Working
on
it
we're
working
on
it,
technical
they're,
trying
to
fix
it,
I
will
get
as
close
as
possible.
Our
first
committee
for
the
day
is
finance
and
law,
which
is
chaired
by
myself.
We
have
one
new
paper
bill,
1729.
C

B
B
D
E
E
E
I'm
doing
it
right
we're
not
doing
it
hastily
we're
building,
like
the
councilman,
said
a
first-class
facility
right
down
to
a
lighted,
walking
path
around
it
and
it's
really
going
to
be
a
campus.
So
I'm
looking
forward
to
it,
I'm
preparing
my
neighbors
that
you
know
might
not
be
up
and
running
this
year,
but
surely
by
first
of
spring,
I
think
we'll
be
fully
complete.
F
D
Thank
you.
I
actually
texted
back
and
forth
with
director
rix
and
asked
her
to
speak
to
these
bills.
We've
just
come
back
from
recess,
there's
kind
of
three
similar
bills
there.
She
is
thank
you
for
being
here
director
and
they
all
involve
a
kind
of
joint
project
between
the
city
and
the
ura.
I
mean
I'm
sorry
and
the
pwsa.
So
I
wanted
her
to
briefly
describe
how
there's
kind
of
a
joint
project
happening
on
these
sites.
Hello,
director
x.
Could
you
introduce
yourself,
please
sure.
G
I'm
karina
rickson
the
director,
the
department
of
mobility
and
infrastructure
counselors.
Would
you
like
to
read
all
three
bills,
two
together
or
so.
D
C
Team
51
resolution
authorizing
the
mayor
and
director
of
the
department
of
mobility
and
infrastructure
to
enter
into
a
contribution
incorporation
agreement
with
pwsa
for
work
in
connection
with
the
nobles
lane
project
bill,
1752
resolution
authorizing
the
mayor
and
director
of
the
department
of
mobility
and
infrastructure
to
enter
into
a
contribution
and
corporation
agreement
with
the
pwsa
for
work
in
connection
with
the
fleury
way.
Project.
G
Sure
so
the
division
of
responsibilities
between
the
department
of
mobility
and
infrastructure
and
the
pittsburgh
water
and
sewer
authority
is
generally
that
the
domain
is
responsible
for
for
managing
the
flow
of
water
on
the
surface
of
the
streets
and
getting
it
to
the
storm
water
system.
G
Pwsa
is
then
responsible
for
managing
the
stormwater
system
and
handling
that
water
once
it
gets
to
their
facilities.
So
in
these
cases
these
are
three
distinct
projects
where
recontouring
the
street
alone
was
not
going
to
address
the
issue
and
or
making
improvements
to
the
stormwater
system
beneath
the
street.
We're
not
going
to
address
the
issue
it
took
both
the
re-grading
of
the
street
or
different
adjustments
to
the
surface
of
the
street,
which
is
a
dummy
responsibility
as
well
as
providing
enhancements
to
the
stormwater
system.
G
By
combining
these
two
projects
together,
not
only
do
we
reduce
the
the
impact
on
the
residents
of
needing
to
do
two
separate
projects
at
two
separate
times,
but
we
also
then
are
sharing
in
cost
so
that
we
can
reduce
the
overall
cost
to
each
project.
So
it's
an
efficiency
effort
that
we're
undertaking
here.
D
That's
wonderful
and
that's
exactly
what
I'm
always
bothering
dummy
to
do.
So
I
really
appreciate
it.
You
know
that
utility
coordination
is
one
of
my
favorite
topics,
so
I
look
forward
to
seeing
more
projects
like
this.
Thank
you.
I
don't
know.
If
any
other
members
have
any
questions.
H
G
It's
a
little
bit
of
a
of
a
different
thing.
These
are
areas
where
there's
already
an
adequate
generally
adequate
stormwater
system,
but
where
improvements
are
made
to
to
enhance
the
flow
and
accommodation
of
water
into
that
system,
this
is
not
necessarily
adding
new
water
to
the
stormwater
system,
which
is
a
conversation.
I
know
we
we
have
frequently
in
district
one
and
certain
other
districts
of
the
city.
E
So
I
just
wanted
to
take
a
quick
minute
to
tell
you
the
safety
meeting
on
pioneer
avenue
last
night
when,
as
scheduled,
really
well,
we
came
out
of
there
with
a
consensus,
and
I
told
nick
that
I
would
nick
rosso
who
works
for
you,
that
I
would
tell
you
how
good
a
job
he
did.
So
you
know
we
had
probably
50
people
there
and
they
couldn't
have
been
more
thrilled.
So
I
just
wanted
to
take
a
moment
and
thank
you
for
that.
E
But
secondly,
I
want
to
you
know,
emphasize
the
work
that
you
do
just
as
you
know
we
were
talking
about
with
the
water
runoff.
E
E
You
know
he
always
seems
to
have
the
answer
and
you
know
they're
successful.
So
you
know
many
times.
I
think
we've
seen
failures
on
pwsa's
part,
but
but
john
what
he
does
when
he
comes
in
and
looks
at
a
road
and
we
look
how
that
road
is
flooding,
whether
it
be
a
house
or
just
puddling
in
the
street,
has
done
some
really
great
things,
so
I'm
really
impressed
with
it-
and
I
just
wanted
to
thank
you,
for
you
know
the
work
that
you
do
there.
G
Thank
you
councilman.
I
I
have
to
say
we
do
have
an
extremely
talented
staff
here
in
domey
and
they
really
work
hard
for
the
city,
can't
can't
call
out
all
of
them,
but
I
appreciate
you
calling
out
a
couple.
We
really
do
I'm
very
proud
of
the
staff
that
we
have
here.
Thank
you.
B
Thank
you,
council,
president
smith,
I.
A
B
D
Motion
to
approve
with
brief
discussion
and
then
I'll
motion
behold.
Thank
you.
D
This
is
the
project
that
has
been
in
court
and
I'm
just
gonna
say
about
this
bill
and
the
next
one
that
these
both
are
examples
of
what
we've
been
seeing
for
the
last
year
and
a
half
if
it's,
if
not
maybe
two
years
now,
where
the
sewer
modules
have
come
to
our
agenda
prematurely,
and
so
I'm
gonna
motion
to
hold
I'll
do
two
weeks
for
bill
1368
and
1519
as
well,
and
I'm
going
to
circle
back
around.
I
know
other
council
members
did
some
of
these
conversations
with
me.
D
It
seems
like
almost
a
year
ago
now,
with
law
department
with
pwsa,
with
planning
department,
to
try
to
get
a
grip
on
why
sewer
modules
are
coming
out
of
sequence
to
us,
but
I'll
motion
to
hold
for
two
weeks
and
then
we'll
can
talk
in
two
weeks
about
what
to
do
hopefully
and
get
a
better
answer
from
the
administration.
F
D
A
thank
you
if
I
can
respond,
there's
a
so
many
permits
moving
forward
and
the
administration
also
kind
of
changed
the
building.
I
was
it
I
think,
was
before
now
there's
a
new
platform.
I
don't
know
if
that
has
had
any
impact
on
tracking
kind
of
where
the
bills
are
in
this
permitting
sequence.
But
I'll
have
those
conversations
in
the
next
two
weeks
and
then
we
can
discuss
again.
H
Yeah,
I
don't
know
if
we,
if
there's
anyone
online
or
don't
want
to
have
a.
I
can't,
have
an
interrogative,
but
my
understanding
is
that
law
advises
us
that
you
know
regardless.
If
we
act
in
90
days,
it's
gonna
be
approved,
so
it
really
doesn't
start
with
us.
H
H
The
approved
plan,
yeah
superman,
yeah
super
facilities
plan.
I
mean
I,
I
agree
with
you
that
you
know
it
seems
like
you
know
it
shouldn't
go
forward,
but
at
the
same
time,
if,
at
the
end
of
the
day
it's
going
to
be
approved
in
90
days,
I'm
kind
of
curious
on
what
our
role
is
here.
B
H
No,
it's
okay,
I'll
she's,
going
to
motion
the
whole
for
two.
This
will
come
up
again.
B
Okay,
if
no
further
discussion,
councilwoman
gross,
you
want
to
make
your
motion.
B
C
A
B
Me
opposed
you'll
be
held
two
weeks
that
exhaust
our
agenda,
which
takes
us
to
our
meeting
announcements,
of
which
we
have
a
number
this
afternoon
at
1
30
p.m.
Council
will
hold
a
cable
cast
public
hearing
on
bill
1713
as
it
relates
to
renaming
the
fine
view
ballpark
to
the
kenneth
w
kenny
milk
minton
senior
memorial
ball
field.
Speaker
registration
closes
at
11
30
this
morning
to
speak
at
this
hearing.
Please
register
on
the
council
meeting
webpage
and
fill
out
the
sign
up
form
in
its
entirety.
B
The
commission
must
be
formed
by
september
30th,
so
please
submit
the
names
of
your
nominees
no
later
than
the
end
of
business
on
september
7th.
Also,
there
are
four
seats
on
the
citizens
police
review
board
that
have
impending
term
explorations,
two
of
which
are
vacant.
These
seats
are
as
follows:
council
seat
number
one
is
a
seat
they
vacant
and
needs
a
successor
to
complete
the
term
ending
1031
2021.
B
Three
nominees
are
needed
council
seat
number
two
is
the
law
enforcement
professional
only
seat,
and
that
term
expires
on
october,
31st,
2021
and
reappointment
requests
by
council
to
term
eleven
one,
two
thousand
twenty
one
to
ten
thirty
one.
Two
thousand
twenty
five
council
seat
number:
four:
the
term
expires
on
october,
thirty,
first,
two
thousand
twenty
one.
B
Lastly,
city
council
is
required
to
provide
a
total
of
six
nominees.
Three
council
subcommittees
have
been
created,
containing
three
members
of
council
in
each.
Each
group
must
submit
two
names
for
each
group.
Nominees
should
be
submitted
to
the
city
clerk
by
the
end
of
business
on
friday
august
27th,
so
that
the
names
can
be
introduced
by
way
of
resolution.
B
Are
there
any
announcements
from
members?
We
have
two
council
president
smith,
cosman.
H
I
B
Second,
it
all
those
in
favor
say
aye.
We
will
work
with
the
city
clerk's
office
to
get
that
scheduled.
Council
president
smith.
F
Yeah,
I
just
want
to
talk
a
little
bit
about
the
schuman
center
closing.
I
know
this
the
county
issue,
but
I
think
that
there's
so
many
concerns
about.
What's
going
to
happen
with
the
kids,
and
I
mean
when
I
sit
back
and
I
watch
some
of
the
things
that
we
do,
I
think
we're
talking
so
much
about
having
social
workers.
F
You
know
doing
things
with
police,
I'm
thinking
we
should
be
having
social
workers
in
our
community
centers
on
our
ball
fields,
doing
things
with
our
kids
all
the
time
to
really
address
some
of
the
issues
and
some
of
the
concerns,
because
I
really
feel
like
this
system
is
just
so
broken
and
I
it's
so
overwhelming,
because
you
don't
even
know
what,
where
to
start,
what
to
begin.
You
know
where
to
begin,
and
so
much
of
it
is
out
of
our
own
control.
F
I
mean
I'm
worried
about
what
happens
when
human
center
closes,
I'm
worried
about,
what's
going
to
replace
the
need
for
children
that
are
that
are
troubled
or
getting
into
trouble
that
it's
a
concern,
that's
going
to
send
people
right
to
prison.
I
think
that
we
should
be
utilizing
our.
F
We
may
not
have
the
choice
of
whether
that
closes
or
not,
but
I
think
we
should
be
looking
at
opening
our
recreation
centers
around
the
clock,
24
hours
a
day,
a
place
where
police
can
take
kids
instead
of
to
schuman
center
or
instead
of
a
to
a
jail.
Ultimately,
where
some
things
can
end
up
happening.
If
we
don't
do
something
to
prevent
kids
from
going
to
jail
in
the
first
place
or
getting
into
trouble
in
the
first
place.
F
So
I'm
really
thinking
that
we
as
a
city
need
to
look
at
what
we
can
do
instead
of
saying
everything's
out
of
our
control.
What
is
it
we
can?
We
spend
a
lot
of
money
on
group
violence,
intervention
on
police
community
relationship
building,
but
maybe
we
ought
to
be
spending
some
money
on
some
social
workers
working
in
our
community
centers
and
keeping
them
open
24
hours
a
day,
so
the
police
have
some
place
to
take
kids
and
there's
somebody
there
who
can
receive
them
with
some
help.
F
E
I
just
wanted
to
add
one
note
not
related
to
what
madam
president
was
saying,
but
when
you
brought
up
correctional
facilities,
the
census,
if
you
look
at
it,
looks
like
pittsburgh
lost
to
over
2000
people.
I
believe
I
was
talking
to
county
executive
this
morning
about
this
rich
fitzgerald,
and
you
know
that
can
be
directly
related
to
the
closing
of
west
penn
prison,
which
I
believe
is
in
councilman
wilson's
district.
E
So
you
know
overall,
it's
really
awash.
I
don't
think
the
city
lost
any
population,
but
just
you
know
come
to
my
head.
When
you
were
talking
about
correctional
facilities-
and
I
didn't
you
know,
population
was
probably
noted
as
a
loss
in
your
district
councilman
wilson,
but
you
know
it's
over
two
thousand
people
right
there.
F
F
I
You
everybody
okay
motion.
