time
I've
been
back
as
part

the
ganey
administration,
but,
of
course,
no
stranger
to
council
meetings

some
previous
roles.
I've
held
in
the
past
the
legislation
that
the
administration
is
offering
today
and
that
we
hope
we
could
have
your
support
for
is
a
minor
modification
to
the
code,
defined
sort
of
powers
and
duties
of
the
office
of
management
and
budget.

this
change
would
simply
expand
the
definition
of
omb
to
include
not
just
budgetary
and
financial
management,
which
are
it's
the
powers
that
it
has
been
exercising
for
some
time
and
are
reflected
in
the
current
language,
but
also
a
role
in
coordinating
and
communicating
across
departments
on
the
mayor's
behalf
on
a
day-to-day
basis.
Again,
nothing
in
this
language
would
change
the
fact
that
department
directors,
you
know
from
a
chain
of
command.

clear
with
members

this
is
a
little
bit
different
than
what
we
typically
do.

place

we
could
all
work

asking
council
members

vote

support
of
it
because
we
did
work
together
collectively

tried

get
to

place

we
all
felt
comfortable.

work

willingness
to
work
with
council
leadership

bring

piece
of
legislation

the
table.

know
it
was
important
to
the
administration
and
it

important
to
members
of
council
to
have
a
better
understanding
of
the
changes
that
were
being
requested.
I

Council
president
kel
smith
and
I've
had
this
conversation
numerous
times,
and
every
member
around
code
enforcement
and
the
importance
of
code
enforcement
and,
and
so
the
management
component
of
this
is,
is
especially
important
to
to
members
not
to
to
malay
the
budgetary
aspect
of
it,
but.

absolutely
can
and-
and
I
completely
agree-
I
think
that
that's
important
to
this
administration
as
well,
which
is
why
we're
let's
say
starting
down
this
path
together
at
present,
our
proposal
is
to
move
two
existing
positions
that
are
currently
within
the
mayor's
office
budget,
the
chief
operating
and
administrative
officer
and
the
chief
economic
development
officer
into
the
newly
formed
division
of
management.
So
we
would
not
be
I
mean
we
are
adding
one
support
staff
to
assist
those
folks
in
those
duties.

know
in
the
course
of
that,
but
we're
not
at
this
time
proposing
an
extensive
build
out
of
that
office,
so
much
as
just
re-nesting
and
perhaps
refocusing
those
positions
in
an
architecture
right
that
puts
them
in
closer
coordination
and
collaboration
with
the
budget
team.
That
being
said,
I
can
imagine
in
future
years
again,
if
we
collectively
the
administration
and
council
see
benefit
to
this
approach,
which
I
fully
anticipate
we
will.
I
can
imagine
further
build
out
of
that.

team
to
include
additional
supports
and-
and
you
know,
additional
folks
participating
there,
but
but
at
present
for
them
from
as
a
functional
area.
It's
it's
mainly
focused
on
relocating
existing
scopes
of
work
into
a
new
kind
of
hierarchy.

with
more
to
come
potentially
in
discussion
over
the
next
few
years,
so.

We
are
challenged
with
governing
at
the
table,
largely
financial
in
nature,
but
we
govern
by
consensus
by
majority
craft,
the
the
legislation
to
effectuate
change
that
our
constituency
wishes
to
see
and
then
through
that
process
we
hand
it
over
to
the
administrators,
regardless
of
who
those
administrators
may
may
may
be
at
that
moment
in
time,
but
that
that
is
the
the
challenge
that
we
face
as
members
of
council
without
directive.

completely
agree

I
take

charge
extremely
seriously
in

the
role
that
mayor
gainey
has
asked
me

play

his
administration
in
supervising,
like

those
sort
of
day-to-day
processes,

transparent
dialogue

ensure

effective
delivery

services

delivery

charges

communication

the

that

the

of
the

hire

role

consent
and

one

ways

we

helpful

understanding

we're
doing

changing
government

management

now
shifted
and
most

the

function
of
the
city

fall
underneath
it

chief

staff
position
is
being
divided
into
two
parts:
one
sort
of
outwardly
focus

state

community
relationships
and
outside
the
city,
in
your
role
as
a
co-equal
person
will
be
to
manage
and
run
the
city
day-to-day.

actually
what
we're
doing

think,
the
either
the
code
or
the
charter,

not

one
requires
you
at
some
point

update
council
with
the
organizational
chart
filed
with
the

that

case
we

had

agenda

two
public
hearings
already

already
unusual
and
more
than
we
typically
do,
and
I've
already
worked
with
councilman
coghill
and
councilman
krause
and
councilman
burgess
on
scheduling
a
second
post
agenda,
which
is
highly
unusual
on
the
same
subject.
So
we
have
done
above
and
beyond
what
we
typically
do.

somebody
to
make
that
comment,
I
called
the
post
gazette
and
asked
him
to
remove
it
because
it
was
inaccurate.

don't
think
that
it
was
removed,
but
I
just
want
people
to
know.
We
are
not
trying
to
stop
the
conversation.
We
have
actually
escalated
and
added
to
the
conversation
tremendously,
it
would
be
helpful
if
facts
were
printed
instead
of
the
misinformation
that
seems
to
be
prevalent
and
surrounding
this
entire
process,
which
is
part
of
the
problem.

the
council
president's
comments
that
we
are
under
a
judge's
order
to
complete
this
and
take
action
on
this
and
and
our
deadline
is
april
for
giving
me
five.

believe
in
april
we're.

read
this
weekend
in

post-gazette
that
dan
rossi
who's,
the
executive
director
of
humane
animal
rescue
is
leaving
after
12
years.
He
is
going
to
palm
springs.
He
he
and
his
husband
are
going
to
palm
springs
and
they
are
he's
going
to
manage
the
animal
care
and
control
center
in
palm
springs.
So
we're
done
yeah.

Well,
I
think
it's
really
interesting,
but
I
just
think
the
world
with
dan
rossi
and
and
the
work
that
he
has
done,
and
I
think
it
would
be
important
for
council
to
recognize
the
work
that
he
has
done
so
councilman
burgess
being
that
this
is
in
the
ninth
council.

get
dan
to
come
in

do

think
it's
pretty
damn
important

us

recognize

work
that
he's
done
over

last
12

of
the
things
that
humane
animal
rescue
is
dealing
with
right
now
is
what
is
being
referred
to
as
pandemic
pets,
people
that
have
adopted
during
the
pandemic,
which
was
really
really
encouraging,
but
now
that
people
are
returning
to
work.

about
this
regularly.
Pets
that
are
used
to
having
you
home
on
a
daily
basis
are
beginning
to
suffer
some
behavioral
problems,
because
people
are
leaving
the
home
and
not
being
around,
and
so
in
light
of
that
people
are
beginning
to
return
pets
that
they
adopted
during
the
pandemic.
Now
that
they're
returning
to
work
and
so
dan
and
humane
animal
rescue
is
one
of
the
shelters,
that's
being
inundated
right
now
with
animals
that
are
being
returned.

yeah,
that's
coming
you
do
that!
You
do
it
you
you,
but
anyway,
you
know.
So
I
just
want
the
public
to
be
aware
of
that
that,
right
now
the
animal
shelters
are
bursting
at
the
seams
with
with
pets
that
need
to
be
adopted.

again
you
know
just
to
recognize
dan
rossi
and
then,
madam
president,
brought
to
to
mind
something
that
officer
luffy
out
of
zone.
Three
has
done
now,
for
I
want
to
say
close
to
17
years
now
and
I
believe
she
has
exceeded
300
000
dollars
raised
over
the
years
in
biscuit
bingo,
which
is
one
of
the
the
most
fun
events
that
happens
in
in
the
city
every
year
and
it's
coming
up.

president

it's
right
around
the

at

there
are
600
seats,
the
tickets
fly
out
the
door,
so
I'm
sure
she'll
be
officer.
Luffy
will
be
announcing
very
shortly
the

event
again,

it's

a
wonderful
cause.

amazing
how
much
money
she's
able
to
raise
and
her
dedication
to
the
care
of
animal
population
and
please
support
her.

much

vocal
about
wilkinsburg
than
I've
been
and
I
will
say
something
even
new.
Today.
From
the
very
beginning,
I
told
the
supporters
of
annexation
that
I
would
need
time
to
talk
to
the
wilkinsburg
residents
and
the
residents
of
my
community
to
talk
about
its
impact.

do
not
see
this
as
the
end
of
conversation.
I
intend
wholeheartedly
to
spend
the
next
year
when
I
say
calendar
it
was
really
last
calendar
year.
I
asked
him
not
to
bring
it
last
calendar
year
and
not
to
try
to
put
in
the
main
primary,
because
it
was
too
soon
I
will
with
them,
hopefully
with
wilkinsburg
council.

am
for
the
most
part,
the
council
person
that
will
be
mostly
affected
somewhere
between
60
to
70
percent
of
those
wilkinsburg
people
if
coming
into
the
city,
will
come
into
my
council
district.
I
am
an
african-american
member
of
council
and
I
represent
the
largest
amount
of
african-americans
of
any
council
district.

Yet
this
effort
is
almost
entirely
led
by
people
who
are
not
african-american,
and
yet
they
are
they
are.
They
will
not
respect
my
wishes
at
all
and
they
go
outside
of
my
council
district
to
try
to
put
pressure
on
me
and
not
talk
to
me
not
work
with
me,
but
to
find
other
non-african
americans
who
have
no
vested
interest
in
my
community
to
try
to
force
me.

find
it
highly
offensive
and
then
they
say
things
in
the
paper
without
talking
to
me
now,
you
can
continue
to
do
that,
but
if
you
do
that,
I
will
now
start
to
be
public
about
my
distaste
for
this
process
of
these
people
who
do
not
live
wilkinsburg
is
more
like
homewood
in
lincoln
limington.
It
is
not
like
other
areas
of
this
city
and
for
these
people.

To
begin
to
to
to
attack
us
because
of
their
own
personal
priorities
that
have
nothing
to
do
with
the
african-american
population
of
pittsburgh
or
the
african-american
population
of
homewood,
lincoln
limington
garfield,
nice
liberty,
I
also
find
offensive,
so
I
am
willing
to
be
quiet
and
we
can
work
this
out
and
irregardless
of
my
distaste
for
the
process
I
do
promise
after
this
process
is
over.
I
will
continue
the
conversation
I
support
at
some
point:
the
merger
and
organization
of
wilkinsburg.

support
that
it
should
happen,
but
it
should
be
happening
at
a
place
where
everybody
is
comfortable
not
of
time
that
disrupts
divides.
Disunifies
we've
seen
this.
You
you've
seen
this
in
all
of
our
public
hearings.
We've
seen
this
in
all
of
our
post
agendas.
It
has
been
deeply
polarizing
and
I
think
part
of
the
reason
has
been
polarizing
is
because
you
have
these.

something
to
that.
I
just
want
to
say
I
agree
with
that
and
I
also
want
to
say
I
think
now
it's
time
for
us
to
start
looking
at
who's
funding
this
and
start
making
that
very
publicly
so
that
the
public
knows
who's
really
behind
this
and
to
see
the
effects
that
they're
having
on
our
city
as
a
whole,
whether
it's
our
school
district,
whether
it's
the
developments
happening
in
the
city,
I
think
the
public
needs
to
know
a
lot
more
and
so
we'll
start
revealing
some
of
that.

been
centered
around
funding
and
money
and
who's
making
it,
but
it's
not
been
centered
around
people,
and
so
for
that
part,
that's
the
part
I'm
going
to
focus
on
and
and
what
the
effect
is
to
the
people,
and
I
I
got
a
lot
of
phone
calls
today
from
wilkinsburg
residents
thanking
me
for
the
legislation
for
the
ordinance
yesterday,
so
I
think
we're
gonna
start
having
a
lot
more
many
more
conversations,
we're
going
to
be
a
lot
more
aggressive
in
in
the
fact
that
we
have
to.
We
didn't
ask
for
this.

to
work
with
us
and-

I
just
really
would
hope-
I
want
to
be
honest
too.
I
think
that
this,
the
part
that's
most
upsetting
to
me-
is
that
this
pressure's,
not
even
coming
from
anybody
living
in
the
city
of
pittsburgh,
not
anybody
representing
the
city
of
pittsburgh,
not
our
elected
officials.
I've
been
able
to
talk
to
the
county.

able
to
talk
to
councilman
coghill,
I'm
sure
I
can
talk
to
count
to
the
controller,
but
we've
had
other
people
that
are
making
these
comments
and
doing
things.
So
that's
the
way
they
want
to
go.

they're
forcing
us
and
forcing
our
hand
instead
of
trying
to
do
what's
best
for
the
city
and
wilkinsburg
as
a
together
and
as
a
whole
they're
forcing
us
to
make
decisions
before
we
have
the
information
and
things
that
we
need,
and
that
to
me
is
not
numbers
and
who's
making
money
and
who's
going
to
make
money
and
what
developers
going
to
develop.

to
me
it's
about
how
it's
going
to
affect
the
people,
so
we'll
start
focusing
a
little
bit
more
on
that
and
educating
the
public
a
lot
more,
and
I
think
this
would
be
a
good
time
to
start
using
our
new
community
affairs
office
once
those
people
are
on
board,
getting
them
out
into
the
community
and
start
educating
the
public
about.
