10

an
audit
of
upmc's
parking
Parcels
to
Madam
Clerk,
and
they
should
be
in
your
inboxes
for
folks
at
home.
You
can
also
follow
along
by

taxupmc.com,
so
today,
I'm
presenting
this
audit
of
upmc's
parcels
that
they
use
for
the
explicit
purpose
of
parking.
This
isn't
a
contested
contested
fact.

It's
something
that
is
factually
listed
within
the
county
property
assessments
file,
so
on
Friday,
I
went
and
I
got
the
file
of
all
the
parcels
of
Allegheny,
County
and
I
looked
through
the
ones
for
which
gpmc
owned,
for
which
they
listed
the
use
as
parking
and
I
found
that
upmc's
corporate
real
estate
division
is
the
agent
listed
for
23
Parcels
in
Pittsburgh
with
a
recorded
purpose
of
parking.

However,
UPMC
only
pays
taxes
on
the
13
Parcels
that
represent
its
parking
properties
with
the
lowest
assessed
values
revoking
the
tax
exemption
for
the
rest
of
upmc's
parking
designated
Parcels
would
bring
an
estimated
32
million
dollars
or
more
in
property
back
into
the
tax
rolls
for
the
City
of
Pittsburgh
Pittsburgh,
Public,
Schools
and
Allegheny
County.
So
all
of
these
Parcels
are
within
the
Pittsburgh
City
Limits.

If
all
the
parking
properties
were
classified
as
taxable
UPMC
would
be
required
to
make
an
an
additional
seven
hundred
and
sixty
thousand
dollars
in
annual
payments,
and
even
just
one
of
the
parcels,
the
private
Luna
parking
garage
restricted
to
employee
leaseholders
would
provide
over
336
000
in
yearly
payments
if
it
were
not
classified
as
tax
exempt.
Upmc's
10
tax
exempt
Parcels
for
parking
make
up
six
distinct
properties.

of
the
parcels
make
up
the
UPMC
South
Side
campus
lot
and
the
other
five
Parcels
represent
Luna
Mercy
garage
Marcy
lot,
McGee
Women's,
Hospital
garage
and
upmc's
Presbyterian
shuttle
Lots.
Several
of
these
properties
have
a
city
of
Pittsburgh
Towing
license,
but
is
it
is
unclear
if
they
pay
the
city's
parking
tax
so
on
December
17th
I
visited
each
of
these
six
tax
exempt
properties
to
examine
whether
or
not
they
passed
the
hup
test
for
tax
exemption
eligibility.

them

truck

the

but
this
is

making
sure

reiterating

agreements

the
plan
to
come

approve

we're
funding

upset

they

were
contradicting

important

us

been
publicized
that
the
art
commission
was
asked
to
resign
and

there

appears
to
be
a
a
different
direction
that
this
Administration
wishes
to
take
in
an
approach
to

Art
and
public
art
which
all
ears
I
would
love
to
hear
about
before
we
go
down
the
road
and
kind
of
make
the
decision.
So
we
have
these
bills
before
us,
which
seem
to
lay
out
the
strategy.

holistic

way

The
art
commission
was
established
in
1911
and
the
percent
for
our
ordinance
was
established
in
1977
and
that's
pretty
much
the
last
time
any
muscle
went
into
looking
at
the
code
and
looking
at
what's
in
the
best
interest
of
our
community
and
the
most
efficient
way
to
deal
with
limited
resources.

So
the
three
bills
in
front
of
you
are
to
update
the
ordinance
for
how
we
spend
our
public
art
dollars
for
how
we
organize
the
work
and
the
efficiency
of
the
commission
and
then
a
third
piece
to
set
up
a
public
art
trust
fund
to
receive
development
funds.
That
third
piece
is
a
little
bit
outside
of
the
first
two
pieces
in
that
the
first
two
come
from
updating
the
existing
code
and
the
third
piece.

The
public
art
trust
fund
is
basically
basically
an
account
to
receive
funds
from
the
zoning
code
that
had
been
put
in
place
in
2018..

The
cumulative
effect
of
all
three
pieces
really
are
to
look
at
how
we
regard
the
public
art
program
in
a
more
Equitable
and
efficient
way.
Everything
from
how
the
commission
is
currently
functioning
to
how
the
public
art
projects
are
determined
in
terms
of
dollar
spend
and
location
are
somewhat
inefficient
and
I.
Don't
think
anybody
could
argue
that
that
they
could
use
a
refresh.
So
each
of
these
three
pieces
are
meant
to
increase
that.

if
activity
is
happening
on
City
properties
with
City
funds,
that's
where
public
art
is
being
put
into
the
city.
It
doesn't
look
at
an
equitable
distribution
across
the
city.
It
doesn't
look
at
where
neighborhoods
have
identified

greatest
need.
It
doesn't
look
at
where
neighborhood
plans
or
comprehensive
plans
have
identified
the
greatest
impact.

The
way
that
it
happens
right
now
is
quite
reactive,
there's
a
park
Improvement
plan
or
there's
a
new
public
safety
building
or
there's
a
renovation
of
one
of
those
and
right
now,
there's
there's
not
really
any
direct
Community
input
into
where
that
public
art
happens.
There
is,
of
course,
in
determining
and
funding
where
those
capital
projects
happen,
but
not
the
public
art
components.
Some
projects
are
not
ideal
for
public
art.

So
the
the
moving
forward,
the
department
of
City
Planning,
would
submit
budget
requests
along
with
the
rest
of
the
capital
budget
process,
where
we
would
do
work
with
our
team
with
Community
organizations
with
looking
at
public
art
deserts
and
identify
projects
with
the
strongest
need
and
submit
those
along
with
the
rest
of
the
budget
request
for
reviewing.

like
this
approach,
I
like
this
approach
a
lot
so
tell
me
how?
How
is
the
system
created
then
by
which
one
can
petition,
perhaps
that
we're
experiencing
a
public
art
desert
here?
Are
we
going
to
go
down
the
the
Avenue
of
register,
Community
organizations
being
the
criteria
by
which
we're
going
to
establish
one
petitioning
for
public
art
in
in
places
that
are
neglected,
I.

Think
there's
something
I
think
there's
a
lot
of
different
Avenues.
Those
conversations
can
take
place.
Certainly
register
community
and
organizations
would
be
one
part
of
it.
Looking
at
existing
neighborhood
plans
and
priorities
for
public
art,
looking
at
Maps
where
public
art
does
and
doesn't
exist
it,
there
are
many
ways
we
could
come
into
that
conversation
and
because
we
would
be
pulling
together
all
of
the
funds
and
doing
fewer
projects
with
more
dollars.
There
would
be
more
of
a
staff
capacity
to
make
sure
that
we
have
that
Community
engagement
going
into
building
projects.

Could
allow
a
lot
more
opportunity
than
we're
able
to
deliver
with
our
program
right
now
right
now,
we're
working
with
at
least
a
couple
of
artists
who
are
trying
to
respond
to
an
existing
construction
plan
and
development,
and
that
necessarily
limits
where
that
public
art
impact,
where
that
Community
impact
could
have
a
role
within
that
physical
imprint.
So.

So
what
we're
proposing
is
a
public
art
and
Civic
design
commission,
which
is
really
renaming
the
existing
function
of
the
art
commission.
Right
now,
the
art
commission
receives
over
50
applications
per
year
to
review,
which
is
quite
a
large
volume
for
a
volunteer
commission,
and
a
majority
of
those
projects
are
already
Civic
design
projects.
Our
colleagues
in
the
Department
of
Public
Works
are
probably
our
single
largest
set
of
applicants
going
through
that
review
process.

So
the
proposal
being
put
forward
is
to
take
the
commission
and
sort
of
break
it
into
two
committees:
one
committee
that
can
be
focused
on
understanding
and
expertise
for
civic
design
projects
and
the
other
committee
to
have
understanding
and
expertise
for
public
art
projects.
It
reduces
the
number
of
projects.
Each
committee
is
having
to
review
again,
remembering
that
these
are
volunteers
that
are
serving
in
these
commissions.
It
streamlines
where
we
can
make
the
best
impact
with
that
expertise
that
we're
pulling
in.

point
system

the

bills
entail

believe
that
there
are
decisions
that
will
come
before
the
reconstituted
art
commission?

will
you

this

coming
this
next
month

like
the
meeting

decisions
that
you
think
are
going
to
be
coming
up
and
needing
some
action
on
to.

best
question
the
best
of
your
knowledge,
it's
a
little
hard
to
say,
because
we
do
know
that
it's
a
reactive
body,
that
there
are
application
deadlines
and
we
receive
and
organize
those
into
commission
meetings.

One
of
the
things
that,
from
a
staff
perspective,
I'm
excited
about
in
the
in
the
reconstituted
commission,
is
that
we're
building
in
more
time
for
briefing
and
understanding
of
what
projects
may
be
coming
down
the
pike
by
suggesting
that
the
entire
body,
so
the
two
committees
come
together
at
least
twice
a
year
to
understand
their
role,
purview
function
and
also
hear
from
staff
about
projects
coming
their
way
so
that,
for
example,
if
there
was
a
project
along
the
scale
of
the
best
Rapid
Transit
project,
that
the
committee
would
have
an
opportunity
to
understand
the
project,
understand
the
constraints,
understand
the
deadlines
before
that's
coming
to
them
for
action
and
decision.

some
other
social

functions
of
the
county,

with
those
folks

we're
working
on
some
programs
with

is
the

main
start

funds

hubs

in
zone
two
in
downtown
on
Smithfield
Street,

followed
up
and
a
key
part
of
this
that
makes
the
program
successful.

our

officers
know

where
that
person
ended
up
and
what
kind
of
happened

Historically,
when
a
police
officer
or
a
paramedic
or
firefighter
engages
with

person
and
they
connect
them
with
Services,
we
never
know
what
happens
and
we
we
connect
them
with
resolve
or
we
connect
them
with
DHS
or
some
other
services.

that
person,
part
of
the
roots
to
make
this
successful
is
a
consistent
case
conferencing
with
our
police
officers
with
our
medics.
So
then
they
can
see
that
success
while
comes,
and
the
communication
is
there.
So
when
they
see
that
person
again

engage
with
that
person
again,
they'll
know
hey
what
happened
and
if
they
see
the
person
again
they
can
let
the
roots
team
know
ahead
of
time.

those
case,
conferences
that
you

whoever
it

starting
to
come
back
around

reach

crime,

violent

hearing

there's.

many
things

on
downtown
and

when
you
pull
people

go

different
zones
and
different

also
struggling

making
our
Zone
struggle,

neighborhoods,
which
things
are
happening
in
all
of
our
neighborhoods
now
and
starting
to
increase
and
things
that
we've
never
seen
before

I'm,
saying
nine
million
dollars
is
a
lot
of
money.

police
officers

we
want

try
to
go
different
ways

different
routes,

really
hope

we
deliver
this
year

some
significant

happening
in

city

hear

things
going
on
with
people
in

homeless
population

them
are
suffering
a
lot

abused

concern

going
on
in

some
additional
funds

spending
down
funds.

way,

also
there's
it's
in
three
different
zones.
It's
there's
a
hub
three
different
hubs,

one
in
my
district
downtown
and

that

agree
with
council
president.

terms
of
you

how

need
to

think
about
our
police
force
and

sure
that
the
classes

activated,

that's

the

funding,
it's

the
other
part

this
program

to
get

alternative

of
