of
forklift

more
than
40
years.

Here's
why
we
know
the
developers
build
to
exactly
what
zoning
permits
this
happens
all
over
the
city,
the
most
egregious
example
in
oakland,
I
believe,
is
the
sky
view.
When
a
member
of
my
community
set
suggested
that
the
developer
might
set
back
that
building
a
bit
further
from
forbes
avenue.

The
response
was
that's
what
we
are
allowed
to
build
and
that's
what
we
will
build
if
you
have
a
problem
with
that
talk
to
your
city
council.
So
that's
why
I'm
here
today
to
plead
you
to
stop
2021-1906,
here's
some
history.
I
will
give
you
an
example
of
where
zoning
legislation
that
was
passed
in
2002
saved
my
oak
clip
neighborhood
from
having
a
hundred
unit
apartment
building
built
by
oxford
development
right
next
to
two-story
homes.
When
the
zoning
family
plan
was
being
developed
drafted
in
2002,
my
husband
worked
with
bob
reppie
of
city
planning.

In
those
days,
richard
pointed
out
to
bob
that
the
back
lot
of
dealer,
the
car
dealership,
was
still
zoned
residential
and
it
should
stay
that
way
because
neighbors
fought
hard
to
keep
some
semblance
of
scale
of
the
livability
community.
Back
in
1962,
ophelia
and
joe
hammer,
neighbors
had
successfully
fought
to
keep
the
zoning
residential,
even
though
the
owner
of
the
car
dealership
had
bought
a
number
of
houses
and
tore
them
down
illegally
before
the
neighborhood
understood
what
was
happening.

The
point
is
extensive,
public
and
resident
input
and
transparency
is
critical
to
good
zoning.
The
process
that
has
led
us
to
2021
1906,
with
its
numerous
new
zoning
districts,
has
been
anything
but
transparent
and
had
very
little
resident
input.
I
hope
you
all
have
read
the
email
letter
that
I
sent
you
recently.
That
letter
alludes
to
some
of
the
reasons
why
I
believe
that
the
only
rational
conclusion
that
council
can
make
at
this
time
is
to
reject
2021
1906.
Let
the
oakland
plan
finish
its
process
of
public
hearing
and
consideration
by
council.

Only
then
should
it
be
acceptable
for
walnut
capital
to
submit
their
development
plans.
Somehow
the
public
has
been
incorrectly
led
to
believe
that
the
pound
plant
put
forth
all
the
capital
on
the
plan
put
forth
by
the
city
are
the
same
thing.
Walnut
capital
would
like
us
to
think
that,
but
it's
not
the
same,
and
it
should
never
been
put
in
front
of
council
before
the
oakland
plan
has
been
properly
vetted
with
public
presentations.

Discussions
and
revisions
covet
has
prevented
a
true
public,
a
lot
of
true
public
input,
but
that
should
not
prevent
council
to
do
the
right
thing.
Please
reject
2021
1906..
What
we
really
need
are
some
hybrid
hearings
where
there's
back
and
forth
talk
with
input
and
questions,
and
so
we
can.
We
want
to
see.

I've
lived
in
south
oakland
for
42
years,
I'm
here
today
to
talk
about
ordinance,
2021
1906,
the
walnut
capital
rezoning
of
part
of
oakland.
I
have
concerns
over
some
of
the
boundaries.
Let's
start
with
halcott
street.
The
only
justification
we
were
given
by
city
planners
for
supporting
it
is
that
the
owners
wanted
it.
Of
course
they
do
because
walnut
capital
is
going
to
exorbitantly
overpay
them
for
their
houses,
houses
and
the
developer,
wants
it.
I
I
When
I
pointed
this
out
to
deputy
director
dash
after
he
finally
had
to
agree
with
me,
he
said
he
would
include
it
in
his
recommendations
to
the
planning
commission,
when
I
required
as
to
why
he
failed
to
do
so.
He
said
it
is
something
I
can
point
out
at
the
public
hearing,
it's
very
frustrating
that
I
had
to
uncover
it.
I
was
told
I
was
wrong,
then
it
was
acknowledged.
I
was
right
and
something
could
would
be
done.
I
I
Right-Of-Ways
should
not
be
rezoned,
especially
the
one
between
the
islands
building
and
the
duquesne
right
substation,
which
is
needed
for
safety.
How
many
other
right-of-ways
are
being
rezoned
by
this?
These
are
among
many
details,
which
are
very
important
and
require
time
to
review
with
diligence
that
did
not
happen
with
city
council.

first
time-
and
it
didn't
happen
with
the
planning
commission,
hybrid
in-person,
slash
virtual
town
hall
meetings,
where
true
exchange
can
occur-
need
to
happen
regarding
2021-1906,
the
three
minutes
provided
to
citizens
without
any
answers
is
not
adequate,
just
done
because
it's
legally
required
questions,
don't
get
answered,
nothing
gets
explained,
there's
no
back
and
forth.
Now
that
it
has
been
given
back
to
you,
please
plan
a
series
of
town
hall
meetings
on
this.
The
one
required
public
hearing
is
not
adequate.

it's
to
our
standing
committee
agenda
and
we'll
begin
with
the
finance
and
law
committee
and
mr
lavalle
was
the
chair.

authorizing
the
mayor
and
director
of
office
of
management
and
budget
to
execute
relevant
agreements
to
receive
grant
funding
from
the
allegheny
county
health
department
for
the
united
states,
environmental
protection
agency's
2021,
targeted,
airshed,
grant
to
purchase
five
battery
electric
refused
trucks
and
electric
charging
infrastructure
and
further
providing
for
expenditures
not
to
exceed
two
million.

dollars.

in
the

recycling
supervisor
for

city
based

public
works
out
of
environmental
services.
Yes,
like
councilman,
the
councilman
mentioned
the
previous
company

we
were
using
left
us
high
and
dry
around
october.
When
I
first
started
in
this
position,
so
we
put
this
out
to
rfp.

We
had
five
response,
five
bidders
and
we
selected
pennsylvania
resources
council
as
the
best
for
a
number
of
contributing
factors,
but
the
way
that
this
will
go
very
similar
to
the
last
one
twice
a
week.
There
will
be
a
drop-off
option
in
the
strip
district
at
environmental
services
and
then
they
will
again
organize
different
neighborhood
collection
events
for
us,
so
just
like
in
the
past,
we'll
work
closely
with
your
staff
for
support
on
selecting
locations
and
getting
the
word
out
to
community
members.

all
the
programming
that
we
do,
you
know
we
want
to
make
sure
that
this
is
accessible
to
as
many
residents
as
possible.
We
want
to
meet
people
where
they
are
with
getting
the
information
to
them.
It's
not
a
complicated
thing.
It's
just.

to
remind
people
over
and
over
that
that
appointments
are
required
and
share
with
them.
What
is
acceptable
to
bring
in
that
pardon

that
fees
will
likely
apply
for
a
lot
of
these,
even
though
the
city
subsidizes
this,

it's
more
affordable
than
any
local
options.

helped
someone

down

old
tv

was
one

those
ones

projected
television

that
it
was.

was
actually

lot

that
this
worked
apparently,

that
something

able

important

item

is
really
money
is
in
support

pittsburgh
task
force

employee
ownership.
You
know
two
or
three
sentences.

You
know
the
mission
here
really
is
the
pittsburgh
task
force
on
employee
ownership
is
a
sort
of
cross-functional
collaborative
across
government,
for-profit
nonprofit
academia
to
provide
greater
resources
for
employee-owned
businesses.
You
know,
generally
speaking,
you
know,
employee
ownership
of
businesses
can
be
a
very
positive
thing
for
many
different
reasons.
You
know
largely
keeping
you
know
wealth
with
an
employee.
You
know
individual
employees,
quality,
job
creation,
keeping
you
know
sort
of
wealth
in
communities
and
then
on.

The
business
side
can
be
a
wonderful
way
to
when
one
thinks
about
a
business
sort
of
transitioning
from
ownership
to
its
next
phase.
You
know
the
opportunity
to
perhaps
you
know
it
doesn't
work
for
everybody
all

time,
but
perhaps
you
know
to
sell
your
business
to
your
employees
can
be
a
very
positive
thing:
yeah
go
ahead.

monies

used

provide
you
know
really
broader
technical
assistance,
marketing
and
outreach,
and
really
support

that
task

force
to
provide
direct
support
to
individual
businesses
and
employees
who
have
this
opportunity

think

employee

their
businesses,
so
it's
the
monies
are
directly
in
support
of
that
effort.
So
appreciate
that
very
much
full

the
task

the
task
force

we're
glad

we

ura

we
can
give
money
to
that,

help
us
to
to
reach
to
do
the
outreach
since
you're

much

next

directly

equitable
empowerment
fund.
These
funds
are
used
to
provide
resources
to
our
smaller
development
teams,
largely
mwbes
that
are
responding
to
development
opportunities
here
at
the
ura.

think,
as
you

know,
we've
tried
to
shift
our
focus
and
make
sure
that
we're
providing
those
development
opportunities
to
all
members
of
our
communities,
but
with
the
understanding
that
not
every
respondent
comes
to
the
table
with
the
same
amount
of
resources.

cycle

we're
very
grateful

these
funds,

for
our
smaller
non-profits
in
the

land
care
program
is
designed
to
provide
for
proactive
maintenance
of
ura
structures
and
ura
owned
vacant
property,
and
in
doing

medium-sized

businesses
and
have
year-round
contracts
with
them
for

maintenance
and
provide
part-time
and
full-time
jobs
to
city
of
pittsburgh.

residents

kind

talking

that
happened
with
the
violence
in
the
city
of
pittsburgh
and
things
that
we
can
do
as
a
body,
and
I
talked
about
how
you
know:
we've
gone
to
every
group,
that's
supposed
that
that
have
some
expertise
in
some
of
these
things.
We've
done
everything
that
we
can
to
fund
almost
everything
that
we
can,
but
we
still
are
seeing
an
uptick
in
the
violence
in
the
city
of
pittsburgh.

do
believe
part
of
that
is.

at
least
hopefully
we
save
some
people
or
help
some
people,
but
so
I
just
want
to
keep
you
updated.
That
should
be
happening
within
the
next,
maybe
two
weeks
and
I'm
going

reach
out
to
the
mayor's
office
as

past
week
I
saw
a
post
from
about
a
child
who
was
being
bullied
in
school
and
the
kid
wanted
to
commit
suicide
and
was
just
I
mean
it
was
a
devastating
situation
and
it
was
in
his
district
and
I
reached
out
to
him
because
I
was
going
to
reach
out,
but
I
didn't
want
to
step
on
his
toes,
but
I
thought
somebody
has
to
do
something
and
councilman
coghill
intervened
and
the
mother
said
that
his
intervention
and
his
help
and
doing
what
he
did
probably
saved
his
life.

I
just
want
to
thank
you
very
much
for
what
you
did.

you

anything

if
I'm
being
bullied.

want
him
on
my
side,
so

it

really

reacted
kind
of
a
motion

absent
members

approved

meeting
