A
Good
morning
and
welcome
to
the
regular
meeting
of
city
council
for
tuesday
february
8
2022.,
I
have
a
meeting
announcement
council
members
are
encouraging
virtual
public
participation
as
there's
limited
seating
in
council
chambers
due
to
the
number
of
coveted
infections
in
our
area.
All
meetings
will
be
live
streamed
on
the
city
website
and
on
the
city
channel
pittsburgh
youtube
channel.
Will
the
club
please
call
the
roll
reverend.
C
B
A
A
A
E
Here
for
the
cte
proclamation
miss
mike
dr
walters
and
crew
will
please
come
forward.
I
would
also
ask
that
jake
paulette
from
the
mayor's
office
also
come
forward,
as
we
have
both
a
proclamation
from
city
council
and
one
from
the
mayor's
office
as
well
they're
similar.
So
I
will
read
one
and
then
I'll
ask
mr
pollock
to
give
remarks
and
then
I'll
turn
it
over
to
miss
mike.
E
But
what
I
will
say
as
we
sort
of
pull
this
together
is
we
had
a
conversation
at
the
table,
maybe
two
weeks
ago
about
how
the
city
and
the
school
district
can
partner
and
the
cte
work
that
they're
doing
is
one
such
example
of
how
we've
actually
the
two
forms
of
government
have
actually
been
able
to
partner,
and
I
look
forward
to
building
on
that
relationship
and
just
want
to
thank
them
for
the
tremendous
work
they're
doing
within
pps.
E
Whereas
february

has
been

whereas

whereas
pittsburgh
public
schools,
career
and
technical

programs
are
an
integral
part
of
the
district's
objective.
To
ensure
that
all
students
are
equipped
with
the
skills
to
succeed
in
college
career
and
life,
and
whereas
the
ever-increasing
cooperative
efforts
of
career
and
technical
educators,
business
and
industry
stimulate
the
growth
and
vitality
of
our
local
economy
and
that
of
the
entire
nation
by
preparing
graduates
for
career
fields,
fields,
forecasts
to
experience
the
largest
and
fastest
growth
in
the
next
decade
now,
therefore
be
resolved.
A
F
Thank
you
councilman
lavelle,
madam
president
and
members
of
council.
If
I
could
just
quickly
read
mayor
gainey's
proclamation
corresponding
with
the
one
the
council
just
approved.
F
Whereas

has
been

F
Now,
therefore,
I
ed
gainey
mayor
of
the
city
of
pittsburgh
and
the
council
of
the
city
of
pittsburgh.
We
hereby
proclaim
february
1st,
through
28th
2022,
as
career
and
technical
education
month
in
the
city
of
pittsburgh,
and
urge
all
citizens
to
become
familiar
with
the
services
and
benefits
offered
by
the
career
and
technical
education
programs
in
this
community
and
to
support
and
participate
in
these
programs
to
enhance
their
individual
work,
skills
and
productivity.
G
Good
morning,
everyone
I
would
like
to
thank
city,
council
and
councilman
daniel
lavelle
and
also
the
mayor's
office
for
both
of
the
proclamations
today.
G
G
I
also
want
to
just
make
sure
that
everyone's
aware
and
I'm
sure
some
of
you
are-
we
do
have
16
different
career
and
technical
education
programs
in
pittsburgh,
public
schools,
across
six
of
our
high
schools
and
in
those
programs
all
of
our
students
leave
with
industry,
stackable
industry,
certifications,
along
with
dual
enrollment
credits,
and
also
they're
prepared
to
move
on
to
post-secondary
and
or
get
a
job.
G
G
I
also
want
to
talk
just
a
little
bit
about
if
you
don't
know
a
lot
about
career
and
technical
education,
we
do
have
a
virtual
tour
online
on
pps's
website
feel
free
to
look
at
the
virtual
tour
if
you'd
like
to
come
in
we'd
be
happy
to
have
anyone
to
tour
our
labs,
and
I
encourage
families
to
really
look
at
it,
because
there
are
a
lot
of
viable
options
in
pittsburgh,
public
schools
and
career
and
technical
education
for
families
and
students,
and
now
I'll,
just
leave
with
this.
G
In
the
spirit
of
madam
c.j
walker,
who
said,
I
got
my
start
by
giving
myself
a
start,
I
encourage
students
to
give
themselves
a
start,
possibly
if
interested
in
career
and
technical
education.
Thank
you.
Everyone.
A
A
D
A
I
just
want
to
say
one
of
the
women
that
should
have
been
standing
here.
All
these
years,
representing
the
west
end,
is
miss
maureen
baby.
I
just
think
that
she
has
done
a
tremendous
amount
for
our
district
and
for
the
city
of
pittsburgh,
but
I'm
going
to
first
read
a
proclamation
that
she's
been
very
involved
with
and
it's
the
old
stone
tavern.
A
If
you
know
about
the
old
stone,
tavern,
it's
the
second
oldest
building
in
the
city,
commercial
building
in
the
city
of
pittsburgh
and
there's
been
a
huge
effort
to
save
it,
and
we
finally
have
are
so
excited
to
say
that
it's
been
purchased
with
the
intent
of
preserving
it.
And
it's
been
about
10
years.
A
They
started
in
2008,
so
that's
how
long
this
has
been
going
on.
So
I
want
to
thank
them
for
their
involvement
and
and
their
help,
but
I
I
just
always
the
driving
force
in
the
beginning
who
started
this
from
the
very
beginning,
was
noreen
beatty
and
chief
quickly
put
together
an
amazing
team
with
lots
of
talent,
so
we're
gonna
read
this
and
acknowledge
their
work,
because
they've
been
volunteering
all
these
years.
A
They
left
us
women
up,
but
it's
a
of
men
of
of
the
time
pioneer
patrons
american
revolutionary
soldiers,
participants
in
the
whiskey,
rebellion
and
local
farmers
workers
and
an
indian
who
visited
the
tavern
were
all
included
in
the
ledger
and,
whereas
concerned
about
the
deterioration
of
the
possibility
of
it
being
demolished
by
it
by
a
private
owner.
A
A
H
H
H
Pittsburgh
has
such
a
rich,
rich
history,
and
it's
such
a
shame
that
so
few
people
know
about
it
and
thanks
to
my
involvement
with
the
old
stone,
tavern,
I've
read
more
books
about
pittsburgh
than
I
knew
were
ever
written,
and
I
have
now
established
my
own
little
library,
which
I
have
put
in
my
will
that
my
youngest
grandson
shall
inherit
since
he
wants
to
be
a
history
teacher.
But
please
look
around
the
history.
This
is
more
than
a
steel
town.
H
This
is
the
town
that
was
once
a
shipyard,
all
kinds
of
things
and
the
old
stone
tavern
is
the
heart
of
the
west
end.
That's
where
it
all
began.
H
When
daniel
elliott
purchased
it,
he
had
the
sawmill
that
helped
to
build
fort
pitt.
That's
why
it
saw
mill
run.
There
is
one
woman
in
the
ledger.
I
don't
know
who
she
is
mrs
brooks,
but
apparently
she
had
to
pay
her
own
bills.
Women
weren't
allowed
to
own
property
and
the
guys
had
to
pay
all
the
bills.
So
it's
only
men
except
mrs
brooks
and
I've
not
learned
who
mrs
brooks
was.
H
We
want
to
thank
chris
mooney,
who
is
our
treasurer,
who
has
built
our
website,
and
I
encourage
you
to
just
go
to
pittsburgh's
old,
stone,
tavern
and
you
can
read
and
learn
more
about
the
old
stone.
Tavern
john
mcnally
is
our
vice
president
and
he's
been
quite
an
advocate
all
over
the
city.
Tooting
our
horn,
about
the
old
stone,
tavern
chad,
clover
joined
us
a
couple
of
years
ago
and
with
him
he
brought
a
new
breath
of
ingenuity
and
reaching
out
to
meet
people.
H
H
J
And
I
would
say
thank
you
to
noreen
personally
as
well,
because
she's
become
like
my
aunt
and
I've
learned
so
much.
I
live
in
the
west
end
and
elliot
in
ten
years
ago
I
gave
up,
I
started
a
new
experiment
by
not
owning
a
car
just
to
see
what
would
happen
and
I
got
to
meet
a
lot
of
people
and
then
I
gave
up
the
internet
long
before
became
a
thing,
and
I
started
hanging
out
the
library
and
that's
how
I
heard
about
the
old
stone
tavern
this
group.
J
The
more
people
can
get
outside
and
just
on
cbs
morning
show
that
doctors
are
now
writing
prescriptions
for
getting
out
to
nature,
and
that
coincides
with
saving
historic
buildings,
as
you
may
know
that
there's
now
a
bike
lane
coming
to
the
west
and
if
we
can
get
tourists
in
there
as
it's
a
sustainable
economy-
and
you
know
it
brings
people
more
to
emerald
view
park
and
seldom
seen
and
it's
something
for
you,
folks
in
the
eastern
pa,
east
pittsburgh
and
all
your
neighborhoods
that
the
west
end
has
a
lot
of
cool
things
to
come
and
see
so
come
and
check
us
out
in
the
the
ledger
from
the
1790s
is
now
nationally
recognized,
and
it's
now
part
of
a
national
historic
trail.
J
That's
bringing
a
convention
here
in
august,
so
more
update
on
that
real
soon.
So,
thank
you
so
much.
A
Whereas
noreen
beatty
spent
her
childhood
in
several
states,
including
indiana,
arizona
and
ohio,
once
noreen
graduated
high
school,
she
moved
to
the
west
end
neighborhood
of
pittsburgh,
where
her
mother
called
her
home
and
whereas
mrs
beatty
began
working
at
mellon
bank
and
continue
to
work
in
accounting
in
the
accounting
field.
Doing
payroll
for
a
number
of
companies
in
the
pittsburgh
area
and
whereas
noreen
married
and
lived
in
elliot,
raising
her
four
children
and
she
became
very
involved
with
her
children's
activities
in
schools.
A
And
whereas
she
volunteered
as
a
den
mother
of
pac
87
and
was
a
parent
rep
for
thaddeus,
stevens,
elementary
school
and
greenway
middle
school.
And
she
also
became
a
chairperson
for
langley's
cluster
of
schools
for
one
term.
And
whereas
noreen
was
president
of
the
national
association
of
neighborhood
schools.
For
three
years
and
in
the
late
70s.
A
H
No,
I
I
am
just
me
and-
and
I
was
so
glad
to
hear
about
the
people
before
me-
steve-
received
her
because
I
truly
believe
in
education,
education,
which
knowledge
is
something
that
no
one
can
take
from
you.
You
can
own
the
biggest
house
and
it
can
burn
down
tomorrow.
H
You
can
have
the
greatest
job
and
the
company
can
move,
but
what
you
know
no
one
can
take
from
so
my
heart
has
always
been
with
kids
and
education
and,
if
I
could
say
anything
to
the
pittsburgh
board
of
education
and
the
state
of
pennsylvania,
shame
on
you
that
you
do
not
teach
pittsburgh
and
pennsylvania
history
in
your
school.
I
learned
my
love
from
history,
from
arizona
where
we
were
forced
to
listen
to
arizona
history.
H
So
if
you
want
to
know
about
the
indians
and
the
apaches
and
coaches
and
all
I
know
a
little
bit
about
that
too,
but
that's
where
my
love
began
for
the
city
for
history
and
I
carried
it
forward
for
my
love
of
pittsburgh.
My
mother
was
a
native.
She
got
my
dad
asked
her.
What
she
wanted
for
christmas-
and
she
said
I
want
to
go
home
and
that's
what
got
me
here
so
thank
you
very
much.

demarginalizing,

marginalizing.

combat
sexism.
By
insisting
on
sexist
racist,
unequal
non-protection
of
white
males
under
the
laws
violating
the
usc
amendment
14
equal
protection
clause,
the
gec
shows
bias
against
white
males.
I
think
it
is
segregationists
in
identifying
itself
as
intersectionalist
at
his
18th
june
2018
meeting,
where
pp
advertised
himself
as
a
feminist
gender
equity
maker
space,
welcoming
all
feminist
genders
males
and
in
that
its
board
is
all
female.
M
No
males
were
on
the
agenda.
No
males
were
on
the
visitor
list.
Counselor
deborah
gross
introduced
this
last
week,
pp
gross
who's
as
a
sociologist
could
have
introduced
it
as
I
did,
but
did
not
and
who
brought
no
contact
information
and
when,
when
the
proclamation
was
was
done,
she
came
over
here
with
her
group
and
babbled.
Until
I
shut
her
up.
A
D
D
It
is
an
honor
to
be
a
trailblazer
to
continue
the
work
of
my
ancestors,
who
fought
hard
and
long
to
keep
our
culture
pure
and
intact.
Our
tradition,
sacred
and
free
from
colonizer's
influence.
It
is
our
duty.
It
is
our
right
to
ensure
that
our
rights
are
always
protected
and
that
future
generations
have
the
freedom
and
liberty
to
enjoy
our
land
and
resources
and
not
face
forced
assimilation,
tyranny
and
genocide,
for
we
are
the
unque
homeway.
D
When
I
came
up
through
the
pittsburgh,
public
schools
or
the
young
people
are
very
impressionable
at
that
age
and
their
minds
began
to
get
set
at
this
young
and
impressionable
age.
We
want
to
catch
these
children
before
other
organizations
or
outside
influences
begin
to
deposit
their
thought
process
into
these
young
minds.
We
want
to
make
sure
that
they
gain
an
interest
in
some
of
these
trades.
I've
been
a
proponent
for
speaking
out
about
these
traits
on
city
council
numerous
times
and
about
the
education
system.
So
I
applaud
those
who
are
directly
responsible
for
this.
N
If
we
go
back
to
1955
you'll
say
my
gosh,
no,
you
weren't
in
pittsburgh,
then
well,
that's
for
true.
Where
was
I,
I
was
in
philly,
calling
the
department
of
education
and
attended
three
meetings
in
washington
dc
to
initiate
what
I
thought
would
be
free
college
education
for
all
the
students
in
the
country.
N
After
that
I
was
active
in
many
different
religious
organizations
and
held
a
couple
of
presidencies,
and
then
I
came
to
pit
to
this
room
approximately
in
2003
when
I
presented
a
a
conceptual
idea
called
revenue
opportunities
which
was
passed
by
this
council
and
was
funded
by
with
seventy
five
thousand
000,
that
small
contribution
of
thinking
has
actually
grown
into
over
a
million
dollars
as
as
reported
to
me
by
someone
in
the
mayor's
office
and
with
more
money
coming
in
well.
N
What's
the
point
of
my
saying
all
this
well
on
the
10th
of
march
at
2
p.m,
I'll
be
meeting
with
ed
gainey,
our
wonderful
mayor
and
I'm
going
to
need
support
in
order
to
receive
a
contract
to
raise
what
I
believe
may
be
as
much
as
12
million
dollars
from
new
conceptual
thinking
that
I
will
bring
to
you,
and
I
hope
that
you
will
be
able
to
see
your
way
clear
to
vote
in
favor
of
said
contract
so
that
my
effort
will
not
be
wasted
because
I'm
already
at
work
on
the
subject.
N
And
why
do?
Why?
Do
we
need
that
money?
Because
we
don't
have
free
cash
everything's
budgeted?
That's
the
way
government
works.
So
I'm
saying
fine
that
that's
good,
but
we've
got
to
do
better.
We've
got
to
put
a
cash
fund
together
that
ed
can
go
into
the
neighborhoods
where
the
troubles
are
and
literally
be
able
to
spend
the
money
to
bring
about
peace
and
quietness
and
a
different
attitude
toward
government
in
this
great
city.
I
thank
you
for
your
attention.
K
K
I
wanted
to
come
today
with
a
different
spirit,
because
I've
been
praying
for
you
and
on
you
asking
god
to
move
my
heart,
because
I
I
have
some
harsh
feelings
for
the
way
that
you
treat
me.
Let
me
explain
to
you
why
last
when
they
had
the
hearing
about
wilkinsburg
the
union
man,
they
called
his
name.
I
walked
sort
of
walked
past
and
he
smiled.
He
said
mrs
brown
and
then
he
said
he
smiled
well
at
first.
K
I
couldn't,
I
really
didn't
know
who
he
was
because
he's
gained
a
little
weight,
not
a
whole
lot,
but
a
little
weight,
and
I
said,
oh,
he
said
you're
still
coming
and
I
said
and
you're
still
here.
Do
you
understand
this?
Is
the
union
man
and
I
for
years,
I've
come
down
and
I
talked
about
the
treatment
that
we
receive
in
our
neighborhood
from
the
police
and
this
man
who
I
talk
against
the
police.
Most
the
time
had
enough
respect
to
speak
to
me
with
a
smile
on
his
face.
K
K
I
thought
the
paper
said
that
she
was
supposed
to
make
it
in
large
writing
so
that
the
people
that
can't
see
we're
old
and
we're
up
in
age
up
in
age,
but
I'm
telling
you
they
brag
on
you
on
what
you
did
you
may
have
put
stuff
in
order
plus
also
when
you
people
come
down
here
and
I'm
at
the
meeting
and
you
pass
out
papers
to
the
city
council,
I'm
trying
to
take
notes.
I
asked
the
young
clerk.
K
If
I
could
have
a
paper,
I
gotta
follow
him
back
there
because
miss
the
lady
one
counts
woman.
She
didn't
take
her
paper
package,
I
go,
he
goes
and
he's
lit,
I
said,
but
you
got
to
get
permission.
She
didn't
give
him
permission
only
miss
smith.
I
had
to
wait
till
the
end
of
the
meeting
and
say
miss
smith
that
paper
that
was
passed
out
if
you're
passing
papers
out
to
you
and
I'm
at
the
meeting.
It's
supposed
to
be
transparent,
open,
open
communication,
not
sensor
sensor
me
or
my
grandchild
again.
A
Thank
you,
miss
brown.
Do
we
have
any
further
speakers
wishing
to
address
city
council
in
the
audience
any
further
speakers
seeing
no
further
speakers
we'll
move
on
to
our
next
order,
business,
which
is
presentation
of
papers
and
we'll
have
councilman
burgess,
chair
of
urban
recreation?
A
C
A
O
A
Have
a
message:
we
have
a
second
all
in
favor,
all
right,
education's
proof
thank
you
councilman,
and
we
have
one
appointment
and
that's
the
director
of
public
safety.
A
A
A
C
President,
madam
clerk,
is
this
the
mayor's
appointment
to
the
rad
board
right?
It's
a
reappointment
yeah.
A
It
is,
and
they
asked
us
to
they
inadvertently.
She
was
inadvertently
removed,
it's
my
understanding,
but
she
was
doing
a
great
job.
They
just
want
to
keep
her
on
and
don't
want
to
have
any
interruptions
so.
C
Yeah,
I
just
it's
so
important
for
the
public
to
know
the
importance
of
the
rad
board
and
the
amount
of
funding
that
is
distributed
through
the
red
board
and
the
fact
that
the
carnegie
library,
forgive
me
is,
is
the
I
think,
the
largest
recipient
of
the
rad
dollars
that
that
do
come
in
and
that
these
are.
These
are
not
appointments
to
be
taken
lightly.
They
make
very
very
major
decisions
on.
C
Of
course,
no
I
just
I
just
I
wanted
to
make
certain
that
this
was
the
the
mayor's
appointment
into
the
web.
I.
A
Would
love
to
have
a
post
agenda
about
it
because
I
think
we
all
want
to
know
a
little
bit
more
about
that
a
little
bit
more
about
connect.
I
think
you
know
we
should
keep
on
those
all
those
things
yep.
Thank
you
very
much.
Okay.
Thank
you!
So
much
any
other
discussion
all
in
favor.
A
Thank
you
and
congratulations
and
thank
you
to
her
willingness
to
serve
and
are
in
the
unfinished
business
before
council.
Is
there
any
unfinished
business
moves
us
on
to
our
next
order?
Business,
which
is

of

final

and

have

A
Okay,
thank
you.
You've
heard
the
in
the
title
of
the
bills.
Is
there
any
discussion
on
the
bills?
Councilman
coghill,
yep.
I
Madam
president,
I
have
a
motion
to
amend
by
substitution
for
bill
number
46
and
also
82..
We.
C
Discussion
please
councilman
thanks.
Madam
president,
I
just
want
to
thank
members
of
council
and
jake
in
the
administration
for
their
willingness
to
work
with
us
to
take
the
monies
from
the
park
reconstruction
and
put
those
back
in,
so
that
dollars
that
are
already
existing
can
be
used
for
the
the
leasing
of
the
vehicles,
and
I
just
appreciate
their
willingness
to
work
with
us.
Thanks.
P
A
A
Yes,
could
you
please
address
the
amendments
under
finance
law
and
for
councilman
coghill's
presenting
yes.
L
Thank
you.
Basically,
what
the
amendments
do
is
put
money
back
into
leslie
park
reconstruction
and
it
frees
up
that
59
000
and
that
money
will
then
be
paid
out
of
the
operating
budget.
L
P
K
A
A
Thank
councilman,
collegial
for
working
with
the
administration
on
trying
to
come
up
with
some
solutions
that
are
different
than
what
we're
currently
currently
seeing-
and
I
know
you
know
this
is
a
short
time
short-term
fix,
but
there's
also
a
long-term
fix
here,
and
I
just
want
to
thank
you
all
for
working
together
to
make
sure
that
this
happens
for
our
residents.
They
don't
want
to
hear
any
more
excuses
as
to
why
snow
removal
is
not
done
in
the
city,
but
I
I
do
want
to
say.
A
I
think
our
crews
are
doing
the
best
they
can,
as
we
say
this
over
and
over
again
with
the
equipment
they
have.
But
that's
on
that
bill.
Is
it
I'm
not
going
to
get
belabor
at
that
point,
but
thank
you
councilman
and
so
the
bill's
amended
okay,
and
so
we
need
to
vote
on
the
amendment.
Okay,
this
one
to
make
sure
and
we
have
a
motion.
We
have
a
second
all
in
favor,
any
opposed
bill's
amended.
Thank
you
and
any
discussion
on
all
the
other
bills.
A
So
I'm
just
going
to
discuss
briefly
the
wilkinsburg
annexation.
We
have
one
bill
where
we're
declining
the
annexation.
I
want
to
just
be
very
clear.
This
council
is
like
you're
all
so
amazing.
It's
with
some
of
the
things
you're
doing
the
knowledge
that
you
have
you
do.
Such
d
I
said
to
somebody
deb
gross
is
like
a
a
math
whiz.
I
mean
she's
amazing
councilman
strasberger
is
such
a
strategist
and
councilman.
Burgess
knows
how
to
get
things
done
every
one
of
you
have
some
talent.
A
I
can
name
all
of
you
for
something
you
do,
but
I
want
to
say:
oh
somebody
had
to
do
was
come
talk
to
counsel
in
a
respectful
way,
and
instead
it
was
you
know,
a
judge's
orders
shoved
on
our
throats.
No
opportunity
for
communication
with
our
residents,
but
after
we
finally
did
sit
down
that
we
came
up
with
the
the
next
bill
that
you
know
in
the
on
the
agenda.
A
Well,
I
think
it's
two
after
that,
and
we
found
a
way
to
work
together
to
try
to
do
what's
in
the
best
interest
of
all
of
our
residents
and
to
the
city
of
pittsburgh
who
we're
elected
to
represent,
and
so
I
want
to
thank
all
of
you
for
working
through
this,
for
your
willingness
and
for
everything
you
brought
to
the
table
and
late
nights
that
you
put
in.
I
think
people
don't
realize
that
you
work
24
hours
a
day.
Seven
days
a
week.
I
hear
a
lot
of
times.
A
People
compare
us
to
county
council
they're
part-time.
They
do
but
they're
great
too,
but
they
are
they
work
part-time,
but
this
council
is
definitely
working
and
I
bet
that
they
work
more
hours
than
than
part-time
too,
but
I
will
say
that
this
council
has
put
a
lot
of
hours
in
trying
to
make
sure
we
get
this
right.
A
So,
thank
you
all
for
your
help
on
all
of
these
things
and
we'll
continue
to
work
with
people,
and
but
I
do
want
to
say
that
I
am
appointing
councilman
lavelle
to
lead
the
wilkinsburg
investigation
and
the
greater
plan
to
possibly,
if
any
other
municipality
wants
to
approach
us,
not
that
we
would
ever
approach
them
we're
not
legally
able
to.
But
if
anyone
ever
wants
to
approach
us
in
the
future,
we're
going
to
give
you
a
template
on
how
to
do
that,
so
that
we're
not
excluding
people
we're
being
inclusive.
A
As
we
always
say,
we
are
we're
really
going
to
do
it,
so
it
will
be
councilman
lavelle,
councilman,
burgess,
councilman,
coghill
who's
been
involved
with
the
wilkinsburg
piece
from
the
beginning
and
councilwoman
gross.
Who
I
just
mentioned,
is
amazing
with
numbers,
so
I
think
the
four
of
you
will
start
that
and
then
we're
going
to
work
with
others
on
on
the
things
that
you'll
be
doing
so
after
this
committee
forms.
So
with
that
said,
any
further
discussion,
councilman.
I
I
just
wanted
to
take
the
opportunity
to
thank
you
for
your
leadership
and
really,
like
you
said
council
in
general,
coming
to
a
consensus
on
the
wilkinsburg
annexation
I'll
be
voting
in
support
of
it
today.
I
just
want
to
explain.
I
don't
feel
I
have
all
the
information
that
I
need
at
this
point.
I
So
I
look
forward
to
the
fact-finding
mission
finding
you
know
whether
it's
the
water
and
soar
authority
that
we
have
to
deal
with,
but
a
lot
of
unanswered
questions,
so
I'm
not
completely
comfortable
in
voting
yes
for
today,
but
the
spirit
of
it
it's
either.
Do
you
believe
in
consolidation
is
a
good
thing
or
not.
I
do
so.
I
will
be
voting
on
it
yesterday,
but
look
forward
to
taking
it
back
up
in
january.
Thank
you.
A
Thank
you
and
mata.
Can
you
be
clear
how
we're
supposed
to
vote
if
you're
in
favor
or
in
support
of
annexation,
you
make
that
clear
on
bill?
Who
is
that.
B
P
All
right,
I
just
want
to
make
some
comments
here.
It's
actually
not
mostly
directed
towards
wilkinsburg,
but
just
the
whole
idea
of
of
annexation.
I
talked
about
how
it's
pittsburgh's
history
of
of
you
know.
Joining
like
councilman
coghill
said
you
know
there
was
an
opportunity
to
keep
him
out
of
the
city
of
pittsburgh
a
while
ago,
I'm
just
I'm
just
joking
but
anyway.
P
The
point
is
that
that
is
pittsburgh's
history,
but
the
fact
that
we're
in
this
situation,
where
there
is
you
know
a
population
in
wilkinsburg
that
is,
I
mean
roughly
10
percent,
signed
the
petition
for
us
to
have
this
conversation.
P
You
know
that
we've
been
having
for
you
know
not
as
long
as
I'd
like,
but
I'm
I'm.
You
know,
I'm
okay
with
it
because
I
know
there's
a
path
to
getting
to
a
resolution
here,
but
these
conversations
are
only
happening
because
everything,
the
state
and
regionally
what
people
think
that
you
know
they
can
do
to
pittsburgh.
I
mean
you,
take
65
279,
I
mean
it
ravaged.
P
You
know
neighborhoods
and
just
like
created
suburbs,
towns,
cities
that
never
existed
before,
and
so
the
city
of
pittsburgh
has
been.
You
know
taken
the
brunt
of
all
these,
such
all
these
different
situations
that
we've
been
faced
with,
and
this
type
of
decision
where
we're
expected
to
vote
on.
P
You
know
this
type
of
situation
where
we'd
allow
wilkinsburg
to
have
this
on
the
ballot
and
incorporate
them
into
our
city.
I
mean
we're
continually
put
into
these
types
of
situations
because
of
the
history
of
pittsburgh
and
how
you
know:
we've
created
all
the
or
the
the
state.
The
federal
government
has
created
situations
that
put
us
in
where
we
continually
create
all
these
amenities
for
people
who
live
outside
the
city
just
to
take
advantage
of
us,
and
so
I
mean
it's
not
the
most
ideal
situation.
P
The
best
good
government
situation
is
for
us
to
continually
figure
out
how
we
can
share
services
and
to
expand
pittsburgh.
I
mean
it's
not
a
it's,
not
a
crazy
idea.
We
have
130
municipalities
and
you
know
everyone
comes
in
and
enjoys
all
the
amenities
of
pittsburgh
and
we've
created
most
of
these,
these
this
population
outside
of
town
and
it's
it's
time
that
the
the
state
and
the
federal
funds
realize
that
you
know
even
with
our
infrastructure.
P
The
conversation
is
still,
how
do
we
fund
our
infrastructure
and
whenever
you
look
at
situations
like,
I
don't
even
know
what
the
new
highway
name
is,
but
it
goes
from
a
key
sport
all
the
way
to
the
airport.
I
mean
it's
millions
of
dollars
that
was
spent
to
regionalize
our
area
and
to
make
it
you
know
more
acceptable
for
people
that
you
know
have
moved
outside
the
city
and
it
continues
down
this
path
of
you
know
putting
pittsburgh
and
other
municipalities
that
are
that
are
hurting
outside
of
the
city
in
into
this
situation.
P
So
I
will
well
end
there
just
saying
that
the
conversation
is
real,
that
you
know
the
conversation
of
population
is
real
and
that
pittsburgh's
history
and
what
has
been
done
to
it,
is
not
fair
and
we're
placed
in
a
situation
where
we
are
literally
playing
catch
up.
A
Q
Of
council,
this
has
been
a
process
that
we've
all
kind
of
walked
through
and
it's
been
it's
been
interesting,
but
I
think
we're
in
a
good
place.
I
certainly
respect
council
president's
leadership
and
council
lebel's
leadership
as
we
move
forward.
I
have
to
say
something
I'll
have
to
echo
what
bobby
said:
the
federal
government
intentionally.
Q
The
economic
policies
of
our
country
was
purposefully
intentionally
racist
and
segregationist,
and
so
we
are
seeing
the
impact
of
that
policy,
and
so
there
is
an
intersection
between
what
we
see
and
this
sort
of
racist
history
and
so
and
again
I
wasn't
I
was
talking
about
this
later,
but
we
have
now
wilkinsburg
this
prime,
this
majority
african-american
community.
Q
The
thing
that
I
and
I
I'm
grateful
for
for
councilman
coghill's
post
agenda.
They
said
something
that
I
hadn't
heard.
I
had
not
heard
until
then
that
in
unless
something
happens
with
wilkinsburg
in
2000,
I
think
I
think
the
number
was
2028.
I
think
that
was
the
number
in
2028.
Q
That
city
will
go
bankrupt
without
some
intervention.
A
majority
bloc
city
will
go
bankrupt
with
no
hopes
of
revival
they
will
join.
I
I
won't
name
the
the
the
the
the
mon
valley
communities,
but
that's
what
it
will
become.
It
will
become
in
the
fact
if
we
weren't
doing
this,
if
we
weren't
doing
their
their
garbage
and
their
fire
and
their
schools,
they
may
have
already
been
there,
and
so
that's
why
I
am.
Q
I
am
going
to
probably
be
leading
the
the
process
to
incorporate
them,
but
I
also
think-
and
this
is
the
last
thing
I'm
saying
this
is
my
learning
I
want
to
share-
I
think
more
now
and
I'm
for
a
variety
of
reasons.
I've
been
very
contemplative.
Q
I
think
my
goal
for
the
rest
of
my
time
here
on
this
earth,
and
certainly
here
at
council,
is
just
to
share
the
experiences
that
I've
had.
The
knowledge
I've
gained
doesn't
make.
I'm
just
been
around,
I'm
a
witness
to
what
god's
done,
and
so
I
just
want
to
share
what
I've
learned
from
god
and
from
the
people
here
and
the
thing
I've
learned.
I
wasn't
saying
it
now,
but
I've
learned
this.
Q
There
is
no
lack
of
money.
I
used
to
think
that
I
used
to
think
the
problem
was:
there's
a
lack
of
money,
but
there
isn't
a
there,
isn't
a
problem
with
the
lack
of
money.
There's
enough
money
to
rebuild
every
community
in
pittsburgh,
there's
enough
money
to
rebuild
wilkersburg
and
home
ward
in
lincoln,
limington
and
larmer
and
sheridan.
Q
Q
We
know
the
communities
right:
squirrel
hill,
shadyside,
highland
park,
southside
flats,
maybe
knight
lawrence,
maybe
not
as
much
highland
park,
but
certainly
shea
side
chase
at
squirrel
hill,
oakland,
south
side,
southside
flats
mount
washington,
maybe
strip
district.
All
those
communities
now
we're
fighting.
No,
but
those
those
come
here,
they're
about
six
or
seven
communities
to
get
eighty
percent
of
the
resources
we
and
and
the
rest
of
the
city
gets
20
of
the
resources.
So
it's
really
not
a
question
of
money.
It's.
Q
How
can
we
come
together
and
do
the
just
thing
and
re-re-prioritize
investment
in
these
communities,
and
so
I
that's
what
I've
learned
so
I'm
I'm
grateful
for
just
being
a
voice.
I'm
grateful
for
your
leadership,
I'm
grateful
for
I'm
grateful
to
be
a
member
council
and
being
able
to
have
a
moment
at
least
say
my
thoughts.
I
I'm
learning
to
even
appreciate
that
that
that
that
honor
and
that
privilege,
so
I
will
be
voting
no,
I
would
be
holding
yes,
which
is
no
to
annexing.
Q
I
will
be
voting
yes,
which
is
no,
but
I
and
and
very
much
anticipate
about
one
year
from
now
voting.
Yes
for
yes,
thank
you
very
much.
A
A
All
we're
doing
is
creating
what
we
didn't
like
in
the
first
place,
what
they
did
to
other
neighborhoods
so
to
make
sure
that
we
are
investing
in
squirrel
hill
who
invest
in
the
city
of
pittsburgh
to
make
sure
we're
investing
in
shadyside
mount
washington
and
other
neighborhoods
continually,
but
also
simultaneously
investing
in
the
neighborhoods
that
are
struggling,
maybe
a
little
more
depending
on
what
the
issue
is
and
depending
on
what
we're
agreeing
upon,
but
we're
working
on
at
the
time.
A
But
I
do
think
that
you
can't
exclude
the
neighborhoods
that
are
paying
the
taxes
in
the
city
or
you're
going
to
not
have
a
tax
base
in
the
city.
With
that.
I
would
also
like
to
mention
that
with
the
committee
that
we're
forming
the
task
force
that
we're
forming
that
I'm
going
to
make
some
recommendations
for
an
advisory
committee
that
will
include
our
county
exec,
our
mayor's
office
and
others
we're
going
to
make
sure
that
wilkinsburg
has
a
say
and
that
we
hear
from
those
residents
as
well.
A
I
know
that,
but
each
council
member
will
have
a
responsibility
in
this
process
under
your
committee,
so
I
want
to
make
sure
everybody
understands
that
this
is
a
council-led
initiative.
Every
council
member
will
be
involved
and
we'll
get
we'll
work
with
the
others
on
other
levels.
To
make
sure
we
put
a
great
advisory
committee
together,
working
with
the
task
force
in
some
recommendations,
any
other
discussion
on
men
clerk.
A
O
A
You
the
bills
haven't
received,
the
legally
required

vote

finally,
is
it
passed?
No,
it's
fast.
It's
finally
passed
and
I
just
want
to
say
we
just
turned
down
the
annexation
proposed
annexation
of
wilkinsburg
and
now
all
other
bills.
Madame
clark.
B
