about
ordinance,
2021
1906,
the
walnut
capital
rezoning
of
part
of
oakland,
as
we
have
learned
the
hard
way
about
zoning
in
oakland.
What
could
be
built
with
this
rezoning
has
to
be
considered,
not
the
pretty
pictures
we
are
shown.
There
have
been
many
substantive
changes
to
this
bill.

are
some
of
the
many
details
which
are
very
important
and
require
time
and
dialogue
with
everyone
for
a
diligent
review,
hybrid
town
hall
meetings
where
true
exchange
can
occur,
need
to
happen.
The
three
minutes
provided
to
citizens

public
hearing
is
not
adequate.
Just
done
because
it's
legally
required
questions,
don't
get
answered.
Nothing
gets
explained,
there's
no
back
and
forth.

are
the

to
study
1906
legislation.
I
hope
that
you
have
too
I'm
finding
that
terminology
in
the
legislation
is
somewhat
very
sometimes
very
confusing
is
often
not
precise.
From
a
layman's
perspective.
This
is
very
important
as
I
try
to
figure
out
exactly
what
it
means
to
my
neighborhood.

example,
when
I
heard
and
read
about
the
green
space,
I
thought
it
was
a
nice
green
part
like
spot
or
pathway,
but
recently
I
heard
that
the
green
space
can
be
paved
or
brick,
but
certainly
does
not
have
to
be
green,
seems
odd,
but
I
guess
it's
acceptable
zoning
terminology.
Silly
silly
me
not
to
know,
I
suppose
build
two
line
is
another
one
confuse
me.
This
is
not
what
a
developer
has
has
the
option
to
build
to,
but
it's
what
they
must
build
to,
and
it's
very,
very
close
to
the
side
side.

was

by
councilman's

walnut
capital

true
community
input

city
council
decided
to
throw
it

the
planning
commission.
Many
in
my
community
were
prepared
to
give
testimony
to
the
planning
commission.

not
public
dialogue
sessions.
They
study
legislation,
ask
questions,
make
recommendations.
Also
those
meetings
got
delayed.
Two
months
version,
one
had
already
been
amended
version
two
and
then
the
planning,
commission
and
city
planning
added
items.
So
I
believe
that
the
current
version
is
version.

All
of
this
was
without
any
true
dialogue
with
the
public
we
read
read
and
reread.

oakland
plan
staff
and
that's
helped
somewhat,
but
it
seems
that
there's
still
no
true
dialogue
to

items

answer
questions
about
1906,

ask
you
to
dump

current
version,

and
let
this
legislation
begin
again
and
go
through
the
correct
process
that
includes
rigorous
dialogue,
where
we
can
ask
questions,

answers
instead
of
guessing
what
we
might
see
built
next
to
our
residential
neighborhood
in
oakland.

homeless,

says
if
you
have
tents,
targets,
crates,
blankets
or
whatever
makeshift

issue

that
we
don't
need
tents,

need
crates
or
blankets

cardboard
boxes

anything
like
that.

need
shelter,

buildings,

need
workshops

public

pittsburgh.
It's
really
a
problem
because

got
these
people,
young
people
who
working

libraries

security
and

actually

care

homeless

security
company
that
they're
working

library

state-

the
county

the

think
it's

shame,

day

see
young
people

homeless

coming
out.

people
sleeping
on

sidewalks.

city
put
this
problem
when
they
put

planning

zoning
when

made
these
houses

camback

apartments,

park
on

years
ago,

years
ago,
we
had

big
fire.

to
get
that
judicial
street
cleared

parking

that

transient
merchant
license

right,
something

or
an

than

allow

of

issue

residential

want
those

in

harder

understanding

market
implications,

give

path
to
something
that
doesn't
necessarily
make

prevents
people
or
they
get
penalized.

example,

not
having
airbnb
legislation
not
only
led
to
us
not
being
able
to
track
and
regulate
and
inspect
them,
and
possibly
creating
these
nuisance
and
dangerous
behaviors
that
we're
seeing
it
also
prevented

people
from
operating
because
they
just
got
a
different
answer.

time
they
went
to
the

people,
just
kind

like
went
straight

people
had
thousands
and
thousands

dollars
of
burden

requests

being

as

and

different

afraid
that
where
sometimes
we
have
very
clear
business
licenses
will
be
leading
to
a
nebulous
situation
in

building

zoning
code,
because
we

haven't,

hearing

lot

feedback
from
members,

they've
talked
you

and
I
could
talk
to
members
before
tuesday
to
see
what
their
thoughts
are
and
they're
already
comfortable
trade
fairs
license

eliminated,

event

which

or
more
merchants
assemble
to
sell
goods

services.
