our

applicants

This
is
at
2142
whiteman
street
and
in
the
zoning
district
that
is
residential
multi-unit,
it's
an
application
for
a
use
called
multi-suite
residential
limited,
a
multi-suite
residential
is
a
little
bit
different
than
multi-unit
residential,
which
has
multiple.
You
know
like
an
apartment.
Building
would
have
multiple
dwelling
units.

Multi-Suite
residential
is
the
use
category
for
where
you
have
multiple
rooms,
sharing
living
facilities
like
suites
sort
of
similar
to
dormitories
and
in
this
case,
actually
the
uses
for
a
dormitory
for
a
school,
the
shiva
school
at
2100
whiteman
street,
and
this
because
the
zoning
code
does
have
a
dormitory
category.

The
definition
of
that
category
is
really
exclusively
for
institutions
of
higher
learning
and
it
really
refers
more
to
college
dormitories
and
it's
limited
in
to
districts
where
universities
and
colleges
are
allowed.
So
in
this
case
the
multi-suite
residential
was
the
you
know.
This
is
sort
of
a
use
not
listed,
and
this
is
the
best
fit.

as
this
use
is
a
conditional
use
within
the
multi-unit
residential
district,
this
came
before
the
planning
commission
to
make
a
recommendation
to
city
council.

The
hearing
for
the
planning
commission
was
on
february
9th
of
2021,
and
all
of
the
proper
notification
was
sent
out
to
residents
within
150
feet
of
the
location
and
was
also
posted
on
our
hearing
notices
web
page
and
the
planning
commission
heard
a
public
hearing
and
recommended
in
the
affirmative
to
city
council
to
recommend
approval
for
this
application
and
that
the
report,
the
minutes
from
that
meeting
and
the
the
resolution
or
the
ordinances,
has
been
sent
ahead
to
you
as
part
of
the
packet.

This
is
a
very
simple
application.
The
current
structure
is
a
two
unit
dwelling
and
basically
we
are
just
converting
it
into
the
multi-suite
residential
use.
In
this
case
for
boys.

Now
the
the
use
itself,
the
the
school,
the
yeshiva
has
two
different
schools,
one
for
girls
and
one
for
boys.
Right
now.
This
would
be
used
for
boys,
but
at
some
point
in
the
future
they
could
use
it
for
girls.
It
would
never
be
co-ed.
I
mean
that
that
wouldn't
work
with
their
educational
philosophy.
So,
but
right
now
this
would
be
occupied
by
boys,
and
this
is
the
second
time
that
we
have
done
this
half
a
block
up.

The
street
is
a
similar
use
which
was
approved
by
this
council,
I
believe
about
four
years
ago,
and
so
it
is
worked
very
well
for
the
school.
So
basically,
what
we
will
be
doing
and
chesky
will
be
able
to
talk
to
you
a
little
bit
about
the
you
know
what
the
boys
do
and
how
the
educational
program
works,
but
right
now
I
just
want
to
go
through
what
we
are
really
doing
physically,
which
is
basically
very
little.

There
will
be
one
partition
wall
put
in
to
create
us
another
bedroom
and
we're
putting
in
a
bike
rack
in
the
back,
but
for
the
most
part,
there's
very
little.
That
will
change
and
certainly
nothing
will
change
from
the
street
so
kevin.
If

the
the
the

so
that
we
can
sort
of
show
the.

all

so
this
is
the
the
the
ariel
of
the
area,
the
school
you
can
see,
sort
of
in
the
middle

street

is
the
other
home.
That's
been
there

four
years,

then
you
can
see
at
4142
the
duplex
that
is
there.
So
basically,
this
is
they're
very
close
together,
they're
very
convenient

boys
eat
all
their
meals
at
the
school
and,
of
course,
it's
easily
walking
distance.

there's
really
very
little
traffic
associated
with
this
development

is
basically
a
street

of
the
facility.
Nothing
will
change
on
the
outside
from
the
front
there'll

street

there
are
some
requirements
that
we
had
because
we
are
changing

use.

will
obviously
be
a
classification
change
from
a
building's
code
standpoint,
but
that's
not
relevant
to
this
proceeding.

very
simple

lot
there's
a
shared
driveway
with
the
budding
property
parking.

the
boys
are
not
allowed
to
have
cars,
they
are
allowed
to
have
bicycles

basically,

parking
requirements
are
met
with
the
existing
two
spaces
inside
of
the
building.

is
the
site

again
there'll,
be
a
street
tree
put
in
the
front
and
there'll
be
a
bike
rack

back

the

live

the

property,
which
is
the
house
next
to
2142
whiteman
street.
In
fact,
the
buildings
are
separated
by
a
mere
five
feet.
We
recently
met
with
chesky
rosenfeld
of
the
yeshiva
school,
which
owns
the
property
at
2142
whiteman
street,
to
discuss
their
plans
for
rezoning
and
remodeling
the
property.

Moreover,
it
seems
that
the
new
zoning
categorization
would
remain
even
after
the
sale
of
the
property
to
another
owner,
and
I
must
say
it
must
be
mentioned
that
most
of
the
zoning
commissioners
were
not
even
familiar
with
this
multi-zoning
residential
limited
category
when
they
nana
unanimously
approved
this.
This
motion-
the
yeshiva
school,
has
been
emphatic
that
they
have
no
plans
for
anything
other
than
housing
secondary
school
age,
students
of
the
yeshiva
school,
having
been
neighbors
of
the
yeshiva
for
20
years.
We
do
not
doubt
their
sincerity,
however.
Circumstances
can
change.

aboriginal
american
people
are
to
be
considered
before
any
decisions
are
made,

we

remind

of
that
duty

is
the
supreme
law
of
the
land.

keep
people
in

and
in
concert
and
accountable
to
the
constitutional,
oaths

especially

it
comes
to
that

aborigine

peoples
of
the
americas.

here

seek
out

our
homelands
