today,
I'm
addressing
you
regarding
the
zoning
portion
of
the
Oakland
plan,
which
will
be
which
will
be
before
you
for
a
vote
at
meetings
of
the
Oak
Cliff
Community
organization,
city
planners,
told
us.
Our
residential
areas
would
not
be
rezoned
by
the
Oakland
plant
by
close
examination
of
maps
that
hid
street
names.
We
discovered
that
was
not
true.

Parcels
in
Oak
Cliff

are
to
lose
residential
zoning
and
become
ucmu,
as
we
have
seen
before
in
the
rezoning
of
Oakland.
They
all
belong

same
developer.
They
are
not
located
on
the
boulevard

the
allies.

justification

given
was
that
these
Parcels
currently
have
a
non-conforming
use.

justification
is
only
valid
if
the
new
zoning
just
changes
the
current
use
and
keeps

size,

would
be
possible,
but
that's
not

case

it

opens
the
potential
for
three
Parcels
to
combine
into
one
building

Oak
Cliff.

also
opens
it
up
to
many
other
uses.

Street

developer
is

waiting

demo
permits
on
perfectly
good

developers

none

these
are

getting

little
from

Oakland
plant.

least
keep
our
residential
zoning

zoning
changes
help
connect
South
Oakland,
it's
just
not
true.

of
you
saw

there
have
been
some
changes
to
the
original
bill.
They
need
to
be
made
public
today,
so
residents
aren't
walking
into
a
hearing,
not
known
not
knowing
what
is
in

bill
as
frequently
occurs
to
us.

should
have

updated
since
March
2022,
a
lot
has
happened
since
then.
Nor
is
a
new
version
on
registrar,
since
I

time

like

the
request
that

the
agenda
is
changed
at
the
start
of
your
meetings,
as
was
done
this
morning,
it's
announced
what
that
amendment
is.
You
may
have
the
details,
but
we
don't
it's
a
matter
of
transparency.

Cliff
Community
will
be
directly
impacted
by
the
Oakland
plan.
It
will
again
be
presented
to
you
for
consideration
in
early
December.
Do
you
remember
the
rapid
fire
fire
and
confusing
Oakland
planned
presentation
that
was
made
by
planning
department
back
in
September
I?
Do
the
public
has
no
more
information
about
the
complex
and
confusing
plan
at
this
point?
Yet
we
will
be
given
only
a
few
days
to
prepare
testimony
in
early
December.

I
do
hope
that
there
have
been
many
in-depth
meetings
between
City,
Planning
and
city
council
and
I
do
hope
that
city
council
now
sees
how
unfair
the
Oakland
plan
is
to
my
Oak
Cliff
neighborhood,
especially
the
intrusive
zoning
changes.
One
of
the
items
that's
been
especially
disappointing
and
wrong
for
Oak
Cliff
was
the
modification
of
the
ucmu
area,
its
intrusion
into
our
r1a
VH
neighborhood.
Several
times
we
had
asked
City
Planning
if
there
would
be
any
changes
to
the
residential
zoning
that
has
protected
our
neighborhood
for
decades.

We
were
told
no,
however,
when
one
of
my
neighbors
closely
scrutinized
the
ucmu
part
of
the
Oakland
plan.
It
appeared
that
some
structures
currently
currently
R1
AVH
are
moving
into
ucmu.
This
was
eventually
confirmed
by
City
plan,
but
only
when
we
press
them
about
it.
They
were
certainly
not
forthcoming.
With
this
little
detail,
they
will
have
broad
effects
in
Oak
Cliff.
Now
that
might
not
seem
like
a
big
deal
to
you,
but
it
will
have
great
impact
on
Oak
Cliff.
It
will
permit
much
higher
and
excessively
long
buildings
for
the
properties
that
will
be
rezoned.

Moreover,
we
know
that
the
open
plan
will
eliminate
the
residential
compatibility,
giving
only
minimal
step
Backs
from
our
two-story
row
homes
and
it
will
bring
more
vehicular
traffic
and
already
crowded
Oak
Cliff,
in
addition
to
a
large
variety
of
newly
permitted
uses
and
they're
undesirable
uses,
many
of
them
in
the
past,
City
Planning
gave
the
excuse
that
the
four-story
apartment
buildings
that
were
re
that
will
be
rezoned
or
not
conforming
to
R1
AVH
guidelines,
but
we
know
that
many
non-conforming
buildings
exist
throughout
the
city.

These
buildings
are
extremely
critical
to
the
continuing
residential
neighborhood
of
Oakland
need
to
stay
Zone,
as
an
exception
with
the
R1
and
AVH
zoning.
This
is
just
one
example
of
why
residents
need
more
time
to
examine
and
Co
comment
on
the
outcome
plan.
Please
guess
that
opportunity
before
you
consider
this
legislation
and
finally
I
must
ask
if
you
have
ever
visited
Oakland,
please
take
a
walk
or
drive
down:
Kraft
Avenue
to
Joe
hammer
and
Kenneth
Square.
You
will
pass
the
apartment
buildings
that
are
proposed
for
rezoning.

tall

long
the
buildings
will
negatively
impact

quality
of
life
for
Oak
Cliff
residents.

parking

easy
right

most
of
our
student
neighbors
