A
Good
morning
and
welcome
to
the
standing
committee
meeting
for
wednesday
january
20th,
2021.
council
will
continue
to
meet
virtually
until
further
notice.
Meetings
can
now
be
viewed,
live
on
the
city
channel
and
live
streamed
on
youtube.
Our
first
order
of
business
is
public
comment.
I
would
like
to
remind
all
speakers
that
the
rules
of
council
state
that
comments
are
limited
to
matters
of
concern.
Official
action
or
deliberation
which
are
or
maybe
may
be
before,
city
council
profanity
will
not
be
permitted.
A
Please
give
your
name
in
neighborhood
for
the
record,
after
which
you
will
be
given
three
minutes.
Our
first
speaker
is
ikuhana.
A
A
I
don't
believe
so
either.
Therefore
that
does
exhaust
our
speakers
registered
speakers
for
today.
So
we'll
move
on
to
our
standing
committee
agenda
and
will
the
clerk
please
take
the.
D
D
C
B
A
So
that
takes
us
to
our
first
committee,
which
is
finance
and
law
which
is
chaired
by
myself.
We
have
two
new
papers,
the
first
being
bill,
1044.
A
Second,
any
discussion
seeing
none
all
those
in
favor
say
aye
aye,
any
opposed
bill
is
recommended.
Let
the
record
reflect
we've
also
been
joined
by
councilman
krauss
bill
245.
B
A
A
Seeing
none
all
those
in
favor
say:
aye
aye
opposed
invoices
are
approved.
That
will
take
us
to
our
p
cards.
We
need
a
motion
for
p
cards
so.
A
B
F
A
A
B
Bill
1041
resolution
authorizing
the
mayor
and
director
of
the
department
of
public
works,
execute
relevant
agreement
to
receive
grant
funding
from
the
pennsylvania
energy
development
authority's
click,
19
restart
grant
for
the
installation
of
electric
vehicle
charging
stations
at
the
second
avenue
parking
lot
and
further,
providing
ford
agreement
and
expenditures
not
to
exceed
189
thousand.
Four
hundred
and
three
dollars
question
to
approve.
E
D
A
That
takes
us
to
land
use
and
economic
development
committee
chaired
by
councilman
wilson.
First
new
paper
bill
1046.
E
A
B
Bill
1048
resolution
providing
for
the
designation
of
the
historic
structure
under
title
11
of
the
code
importances
that
certain
site
known
as
melon
park,
located
in
point
breeze
in
the
7th
and
14th
wards
in
the
city.
The
city
is
the
owner
of
this
property
and
there
has
been
no
objection
to
the
nomination.
A
Those
in
favor
say
aye
all
right
any
opposed.
There
will
be
hail
for
cable
cars,
public
hearing
that
takes
us
to
our
urban
and
recreation
committee,
chair
by
councilman
burgess,
one
supplemental
paper
bill
1066.
B
E
Thank
you
councilman
for
agreeing
to
put
this
on
today's
agenda.
This
is
just
the
agreement
that
gives
richard
carrington's
programming,
the
voices
against
violence,
the
ability
to
use
the
mckinley
wreck
center
to
house
his
programming.
He
has
programmed
on
a
mckinley
wreck,
at
least
the
13
years
that
I
have
been
here,
and
I
don't
know
how
many
years
before
that,
and
so
like
I
said
yesterday,
this
is
just
a
no-brainer,
it's
wonderful
programming
and
happy
to
see
that
we're
willing
to
enter
into
this
agreement
with
voices
against
violence.
A
Thank
you
any
further
discussion,
saying
none
all
those
in
favor
say
aye,
any
opposed
bill
is
recommended.
Let
the
record
reflect.
We've
also
been
joined
by
council
president
smith,
that
moves
us
to
our
intergovernmental
affairs
committee,
chaired
by
councilwoman
gross
first.
The
first
paper
is
bill.
634.
H
Well,
I'll
make
a
motion
for
four
weeks:
it's
it's
in
the
district
I
represent,
and
I
I
understand
that
the
chair
is
not
here
so.
A
You
need
this
any
discussion,
seeing
none
all
those
in
favor
say:
aye
aye,
any
opposed
bill
is
recommended.
Our
one
new
paper
bill,
1042.
G
Hi,
council
president,
the
the
list
of
the
vehicles
are
outlined
in
our
2021
budget.
I
There's
a
couple
things
I
want
to
talk
about:
the
equipment
leasing,
who's
sitting
on
that.
Currently
I
I
want
to
talk
about
the
equipment.
Leasing
commit
that
that
whole
thing
the
committee
and
then
I
want
to
talk
about
the
vehicles.
So
could
you
first
tell
me
who's
currently
serving
on
the
equipment,
leasing.
Committee.
G
Sure
the
ela
board
is
jennifer
persudes,
the
la
chair,
councilman
cross
director,
historic
and
budget
director
council
budget
director
urbanic.
I
Okay
and
that's
it
because
I
remember
I
saw
chief
costa
was
still
on
there
and
I
didn't
see.
G
G
I'm
sorry,
I
omitted
got
costs
as
well.
My
apologies.
I
No,
she
is
not
okay,
so
I
think
we
just
have
to
have
a
conversation
about
that
board
in
general.
So
I
just
want
to
say
that,
because
I
think
that
I
have
some
questions
about
you
know
about
the
process
and
who's
representing
council.
I
didn't
know
realize
that
councilman
cross
was
on
so
I
know
that
he'll
do
a
great
job,
but
I
also
have
some
concerns
about
the
equipment
that
we're
ordering
for
dpw.
I
I
mean
year
after
year
we
hear
complaints
about
street,
you
know
cleaning
and
snow
removal,
and
I
really
want
to
make
sure
that
whatever
is
happening
there
that
we're
making
that
a
priority,
because
our
residents
have
made
that
a
priority.
While
we
think
that
parks-
and
you
know,
bike
lanes
and
other
things
might
be
important
equipment
for
those
things
might
be
important.
They
are
all
all
important
and
it's
important
for
the
city
parks
to
have
vehicles.
I
But
it's
really
really
important
to
our
residents
to
make
sure
that
we
have
the
proper
equipment
to
clean,
sidewalks
and
streets,
because
the
sidewalks
and
steps
are
also
an
issue
for
a
lot
of
our
people
who
are
walking
and
biking
and
they're,
also
an
issue
for
the
people
that
are
handicapped,
that
are
not
that
need
wheelchair
accessibility
and
so
for
people
with
different
abilities.
H
Thank
you,
mr
chair,
good
morning
as
I,
as
I
ask
every
time
we
talk
to
about
the
ela,
I'm
going
to
ask
and
please
don't
feel
free,
don't
feel
the
need
to
answer
this
question
if
you
would
rather
take
the
week
and
have
answers
prepared
if
we
are
indeed
holding
it
for
a
week,
but
I'm
always
eager
to
find
out
what
progress
we're
making
on
the
procurement
and
the
purchasing
of
lower
mission
vehicles,
especially
those
that
are
going
to
be
in
our
communities.
H
I
mean,
I
know
that
the
biggest
priority
in
my
mind
as
councilwoman
gross
also,
I
think
it
brings
up
every
time,
is-
is
garbage
and
recycling
trucks
because
they
just
get
such
poor
fuel
economy
that
saves
such
low
energy
fuel
economy
standards,
but
vehicles
to
to
council
president
smith's
point
vehicles
that
are
driving
in
our
parks,
vehicles
that
are
going
to
be.
You
know
having
to
idle
for
whatever
reason
or
another.
Those
are
always
that's
affecting
our
air
quality.
H
It's
affecting
you
know
what
people
are
breathing
right
there
in
bed,
so
any
progress
that
we're
making
on
any
of
our
vehicles,
regardless
of
where
they're
driving
in
terms
of
fuel
economy
in
terms
of
air
emissions
and
in
terms
of
climate
emissions,
I'd
love,
sort
of
a
breakdown
of
percentage
of
low
emission
vehicles,
either
now
or
in
time.
For
next
week's
discussion.
A
Thank
you,
councilman
coghill,.
F
Okay,
sorry
about
that
now,
just
to
tag
on
to
what
council
president
smith
was
saying:
I've
learned
over
the
past
several
weeks,
the
dire
you
know
condition
that
our
public
works
vehicles
are
in,
I
mean
one
snowstorm.
We
had
six
different
vehicles
broken
down
and
we
didn't
have
the
mechanics
to
repair
them
because
of
coven,
so
kevin,
just
let
me
know,
is:
are
there
public
works
vehicles,
dump
trucks,
dull
trucks,
things
like
that,
and
this.
G
The
the
plan
that
is
authorized
in
the
2021
capital
budget
includes
four
pickups
for
dpw
streets.
It
does
not
include
any
ten-ton
or
one-time
dump
trucks
that
perform
winter
operations.
F
Okay,
you
know
I
I
also
agree
to
hold
like
council
president
smith.
I
just
want
to
make
sure
that
we're
focusing
on
that.
It
really
is
a
problem.
Our
equipment's
getting
old
and
the
vehicles
are
hard
to
fix
and
they
require
a
full-time
mechanic
that
we
don't
have
right
now.
So
that's
it
thanks.
E
Yeah,
thank
you
so
generally,
when
we
introduce
this
legislation
to
council
for
approval
of
what
has
been
specked
in
the
capital
budget.
We
include
a
list,
and
we
may
very
well
have
done
this
this
time,
unfortunately,
being
remote
like
this,
I
cannot
access
the
list
of
vehicles
that
we
are
purchasing
that
are
that
are
coming
under
this
legislation.
E
If,
madam
president,
would
be
so
inclined,
perhaps
while
we
wait
for
this
week
hold,
we
could
schedule
a
briefing
for
council
members
to
review
the
list
of
vehicles
and
why
those
decisions
were
made
and
then,
when
we
come
back
for
next
wednesday's
discussion,
we'll
just
have
a
little
more
rounded
understanding
of
how
and
why
we
reached
the
decisions
we
reached
to
purchase
the
vehicles
that
we
purchased
so
that
that's
entirely
up
to
you.
E
If
you
wish
you
know,
I'd,
certainly
be
happy
to
participate
in
that
briefing
to
to
sort
of
bring
members
up
to
speed
before
we
come
back
next
wednesday.
We
know
that
budget
director
biller
bannock's
mother,
passed
this
week.
I
wish
he
was
here
he's
got
a
very
rich
understanding
of
our
moving
towards
more
environmentally
friendly
vehicles.
E
In
all
of
our
fleets,
unfortunately,
he's
not
here
to
share
that
with
us,
but
perhaps
maybe
he
would
be
able
to
attend
a
briefing
to
help
bring
members
up
to
speed
to
the
commitment
to
reducing
emissions
and
purchasing
more
environmentally
friendly
vehicles
as
a
as
a
priority.
So
thank
you
very
much.
A
Thank
you,
councilwoman
gross.
J
It
yeah,
I
would
look
forward
to
I'd
support
holding
a
week
and
look
forward
to
seeing
the
kind
of
short
list
of
vehicles,
and
so
we
can
explore
that
further.
Yes,
we
just
did
approve
the
capital
budget,
but,
as
we
know,
capital
budgets
can
be
amended
and
changed,
and
I
think,
even
in
the
last
couple
of
months,
as
other
members
have
mentioned,
we've
seen
maybe
different
priorities
of
what
is
our
most
immediate
needs
in
order
to
make
sure
that
we're
kind
of
providing
city
services
reliably
reliably
on
a
daily
basis.
J
A
I
Thank
you.
Thank
you,
mr
chair.
I
just
want
to
say
that
I
do
want
to
hold
it
for
a
week,
but
I
don't
want
to
just
talk
about
the
equipment
that
we're
ordering
and
I
do
know
that
we
actually
do
have
a
need
for
the
smaller
vehicles,
because
a
lot
of
times
the
streets
on
the
side
on
the
sloped
areas
that,
with
parking
on
both
sides,
are
difficult
to
clean
those
roads
and
that's
why
sometimes
roads
aren't
clean.
I
So
I
do
think
that
you
have
a
good
group
of
people
that
understand
what's
going
on,
but
I
also
think
that
we
should
have
a
space
for
the.
I
think
there
should
always
be
a
space
for
the
public
works
director
and
especially
for
the
or
or
at
least
for
the
chief
of
operations
chief
kinsey
so,
and
whoever
that
might
be
down
the
road.
I
think
that
there
should
be
some
way
that
we're
reviewing
who's
on
who's
serving
on
here
annually,
so
we're
making
sure
we
have
the
right
people
on
on
there.
I
That
know
the
current
issues
and
current
challenges
that
the
city
faces,
but
I
do
also
think
that
we
have
to
make
more
of
a
priority
whether
it's
holding
off
on
something
else
of
the
public
works
equipment
and-
and
just
because
I
we
hear
all
the
time
from
our
residents,
I
mean
every
every.
If
it's
even
there's
a
little
bit
of
snow,
I
panicked
it
used
to
be,
I
looked
out
and
saw
a
beautiful
nausea.
Oh
god
it's
snowing,
and
so
I
think
it's
because
we
all
hear
a
lot
of
concerns
from
our
residents.
I
I
mean
they
don't
feel
stuck
in
on
their
street
forever,
because
it's
snowed
and
there
has
to
be
some
realistic
expectation
too.
I
mean
snow
falls.
It's
it's
lays
somewhere,
so
it's
going
to
lay
on
the
ground
and
you
can't
have
every
truck
on
every
street
at
the
same
time
simultaneously,
but
some
realistic
expectation
of
when
that
snow
should
be
removed.
So
I'd
love
to
have
that
conversation,
so
I'm
going
to
hold
make
a
motion
to
hold
for
one
week
and
we'll
work
with
the
clerk
to
schedule
a
briefing
exactly
thank.
A
Have
been
hailed
and
seconded
any
any
discussion,
all
those
in
favor
say
aye
aye
any
opposed.
There
will
be
hell
one
week.
I
believe
that
does
exhaust
our
agenda
for
today.
Yes,
it
does.
We
do
have
a
few
meeting
announcements
this
afternoon
at
2
p.m.
Council
will
hold
a
cable
cast
public
hearing
on
bills,
943
and
944,
as
they
relate
to
historic
designations
of
the
va
facility,
chapel
and
laboratory
buildings
located
in
the
lincoln
limington
belmar
neighborhood
to
register.
A
K
Yes,
this
is,
we
need
a
yearly
report
from
the
hiv
aids
commission,
so
I
just
wanted
to
make
a
motion
to
hold
a
cable
cast
public
hearing
or
post
agenda
with
that
commission.
So.
E
J
A
Thank
you
we'll
get
that
scheduled.
Councilman
krauss
yeah.
E
Thank
you
very
much
so
in
this
coveted
world
that
we're
living
in
right
now,
all
too
often
information
is
lost
and
something
wonderful
happened
this
past
couple
weeks
that
we've
worked
very
hard
to
to
bring
to
fruition,
and
I
don't
want
it
to
go
untrumpeted,
even
though
I
know
our
other
council
members
that
are
board
members
of
carnegie
library,
councilwoman,
strasberger,
councilwoman
gross
councilman,
lavelle
council,
president
kell
smith
and
myself.
E
We
recently
finished
the
renovation
after
a
year-long
closure
of
the
mount
washington
branch
of
the
carnegie
library
and
unfortunately,
there
hasn't
been
any
pomp
and
circumstance
and
public
revelation
of
the
renovations.
But
recently
there
was
a
press
release
that
was
put
out
and
some
pretty
wonderful
photographs
of
the
interior
and
exterior
of
the
library.
I
just
sent
it
off
to
madame
clerk
and
I'm
asking
if
she
would
just
distribute
that
to
all
members,
even
though
I
know
our
board.
E
Members
are
more
than
aware
of
of
what's
going
on,
but
I'd
like
other
members
to
see
as
well
and
then,
if
madam
clerk,
we
could
get
that
up
on
our
our
clerk's
website
as
well
and
we'll
get
this
up
on
social
media,
but
it
is
done
it
is.
It
is
beyond
spectacular.
E
It
is
open
for
curbside
pickup
contactless
curbside
pickup
is
tuesday
and
thursday
from
12
to
7
and
wednesday,
friday
and
saturday
from
10
to
5..
That's
all
in
the
in
the
press
release,
but.
E
The
like
I
said
I
just
didn't-
want
it
to
go
unchampioned
that
this
has
been
happening
behind
the
scenes
for
the
last
year
or
so,
and
it's
it's
pretty
damn
spectacular.
So
I
just
want
everyone
to
be
aware
and
to
encourage
everyone
to
take
a
look
at
it.
There
is
going
to
be
a
an
opening
for
public
to
attend.
It
is
a
ticketed
event.
It
is
saturday.
E
Forgive
me.
I
had
it
right
here,
saturday
january
23rd,
which
is
this
coming
saturday.
It
masks
are
required.
It
is
a
ticketed
event,
it
will
be
social
distanced
and
all
protocols
will
be
in
place.
But
if
you
are
a
user
of
the
mount
washington
branch
of
the
carnegie
library-
and
you
wish
to
see
all
the
wonders
of
the
new
branch-
please
please
take
advantage
of
that
day
and
please
be
careful
at
the
same
time.
E
So
and
then
one
other
thing
I
I
can't
let
today
go
without
saying
that
in
about
90
minutes,
we
are
going
to
see
a
new
administration
and
a
new
day
in
the
nation,
and
I
for
one,
am
I'm
gonna.
Try
to,
I
think,
get
through
the
day
without
shedding
a
tear
at
some
point
in
time,
because
it's
such
an
emotional
I'm
getting
emotional.
E
Now
it's
just
such
an
emotional
day,
and
I
wish
president
elect
biden
and
president-elect,
or
vice
president-elect
kamala
harris
all
the
very
best
and
and
that
they
will
know
that.
Certainly
we
here
in
western
pennsylvania
are
quite
excited
about
everything.
The
new
administration
is
going
to
bring
and
we'll
pledge
our
support
to
assist
in
every
way
that
we
can
so.
Thank
you,
mr
chair,
for
letting
me
say
that.
F
I
just
I
just
wanted
to
remark
on
the
library
as
well.
I
saw
that
whole
process.
I
saw
what
they
did
in
washington
and
you
know
I
couldn't
be
happier
with
with
our
library
and
mary
frances
cooper
and
their
whole
team.
You
know
just
communication
with
the
neighbors,
I'm
one
of
their
neighbors
up
there.
You
know
just
making
sure
everything
was
done
so
well
and
it's
it's
absolutely
beautiful.
F
The
lighting
the
whole
display
not
only
that
library
but
my
carrick
library,
my
brookline
library
and
my
beachbody
library,
have
all
been
renovated,
and
you
know
they're
really
spectacular.
So
just
wanted
to
add
that
thanks.
Thank.
I
Thank
you.
I
just
want
to
say,
since
the
library
is
in
district
2.,
I
just
want
to
thank
everyone
and
we
did
have
a
ribbon
cutting
and
they
did
videotape
it
and
they
are
going
to
show
that
and
but
I
really
want
to
thank
the
board
members
I
want
to
thank,
I
want
to
thank
former
councilman.
Patrick
dowd
who's
been
really
really
helpful,
with
a
lot
of
the
stuff
with
the
libraries
and
all
over
and
and
they
did
renovate
several
of
the
of
the
libraries.
I
This
was
the
last
of
the
libraries
to
be
renovated,
but
I
want
to
thank
the
residents
for
their
participation
in
it
because
they
made
sure
that
they
that
library
was
not
moved.
They
made
sure
that,
even
though
there
was
a
lot
of
challenges,
which
is
why
it
took
a
little
bit
longer,
but
it
was
worth
the
wait
I
mean
it
looks
amazing.
I
It's
now
accessible
to
everyone,
and
that
to
me
is,
is
so
important
because
we
have
a
lot
of
people
who
who
want
to
use
the
libraries
that
have
varying
abilities,
and
so
I
think
it's
you
know
accessible
now
to
to
all.
And
so
that's
that
they
have
a
an
elevator
and
a
ramp
and
and
other
things
that
make
it
wonderful
for
the
community,
and
it
also
has
a
section
for
teenagers
and
young
children
and
just
I
think
they
thought
of
everyone
and
everything
that
they
possibly
could
in
such
a
confined
space.
I
I
I
want
to
thank
the
administration
for
also
working
with
the
library
and
making
sure
that
they
were
a
priority
and
renovating
and
keeping
them
open
were
such
a
priority
when,
when
they
worked
on
on
the
actually
the
library
tax,
but
I
also
want
to
make
sure
that
that
I
acknowledge
that
there
were
a
lot
of
people
who
donated
and
contributed
to
this,
and
it
literally
became
a
community
project.
I
So
I
want
to
thank
everyone
who
was
involved
from
the
board
to
the
staff,
to
the
administration
that
they'll
and
in
the
libraries
I
mean
they.
They
were
just
amazing,
and
I
want
to
thank
you,
know
our
administration,
but
I
also
want
to
thank
the
residents
for
their
part
and
and
I'll
point
out
that
beach
view
library
is
actually
in
district
2
too,
so
we
got
a
lot
of
libraries
renovated.
So
I
really
want
to
thank
everybody
for
the
work.
E
And
if
I,
if
I
may,
mr
chair
former
councilman
dowd,
is
now
our
board
chair.
E
Library
has
been,
I
guess,
for
the
better
part
of
the
year,
or
maybe
even
a
little
bit
longer
now
too,
and
in
keeping
with
that
council
president
smith's
remarks,
we
want
to
remember
the
friends
of
mount
washington
library
as
well
too,
which
are
you
know.
The
friends
groups
in
all
of
the
different
branches
are
utterly
amazing
in
what
they
do
in
on
a
volunteer
basis
to
contribute
to
literacy
and
learning
in
in
each
of
those
branches.
So
thank
you.
I
A
All
right
with
that,
we
need
a
motion
to
approve
the
minutes
and
adjourn
the
meeting.
