
to
say
a
few
words
about
Lisa.
This
program
would
be
nothing
and
not
been
for
all
the
time
she
puts
in
she's
one
of
the
few
people
that
actually
went
to
my
mother's
house
and
met
my
100
year
old
mother
because
she
was
working
and
it
was
the
best
place
to
meet
me
at
the
time.
A
So
she's
just
amazing,
the
time
that
she
puts
in
the
community
all
the
kids
when
I
see
them
running
around
with
little
red
fireman
hats,
it's
from
Lisa
Lisa's,
Distributing
them
across
the
city,
smoke,
alarms
and
smoke
detectors
across
our
city
to
help
our
elderly.
Just
the
work
you
do
is
amazing
and
you're
like
a
one-woman
band
and
I
might
add
one
of
the
few
minority
fire
female
firefighters.
Maybe
the
only
she's,
the
only
foreign.
A
A
A
A
Okay,
now
we
have
four
proclamations
to
be
right
into
the
record:
one
from
councilman
Krauss,
O'connor,
Wilson
and
myself.
D
So
would
you
mind
reading
mine
in
its
entirety?
It's
not
real
long,
but
it's
this!
It's
a
special
product.
B
Whereas
starting
councilman
cross
presents,
whereas
starting
in
2017,
the
parking
enhancement
district
has
provided
south
side
business
owners
patrons
and
residents
with
an
Avenue
to
sequester
parking
funds
and
reprogram
those
dollars
back
into
the
neighborhood
for
enhanced
Public,
Safety
cleanliness
and
infrastructure
at
absolutely
no
cost
to
the
neighbors
that
live
here.
And
whereas.
Every
morning
the
Southside
clean
team
helps
to
restore
order
from
the
busy
evenings
in
the
East
Carson
Corridor,
by
cleaning
up
trash,
pulling
weeds,
sweeping
sidewalks
and
removing
graffiti
from
the
entire
length
of
the
East
Carson
Street
Corridor.
B
D
Yeah,
thank
you,
madam
president.
So
many
of
the
members
of
council
were
here
when
we
first
proposed
a
parking
enhancement
District
along
East,
Carson
Street,
and
it
was
new.
It
was
Innovative.
It
was
something
that
we
had
never
attempted
before,
and
nobody
quite
knew
whether
it
would
fly
or
not,
and
we
got
a
lot
of
resistance
for
it.
I'll
tell
you
honestly,
but
in
the
four
foreign
ERS
may
be
going
into
five
years
now
that
the
parking
enhancement
district
has
been
in
in
place.
D
Had
it
not
been
for
the
pandemic
and
the
hit
that
we
took
in
parking,
we
would
have
exceeded
one
million
dollars
in
Revenue.
That
was
not
a
burden
to
taxpayers
in
any
way.
It
came
from
people
that
participate
in
the
East
Carson
quarter
a
quarter
at
a
time,
a
million
dollars.
Every
weekend
we
collect
about
forty
five
hundred
dollars.
It
it
climbs
every
weekend
and
what
it
helps
us
to
do
is
to
provide
for
a
clean
team
to
be
on
the
street
and
that's
where
Artie
and
Mike
come
in.
D
We
have
been
able,
with
the
help
of
council
and
much
appreciated,
partnered
with
the
downtown
Pittsburgh
partnership
with
Jeremy
and
block
by
block,
and
we
have
put
two
full-time
soon
to
add.
Hopefully,
a
third
full-time,
Union,
full-time
Union,
with
Benefits
employee
on
the
street
solely
focused
on
keeping
the
street
clean
and
that's
where
Mike,
Walker
and
Artie
Murphy
come
in
they've
each
been
there
about
a
little
over
two
years,
maybe
going
into
three
years
now,
and
they
have
become
the
a
non-official
mayors
of
Carson
Street.
D
Everybody
knows
them:
everybody
loves
them,
everybody
they
interact
with
people,
they
know
people
by
name.
People
know
them
by
name.
You
know
they
can't
get
down
the
street
without
somebody
thanking
them
for
for
the
care
that
they
provide
for
the
the
services
for
their
diligence
and
dedication.
355.
D
000
pounds
of
debris
collected
in
the
two
years
that
they've
been
there.
Can
you
imagine
what
the
streets
would
look
like
if
they
weren't
there
and
every
day
they
show
up
diligently
for
a
very
you
know
what
most
would
think
to
be
a
thank
this
job
oftentimes
on
their
own
dime.
D
They
take
Ubers
in
and
we're
going
to
correct
this
very
shortly,
but
they
they
take
Ubers
in
as
early
as
three
o'clock
on
a
Saturday
and
Sunday
morning
to
start
the
work
that
needs
to
be
done,
even
though
they
don't
officially
start
until
6
a.m,
but
to
make
sure
the
street
is
clean
and
serviceable
for
the
daytime
businesses.
They
make
that
kind
of
sacrifice
and
show
up
every
day
to
make
sure
that
the
work
gets
done.
D
So
it
was
only
fitting
that
we
recognized
the
the
success
of
the
parking
enhancement,
but
the
people
that
not
only
the
success
of
the
park,
enhancement
District,
but
the
people
that
make
a
success
and
that's
Artie,
Murphy
or
Artie
Ernie,
Murphy
and
Mike
Walker
that
that
provide
the
service
every
day
to
so.
It
was
very
important
for
me
to
be
able
to
talk
about
them
a
little
bit
and
give
them
the
Kudos
and
the
thanks
that
they
deserve
for
the
the
work
that
they
do
and
the
success
that
they
bring.
Thank.
G
Yes,
you
know
I
just
wanted
to
compliment
you.
You
know,
I,
cannot
think
of
a
better
way
to
use
parking
Revenue
than
to
clean
up
this
very
streets
that
you
know,
they're,
they're,
inhabiting,
Mark
and
Hardy.
You
know
I,
don't
really
know
them,
but
they're
notorious
down
there.
I
know
they
are
everywhere
and
many
times
when
we
do
a
cleanup.
You
know,
there's
you
hit
it
once
a
year
and
then
the
next
year,
it's
just
polluted
again,
but
to
have
that
continual
presence
there
every
day.
G
It's
not
so,
although
I
know
South
side's
a
bit
of
a
different
animal
and
on
the
weekends
I'm
sure
there's
plenty
to
pick
up
but
but
to
keep
on
top
of
it
like
that,
every
day,
I
just
couldn't
I'd
love
to
adopt
something
like
that
for
a
couple
of
my
business
districts,
but
I
don't
get
the
parking
Revenue
quite
that
you
do
so
so,
but
but
we'll
figure
out
a
way,
but
I
love
that
continual
presence
of
somebody
cleaning
up
the
streets
is
just
fantastic.
So
congratulations
already
and
Mike
and
to
you.
A
President,
thank
you
thank
you
councilman,
and
can
we
have
the
next
three
because
we'll
read
them
all
into
the
record
Adam
Clark.
Thank
you.
B
Councilman
O'connor
presents
bill
number
1982
now,
therefore,
be
it
resolved
at
the
Council
of
the
city
of
Pittsburgh.
This
hereby
recognized
command
and
congratulate
Rico
J
Al

for
receiving
the
young

award
from
Nabi
Christian

for
being
an
inspirational
change
agent
with
exceptional
training,
strategic
leadership,
skills,
strength,
character,
endurance,
Faith
intelligence
and
vision
and
councilman
Wilson
presents
bill
number
1984..
B
Now,
therefore,
be
it
resolved
that
the
Council
of
the
city
of
Pittsburgh
just
hereby
congratulate
councilwoman
Olivia
Liv
Bennett
for
receiving
the
getting
it
done
award
from
run
for
something
and
commends
her
for
her
steadfast
commitment
to
the
people
of
our
city
and
for
her
achievement
in
gaining
National
recognition
for
her
outstanding
local
work
and
councilwoman
Kel
Smith
presents
bill.
Number
1985..
Now,
therefore,
be
it
resolved
at
the
council,
the
city
of
Pittsburgh.
B
A
I
just
want
to
thank
councilman
O'connor
for
recognizing
Rico
Martella
as
to
he
does
the
a
lot
of
photography
for
The
Courier
and
does
a
lot
of
coverage
for
assault
saving
life
today,
Pittsburgh
and
my
districts
I
want
to
it's
well
worth
Proclamation
and
with
that
said,
we're
going
to
move
on
to
our
next
order
of
business,
which
is
public
comment
and
I'd
like
to
thank
the
public
for
being
patient
as
we
go
through
these.
A
The
business
of
council
and
I
would
like
to
remind
everyone
that
the
roles
of
council
state
the
comments
are
limited
to
matters
of
concern.
Official
action
or
deliberation
which
are
or
maybe
before,
city
council
threats
of
profanity
will
not
be
permitted.
May
we
have
the
first
registered
speaker
who
is
Naomi
Mullen
she's
joining
us
via
Zoom
foreign
Mullen.
H
Anthony
Hamlet
is
now
on
as
superintendent,
since
he
was
found
guilty
on
multiple
counts
of
unethical
Behavior,
but
the
harm
that
he
has
done
in
the
sale
of
Bonaire
School
remains
not
only
has
Anthony
Hamlet
failed
at
reasonable
diligence
in
his
handling
of
the
sales
agreement
and
unanimous
decision
to
sell
the
to
Gregory
development.
Also,
their
solicitor
is
negligent
or
inaccurate.
H
H
There
has
been
more
than
adequate
time
and
notice
to
correct
wrongs
if
they
were
simply
a
big
misunderstanding,
as
stated
by
Cindy
Falls
of
the
board
of
directors,
perhaps
public
officials
have
insulated
themselves
behind
a
wall
of
arrogance
that
they
presume
is
their
immunity.
Tyrants
masquerading
as
public
servants
are
intolerable.
H
My
sincere
consistent
request
is
that
city
council
create
a
resolution
to
block
zoning
change
and
support
a
green
space
to
replace
bonaire's
school
building.
Do
your
part
for
the
environment,
reduce
Urban
Heat,
reduce
Watershed
to
route
51.
increase,
Green
Space
to
benefit
all
ages
and
stages,
protect
the
children
at
the
playground
across
the
street?
Let's
make
it
wheelchair
accessible
to
allow
those
who
have
difficult
access
to
Nature
the
ability
to
enjoy
it,
tear
down

a

out
to
O'leary's
on

go
there.
It's
really
great
globalintelligenceociety.org
I
have
here
a
response
from
the
Pennsylvania
Supreme
Court
that
was
posted
on
the
16th
of
September
2021
to
my
written
requests
for
pasc
intervention,
10
September
2021
to
provide
vote
voter
linkage
via
a
receipt
or
a
copy.
What
have
you
counselors
done?
C
The
Integrity
of
the
vote
should
be
the
central
core
concern
of
the
Council
of
the
city
of
Pittsburgh
and
the
councils
of
all
cities
across
the
United
States.
In
my
view,
ensuring
that
a
voter
gets
a
paper
receipt
or
copy
of
his
or
her
vote.
Nothing
is
more
important
to
our
Pittsburgh
democracy
and
to
U.S
democracy
than
this.
No
voter
in
Pittsburgh
can
check
the
vote
tabulation
to
confirm
or
disconfirm
that
his
or
her
vote
has
been
correctly
recorded.
C
Every
voter
in
Pittsburgh
and
everywhere
else
in
the
United
States
must
be
able
to
do
a
vote.
Voter
check
in
the
county
state
recording
systems
without
a
vote.
Voter
information
link
guarantee
any
U.S
and
so
Pittsburgh
vote.
As
a
fraud
and
an
insult
to
the
intelligence
of
Voters,
only
with
a
vote
voter
guarantee
do
we
have
a
real
democracy.
What
we
have
now
is
an
illusion
of
democracy.
C
I
really
agree
with
Shirley
Chisholm
on
this,
ensuring
that
there
is
a
vocal
or
linkage
or
guarantee
via
paper
vote,
receipt
or
vote
copy
is
the
core
of
my
campaign
for
mayor
and
any
form
of
governance,
of
which
I
am
a
part.
I
want
each
citizen
to
have
control
of
his
or
her
vote.
We
do
not
on
7
September
2021
I
challenged
this
Council
during
my
public
comment
to
deal
with
this
problem,
you
have
done
nothing.
Danny
has
done
nothing
WQED,
nothing!
The
black
political
Empowerment
Group,
has
done
nothing
over
the
weekend.
C
I
was
in
the
hill
I,
put
up
a
sign
for
me
as
mayor
on
a
telephone
pole
where
Senator
and
Kirkpatrick
intersect
I
put
my
sign
diagonally
across
from
a
barber
shop
that
is
now
defunct.
That
is
now
plastered
with
vote,
vote
vote
vote,
but
nothing
about
the
vote.
Voter
disconnect
fraud,
some
black
African
Americans
there
thought
me
racist
trying
to
defraud
them.
No
I
want
their
votes
to
be
freed
from
fraud.
That's
my
position.
It's
my
position
for
everyone.
A
I
I
I
I
I
I
This
should
never
have
happened.
This
should
never
be
the
case.
I
should
not
have
to
voice
on
this
line
that
that
home
needs
to
be
boarded
up,
that
home
needs
to
be
cleaned
up.
What
happened
to
Crime
Scene
cleanup?
Why
is
there
a
bullet
shell
casing
outside
of
that
home
for
some
young
child
to
pick
up
and
begin
to
play
with
canisters
of
tear
gas
left
behind?
Is
this
what
Public
Safety
looks
like
I
hope?
Not
Arco
management
needs
to
be
called
and
they
need.
I
I'm,
appalled,
I
hope
that
councilman
Lavelle,
since
this
happens
in
your
District,
that
you
would
be
so
kind
to
help
this
young
lady
put
her
life
back
together,
as
she
had
no
knowledge
of
this
young
man's
actions
are
doing,
but
this
is
just
despicable
and
someone
needs
to
address
these
concerns
and
I
yield.
The
rest
of
my
time.
A
Is
not
on
okay,
Cherie
Jennings.
Is
she
on?
So
that's
since
we've
exhausted
our
list
of
registered
speakers,
I'll
move
it
on
to
people
in
the
chambers
that
might
want
to
address
Council.
Is
there
anyone
any
further
speakers.
J
They
said
that
the
children's
eyes
were
red
and
they
were
throwing
up,
see
what
I
feel
and
I
may
be
wrong,
but
if
it
had
been
a
bunch
of
white
kids
in
there,
you
wouldn't
have
shot
in
there
like
that.
I
do
believe
it
I.
Don't
believe
you
would
have
did
that
you
don't
care
about
our
children.
The
black
children
also
I'm
gonna
change
for
with
Mr
Burgess.
The
last
meeting
that
we
had
that
we
could
speak
I
was
speaking
and
I
had
addressed
Miss
gross
for
over
talking
me,
Mr,
Mr,
Burgess,
told
me.
J
I
could
not
address
that.
I
couldn't
speak.
That
way.
I
had
to
stop
because
I
seen
this
this
sergeant
of
arms
moving
to
remove
me
from
the
from
the
place.
If
I
had
kept
talking
now,
I'm
gonna
still
offer
there
and
I
want
to
know
about.
Mr
Krause
was
talking
about
some.
This
man
and
yes
they're,
paying
I,
took
and
cleaned
all
around
Katie
Rivers
I
asked
you
before
the
meat.
Before
we
couldn't
come
back
down
the
police
come
up
and
see
we
had
weeds
so
tall.
J
They
were
so
much
as
tall
as
me
and
there's
where
the
cars
were
packed,
parked
rats,
raccoons,
would
jump
out,
I
started
cleaning
because
I
know.
If
an
old
person
falls,
they
may
break,
may
hurt
themselves
and
may
even
die.
I
came
to
you
and
asked
you
if
I
could
be
reimbursed
if
I
could
be
paid
just
like
you
paying
that
man
I
cleaned
that
whole
thing.
It
took
me
a
couple
weeks
because
I
did
all
the
all
the
streets,
Bedford
Webster
and
so
on.
J
One
of
the
residents
who
lives
in
in
the
building
came
to
me
and
said.
Thank
you
baby.
She
said
because
I
started
going
the
other
way.
I
couldn't
walk
that
way,
because
the
racks
and
things
jumping
out
I,
even
called
you
about
the
rats
that
was
smashed
in
the
middle
of
the
street.
I
am
again
asking
that
I
be
paid
for
the
time
that
I
cleaned
the
city
work
that
City
I
was
told
was
city
after
I.
Did
it
I
think
to
read?
Oh
I
still
got
time.
J
Sorry
I'm
trying
not
to
go
over
I'm
trying
to
be
better
than
what
I
was
before,
because
you'll
take
my
time
away.
You'll,
stick
the
sergeant
arm
on
me
and
he's
just
doing
what
you
just
tell
them.
I
told
them
that
I
don't
appreciate
it
because
there's
been
times
that
he's
walked
towards
me
for
what
I'm
walking
out
and
leaving
I
am
really
upset
with
this
Council
they
told
me
Miss
gross
is
the
one
that
said
about
getting
Wilkinsburg.
You
know
how
my
son
died.
