24-year
veteran

bureau

As
you
plan
to
discuss
legislation
concerning
how
money
from
the
recovery
act
will
be
used
by
the
city
of
pittsburgh
with
a
focus
on
racism,
I
want
to
make
sure
I
draw
attention
to
the
matter
of
gender
inequality
within
the
pittsburgh
bureau
of
fire.

is
an
issue
that
has
gone
unaddressed
for
decades
and
I'm
not
here
to
blame
anyone
but
to
bring
awareness
to
the
issue
as
we
work
to
achieve
a
more
diverse
fire
bureau
through
changes
in
recruitment
and
testing
procedures,
we
must
also
make
changes
to
have
a
more
inclusive
fire
bureau.
Inclusion
is
about
making
people
count,
allowing
people
to
feel
they
belong.

the
degree
to
which
a
workplace
organization
has
created
an
environment
in
which
everyone
can

treated
fairly
and
respectfully,

the

like
to
see
that
language
amended
to
make
recommendations
toward

distribution
of
funds,
but
not
to
oversee
the
distribution

funds.

think
it's
a
little
confusing
in

defining
the
role
of
every
council
member.

he
was
modeling

legislation,
perhaps

the
capital
budget
committee,

intend

wonder
if
it's
got
the
same
language
with
the
oversight
and
I
I've
never
been
under
the
impression
that
the
capital
budget
committee.

understand
that,
just
I
think,
maybe

part
of

capital
budgeting
process,

we
submit
requests
in
writing
that
are
scored
and
evaluated,
and
I
can
see
a
value
in
bringing
that
to
the
public

have

discussion

recitations
or

clauses

about

align
the

capital
infusion

said

work

council

the

how

in

charter

process

mayor
having

back

dollars

cities
regarding
the
guidance
that's
going
to
be
given
to
us
by
the

federal
government,
the
treasury
department.
Unfortunately,
we
don't
have
guidance
yet
and
the
numbers
are
probably
going
to
change
as
well
too
they're
going
to
revise
some
of
the
census
numbers
so
that
354
may
shrink
or
grow.
We
don't
know
yet.
I
would
assume
that
it
would
probably
shrink
so
we're
we're
unsure.

get
money

that
money
has
to
be
distributed.

in

construction

a
trust
fund,

then
they

eventually
receive

resolution
allowing
the
city

receive

electronic
transfer

federal
government

rescue
plan
act:
funds,
something
like
that.

and
then,
like
I
said,
even
if
we've
got
it
sitting
in
a
trust
fund,
we
can't,
like,
I
said,
add
a
position.
For
example,
we've
been
talking
about
adding
a
position
into
the
commission
on
human
relations.

know
that
many
departments
are
working
on
thinner
staff
than
they
were
in
2020
because
we
had
a
budget
freeze
or
a
hiring
freeze.
So
when
they,
when
they
lost
any
employees,
they
weren't
able
to
replace
them
in
2020,
and
then
those
positions
were
the
ones
eliminated.

only
open
positions
right
and
then
so
though,
but
they're
so
they're,
not
in
the
operating
budget.

order
to
hire
four
people
for
the
planning
department,
something
like
that
or
pli
department,
the
mayor
has
to
did.

say
that
all

you
heard
me
say
it.
The
mayor
has
to
request
that
the
city
council
opens
the
operating
budget
and
then
we
have,
I
don't
know
in
motion's
resolutions
or
in
in
the
kind
of
I
don't
know
where
it
is
in
our.

don't
know
where
it
would
be
in
our
in
our
agenda,
but
we
would
be
voting
to
open
the
capital
budget.

sort

abridged
normal
budget
process
where,

the

administration

don't.

guess
we
can
compare
it
to

like
an
amendment
by
substitution,
so
we'll
have
a
brand
new
budget,
essentially.

the

and
up

budgetary

to
get
them

money
in
the
bank
before

would
be
hesitant
to
say
we
can
spend

well

council
members
had
a
briefing
with
senator
casey
last
week
and
my
notes
say
that
something
like,
while
the
federal
legislation
says,
for
example,
that
you
cannot
fund
pension
funds
that
kind
of
thing
with
these
funds,
so
that
was
like
explicitly
listed
as
something
that
wasn't
allowed.
I
think
the
way
he
phrased
it
was
like
for
now
we're
operating
kind
of
like
up
on
the
website.

they,
they
don't
have
their
reporting
requirements
in
and
they
don't
have
the
the
specifics
on
how
they're
gonna
cap
how
those
funds
are
spent.
So
I
I'm
you
know,
I'm
a
little
hesitant
to
say
we
can
do
this.

thing
I
think
the
the
safe
bet
here
is
to
the
replacement
of
our
revenant
and.

would

we
all
did

really
good
job

administration

they

had
that

six
months
of
funding.

I
would
say
we
should
go
back
to
pre-pandemic
and
and
look
at
how
we
were
going
to
spend
funds
based
on

five-year
plan
that
was
passed
in
december
of
2019
for
2020..

deserve
some
public

think
about
what
the
pandemic
has
revealed

us.

is
also
needed,
especially
from
city
services
and,

we

are
looking
at

world

little
differently.

principle
that
these
funds
are
intended
for
cities
to
be
made
whole
from
their
revenue
shortfalls,
especially
around
operating
budgets.

So,
first
of
all,
we
are
supposed
to
receive
the
first
half
of
the
funds
within
60
days
of
the
bill,
passing,
which
is
around.
May
10th.
I've
been
on
numerous
webinars
every
week,
trying
to
get
guidance
from
treasury
around
the
allowable
uses
of
these
funds.
Everything
that
has
been
coming
out
right
now
as
treasury
is
still
working
on
it.
I'm
hopefully
getting
guidance
this
week
or
by
early
next
week.

do
know
that
councilman
councilwoman
grocery
were
correct.
We
do
know
that
we
cannot
use
them
on
pension
funds,
the
funds
right
now
it
was
it's
an
estimate.
Treasury
is
also
still
working
on
updating
their
census
data
that

driven
driving
the
finalized
amounts
to
the
cities.
Everything
that
we
see
right
now,
it's
around
354.9
million
dollars
to
the
city

pittsburgh.
However,
treasury

has
been
very
explicit
in
saying
those
amounts

we

guidance

guidance

and
as
far
as

timeline
of
the

The
guidance
that
we
do
know
right
now
is
the
funds

expended
by

31
2024,
so
we
will
get
the
first
half
of
the
funding

may
10th.

second
half

come
a

later
and
we
have
until
12
31
of
2024
to
spend
the
funding.
However,
that
more
guidance
around
what
the
definition
of
spent
will
be
needed
to
help
guide
us
on
how

path
forward
looks
like.

krause

In
fact,
I
am
willing
to

a
verbal
amendment,
even
here
at
the
table,

he's

it,
because
I
think
he's
he's
he's
right,
let
me
sort
of
do
a
couple
things.

That
process
is
what
I've
tried
to
duplicate
in
this
legislation,
so
it's
not
really
trying
to
do
something
different
than
we
do,
although
this
is
a
different
situation,
the
second
thing
is
that
what
it
does
do
is
it
says:
okay,
we
understand
that
we
have
this
problem
of
racial
inequity
in
our
city
and,
I
think
you'll.

Even
today,
you
start
hearing
the
word
equality,
but
equality
is
not
the
issue
that
we're
talking
about
at
the
moment
it's
racial
equity,
which
is
different
than
equality
right,
and
so,
if
not,
if
we're
not
intentional
about
racial
equity,
this
is
the
largest
infusion
of
dollars
in
the
history
of
our
city.
If
left
to
its
own
devices,
these
dollars
will
be
split
into,
and
it's
going
to
be.
We
understand
that
the
dollars
will
go
into
all
sorts
of
things
in
terms
of
our
budget,
but
there
will
be
some
discretionary
money.

I
think,
somewhere
between
10
to
20,
probably
closer
to
15,
probably
around
45
million
of
that
dollar
amount.
I
believe,
is
important
that
that
discretionary
money
that
will
have
no
real
commitment
to
our
five-year
plan
be
allocated
in
an
equitable
way.

I
also
believe-
and
talking
to
you
know,
councilman
strasberger
she's
been
very
helpful
with
me
about
this.
I
also
believe
that
the
public
has
to
have.
She
must
have
an
opportunity
to
participate
in
that
conversation,
so
mechanically.
The
way
I
envision
this
going
is
that
there
would
be
this
communi
this
conversation
with
the
administration
and
and
come
up
with
some
overall
budget
of
how
this
would
happen.

A
subsection
of
those
dollars
would
be
allocated
in
a
in
an
equitable
plan
for
the
city.

That
plan
would
become
public
for
public
comment,
whether
it's
on
council
side
or
in
some
version
with
it,
where
the
public
got
a
chance
to
weigh
in
and
give
their
recommendations,
but
at
the
end
of
the
day,
councilman
cross
is
right.

It
is
council's
singular
prerogative
to
oversee
these
funds,
and
you
heard
me
you
may
have
heard
my
my
computer
talking
automatically
whenever
I
prove
steven
in
it,
that
I
was
pulling
up
the
words
of
obama,
because
I
think
what

obama
said
about
the
verdict
is
telling
with
what
former
president
obama
says,
and
he
says
it
better
than
me.
So
I'm
just
going

read
his
words.

True
justice
requires
that
we
come
to
terms
with
the
fact
that
black
americans
are
treated
differently
every
day.

requires
us
to
recognize
that
millions
of
our
friends,
families
and
fellow
citizens
live

fear
of
their
next
encounter

law
enforcement

be
their
last.
It
requires
us
to
do
something,
thankless,
often
difficult,
but
always
work
of
making
america

the

need
to
redouble
efforts

expand
economic
opportunity

those
communities

These
are
connected

cannot
reimagine
the
police
and

enough
for
racial
harmony
and
racial
reconciliation
in
our
country.
We
must
do
the
hard
thing,
which
is,
we
need
to
redouble

why

equity,

equity

spending

very
important

discretionary
dollars

of
this

is
racial
reconciliation

investing
in

marginalized

communities

everybody's
pain,
is
sufficient
and
significant
right,
certainly
being
a
woman,
we
turned
a
little
bit
about
the
day.
The
problems
of
women
is
very
significant,
but
if
you're,
a
black
woman,
your
pain
is
worse.

If
you're,
a
gay,
lesbian,
transsexual
in
pittsburgh
and
they're
discriminated
against,
that
pain
is
real
and
and
and
awful,
but
if
you're,
black,
gay,
lesbian
and
trans,
your
praying
is
worse.
If
you're
poor
in
pittsburgh,
your
pain
is
real,
but
if
you're
black
and
poor,
then
your
pain
is
worse,
because
if
you're
white
and
poor
you
tend
to
live
in
an
affluent
community
or
you
live
in
a
middle
class
neighborhood.

So
now
that's
the
the
the
process
that
I
believe
so,
if,
if,
if
it's,
okay
with
council
and
mr
crowles,
who
makes
this,
I
would
like
to
make
a
verbal
amendment,
because
I
think
he's
exactly
right

the
very
beginning.

think

money
that
has

divided
equally

spirit

times

two
things

this

this
money
will
be
accounted
for
within
the
five-year
plan,
so
those
people
who
believe
there's
going
to
be
this
300
million
dollars

we
can
just
split
up

of
a
sudden,
you

make
it
rain
in
our
districts.
That's
not
going
to
happen
right.

borrow
from
the
fund
balance
and
and
on
the
in
the
back
end,
because
we
didn't
lay
off
any

any
employees.

But
there
will
be
just
from
my
back
of
the
envelope

I
have
talked
to
the
mayor
about
this

the
budget
director.
There
will
be
a
subsection
of
these
funds
again,
I
the
number
just
for
you
know
just
for
real
numbers.
I've
been
using
the
15
number,
which
gets
you
to
about
50
million
dollars
more
or
less.
That's
the
number.
I've
been
sort
of
talking
about
50
million
dollars
of
money
that
probably
can
be
massaged
to
have
direct
impact
and
I'll
go
further.
I
mean
I'll
be
very
transparent.

I
I
don't
know
at
the
end
of
the
day
what
the
committee
will
recommend
or
what
council
will
approve.
Certainly,
my
argument
will
be
the
avenues
of
hope,
because
it
is,
it
is
for
the
most
part
city-wide-
and
it's
in
you
know
the
majority
of
council
districts
and
will
affect
african
americans
across
the
city,
not
just
in
any
one
council
district,
but
that
may
not
be
where
a
significant
chunk
of
this
money
goes.

Although
that
would
be
my
argument,
because
it
checks
all
the
boxes
right,
it
provides
affordable
housing,
it
provides
entrepreneurship
in
african-american
communities,
it
provides
a
stimulus
to
african-american
communities
and
I
think
it
could
be
the
the
signature
achievement
of
this
council
and
of
the
city.
That's
my
argument,
but
that's
for
a
later
time,
and
so
that's
what
I
think
we
won't
have.
We
can't
spend
all
of
the
money
cause.
I've
had
a
lot
of
people.
Ask
me,
you
know
how
we're
gonna
spend
300
million
dollars.

Well,
most
of
it's
accounted
for
already
before
we
ever
get
it,
but
there
is
a
there
will
be
depending
on
how
much
we
get
a
portion
thereof,
30
to
50
million
somewhere
in
that
ballpark
that
we
can
spend
and
part
of
that
money,
not
all
of
it,
but
all
of
the
money
should
be
used
equitably,
but
part
of
that
money
specifically
should
go
to
empower
black
people
in
black
communities
and
that's
going
to
be
my
argument,
the
process.
This
is
really
more
of
a
process
driven
document,
and
I
thank
you
for
your
support.

agree
that
we
need
to
take
an
equity
view,
this
dispersion
of
funds
through
an
equity
lens
and
then,
of
course,
the
devil's
in

details
and
that's
where
it
gets
tricky
to
figure
out
exactly
what
that
means.

But

agree
with
the
premise
that
reverend
burgess
described
to
me
over
the
phone
and
today
as
well,
that
you
know
high
impact
spending
is
is
is
really
where
we
need
to
be
focusing
not
a
dispersion
of
funds
that
is
deluded
because
it
is
spread
too
thin,
and
I
think
that
the
process
is
really
important
because,
just
like
everything
else
has
been
reimagined
during
this
last
year,
public
engagement
has
been
reimagined
and
we
have
a
real
opportunity
to
continue
to
redefine
what
public
engagement
looks
like
when
it
comes
to
the
budget
and
allocation
of
dollars
and
making
sure
that
our
money
speaks
for
our
values
as
a
body
so
and
as
a
city,
and
I
think
that
no,
the
city
has
been
working
toward
different
ways
of
public
engagement.

For
many
years
now-
and
now
is
the
time
to
continue
to
refine
that
and
to
continue
to
improve
on
that
there
was
a
survey
last
year.
I
think
it
continued.
We
can
continue
to
improve
on
the
survey.
There
have
been
public
forums.
We
can
continue
to
make
those
even
more
helpful
and
inclusive
for
people.

would
love
for
this
process,
even
though
it's
different
from
the
regular
budget
process
to
be
a
test
run
for
what
we
can
see
for
the
2022
fiscal
year
budget
to
see
how
we
can
continue
to
improve
on
our
processes
in

past.

about
that,
but
I'm
very
interested
in
having
those
discussions
and
doing
whatever
I
can
to
help
think
through
what
that
looks.
