A
Good
morning
and
welcome
to
the
regular
meeting
of
city
council
for
tuesday
december
7
2021.,
I
have
a
meeting
announcement
council
will
will
be
meeting
in
a
hybrid
format
until
further
notice.
We
encourage
speakers
to
join
us,
but
also
to
continue
continue
continue
joining
virtually
as
there
will
be
a
limited
number
of
seats
available
in
council
chambers.
Will
the
clerk
please
take
the
role.
B
A
A
C
C
Suddenly,
an
employee
on
the
ninth
floor
of
the
building,
matthew
mizenhelter,
is
that
right
got
it.
Okay
began
experiencing
chest
pain,
his
co-workers
immediately
called
9-1-1,
whereas
prior
to
first
responders
arriving
matthew
had
collapsed,
went
into
cardiac
arrest
in
the
building
at
the
time
where
our
public
safety
director
and
our
sergeant-at-arms,
whereas
who
were
among
the
first
to
assist
matthew
whereas
officer
john
performed
cpr
until
medics
and
firefighters
arrived,
and
whereas
some
quick
thinking
bystanders
you
utilize
one
of
the
many
automatic
external
defibrillators
located
in
the
building
and
when
first
responders
arrived.
C
D
Thank
you
everyone
I
I
can
say
I'm
delighted
to
be
here
today
and
very
happy
in
the
company
of
these
folks
who
made
it
possible
for
me
to
be
here
today
and
to
say
again
thank.
C
E
Also
just
wanted
to
recognize
that
there
were
other
departments
and
other
individuals
that
could
not
be
here
at
this
time:
the
allegheny
county,
sheriff's
department,
several
fire
and
city
medics,
st
moritz
security,
firm
and
several
bystanders.
So
this
was
definitely
a
total
team
effort
by
the
city
of
pittsburgh
and
I'm
proud
to
be
a
part
of
it.
Thank
you.
A
Let's
have
all
members
okay,
but
I
do
just
want
to
say
that
we
are
so
fortunate
in
the
city
of
pittsburgh
to
have
the
first
responders
that
we
have
from
our
police,
fire,
ems,
homeland
security,
animal
care
and
control
under
director
history,
leadership
and
the
chiefs
that
we
have.
We
have
amazing,
amazing,
first
responders
and
we're
really
fortunate
in
the
city
of
pittsburgh.
So
thank
you
all
for
your
work
and
thank
all
of
them
for
their
work
as
well.
Everyone
come
up
with
a
photo
yeah.
F
G
A
Thank
you,
everyone,
I'm
so
glad
that
matthew's
here
with
us,
and
we
have
two
to
be
read
into
the
record
or
three
to
be
run
into
the
record
two
by
councilman
o'connor
and
one
by
councilman,
krauss,
adam
clark.
Can
you
read
this?
Please.
B
Councilman
o'connor
presents
bill
number
2287.
We
have
further
resolved
that
the
council
of
the
city
of
pittsburgh
does
hereby
declare
friday
december
17
2021
to
be
eric
rosenthal
day
in
the
city
of
pittsburgh.
Councilman
o'connor
also
presents
bill
number
2288,
be
it
further
resolved
that
the
council
of
the
city
of
pittsburgh
was
hereby
declared
december
9
2021
to
be
amnesty
international,
usa,
local
group
39
day
and
councilman
krause
presents
bill
number
2289,
be
it
further
resolved
at
the
council
of
the
city
of
pittsburgh.
D
A
Okay,
thank
you.
The
proclamations
are
approved
and
our
next
order
of
business
is
public
comment.
I
would
like
to
remind
everyone
that
the
rules
of
council
state
that
comments
are
limited
to
matters
of
concern.
Official
action
or
deliberation
which
are
or
maybe
before,
city,
council,
profanity
and
threats
will
not
be
permitted.
Then
we
have
the
first
speaker
please
and
the
first
speaker
I
have
is
ralph.
L
williams,
ralph
williams,.
H
Okay,
good
morning,
council,
my
name
is
ralph
williams,
and
I
was
here
I
spoke
at
the
last
meeting
last
time
and
what
I
want
to
talk
about
today
is
is,
I
want
to
formally
introduce
myself.
I
am
the
president
of
the
allegheny
county
transit
council
and
what
I
want
to
talk
about
a
little
bit
today.
H
Real
quick-
and
I
know
you're
not
getting
into
this
right
now,
but
we
have
funding
that's
about
to
end
for
the
state
coming
up
for
an
involved
support
authority,
and
I
know
it
involves
a
lot
of
neighborhoods
and
city
council
and
I'm
asking
that
all
city
council
people
please
get
involved
with
your
state
representatives,
county
council
and
try
to
do
a
united
front
to
get
the
new
funding
in
place.
H
Act
89
is
about
to
expire
sometime
around
2023,
so
I
just
want
to
let
everyone
know
here
at
city
council
in
regards
to
that
and
formally
introduce
myself.
Thank
you.

the
early
2000s,
I

In
the
later
2000s
I

I
A
concern
of
counsel
is
to
act
lawfully
for
love
of
country.
Concern
of
council
is
to
act
with
the
quote:
consent
of
the
governed.
This
is
consensus,
1776,
u.s
declaration
of
independence.
A
concern
too,
is
to
acknowledge
dissent,
disapproving
the
census.
U.S

blanchard.

I
Terence
blanchard,
for
whom
fusion
of
music,
visual
art
and

is
non-violent,
dissenses
activism.
I
fully
support
this.
I
and
the
gis
are
seeking
to
have
him
come
to
pittsburgh,
who
is
tv's
ivy
the
usa.
I
think
that
consensus
government
in
pittsburgh
and
the
usa
as
a
pattern
voids
the
consensus,
the
consent
of
the
governed
for
the
love
of
anyone
or
anything
that
is
not
ivy.
This
is
lawless
and
avoids
dissent
and
the
value
of
the
census
also
less
than
lawful.
J
Where
did
some
public
servants
who've
been
elected
by
us,
get
the
idea
that
they're
lording
over
us?
How
can
they
make
decisions
for
our
community
that
we
have
lived
in
and
been
property
owners
in
for
decades?
The
pps
board
and
administration
created
a
controversy
against
us.
After
repeated
speeches
to
the
board
and
city
council,
they
have
not
dropped
the
sale
of
bonaire
school.
J
J
There
have
now
been
three
community
meetings
with
gregory
coyle.
It
is
eight
months
of
no
community
support
from
bonaire.
We
even
gave
him
a
petition
with
250
signatures
on
it.
We
want
the
building
torn
down
and
a
green
space
to
take
its
place.
Gregory
is
operating
in
bad
phase,
and
the
school
district
officials
are
harming
we,
the
people
of
on
air.
J
We,
the
people,
have
repeatedly
expressed
significant
concern
about
this
harmful
intrusive
plan
against
our
community,
regardless
of
political
bent
or
racial
makeup
of
our
property
owners.
It
is
a
no
to
development.
We
choose
the
green
space
at
the
former
school
who
exactly
benefits
by
harming
bonaire.
The
mere
specter
of
a
detrimental
development
is
now
creating
injury
to
us.
Threats
to
our
property
value
and
well-being
are
occurring
now.
The
false
claim
of
community
support
has
set
this
onslaught
in
motion.
J
J
My
sincere
consistent
request
is
that
city
council
create
a
resolution
to
block
zoning
change
and
support
a
green
space
to
replace
bonaire
school
building.
Do
your
part
for
the
environment,
reduce
urban
heat,
reduce
watershed
to
route
51
increase
green
space
to
benefit
all
ages
and
stages,
protect
the
children
at
the
playground
across
the
street?
Let's
make
it
wheelchair
accessible
to
allow
those
who
have
difficult
access.
G
G
And
now
is
being
gentrified
an
unsettling
act.
It's
an
unlawful
act.
You've
now
invited
fenway
group
who's
proposed
to
buy
the
historic
lower
hill
district
is
merely
another
invitation
for
foreign
interest
groups
to
gentrify
the
area
without
consideration
of
who
or
what
was
on
the
historic
site
before
they
came.
G
G
G
K
Hi
there
thank
you
councilwoman.
I
am
here
to
support
councilman
wilson's
legislation
to
clarify
that
bike
lanes
are
moving
lanes
and
should
not
be
used
for
parking.
That's
ordinance,
2200,
the
penn
avenue
bike
lanes
are
blocked
almost
every
single
time
I
ride
in
them,
which
is
multiple
times
per
week.
K
A
few
weeks
ago,
I
moved
into
the
driving
lanes
to
get
around
a
parked
vehicle
and
within
moments
a
speeding
car
appeared
behind
me,
honking
and
cursing
and
yelling
obscenities
to
politely
get
me
to
move
back
into
the
bike
lane,
which
I
did
as
soon
as
I
could.
These
incidents
are
terrifying,
but
not
rare.
I
believe
this
legislation
will
both
keep
me
safe
and
keep
vehicle
traffic
on
penn
ave
flowing
smoothly.

I'd
like
to
I'd
like
to
weigh
the

so
that
we
could
expedite
that
project.
It's
it's
quite
complex,
quite
complicated
and
we're
hoping
to
launch
that
by
this

So
yeah
this
is
just
to
you
know
this
is
this
was
just
to
make
make
the
amendment
earlier.
I
guess
we
used
to
have
where
we
had
to
put
this
in
a
few
days
before
now.
I
think
they
changed
that
rule,
so
they
moved
the
date
at
the
last
minute
on
us.
So
that's
the
purpose
of
it.
I

Also,
tomorrow
afternoon,
at

our

at

On
thursday
december
9th
at

council
will
hold
our
cable
hold
a
cable
cast
post
agenda
discussion
on
the
proposed
annexation
of
the
borough
of
wilkinsburg,
which
will
be
chaired
by
myself
council
president
smith.
Do
we
have
anything
else
for
members.
O
Want
to
on
yesterday,
the
this
pittsburgh
public
school
board
reorganized
and
our
former
colleague
salahuddin
was
elected
to
be
president
of
the
school
board.
O
I
have
had
extensive
conversations
with
with
salah
and
I
think
that,
as
they
begin
to
look
for
a
new
superintendent,
given
a
former
colleague
in
that
position,
I
think
it
really
will
strengthen
our
ability
to
work
collaboratively
with
the
school
board
to
create
greater
symmetry
and
connection
between
this
council
and
the
public
schools
and
the
city
and
the
public
schools.
I
think
his
election
opens
the
door
for
that
school
board.
Council
collaborative
opportunity.
A
Thank
you,
anyone
anything
else.
Congratulations
to
mr
houdin,
and
I
would
just
say,
let's
hope
that
that's
the
case,
because
we've
been
tr
at
this
for
a
very
long
time
trying
to
build
relationships
and
we
actually
had
a
staff
member
in
councilman
coghill's
office
that
actually
was
a
board
member
at
the
time
she
was
working
here.
So
let's
hope
that
these
relationships
can
strengthen.
We
have
to
do
something
better
than
what
we're
doing.
A
There's
anything
else
from
members.
That
said,
have
a
motion
to
excuse
the
there's,
no
absent
members
to
approve
the
minister
and
adjourn
the
meeting
any
is
all
in
favor
meetings
adjourned.
Thank
you.
