funds
in

will
be

enforcement

drunk
and
imperial
driving,

outreach

I

really
interested
in
pushing
this
you
know
forward
and
bringing
you
in
today
was
to
talk
about.
Hopefully
some
gains
or
successes
we
are
having
in
reducing
dui.
One
of
the
reasons
I
wanted
to
talk
to
you
about
that
is
penndot
is
in
the
process
of
finalizing
a
project
on
east
carson.
I
There's
a
complete
re-reinvention,
if
you
will
of
east
carson
from
station
square
through
20,
well,
actually
about
30th
street
to
the
cost
of
about
17
million
dollars,
and
the
improvement
was
driven
by
data.
That
penndot
came
research
that
came
up
with
the
answer
that
east
carson
street
had
become
the
six
most
dangerous
stretch
of
road
in
the
state
of
pennsylvania
based
on
dui
numbers,
and
so
we
you
us
all
of
us.
I
Taxpayers,
wrote
a
check
for
20,
almost
20
million
dollars
to
correct
the
problems
that
are
associated
with
that
street
dui,
and
that's
just
one
street
here
in
the
city
of
pittsburgh.
So
I'm
just
curious
about
just
your
thoughts.
You
know
what
your
work
is
like
what
you
know
what
your
frustrations
might
be,
what
your
successes
might
be,
where
you
think
we
fall
short,
where
you
think
we
have
or
have
success
or
could
have
greater
success.
How
can
we
help
you
help
us.

Right
now-
and
it's
not
just
here
it's
overall-
I
just
came
back
from
a
national
conference
in
san
antonio
texas
throughout
these
last
few
years,
especially
with
the
ride
share
programs
that
are
going
on,
they've
really
helped
decrease.
The
number
of
impaired
drivers
on
the
roadways
we've
seen
that
here
in
the
city
has
gone
down
quite
a
bit
as
far
as
pittsburgh.
Specifically,
our
dui
numbers
have
dropped
dramatically
that
rideshare
program
being
part
of
it.

A
lot
of
our
dui
arrests
now
are
coming
from
crashes
that
occur,
that
the
officers
are
getting
called
to
and
when
they
get
there,
they
find
that
one
of
the
drivers
is
impaired
and
they
make
the
arrests
again.
That's
nothing
on
the
officer's
fault
of
not
going
out.
We
just
simply
don't
have
the
time
and
the
resources
now
as
we
have
in
the
past,
I
run
the
dui
task
force
for
the
city
of
pittsburgh.

Now
I've
dropped
it
down
to
budgeted
for
10
officers,
and
I
get
two
or
three
people
that
sign
up
for
them.
Again,
it's
not
their
fault.
A
lot
of
the
younger
officers
are
getting
held
over
time,
getting
forced
to
work
over
to
cover
the
shifts
and
stuff.
So
they
just
simply
don't
have
the
time
to
come
and
work
those
type
of
details.

The
second
one
that
we're
finding
now
that
it's
more
pressing
than
the
alcohol
duis
are
the
drug
impaired
duis,
and
I
can
tell
you
from
again
national
pressures
that
are
being
put
on
people
and
as
long
as
locally
one
of
the
biggest
problems
is
people
driving
under
the
influence
of
marijuana
and
nothing
against
this
council.

Yeah,
the
impression
is
the
the
marijuana
has
been
been
decriminalized
and
it's
okay
to
use
in
in
to
drive
part
of
our
problem
and
part
of
our
strategy
to
try
and
reduce
the
number
of
impaired
driving.
Is
we
educate
the
people
when
we,
when
we
hear
things
like
that,
but
that
that's
some
of
the
challenges
that
we
in
law
enforcement
and
specifically
for
the
impaired
driving
those
are
some
of
the
things
that
we're
facing
nitsa
is
trying
to
do
a
job
with
the
impaired
driving
we're
getting
away
from
talking
about
drunk
driving.

talk
about
dui
numbers
in
a
reduction
in
numbers.
How
much
of
that
do
you
think
how
much
of
that
data
can
be
completely
trusted
in
in
light
of
a
global
pandemic?
How
many
people
were
off
the
road
and
not
coming
out
and
supporting?
We
know
the
hits
that
food
and
beverage
businesses
took
during
global
pandemic
that
some
of
those
numbers
could
be
skewed
because
people
were
staying
home
at
that
point
in
time.
Right.

The
city
we
are
dialed
on
to
probably
about
between
six
and
800
a
year
again,
and
a
lot
of
that
goes
to
the
rideshare
program.
A
lot
of
that
goes
to
the
messaging
of
using
public
transportation
not
coming
out
not
driving
while
you're
impaired
and
then
some
of
the
other
problems
that
we've
talked
about,
but
our
numbers-
and
this
again
is
strictly
with
the
city.
This
isn't
national.
This
is
100
here
in
the
city,
our
numbers
have
dropped.
I
So
let's
talk
a
little
bit
more
about
rideshare
for
a
while
there
we
were
having
great
success
with
encouraging
ride,
share
and
not
just
for
reduction
in
impaired
driving,
but
congestion
parking.
You
know
in
you
know,
overcrowding,
residential
areas,
all
that
kind
of
stuff,
and
it
was
working
really
well
and
then
global
pandemic.
Everything
begins
to
fall
apart
and
now
what
we
find
and
I'd
like
to
to
know,
if
you
think.

Off
base,
or
if
or
if
it's
fairly
accurate,
that
many
of
the
ride
share
platforms
that
have
returned
because
they
took
huge
hits,
the
drivers
are
largely
doing
ubereats,
which
is
become
a
delivery
service
and
they're,
not
interested
in
in
transporting
food
and
beverage
patrons
at
two
o'clock
in
the
morning.

you
see
that
out
there?

The
only
thing
I
can
tell
you
is
my
daughter
has
used
ubers
and
lifts
and
whatnot,
and
she
was
just
telling
me
that
you
know
she's,
seeing
now
national
stories
of
young
women
being
accosted
by
drivers
and
things,
so
she
has
backed
away
from
it
and
I'm
sure,
if
she's
feeling
that
way,
there's
probably
a
lot
of
other
people
in
her
situation
that
are
probably
doing
the
same
thing.
But
again
I
I
can't
really
speak
to
that,
because
I
I
don't
use
it
and
I
don't
really.

My
whole
life,
if
that
the
so
I
I
want
to
talk
a
little
bit
more
about
the
importance
of
transportation,
safe
transportation
in
in
food
and
beverage,
business
and
and
everything
we
do
it's
we
seem
to
fight
common
sense.

Let's
just
talk
the
drink
tax,
drink
taxes,
county,
it
is
imposed
on
alcohol
license
establishments,
the
money
is
sequestered
for
transportation
specifically,
and
yet
we
provide
for
the
council
and
those
we
provide
for
no
public
transportation
after
a
certain
hour.
That
would
benefit
business
districts
like
we
have
all
over
the
city
with
food
and
beverage
businesses
with
providing
safe,
consistent
public
transportation
for
the
patrons.
We
don't
do
that.
I
You
know
I
get
a
beat
up
all
the
time
when
you
need
to
build
a
parking
garage
on
carson
street,
build
a
parking
garage,
so
more
cars
can
come
for
people
to
consume
alcohol
and
drive
impaired.
You
know,
after
asking
taxpayers,
to
spend
20
million
dollars
to
correct
the
problems
that
are
associated
with
impaired
driving.
None
of
it
makes
sense.
That's
that's.
I
The
bigger
conversation
is:
where
do
we
go
from
here
and
how
does
one
assist
food
beverage
business
which
are
essential
businesses
to
this
economy,
with
consistent
provision
of
safe
transportation
for
its
its
patrons
and
for
the
longest
time
there
it
was.
It
was
right,
your
platform
and
that
really
it
was
almost
a
salvation
that
you
know
and
we
we
beat
that
drum
loud.
You
know
please,
it's
not
worth
a
dui
and
ten
thousand
dollars
in
in
fines
and
court
costs.
I
If
you
can
spend
twenty
dollars
to
take
a
ride,
share
platform
to
you
know:
food
and
beverage
business
have
your
glass
of
wine
and
go
home.
You
know.

can
talk
to
what,
when
former
chief
schubert
was
the
commander
of
special
deployment
division.
I
was
working
for
him
and
we
had
a
special
grant
that
targeted
east
carson
street
targeted
the
south
side.
We
were
out
every
friday
and
saturday
night
throughout
the
whole
year.
Based
on
this.
This
grant.

It
came
to
the
point
where
the
bars
on
the
south
side
were
posted
on
their
social
media
platforms
and
in
their
businesses,
have
have
some
other
kind
of
ride.
Take
public
transportation
have
a
designated
driver,
because
if
you
drive
a
pair
pittsburgh
police
are
going
to
arrest
you,
our
numbers
went
way
down
and
our
contacts
were
still
up.
You
know
we
were
making
the
traffic
stops,
but
we
were
finding
less
and
less
impaired
people
to
drive.

Deterrence
is
a
huge
influence
on
people
if
they
know
that
they're
going
to
get
arrested.
If
they
drive
impaired
and
that's
a
fact,
then
they're
not
going
to
do
it
they're
going
to
make
sure
that
when
they
go
out
they
have
some
other
kind
of
rides.
If
they
don't
have
that
fear
of
being
arrested,
sure
they're
just
going
to
keep
doing
what
what
they've
been
doing.
The
national
average
statistics
is,
the
average
dui
driver
will
drive
80
times
impaired
before
they're
caught.
I
So
we
put
a
lot
of
focus
on
gun,
violence
and
the
carnage
of
gun
violence,
but
an
impaired
driver
behind
the
will
of
a
car
is
every
bit
as
dangerous
as
a
person
with
a
loaded
gun
has
the
ability
to
kill
and
maim
and
change
people's
lives
forever,
and
there
are
hundreds
and
hundreds
and
hundreds
and
hundreds
and
hundreds
of
impaired
drivers
on
the
streets
in
pittsburgh
on
any
given
weekend,
and
we
tend
to
think
well,
that's
just
a
south
side
problem.
Sorry,
I'm
calling
on
that.
I

We
actually
are,
our
numbers
are
going
higher.
However,
the
amount
of
funding
is
based
off
of
crash
data
that
penndot
gets.

They
actually
have
our
funding
as
being
higher
than
than
this
grant
is
labeled
at,
but
because
of
our
inability
to
spend
all
the
money
we've
kept
it
relatively
stable
at
the
same
levels
that
we
had
the
previous
year.
So
we
haven't
decreased
the
amount
that
we
have,
but
we
could
be
getting
more.
However,
I
can't
get
the
people
and
and
the
amount
of
officers
out
to
work
to
spend
all
the
money.

So
the
money
that
is
being
allocated
in
this
specific
grant
is
very
adequate
for
this
year
for
us
to
be
able
to
combat
the
impaired,
driving
problem,
the
aggressive
driving
problem,
occupant
protection
or
people
not
wearing
their
seat
belts
and
pedestrian
safety.
The
amount
of
money
that
we
have
in
there
to
fund
those
enforcement
events
is
adequate
for
this
year.

just
think
that
you
know
this
kind
of
a
grant
for
us
being
able
to
go
out
and
fight
the
impaired
driving
to
go
along
with
the
aggressive
driving
behaviors.
We
have
lots
of
traffic
officers
that
go
out
and
specifically
target
areas
where
we
know
people
are
driving
inappropriately,
not
necessarily
impaired
but
causing
other
issues.

For
our
dui
checkpoints
and
it's
not
ours
across
the
state,
we
have
certain
guidelines
that
we
have
to
follow
once
it's
set
up
that
way,
it
has
to
be
an
approved
administrative
decision.
I
just
can't
turn
around
and
say:
hey
guess
what
I
want
to
set
up
a
checkpoint
on
noblestown
road
tonight,
because
I
feel
like
it
there's
certain
criteria
that
have
to
be
involved
with
it.

Once
it's
set
up
that
way,
and
it's
done
in
a
systematic
manner,
then
it
falls
under
the
constitution
that
it's
constitutionally
protected,
that
we're
allowed
to
do
that.
The
biggest
things
for
stationary
checkpoint
is
it's
a
visual
deterrent.
